The Government, in its meeting of the Steering Executive Members and the Cabinet, chaired by Hon'ble Co-Convener, Steering Committee, Q. Tuccu, dated, 25th July 2011, warmly greeted the seven home-comers from various groups/outfits who have came to join the mainstream, namely:
1) Mr. Shahoto Yimchunger, Deputy Kilonser, UT-I, from Kehoi group
2) Mr. Perry Hau, Zeliangrong Region, Secretary, MIP, from NNC (Non-Accordist);
3) Mr. Ramyo A. Shatsang, Political Organizer, Wung Tangkhul Region (WTR), from Khaplang (K) group;
4) 2nd Lieutenant Chalo Milan, WTR, from K group;
5) Sgt. Maj. Rami Khatepo, WTR, from K group;
6) Sgt. Sp. Salepoh, WTR, from K group; and
7) Mr. Ngaranshim, Security Agent, WTR, from K group;
They (sl.no. 3, 4, 5 & 6) also brought along with them 6 (six) assorted firearms- 1 AK-56 Assault Rifle & 3.2 pistol; 1 M-22 Assault Rifle & 9mm pistol; 1 M-16 Assault Rifle; and 1 M-16 Assault Rifle, respectively.
The Hon'ble Kilo Kilonser, Mr. Rh. Raising on behalf of the meeting extended a hearty welcome to them. He also exhorted them on the truth and challenges of the Naga Nationalism under the vanguard of the NSCN/GPRN.
The home-comers on their turn briefed the house of their experiences and observations of the groups/outfits which they formerly served.

Mr. Shahoto Yimchunger: “I was arrested by the Kehoi group on the 9th of June 2008 and was forcibly made to join their group. During my short stay at the Kehoi camp, I did not see any political vision in their activities. Sometimes, I did question the senior leaders why we were not involved in political dialogues with the Government of India whereas the NSCN/GPRN has been intensifying the political talks with them. So on witnessing their inability to explain their political stand and the lack of Naga people’s mandate to the group, I decided to return to the mainstream”.

Mr. Perry Hau: “In a stay of 3 years in the NNC (Non-Accordist), I witnessed that the NNC does not have the political platform to uphold the Naga national principles. For which reason, I came over to the mainstream, NSCN/GPRN, on the 7th of July 2011.

Mr. Ramyo A. Shatsang: “We don’t find any political vision in the NSCN (K) group. As such, they are collaborating with the Meitei militants like UNLF, PREPAK and Assamese outfit- ULFA. While in my short stay in the K group, I had witnessed that the organization does not carry the voice of the people. So, therefore, I came with my colleague and boys to join the NSCN/GPRN on the 8th of July 2011.

NDFB sets up camps in Chin PULLOCK DUTTA The Telegraph
Jorhat, July 24: The NDFB has set up camps in the Hakha area of Chin province in western Myanmar since September 2009. This was revealed during the interrogation of four NDFB militants who were arrested last week.
The four cadres were apprehended by the Assam Rifles from Namtola along the Assam-Nagaland border on Friday night. Myanmarese currency amounting to 1,000 kyat was recovered.
The militants, who were handed over to Assam Police yesterday, were produced in court today and remanded in three-day police custody.
The four — Amar Borgayari, Neroi Daimary, Philip Ishlary and Chitraranjan Basumatary —were apprehended along with an NSCN (K) cadre, Isac Konyak, who acted as a guide during their trek from Myanmar to Assam via Nagaland. The four were about to catch a Guwahati-bound bus at Sonari, from where they intended to go to their respective homes at Bijni, Rowta and Dhubri, when they were arrested.
A police official interrogating the four said they were fresh recruits and had gone to Myanmar in March 2010 for training.
“They had completed their training and were returning home on a three-month leave after discharging their duties as helpers at the camp located in the Hakha area of Myanmar,” the official said, quoting the cadres.
The official said almost all the 93 cadres undergoing training at the camp in Myanmar were fresh recruits.
“They (the four arrested militants) have denied having any information about other NDFB camps in Myanmar. They said there was no member of any other militant outfit in the particular camp apart from the Bodo militant outfit and the 93 cadres there were mostly fresh recruits,” the official said.
This is the second time that NDFB cadres have been apprehended from Nagaland while returning from Myanmar. Fourteen NDFB cadres were arrested from state in October. These cadres were also recruits and were arrested after they entered Nagaland through Tizit inter-state checkgate on their way to training camps in Myanmar.
The Telegraph had earlier reported about the NDFB setting up its general headquarters at Myanmar sometime between late 2009 and early 2010 with the help of the Manipur-based militant outfit, Kanglei Yawol Kanna Lup (KYKL). Geroge Basumatary, one of the key accused in the October 30 serial blasts, is currently looking after the general headquarters.
The NDFB has been trying to set up camps in Nepal after the crackdown in Bangladesh. A six-member group, led by “lieutenant general” Onthao, had visited the country last year for a survey to set up the new hideout.

GUWAHATI: The Nagaland cabinet on Saturday proposed formation of an autonomous council or authority, comprising Tuensang, Mon, Kiphire and Longleng districts of the tribal state.
The cabinet's proposal comes in the wake of a joint meeting of DAN legislators and MPs on July 20. The cabinet is of the view that the Centre is expected to know what should be the best way of resolving the issue at hand keeping in view the larger interest of the Nagas, said cabinet secretary Lalthara.
The cabinet decided to request the Centre to intervene in the matter by taking an early decision so that there are no further problems in Nagaland. At the meeting, the Cabinet also deliberated on the demand of Eastern Naga People's Organization for creation of an autonomous comprising Tuensang, Mon, Longleng and Kiphire districts of Nagaland as contained in the memorandum dated November 25, 2010, which was submitted to Prime Minister and also referred to the Government of Nagaland for its views.

The splintering of militant groups in Nagaland has left the government unsure how to deal with which one and struggling to curb a spurt in extortion across the state.
A ceasefire is in place with the main factions of the NSCN (National Socialist Council of Nagalim) but the Khaplang faction split vertically over a month ago, and the state government is now confused which faction is actually involved in the ceasefire with the Centre. The state has asked New Delhi to clarify whether both factions have reaffirmed their commitment to the ceasefire agreement earlier entered into.
What is also significant is that the state government has decided not to provide police escort to leaders of the NSCN factions without specific approval or a direction from the Government of India. At the moment, top leaders like Thuingaleng Muivah and Issak Chisi Swu and others of their faction (NSCN-IM) have been provided government police escort whenever they move out of their designated camps.
One section of the NSCN(K) has remained with SS Khaplang but the majority in June expelled him and appointed Gen Khole Konyak as their new chairman. Subsequent to this, both factions have claimed to be the original and in a ceasefire with the government.
A cabinet meeting chaired by Chief Minister Neiphiu Rio on Saturday also discussed the law and order situation in the context of the presence of so many armed underground factions in the state. The state cabinet is understood to have observed that in addition to three NSCN factions now, the two factions of Naga National Council (NNC) too had a “considerable” number of armed cadres operating.

The demand for a separate Frontier State of Nagaland by the conglomeration of the Eastern Nagaland People’s Organization (ENPO) representing six tribal groups—Chang, Konyak, Sangtam, Khiamniungan, Yimchungru and Phom communities—has come as cause of concern for the Nagas as a people and more so at a time when we need to look at convergence of ideas, agendas, identity, territory and not to forget a united solution to the Indo-Naga issue. The ENPO has already taken the matter up with the Government of India and the latter has sought the viewpoint of the State government. The present NPF led government has also done an appraisal of the demand made for a separate State by way of appointing various committees to look into the entire gamut of issues raised by the ENPO. Now as per the latest Cabinet decision, the State government has proposed setting up of an Autonomous Council for the ENPO areas under the provision of Article 371 (A).
On ENPO Frontier Nagaland Demand
This latest proposal would appear to be similar to the special status enjoyed under the erstwhile Tuensang area in which the administration was directly under the control of the Governor and even fund allocation was kept separate for this region. A regional council and even a Minister for Tuensang Affairs were the other unique features of this autonomy. Further no Act of the Legislature of Nagaland was to apply to Tuensang district unless the Governor, on the recommendation of the regional council, so directs. Off course this administrative arrangement did not endure for too long and the former Tuensang Mon area integrated with the rest of Nagaland. Creation of separate districts in subsequent years was part of the initiative to bring about inclusive development and also to provide space for tribal plurality.
Having said that, now that the State government has given its option, it will be important to see how the ENPO will itself respond to the proposal for autonomous council. Better sense should prevail upon the ENPO leaders so that any decision taken is not for short term gains but for the overall interest of the Naga people’s aspiration for peace, reconciliation and a common territorial and political entity. This column has already stated its position that the genuine grievances presented by the ENPO merits immediate attention and correction. However separation from present Nagaland is not the answer. Even the proposal for an autonomous council is not going to be enough if we fail to improve our governance. All of us are aware of the fact that the fruits of development have not reached the grass root. There is a big development gap and this is the core of the problem. While policies and programmes do exist, it is the ‘governance deficit’ which has contributed to the present grievances and alienation.
Rather than creating another costly and complicated structure of administration through an autonomous council, wouldn’t it be better if the Nagaland government can create a separate Ministry, similar to DoNER, which will deal exclusively for the ENPO areas under a Cabinet Minister from the region. This new department/ministry can become like a mini secretariat for administration of the ENPO areas but will come within the existing government system. Other creative solutions can be found including the possibility of each department having their cell within this new set up. Depending on the availability, officers from the ENPO region can be posted here. Development including contract and supply works can all be taken up from this new office. With the Indo-Naga political issue currently under dialogue and attempts to bring warring Naga groups to a common platform and understanding, for the moment, the ENPO should keep its demand for Frontier Nagaland in abeyance as Nagas need to converge and not work at cross purposes at this important juncture of our history. For now the ENPO along with the State government can look for creative solutions within the present Nagaland State. Even the prospect of increasing the Lok Sabha and Rajya Sabha seats by one each, which can be reserved for ENPO areas, could be explored with the Government of India.

Ntangki Forest: An ecological issue and concern of the Nagas Dennis Elung
The Govt of Nagaland initiated a people consultative meeting dated 20th June 2009 Kohima represented by Council of Ministers, Naga Hoho, ENPO, NSF, NMA, and Naga tribal Hohos; a resolution passed on the issue of encroachment in Ntangki Reserved Forest wherein the meeting resolved that the general public, including the Tribal Hohos, the NGOs and civil societies should extend full support, cooperation, to the Govt in the effort to take up pro-active action against all forms of encroachment in the Govt Reserved land and forest. I believe this initiative taken up by the Govt is a great awakening of the Naga people for action toward protecting the environment with the consciousness of restoring the damaged ecological balance. In pursuance of the resolution, it is imperative to create general awareness and information about the importance and moral obligation of the Nagas to protect and preserve our forest in the act of restoring and saving the environment. Environmental issue must be seriously considered as people’s movement for sustaining life and an initiative for creating hope for the future generations.
Our planet earth is posing serious threats to human survival due to ecological imbalance created by humankind in the process of deforestation for human habitation, occupation, consumption and modernization based on economic oriented purposed and greed based action. In the global scenario, our world is experiencing a strange climate change; global warming, depletion of Ozone layer and frequent occurrence of natural disasters everywhere tells the message that our planet earth is being greatly affected, damaged by human excessive utilization of natural resources without much realizing that the counter reaction are causing danger and inconveniences to human habitation. The fact that, our earth-Home is being endangered and we are all responsible for our action. Concerned that, we Nagas must take serious steps in considering the impact of the global situation on our people while fighting and struggling for a nation status and as a people. We are to take every precautionary measure to protect our lives, land and forest. No Nation can sustain without caring the lives of our people, land and environment. Our people, land and forest are the essence and sole reason of our nation. Concerned that, in order to act out our role toward protecting and preserving our people land and environment, we are to find out and ascertain the cause of environment degradation and strive together for restoration and for healing of our land. There are Natural causes and man-made causes. Let me stress on man-made causes, which I feel is the most damaging one. Deforestation, killing of animals for food and pleasures and exploitation of forest for personal economic gains and greed-based extravaganza occupation of land. Theses developmental human activities have greatly affected the ecosystem. Therefore, It is our people concern and responsibility to put our earnest effort to prevent further destructive activity in the interest of the whole Naga nation and people. The Universal declaration of Human Responsibility, Art 7. States that, “The animals and the natural environment also demand protection. All people have a responsibility to protect the air, water, and soil of the Earth for the sake of present inhabitants and future generations”
Concerned that the Ntangki Reserved forest be protected and preserved as the pride, hope and for the home of animal’s species, which are our inter-related and interdependent creatures providing or part of the ecological balance. It is surprise to know that, much of the forest have been exploited, deforested for human occupation by encroachers which when considered are only for extra possession besides the homes plots in their villages, districts, and state. It is informed that many animal and plants species have been extinct. The fear that, we Nagas as a people may also cease to exist or extinct as a race lest we forget our responsibility to preserve and protect our land and environment. We tribal Naga people must act our rights to protect our land and forest as in time past living in close attachment with the nature. As the saying goes, “Care for nature, cure for mankind” so let us altogether preserve God-free given nature and live in accordance with the laws of Nature. We Nagas and our land are blessed with God’s protection from all natural calamity or disasters. God save our land. Let us not destroy our selves and land by random exploitation of natural resources available for our sustenance.
While considering the present situation, it is imperative that We Nagas must uphold our traditional rights over our land and protect it for and in the light and interest of the Naga Nation. That every Naga tribe should protect and preserve their own Village, district or people land and we must see to it that, we extend our support to each other’s tribe in protecting the land from foreign intrusion. Concerns that, the Ntangki Forest being the common concern of the Nagas in matter of environment and ecological implication, which lies within the Zeliangrong Country traditionally belonged to the Beisumpui Zeme Village, the Zeliangrong people are prompted to extend, support and cooperate to the Govt. initiatives in the effort to take up pro-active action against all forms of encroachment in the Govt Reserved land and forest. Accordingly responding to the call of the Govt. and out of Peoples’ obligation to protect their land and its forest, the Zeliangrong People commences a forest movement in the general interest of the whole Naga nation.
In my personal conclusion, about the Ntangki Forest, it is not a tribal issue neither private one rather it is the common issue of the people to be taken care of by the concerned Government and the people. Therefore, let us keep Ntangki safe for the present and future generations,

The possible set up of ADCs in Nagaland - Hueiyen Lanpao Editorial
The Neiphiu Rio government in Nagaland, through a cabinet decision had, in principle, decided to set up Autonomous District Councils (ADCs) in the border areas of Nagaland which had openly demanded a severing of all ties with Nagaland to form a new state called 'Eastern Frontier'.

These are the areas previously known as the Tuensang area, which much against popular opinion was forcibly incorporated into Nagaland at the time of its inception. Since its open rejection of Naga dominance came to be clear and unmistakable, the very concept of the hastily stitched up 'unique' Naga polity became derailed.

It is to the credit of Chief Minister Rio and his colleagues that within a short period of time they decided to offer setting up of ADCs in this contentious area.

Whether the leaders and the public at large of 'Eastern Frontier' will be placated by the offer, or will they insist on a total snap of relations with Nagaland only future developments can tell.

The point is Rio acted positively and swiftly to a crisis which was laden with the potential of disintegrating Nagaland. Given the decisiveness and the speed in reaching the decision, if 'Eastern Frontier' agrees, the formation of ADCs in that area could also well be speedy and functional.

Should this come out as a truth, then it will come as a rude hammer blow to Manipur's Chief Minister, O Ibobi Singh. It has been quite some time since elections to ADCs in Manipur were completed.

But are our ADCs truly functional, the answer is unfortunately no. In fact the government has not stopped crowing over its holding of ADC elections.

Has the government been resting on its laurels while not taking up positive steps to make the ADCs operational? It is upto the government to answer that.

What we know is that if ADCs are formed in Nagaland and if they are functional then it will gravely expose the distrustful nature of the government in Manipur, capable of giving promises but not capable of acting on them.

If such a situation does unfold what could be the consequences for Manipur? This has to be viewed from two perspectives.

Namely, what will be the positive impact on Manipur if ADCs are created in Nagaland. Next, what could the nature of suffering we will have to endure by dilly dallying on the steps to be taken to make our ADCs fully operative.

To simplify the case, the creation of ADCs in Nagaland will act as a permanent leash on the coveting nature of Nagas for other peoples lands. With the inception of ADCs the concept of a greater Nagaland will come loose at the seams.

For many in Manipur, it will also be a realization that the Holy Grail of a greater Nagaland is unachievable.

If arguments continue for separation from Manipur, it can only be conceived to be the product of vileness. As it is even the egg of the 'Naga People's Front' which Neiphiu Rio laid in Senapati will turn out to be a dud.

On the other hand, if the ADCs get to a flying start in Nagaland while we dither and twiddle our thumbs over the effective functioning of our ADCs here in Manipur, then this government will truly have landed us in a soup.

The first charge to be leveled against the Meitei community would be 'They cannot be trusted'. The damage extent will go deeper.

Such an act will only widen the hill-valley rift and politicians will play the advantage of the poor action of the government right to the hilt, and the worst sufferers will be the common folk both in the hills and the valleys.

What should the Manipur government do? There is no need to spell this out, it is self explanatory.

As a society what we can do and say is, for the people of 'Eastern Frontier', if you are seeking more than ADC powers, we empathise with you, however if ADCs should suffice, we say good luck.

We will not be the type of people to instigate others to ask for more. That is not in our nature.

Kohima, July 24: The Eastern Nagaland People’s Organisation (ENPO), which is spearheading the movement for a separate state comprising four eastern districts, Mon, Kiphire, Longleng and Tuensang today reiterated its demand for a separate state in response to the Nagaland government’s decision to recommend an autonomous council to the Centre.
ENPO adviser Tongthan said they would prefer Frontier Nagaland state than an autonomous council. “Autonomous council is an old issue which dates back to 1960. It is not a new for us,” he told the Telegraph.
He, however, said they would discuss and decide whether the state government’s proposal was acceptable. Tongthan added that granting statehood to four backward districts would benefit the Naga people.
Arrest reveals NE rebels' Myanmar links

JORHAT/GUWAHATI: Security forces on Saturday claimed to have foiled a possible terror attack by arresting four NDFB militants and an NSCN (K) rebel in Nagaland's Mon district border Sivasagar in Assam.
Police said the militants were coming from their Myanmar-based camps and they were arrested in the Namtola area while trying to sneak into Assam. This comes barely 24 hours after chief minister Tarun Gogoi confirmed TOI's report on NE militants joining hands with Myanmar-based rebel groups to strike in the state.
The arrested militants were identified as Niraj Daimari, Amor Borgoyari, Filip Islari, Chitra Ranjan Bosumatary of the NDFB and Ishak Kanyak of the NSCN (K).
Officer in-charge of the Namtola police station Pinaki Chakraborty said, "The five militants were caught by Assam Rifles and handed over to Assam Police. They were coming from their Myanmar-based camps after receiving arms training there. The group left Myanmar on July 1 and reached Mon on Friday. The security forces held them on their way to Assam. The NSCN (K) militant is a resident of Mon."
He added, "We suspect that the NSCN cadre had helped the four Bodo rebels to enter Assam. However, no arms or ammunition were found on them," he said.
Police said preliminary interrogation of the five militants revealed that various NE militant outfits have joined hands to carry on subversive activities in Assam and other states in the region. We suspect that they were planning to carry out strikes in the state in the run-up to Independence Day celebrations."
Additional superintendent of police (Sivasagar) Sunil Kumar said, "We are trying to find out if they were planning terror strikes in the state."
Confirming TOI reports on Ulfa taking help of the PLA and a merger of NE militant groups in Myanmar, Gogoi on Friday said, "It is true that Ulfa military chief Paresh Baruah is taking help from Manipur's PLA now. I have been informed of this by Central intelligence agencies. Security forces have been put on a high alert as the Ulfa-PLA joint operation is planning major strikes. There is threat to some of my ministers, but I don't want to name them."
Regarding the TOI report on the merger of militant outfits from the northeast and Myanmar, , the CM said "Myanmar has become a hub and a base for northeastern militant outfits. But only the Centre can do anything about this problem." Security agencies have also received confirmed inputs of Baruah pushing in two heavily-armed groups into the state from Myanmar to create terror in the coming weeks.

The ENPO has been demanding a separate state, Frontier Nagaland, and had also submitted a memorandum to Prime Minister Manmohan Singh which was referred back to the Nagaland government.
Rejecting further division of Nagaland, the state cabinet has reiterated its position to stand by the four resolutions passed by the Assembly, demanding integration of all contiguous Naga-inhabited areas under one administrative umbrella, which includes parts of Manipur, Assam, and Arunachal Pradesh.
The cabinet constituted a high-level official committee headed by the chief secretary Lalthara to study issues raised by the ENPO in their memorandum. After the committee submitted its report, five cabinet sub-committees were constituted to pursue the findings and recommendations in the report.
Saying that the Centre was in the best position to solve the issue, the state cabinet requested New Delhi to intervene and take an early decision.
The argument of the state government was that despite pumping crores of rupees, the four districts remained backward. The four districts comprise Sangtam, Yimchungru, Chang, Khaimniungan, Konyak, Phom and Tikhir tribes.
The 20 lawmakers from these districts have also supported the ENPO’s demand.
Nagaland government has also earmarked 33 per cent reservation in all employment sectors and educational institutions to uplift these backward tribes. Apart from this reservation the government has also decided to go for a special recruitment drive which is vehemently opposed by other forward tribes.
The Naga Students’ Federation said it would oppose tooth and nail if the four districts were granted statehood.

Dimapur,): The Government of Nagaland officially proposes autonomy for the regions demanded by an organization representing the eastern areas of Nagaland. The state Cabinet has proposed to the Centre the formation for an autonomous council or authority for four eastern districts of Nagaland, in response to the demand of the Eastern Nagaland Peoples’ Organization (ENPO) to cede as a separate state from Nagaland.
The Cabinet Secretariat of Nagaland issued a statement today outlining the government’s contentions on an issue of the ENPO seeking separation of the eastern regions from the state. Cabinet Secretary Lalthara appended the Cabinet memo. The Nagaland Cabinet noted a resolution on July 20, 2011 passed during a joint meeting of the Democratic Alliance of Nagaland government legislators and Members of Parliament. The resolution had decided to recommend to the state Cabinet for the creation of an autonomous council of the “ENPO areas” to the government of India for consideration. The “ENPO areas” are Tuensang, Mon, Longleng and Kiphire districts.
The government stated – “The Cabinet therefore proposes the formation of an autonomous council or authority comprising the four eastern districts of Nagaland in view of certain historical background as reflected in the provisions of Article 371-A (2) of the Constitution of India, and the area being comparatively less developed, provided that it is the desire of the people to be expressed in a democratic manner through their constitutionally elected representatives as well as other popularly accepted public organizations or platforms.”
The Cabinet is convinced that the Government of India knows “what should be the best way of resolving the issue at hand keeping in view the larger interest of the Naga people.”
The Cabinet therefore, the government said, has decided to request the government of India to intervene in the matter by ‘taking an early decision so further problems do not arise in Nagaland already faced with multiple problems.’
The Cabinet said that the state government had already constituted a high-level official committee headed by the chief secretary to study the demand, as well as other points. The committee had submitted its findings and recommendations to the State government on May 23, 2011 and that the Cabinet had considered the committee’s report.
The state had then constituted five Cabinet sub-committees to “pursue the findings and recommendations” in the report f the high-level official committee. “These committees have already started their works in all seriousness with a view to find solutions for redressing the genuine grievances and the special problems which were highlighted in the ENPO memorandum as well as the high-level official committee report,” the Cabinet stated.
The ENPO had demanded a separate called “frontier Nagaland” carved out of the state, as stated in a memorandum on November 25, 2010 submitted to the Prime Minister of India and referred back to the Government of Nagaland for its views on the matter, by the Government of India.

DIMAPUR, JULY 22 (MExN): The National Socialist Council of Nagaland Khaplang group has stated that the ceasefire ground rules has been “misinterpreted” by “Khole and Kitovi” and also termed as “casual” the attitude of the Chairman CFSB/CFMG, Maj. Gen. (Retd). Jacob Eppen. The NSCN Khaplang in a press note issued by its MIP has brought to the notice of the Home Ministry GoI, the State Government (Nagaland) and the Chairman CFSB.
The press note from the MIP pointed on the “undeniable fact that the Ceasefire with GoI and the NSCN/GPRN (K) was signed in 2001 under S.S. Kaphlang Leadership and the same official arrangement remains unchanged by the fact that periodical reviews of Ceasefire ground rules and its implementation at regular intervals are held as per the requirement”. “It is the prerogative of the NSCN and the GoI (joint consultation/Joint responsibility) to review modify or amend the CF rules”.
The MIP note made it clear that the CF subject matters was “purely in-exclusively” i.e the concern of the GoI and the NSCN as two separate entities having joint custody and equal reciprocal participation and that there was no third party or any other stake holder in the agreement and therefore, “under any circumstances the dilution of ceasefire arrangement be entertained accept within the two official authority through mutual official correspondences or discussions”.
It also claimed that the “Khole and Kitovi gang” had been forcefully occupying the NSCN-K Designated Camp at Khehoyi and “their ongoing attempt to usurp the official status of NSCN, its official agreements both internal and external policies and programmes and the intentional indulgence of the GoI at the expense of the NSCN/GPRN by entertaining the renegade breakaway group led by Kitovi and Khole appears to be political conspiracy to undermine the 10 (ten) years of Indo-Naga ceasefire”.
In this connection, the NSCN/GPRN (K) stated that as a party to bilateral ceasefire with GoI continuous to honour and enforce the obligatory of the agreement, it appraised the Home Ministry, GoI, the ceasefire authority and the Nagaland State Government to observe the same reciprocity “so that the meaning and the purpose of the Indo-Naga ceasefire is neither diluted nor contradicted by undue interference from non entity like Khehoyi gang led by Khole and Kitovi”.
The MIP note also stated that the ceasefire authority of the government of India, “while denying recognition or any official arrangement with Khole and Kitovi particularly on matters of ceasefire, appears to be masterminding some anti-NSCN and anti-Naga plot in connivance with Khehoyi gang, an open patronage of the State Government to Khehoyi gangs and intentional contradiction of CF provisions and ground rules by the State Government and its Police forces at the behest of the Home Ministry/ceasefire authority by according Khehoyi gang with security protections on several occasions since their ouster from NSCN, which in fact is nothing but an intentional conspiracy to undermine the ceasefire between the GoI and the NSCN bilaterally entered into 2001”.
The NSCN Khaplang also informed that on 13th July, 2011 at Kohima, the NSCN ceasefire board member Hokato Vusshe when “inquired on the deployment of 10-15 armed Khehoi gang at Ampihoto Colony, Zunheboto (Kitovi’s resident) and claiming themselves as house guards of Kitovi, former NSCN/GPRN, General Secretary, the Chairman CFSB, Maj. Gen. (Retd) Jacob Epen, out rightly denied having any knowledge/approval or directive etc. and assured that such disruption to civilian security and peace shall be immediately dealt with by the CFSB”.
However, the MIP note stated that “any positive action on the assurance of CFSB Chairman is not yet forthcoming”. It disclosed that when CFSB Supervisor Wanting Naga as per the ceasefire provision asked the Chairman CFSB to provide him escort during his official work from ceasefire office Mon to Kohima, “the Chairman declined that, under the present circumstances and in view of the prevailing situations and per the latest alleged direction from the Home Ministry GoI not to facilitate security coverage/protection to any stake holders in the ongoing Indo-Naga ceasefire”.
However, it alleged that the state police in contrary to the CFSB Chairman’s stand, the “Nagaland State police continues to accord security escort to Mr. Kitovi, from Khehoyi to Dimapur Airport, i.e. recently on his way to meet Issac Chishi Swu and Th. Muivah who are camping at Delhi, the meeting between the trio in Delhi is still underway and being fully initiated by the State Government and the GoI”.
“In the event of any untoward repercussions as a result of such conspiracy, the NSCN/GPRN though fully prepared to face any eventualities shall not be held accountable, the rights identity and the history of the Nagas shall at any cost be defended to the last man standing”, it stated.
“The decision of the Sumi’s frontal organisation at Zunheboto on the prevailing conflict situation as a result of unjustified stationing of Khehoyi armed goons, on going taxation spree by IM cadres in blatant violation of CF rules and in full knowledge of the Indian security agency, in full military gear and combat formation are without any deterrence patrolling or marching not only in the periphery but also inside Zunheboto Town creating unease fear psychosis among the Sumi population”, it further stated.
Therefore, it stated that “the decision by the Sumis to evict all the armed elements from Zunheboto Town areas and the return to their respective Camps i.e. NSCN/GPRN (K) to its Suruhuto Designated Camp, IM to its Ghathashi Designated Camp and Khehoyi Gang to Khehoyi should not only be honoured but promptly implemented within the stipulated time 3 (three days), but also in aid of the public demands, Civil Administration etc, the ceasefire authority may see to it that the ceasefire ground rules are complied to and enforced judiciously”.
The MIP note also stated that the “Khehoyi gang being a very new and random coalition of political and social outcast without any people’s mandated authority, issue or interest of the Nagas and also without any official standing/status or existence before the GOI, the Nagas and the world”, they “should not be allowed to disrupt the ongoing peace process between different sections of the Naga political parties or the political process with the GoI”.

Kohima,: The Nagaland government has decided not to provide security to Naga militant leaders after receiving complaints of armed cadres moving around with police escorts.
The decision was taken today during a high-level security meeting, held at state home minister Imkong L. Imchen’s office, and was also attended by staff officer G. Rengma, a representative from the Ceasefire Monitoring Group.
“Henceforth, police will not provide escorts to rebel leaders unless the state government is specifically directed by the central government for a specific purpose,” Imchen said.
He said escorts were provided to Naga militant leaders according to a requisition from the monitoring group, adding that no such security would be provided to the militants unless there were specific instructions from the Union ministry of home affairs.
Top leaders of Naga militants groups have been moving around with police escorts, while Isak Chishi Swu and Thuingaleng Muivah, chairman and general secretary of the National Socialist Council of Nagalim, are placed under Z-plus category by the Centre.
On unabated extortion by militants, especially in Dimapur, the commercial hub of Nagaland, Imchen urged the signatories of the ceasefire agreement to implement the clauses in totality so as to curb the menace.
According to the agreements with the Centre, both the NSCN (I-M) and NSCN (Khaplang) factions were not allowed to extort money from people.
Imchen said extortion by militants was absolutely against the ceasefire agreement.
He said the state government supported the agreements and equally respected the ground rules adopted by the parties. However, he regretted the violation of the rules by the militants.
He said cadres from different factions were collecting money from people, shops, business establishments and government offices.
“It is in total violation of the commitment made by both factions of their own accords,” Imchen told The Telegraph.
He refused to disclose the total number of cadres operating in Nagaland. However, he said the Assam Rifles and the state police had been making all efforts to check extortion by militants.

DIMAPUR, (MExN): The GPRN/NSCN has stated that after the exit of S.S Khaplang from NSCN, there appears to be a slight confusion on the status of ceasefire between NSCN and GOI. Stating this in a press note, the GPRN/NSCN Ceasefire Supervisory Board (CFSB), Supervisor C. Singson clarified on the comments reportedly made by Nagaland DGP K. Kire which appeared in the local dailies on 22nd July 2011. While acknowledging that there may be certain technical problems faced by the state administration because ceasefire with NSCN is a subject of the Indian government, yet the GPRN/NSCN stated that a responsible police officer in his position was expected to keep abreast with ground situation and not act like a “loose cannonball”.
“Allow me to clarify firstly, that the ceasefire agreement signed between NSCN and GOI on 29th April 2001, is only NSCN and there is no initial K or Khaplang anywhere to imply it belongs to one man. The ceasefire came about as a result of sustained diplomatic efforts of the then Commander-in-Chief Gen. Khole and General Secretary N Kitovi Zhimomi along with the authorities based in Nagaland”, Singson stated in his clarification.
He also pointed out that the Ceasefire area coverage, which is the state of Nagaland, is self explanatory. “I apprise Mr Kire that those shouting Khaplang’s name in Nagaland are oblivious of the state of affairs in Burma. Presently there are 30 elected members from Naga areas participating in Burmese parliament out of which 10 are from Khaplang’s own constituency. Khaplang has clearly washed his hands off the Naga political struggle”, stated the press note.
Singson stated that “to say that a new faction is occupying the designated camp of NSCN (K) at Khehoi is most irresponsible and an utterly sacrilegious view” and informed that the “Khehoi Designated camp, Athibung Designated Camp, Samphure Designated Camp and Kuthure/Wangtho designated camp (temporarily vacated for relocation) are fully geared up to face any eventuality”.
It also informed that the “NSCN headed by Chairman Gen. Khole, a veteran of 57 years in the Naga national struggle and Gen. Secy. N Kitovi Zhimomi, sacrificing 28 of his best years for the Nagas nation, can never be called a new faction”. “I hope that Mr. Kire appreciates the working mechanism of GPRN/NSCN as a revolutionary government”.
The press note also clarified that in the month of November 2007, “when national workers from both NSCN (K) and NSCN (IM) merged, the issue of nomenclature was deliberated”. It was informed that at Kuhuboto meeting on 28th November, the leaders resolved that all initials would be done away with and only GPRN/NSCN would be used to make a distinction in the media. Therefore, the nomenclature NSCN (K) does not exist as it was discarded at Kuhuboto in 2007, stated the press note.
Singson also called upon the Nagas not to allow their judgment to be dictated by what he described as “few runaway youngsters occupying Suruhuto camp and beating their drums to seek attention”, pointing out that “they are the first signatories in favour of Khaplang’s impeachment and expulsion on 7th July 2001”. “S.S Khaplang violated National Yehzabo (Constitution) irreparably and the National Assembly had to restore it in the interest of the Naga people”.

Extortion business thrives Eric Miachieo
Kohima : Expressing serious concern over continuing extortion and taxations being carried out, particularly in Dimapur and other urban areas in the name of Naga underground factions, Nagaland Home Minister Imkong L. Imchen today, more or less, expressed frustration over the continuing spate of extortions and taxation despite the best efforts of the Nagaland Police, the Assam Rifles and government agencies. He has also made an appeal to the leadership of the underground groups to restrain their cadres. The state government, however, is doing everything in its power to check the menace of extortions and taxations by both underground organizations and private parties, he revealed.
Interacting with newspersons at his official chambers today, the Home Minister revealed that while most of the extortion and taxation are being done or indulged by cadres belonging to the various underground groups, some private parties having no affiliation with the underground organizations are also indulging in taxation and extortion taking advantage of the prevailing situation.
“Almost every underground cadre is involved in the extortion and taxation”, the Home Minister said while expressing concern that as some private parties are also taking advantage of the prevailing situation and using the name of the factions in extorting money from the public, businessmen and even government servants. Ultimately the blame goes to the underground groups, he said.
The Home Minister expressed resentment that the groups, particularly the NSCN (IM) and NSCN (K), while signing the ceasefire agreement which states that they would not indulge in extortion or forceful collection of money, are still forcibly collecting money from public and even government officers and termed it as total violation committed by both factions of their accord.
“Underground cadres sometimes collect officially but the worst thing is almost every individual cadre is extorting in the name of their organizations and public are the sufferers”, the Home Minister lamented.
Asserting that the Nagaland Police and the Assam Rifles are doing their level best in preventing and arresting perpetrators, the menace of extortion still continues. He further sought to reassert the government’s commitment towards peace and ensuring security to its citizens insisting that the government’s forces are against the use of force or violence.
“Peaceful atmosphere is prevailing but people’s minds are not happy because of extortion”, he said and assured that the government, with its various mechanisms, is stepping up efforts to contain the menace. He also expressed hope that the people will learn to appreciate the efforts of the police, the Assam Rifles and other agencies towards this endeavour.
Imchen also wasted no breath in blaming the judiciary in frustrating the efforts of the police, administration and the law-enforcing agencies by releasing persons booked for extortion immediately upon arrest. He cited some examples where persons arrested for extortion were ordered to be released by the court even before police could complete their chargesheet reports.
Taking the example of yesterday’s release of extortionists, the Home Minister said the release of the extortionists upon arrest had come as a major discouragement to the law-enforcing agencies.

State Consultation on Responsible Tourism in Nagaland morungexpress

The program on “Talk for Change for Making Tourism Sustainable, Equitable and Just” for the State of Nagaland was organized by Impulse NGO Shillong with its State partners Community Educational Centre Society (CECS) and Bethesda Youth Welfare Centre (BYWC) at Bookmarc Dimapur and media partner Nagaland post.
The welcome address was given by Mr. Subonenba Longkumer, Project Director CECS followed by self introduction of the participants which was followed by a brief introductory note on the Code of Conduct. A representative from Police Department reported that there are no proper mechanisms/systems to tackle with tourism related issues and Nagaland lacks behind to other issues in policies and implementation, tourist and shop keepers also faces threats from local thags. He also stressed on the importance on installing CCTVs in hotels and restaurants, and to create awareness among the hoteliers and concerned department and organizations.
Ms Pushpa gave power point presentation on the Initiative “Encouraging Responsible Tourism by Engaging Stakeholders”. In her presentation she highlighted on the Meghalaya’s Model of multi-sector approach involving government, law enforcement, judiciary and civil society organizations that creates a comprehensive frame work for combating trafficking of girls under the five ‘Ps’ Prevention, Protection, Policing, Press and Prosecution. She pointed on the importance of State Partners of Impulse in Northeast to enhance policy on tourism. The slides also included on UNODC, UN. GIFT, ECPAT their activities against human trafficking in Thailand. Involvement of target groups in policy formulation, monitoring and evaluation. For the sustainability of tourism stakeholders need to be empowered with code of conduct, training on responsible tourism, staff training program, importance on implementation of policy and code of conduct through state stakeholders and partners,
Additional deputy Commissioner, Dimapur, Sedevikho Khro graced the program as the chief guest. He pointed out on the immediate need to formulate policies to check trafficking of children and women in Nagaland, not only from the tourism perspective. He told that tourism in Nagaland was in its infant stage where all the stake holders, NGOs and Government Departments should work together at the grass root level. Sedevikho also pointed out that trafficking of women and children, prostitution are prevalent in Nagaland even without tourism. According to the chief guest awareness and education at the grass root level should be implemented.
Ms Hasina Kharbhih, Team leader of Impulse NGO presented on the Code of Conduct for Safe and Honorable Tourism. The code of conduct provides guidelines for the tourism industry it gives safety and security for the tourist and local people, the code of conduct also covers all the owners of hotel, restaurant, travel agents, contractors, tour operator, lodges, paying guests and so on. The code of conduct is not legally binding but a set of guidelines for the tourism. Hasina also highlighted on the tourism in Northeast with reference to Incredible India, vulnerable areas in tourism industry and trafficking of Burmese girlf through Mizoram and other Northeastern states to metro cities of India.
According to Mrs Akhale Vizol, Asst Director Tourism Department Nagaland admitted that Nagaland is in its infant stage regarding tourism, she also pointed out that there is shortage of accommodation in Nagaland especially in Kohima. Records on internal and external tourists are maintained for monitoring and to track them in emergency situations. Akhale reported that more than 1000 (one thousand) tourists visited Nagaland in 2010 during Hornbill Festival. The tourist department of Nagaland also provides training and services to service providers- she reported that during such programmes only the owner attends the programmes, not the drivers or the hotel staffs. According to her inflow of tourist have increased in Nagaland after lifting the Protected Area Permit.
Presentation on Nagaland Tourism Policy and suggestions was initiated by Mr. Chenithung Humtsoe, Executive Director Bethesda Youth Welfare Centre. The presentation included structure and policy of tourism in Nagaland, principles to understand tourism, tourism amendments and key principles of responsible tourism.
Presentation on Media perspective on responsible tourism was read out by Thorhetsu Nyuwi on behalf of Geoffrey Yaden, editor Nagaland Post. According to him responsible tourism was a comprehensive approach to the travel and tourism industry. The Cape Town Declaration of 2002 was lined out in order to understand the meaning of responsible tourism that explains to minimize negative environmental, social and cultural impacts, generation of greater economic benefits for local people. He also pointed on the importance on the participation of local people, stake holders and other concerned organizations in decision making.

• Proposal for formation of Nagaland Tourism Council (NTC) by the stakeholders to be put up to the government, Representative from Law and Enforcement, Arts and Culture department, social Welfare department, Labour department, Bus Association, Taxi Association, Auto rickshaw Association, NGOs and Media.
• Training and Capacity building on safe tourism to be initiated by the department of tourism Nagaland in partnership of NGO.
• Activation and creation of information centres at all the tourist entry and exit points.
• Helpline for tourists to be initiated.
• Responsible marketing of Nagaland tourism to be undertaken by the Tourism department in consultation with NTC, record and document the cultural heritage and historical artifacts of Nagaland.
• Tourism policy of Nagaland should be made available to the public on website of the tourism department for easy access.
• Transaction and communication of all financial undertakings for PPP and Government projects should be made transparent, state specific promotion of the cultural heritage should be taken forward.
• No sexual exploitation of women and children in hotels and checking into hotel rooms accompanied by minors and with the intention of sexual exploitation of minors will not be accepted or tolerated by the Hotel Association of Nagaland.
• Safety measures for hospitality industry staff to be ensured and legislation of strict laws governing commerce and transport of indigenous artifacts.
• Official adoption by the government of code of conduct on safe and honorable tourism.

Grievances faced by the stake holders

• Lifting of Protected Area Permit (PAP) brings both pros and cons to tourism industry.
• Nagaland Government does not cooperate well with the stake holders
• Over burdened with tax.
• No tour operator.
• Fare diversity/ No standard rate on taxi fare.
• Lots of bureaucracy and red tapism in Nagaland to attain permits.
• Outsiders have exploited the villagers.

Suggestions

• Child Labour and trafficking policy need to focus on the actual target group and should formulate policies through their participation.
• Tourist lodge should be allotted only to the foreigners and outsiders (other states).
• Proper security should be provided to the tourists.
• States should have exchange training programs and exposure trips sponsored by the Nagaland Government.
• Standardized taxi fare and pricing especially for foreigners.
• Need to have an umbrella organization at the state and Northeast level.
• Different union Associations related to tourism should hold meeting annually to convey message on safe tourism.
• The entire tourist should be directed to the tourist department for guidance.

Why It’s Good To Be Backward Ketho Angami Morungexpress
•-I have been pondering for some time now, how fortunate it is to be from a Backward Tribe (BT) in Nagaland. Let us examine, point by point, why this is so.

1. The Govt. has raised the reservation from 33% to 37% after being held to ransom by the Chakhesang Public Organization. This increase also includes the Sumis from Kiphire. Who knows, from now on, all Sumis appearing NPSC might come from that district.
2. The Govt. has decided to recruit 10 EACs from the Tribes of Chakhesang, Chang, Konyak, Khiamniungam, Phom, Pochury, Rengma, Sangtam, Yimchunger and Zeliang. Are they to be recruited through a special exam? This will dilute the prestige of the Nagaland Civil Service (NCS). If at all this policy is to be applied, I feel the Govt. should set up a new cadre of Nagaland Frontier Civil Service, with the members posted in frontier areas.
3. It has also been observed that those NCS officers from BTs get plum postings while those from the merit list have to slog it out in remote places. Even in the Nagaland Sectt. Service (NSS), those from BT get posted in important Deptts. Why is this? Are the elected representatives from BTs holding all the cards in the Govt.?
4. The latest incident is the recent JEE result. How can those from reserved quota get preference over the merit candidates? What is the point of studying so hard to get on top, only to have someone else come from behind and snatch away the fruit? This is a crying shame.
I am not against reservation policy, but there should be some rationality while applying it. Merit should never be diluted. Also, if a BT gets into the merit list, the quota should automatically be reduced.
Lastly, I wish to comment on the dangerous policy of the Govt. to bring schools in Manipur under NBSE. With this policy, our Naga children from Nagaland will really suffer. If the Manipuri Nagas are getting their HSLC and HSSLC under NBSE, what is to stop them from competing in NPSC? And they will do much better than our Nagas from Nagaland, who will have less job prospects.

Lotha Region of GPRN/NSCN informs morungexpress
Dimapur, July (MExN): The Lotha Region GPRN/NSCN has informed the Lothas not to be confused or misled by “certain elements created to parricide the paramount of the Lotha Region GPRN/NSCN from the Eastern part of Nagaland” by what it termed as “some old Lotha comrades”. A press note issued by Chumben Kithan, Chairman Lotha Region, GPRN/NSCN stated that “so called Regional Chairman of NSCN (Khaplang) K.Vandhan Kyong,” the Lotha in general may examine and judge his personality and activities which are best known to him.
The note stated that K. Vandhan Kyong joined the GPRN/NSCN in the year 2010 and at his old age, he defected to the NSCN (Khaplang) for ulterior motive. The note also questioned, “What had he contributed to speak for Naga National cause? And what was he doing during is energetic days if at all he has zeal for Naga national cause?”, and further stated that the Naga National cause cannot be given the last option of life and that Lothas cannot be fooled by simple write-ups by him as the Lotha Region GPRN/NSCN stands firm for the righteous of the Naga Nation. It further claimed that some young National workers like Alex Kikio, Benathung, Khoyks, Zubenthung, Mhonchan, Mhonthung and Chibemo were all misled and misguided by K.Vandhan Kyong to turn them into a gang of robbers so as to extort and lay burden to the Lothas.
State Govt for autonomous council in ENPO areas morungexpress
Dimapur, (MExN): The Government of Nagaland officially proposes autonomy for the regions demanded by an organization representing the eastern areas of Nagaland. The state Cabinet has proposed to the Centre the formation for an autonomous council or authority for four eastern districts of Nagaland, in response to the demand of the Eastern Nagaland Peoples’ Organization (ENPO) to cede as a separate state from Nagaland.
The Cabinet Secretariat of Nagaland issued a statement today outlining the government’s contentions on an issue of the ENPO seeking separation of the eastern regions from the state. Cabinet Secretary Lalthara appended the Cabinet memo. The Nagaland Cabinet noted a resolution on July 20, 2011 passed during a joint meeting of the Democratic Alliance of Nagaland government legislators and Members of Parliament. The resolution had decided to recommend to the state Cabinet for the creation of an autonomous council of the “ENPO areas” to the government of India for consideration. The “ENPO areas” are Tuensang, Mon, Longleng and Kiphire districts.
The government stated – “The Cabinet therefore proposes the formation of an autonomous council or authority comprising the four eastern districts of Nagaland in view of certain historical background as reflected in the provisions of Article 371-A (2) of the Constitution of India, and the area being comparatively less developed, provided that it is the desire of the people to be expressed in a democratic manner through their constitutionally elected representatives as well as other popularly accepted public organizations or platforms.”
The Cabinet is convinced that the Government of India knows “what should be the best way of resolving the issue at hand keeping in view the larger interest of the Naga people.”
The Cabinet therefore, the government said, has decided to request the government of India to intervene in the matter by ‘taking an early decision so further problems do not arise in Nagaland already faced with multiple problems.’
The Cabinet said that the state government had already constituted a high-level official committee headed by the chief secretary to study the demand, as well as other points. The committee had submitted its findings and recommendations to the State government on May 23, 2011 and that the Cabinet had considered the committee’s report.
The state had then constituted five Cabinet sub-committees to “pursue the findings and recommendations” in the report f the high-level official committee. “These committees have already started their works in all seriousness with a view to find solutions for redressing the genuine grievances and the special problems which were highlighted in the ENPO memorandum as well as the high-level official committee report,” the Cabinet stated.
The ENPO had demanded a separate called “frontier Nagaland” carved out of the state, as stated in a memorandum on November 25, 2010 submitted to the Prime Minister of India and referred back to the Government of Nagaland for its views on the matter, by the Government of India.

DIMAPUR, JULY 18 (MExN): In a significant push to the decade long peace process and after countess round of political talks between the Government of India and the National Socialist Council of Nagalim Isak and Muivah group, a set of proposals for an honorable political settlement seems to have been negotiated upon although everything has not yet been mutually agreed upon or finalized.

Negotiating teams of the Government of India (GoI) and the NSCN/GPRN met on Monday, July 18, 2011 at New Delhi. The GoI team was led by the GoI’s Representative and Interlocutor, Mr. R S Pandey and the NSCN team was led by its Chief Negotiator, General Secretary, Mr. Thuingaleng Muivah.
According to a joint statement issued today, it was stated that “sustained negotiations over the past few months have led to a set of proposals for an honourable political settlement based on the uniqueness of Naga history and situation which was recognized by the GoI in 2002, as well as the contemporary realities and a future vision consistent with the imperatives of the 21st century”. The Joint Statement signed by RS Pandey, Interlocutor, Representative of the Government of India and Th. Muivah, Chief Negotiator and General Secretary of the NSCN pointed out that “while the differences between the two parties have narrowed, some of the proposals would require further negotiations to reach a mutually acceptable solution”.
Also significant was the point made that both the parties are confident in working out a settlement in the shortest possible time “by appreciating and respecting each other’s positions and difficulties”.

New Delhi, July 18: The government has dropped the 23-year-old suffix “I-M” from the name of the National Socialist Council of Nagalim (NSCN), signalling that the negotiations over the country’s oldest insurgency problem has entered its final phase.
The “differences have narrowed”, a joint statement signed by government of India representative and interlocutor, R.S. Pandey and NSCN (I-M) general secretary Thuingaleng Muivah, said, adding, “Some of the proposals would require further negotiations”.
While the demand for “secession” has already been dropped, the bone of contention has always been the demand for integration of all Naga-inhabited areas in the Northeast under a single administrative umbrella.
Manipur, which has a sizeable Naga population, has been steadfastly opposing hiving off of its areas for the sake of Naga integration in the past 10 years.
“No one has said that Manipur will be bifurcated,” said a senior official privy to the talks, indicating that an out-of-the-box arrangement for the (Naga-inhabited) hill districts of the state was in the pipeline.
Officials said almost everyone was hoping for a win-win solution that would make not only the Naga outfit but also rest of the country happy.
During the talks, government representative and interlocutor R.S. Pandey led the four-member central team, while the NSCN’s chief negotiator, its general secretary Muivah, led his team, which comprised around a dozen senior members. The joint statement was issued at the end of the hourlong talks.
Not only did the government desist from mentioning “I-M” in the statement — hence bestowing the credibility the outfit has been asking for long — the statement also just stopped short of setting a deadline.
“By appreciating and respecting each other’s position and difficulties, both parties are confident of working out a settlement in the shortest possible time,” the statement said.
Special emissary of the NSCN, V.S. Atem told The Telegraph, “The talks were positive and we now enter the most crucial phase of the negotiation.” He, however, said a deadline could not be set. The current understanding comes at a time when Naga insurgency is passing through a chaotic phase and with divisions and infighting ravaging NSCN (K) in recent times, the Centre, in all likelihood, decided to get closer to the NSCN (I-M).
Negotiations with NSCN (I-M) began in 1998 and have since gone through many ups and downs. Over the past year, five rounds of formal negotiations have taken place between the two sides, but officials believe it was the “informal rounds” that helped the most.
The statement also mentions that the solution will be based on “the uniqueness of Naga history and situation which was recognised by the government in 2002”, and adds that it would be based on “the contemporary realities” and a future vision, consistent with the imperatives of the 21st century.

Whereas joint statement signed by NSCN Chief Negotiator Th.Muivah and India's Inlocutor RS.Pandey mentioned not a word on the Centre ruling out NSCN's demand for unification of Naga inhabited areas which touched the three states of Manipur,Assam and Arunachal Pradesh the PTI added that under the proposed deal the centre has ruled out the unification of Naga inhabited area, giving territorial gaurantee to the three states. This kind of misleading report is highly resented.

The fact that the centre had given official recognition to the uniqueness of Naga history and situation in 2002, and again being brought to the fore as part of the basis of the talks as testified by the Joint press statement gives enough indication that no such decision as reported by PTI has taken place in any manner whatsoever. PTI is advised to exercise caution by staying away from giving out reports that is highly motivated and prejudiced.

DIMAPUR, (MExN): The National Socialist Council of Nagalim has pointed out that what happened in Tirap Arunachal Pradesh was “unfortunate” however the report “emanating from Khaplang group on the casualties suffered by NSCN” was something which was never based on factual incident. “But given the nature of Khaplang’s style of functioning where deceitfulness are shamelessly practiced to cover their misdeeds from the watchful eyes of the Nagas such falsehood of press statement is not too surprising”, stated a press note from MIP NSCN/GPRN. While stating that no doubt there was heavy fighting but “Naga Army of NSCN never faced such dead as propagated by Khaplang group”. “We appreciated the valour of our boys who stood firm against the Khaplang boys whose master knows nothing more than the language of violence”, it stated.
Stating that the “nationalism as practiced by Khaplang is nothing better than anti-Naga nationalism”, the MIP note stated that Khaplang was concerned for his own survival “at the cost of the greater Naga national interest”. “He will stoop to any level no matter how much it goes against the interest of the Nagas. He makes the Meitei militants as his bed-fellows despite the fact the Meiteis are tooth and nail opposed to Nagas’ political movement. The Meiteis militants knows not the meaning of right to self-determination when it comes to Nagas but they professed to be fighting for right to self-determination”, the MIP note alleged.
Terming such “dubious dealing of falsehood are the Meitei underground groups with their frontal civil organizations”, the MIP note stated that “Khaplang finds extra pleasure in sharing his kitchen with the very groups who are ready to raise their fire arms against the Nagas historical and political rights. “But history will judge Khaplang who values the Meiteis more than the Nagas. Nation cannot be saved by a person who propagate violence and who allowed him to be used by others as a mouth piece of anti Naga underground groups, particularly the Meiteis. Unfortunately, this very person SS.Khaplang refused to be guided by the reality of the world where Nagas want lasting peace by establishing understanding and unity among the nationalist political parties and join the rest of the world with the identity that carried respect and honor. He stay put in the jungle based camp in the remote Eastern Nagalim where he commercialized giving shelter and base to all anti-Naga forces. Ultimately he courted controversy and had to face the ignominy of getting impeached by his organization who has had enough of his irrational diktat. His brand of nationalism that is obsolete, brute and incorrigible failed to stand the test of time as the ethos of Naga nationalism are morally far superior to his nationalism. Moreover the typical character in him made himself too vulnerable to the voice of sycophants who came in the name of Manipuri insurgent groups but with strong anti Naga mindset.

Today, Khaplang group is out in the same usual game of misleading the public by giving wrong picture of the New Kothing village in Tirap district when his forces attacked the Naga Army camp on 11th July. It was a surprise attack but Naga Army retaliated with lightning speed with many of the Khaplang boys wounded in the process and those killed carried away in hurry. The incident reminds us of the violent prone Khaplang group that attack and burn down Hazik and Phongshom village on 15th March in Easter Nagalim but putting the blame on NSCN. Khaplang felt no compunction in destroying the two Naga villages along with all the properties. This is Khaplang who want to solve the Naga problem through his archaic brand of nationalism and fratricidal violence.

Peace is not an end in itself: NSCN (Khaplang) MIP NSCN/GPRN
The good numbers of Khehoi gang leaders have managed to amass considerable wealth, mostly being professional businessman, contractors, hit-men, socially and politically dis-oriented individuals. In addition to these materialistic advantages and comforts of wealth they no longer have the interests or zeal to continue the struggle, the long years of immobility created by cease-fire and the relative peaceful atmosphere for the last few years as a result of de-escalation of inter-factional violence and strife all together has instilled a false sense of security.
The timely temptation of India’s Economic packages, financial largesse, rehabilitation schemes, compensations and political dispensations for those willing to embrace Indian constitution and citizenship indeed is an offer worth betraying the cause. It remains to be seen, how fruitful would Khehoi gang’s venture of betraying NSCN/GPRN ensure peace and unity in Nagaland State, which seems to be the catch word of Khehoi gang. Be noted that peace is a condition a situation and a means required to pave way for political process to take place. Peace is not an end in itself.
Unless permanent political solution is arrived at, permanent peace can never be guaranteed and so is the Indo-Naga-Myanmar political issue, it directly determines the peace and political situation in our Land. Rather than trying to make the Nagas of Burma or for the matter SS. Khaplang and NSCN/GPRN, or the extent of cease-fire between GOI and NSCN’s a scapegoats, we would suggest an adolescent association of traitors to stop poking their nose in the political affairs of the Naga people.
They should contentedly accept whatever relief measures or clemency extended to them by GOI and silently retire from the public view or else must be prepared to face the public trial for attempting to barter away the Naga political rights and identity, century of sacrifices of lives and bloods of generations and generations all together simply to enrich their extravagant lives and ensure their perpetual dominance and manipulation of economic life-line of the Nagas.
Can the Nagas ever accept or support the retarded Nagas camping at Khehoi, claiming themselves as National workers, when none of them are even willing to take a step beyond the plains of Dimapur. More than 80% of Khehoi gangsters are big businessman each having substantial shares in commercial activities ranging from black markets, adulteration of essential food items, fuel products, construction materials, drug peddling etc to whole sale agencies/dealers, retail marketing , transport/ carriages etc etc.
While the Naga people had been opposing Indian imposed rule, it is mostly the Khehoi gangsters proclaiming themselves as National workers, who sponsors and legitimize Indian governance by indulging headlong in every towns/municipals elections, State Assembly and Parliamentary elections of India. On many occasions these gangsters are seen openly lobbying party tickets or canvassing for their own brothers, uncles, friends etc using the barrels as leverages. Acceptance of bribes from Indian paymasters and state politicians are no longer immoral or unethical. Like the IM higher-ups in Hebron, who on the pretext of preserving Itangki forest as National Park, divided up the land amongst themselves after exploiting it’s resources to the fullest.
The Khehoi gangsters are no better, almost all the gang leaders each has hundreds of acres of land grabbed from the innocent and powerless owners, not only do they own palatial bungalows but huge commercial buildings in almost every prime areas of Dimapur city and various towns and cities of Nagaland and India as well. These properties and assets were acquired only after having joined the so-claimed National work. Fleets of luxurious cars, flashy giant flat screen TV’s in an air-conditioned toilets, Priceless rugs and gold adorned sitting rooms, king’s banquet and lavish parties are the order of the day. But on Sunday, these criminals occupies the front row in the Church and even tries to corrupt the Church to do it’s biddings by lavishly donating the ill-acquired money.
Their children live-off like Arab Prince and Sultans in Indian cities and abroad with the wealth extorted from businessmen, developmental funds, Government servants, daily wage labourers and even from the common rural masses (Rs.120 from every Naga household each year) who mostly survive hand to mouth daily. Some of these Pharisees even dares to preach gospels and sermonises on humility, honesty and righteousness. While they were together with us for a brief period , it has been witnessed on several devotional Sunday services, that the most despised and ever avaricious tax collectors and embezzlers of public wealth, workers who cannot be honest even to the NSCN/GPRN and everyday engages themselves in extortions,
Cheating and even siphon-off nominal allowances spared for the needy cadres, mis-uses tithes to the Church and steals even sick allowances and maternity funds, these types of workers exhibits aversion to alcohol, tobaccos etc. takes the dais and preaches Bible. They try to even act as moral police and law enforcers.
These hordes of personalities ganged-up in Khehoi proclaiming peace, unity , reconciliation , righteousness etc and most brazenly claiming legitimacy over Naga Political affairs is indeed an extreme example of “wolves guarding the Sheep.” If ever any concerned Naga finds it doubtful or mis-leading, you are most welcome to either seek proof and evidences through media or communicate us through Email. With best possible authentic profiles and related information on their criminal activities, approximate wealth, properties, assets, and their social and economic status prior to joining the NSCN/GPRN will be provided.
Are we Nagas too terrified, that we no longer have a single Naga amid the teeming million to courageously speak up against this evil forces constricting any positive growth and progress of our society? Do we all partake in the crime that our conscience don’t allow us to resist and oppose the disease? Above all such reign of injustice and atrocity is being perpetrated in the name of National Liberation.
If every Khehoi gang members contribute to Naga National Work at the least 10% to 20% of the net wealth, assets, properties and earnings and incomes, the struggle can continue for at least a decade without taxing a single penny from the public ex-chequer, correspondingly the economic development, modern infrastructures, transports and communications, living standard etc would definitely be improved by double the present condition.
The prevailing income disparity, BPL population, etc and many more ailments in our society would be eradicated. However as long as these elements continue to dominate the Economic nerve-centre, the plight of the Nagas would deteriorate. The existence of Khehoi Gang is now an open chapter, comprising of business community, expelled and defectors from two NSCN’s , social outcasts and mostly dis-oriented individuals trying to find convenient pretext to prolong their extortion and taxation racket, but not for long.

Dimapur, (MExN): The GPRN/NSCN has pointed out that the “problem confronting the Naga people in the aftermath of impeachment and expulsion of former chairman S.S Khaplang from NSCN on 7th June 2011 by the National Assembly” was the “emergence of antisocial elements threatening the Naga people, especially business establishments with violence and bloodshed”. A press note issued by the MIP stated that the “bomb explosion twice in a short span of time” was a wake up call for the Nagas to assess the real intention of these elements propagating the name of S.S Khaplang.

“GPRN/NSCN is clear that if they want to hang on to Khaplang, they should go to Burmese side and indulge in violence and extortion. To still regard Khaplang as GPRN president is comparable to few Egyptian lunatics who still call discarded Egyptian president Hosni Mubarak as the president of Egypt”, the MIP note stated. The GPRN/NSCN argued that till 2010, Hosni Mubarak signed many peace agreements, treaties and business ventures with other countries yet the former president is now a mere public while the agreements he signed are still in force implemented by new Egyptian leaders

There is one and only one Nagaland but there are several Governments over the same Territory. Unfortunately all the Factions want the Territory to itself. This is because each wants the lucrative Authority of Taxation to itself only, otherwise when all of them are laying down their lives, as they loudly claim for the Sovereignty of Nagaland, there is no reason they should be at each other’s throats. The possibilities of Reconciliation in the Nagas lie finally in how the Factions adjust or accommodate their Territory among themselves.
The irony of the situation is that none of the Factions object the State Government from collecting Taxes from every person in the State and it appears, beyond issuing desultory statements in the News Papers once in a blue moon against illegal tax collections, the State also does not object to any Faction collecting Taxes by hook or by crook from the hapless Citizens
The reason for this Article is because many people seem to know Angels can become Satan but the Devil can never become an Angel even if the Gospel is taught in a correct manner. If the Writer understands the Nagas correctly, many seem to consider ‘Shillong Accord and its connected matters proceeded out of the NNC and are, unless removed, a stumbling block in the pursuit of factional Reconciliation.

The Writer holds the view a little different
His view is:
i. it is a fact the NNC sent its Representatives to Shillong for an Accord,
ii. NNC knew a Shillong Accord but the GoI did not accept the NNC Representatives: Morally, legally and technically it was not NNC that signed the Accord. There was also no need for the NNC to abrogate what it did not.
The NNC have Peace Camps at Chedema, in other Places, also Transit Camp at Tanquist Compound Kohima, out of an NNC-GoI Ceasefire in 1964, before the ill fated Shillong Accord. Mr. Phizo personally said he would not “condemn or approve” the Accord since he was never consulted or he ever gave Advice on it.
Some say: “Adino should gracefully resign”; a desirable desire, who would not? but this is the prerogative of her Group, not of others to demand that. The Public is neither her Opponents nor her Central Executives; The Public is Centrists, neither Rights nor Lefts, otherwise on the same ground every Dick and Tom would start demanding Muivah or Manmohan Singh or any Chief Minister to do the same. This is a prerogative of the Party, not of others from outside the Fold.
There is an interesting story: Once an outlandish fellow migrated to a different Village; known for his queer behavior but very clever in things of the world, he tried to own someone’s ancestral Terrace Cultivation (Tekhou) by standing on one of the Terraces and swearing: “Hau Akhou” (this is my Terrace Cultivation, or my Plate). Of course he had already secretly placed his Plate (puoKhou) under the mud of the Terrace where he stood.

Insisting on the NNC to divest the Shillong Accord expecting Reconciliation to drop down automatically from heavenly places, would be like Mrs. Aü exorcising Evil Spirit from innocent half mad otherwise nice and obedient Pusahie: After some Christian beatings with a small Stick, to which Pusahie uttered ‘Ah..yah’ in some pain: and shooing the mad spirit to come out of him in the name of Jesus, Pusahie was asked whether he believed in Jesus or not and Pusahie sincerely replied: “I believe in Kerosene Oil” !*?
The result of the exercise would never follow the expectation for three reasons:
i. the NNC would say it never signed Shillong Accord
ii. The Factions can not Guarantee Reconciliations would follow,
iii. Angels can become Satan but the Devil can never become an Angel.

Can you imagine good and very nice Christians, living together as good fellow Christians, as dear friends, good neighbors under the same roof, as dearly beloved leaders, would call their each others ‘blasphemers’ for the alleged absurdity of ‘surrendering the dead body of President Zapuphizo to India’ after his death? for allegedly surrendering Phizo’s Passport to Indian Authorities?
Wonderful! Or for doing the allegedly ‘Kenyü’ thing of ‘bringing his dead body to Nagaland?’
During the FGN-GoI Peace Talk Gen. Thinoselie refused to hand over the Arms to GoI, ingenuously Rev. Michael Scot got the Arms deposited with the PEACE MISSION, yet, some still allege the NNC surrendered their Arms to GoI.
Please excuse the Writer for being appallingly indecent, he intends to only for a moment!*
‘One Village in Nagaland publicly disowned the Shillong Accord expecting it would result in something good for the People and the Nagas but the expected good result never came, instead things got worst and more complicated.
Well, the whole intention of this unorthodox scribbling is to put it across to the Public:

‘Let us concentrate on:
i. the FUTURE and
ii. LET THE DEAD BURRY ITS OWN DEAD, exhume only on extreme necessity
iii. AVOID ENDLESS GENEALOGIES, FRUITLESS STORIES INCLUDING PAST GLORIES.

Nagas and India must come to a MUTUAL CONCORD sooner than later.
The Writer’s road-map is this:
1. On India taking cognizance of Naga claim of Sovereignty, Nagaland agrees to a UNION with INDIA for 100years or Negotiated Period, at the end of which Period India and Nagaland shall discuss the Issue for a mutually satisfactory settlement.
2. During the Period of the UNION, India ensures the followings:
i. Article 371-A is made non-amendable and non-terminable.
3. India continues to put its Diplomatic, Economic and Political influence on Burma to give to the Nagas in that State:
i. Freedom of Religion.
ii. Freedom of Traditional Customary Practices.
iii. Freedom of Movement for Nagas to and from Nagaland.
4. India makes Annual Financial Grants to Nagas commensurate with its growth rate.
5. Nagaland is ensured special facilities for Foreign Education.
6. For the first 50 years, People from outside Naga Community, not more than 20% of the Indigenous population of Nagaland, vote in the Nagaland.
7. Non-Naga who has continuously lived in Nagaland and their descendants in Nagaland is treated as Indigenous of Nagaland.
8. Non-Nagas in Nagaland Government Service and lived in Nagaland continuously till Super-anuation have the Right to vote in Nagaland.
9. Non-Naga married to Naga and their descendents settled in Nagaland is considered Indigenous of Nagaland.
10. There is a separate Ministry in Nagaland for the Welfare of Minorities in Nagaland.
11. Nagaland has separate Representation of the President of India designated as: GOVERNOR-in-CHIEF.
12. There is a separate HIGH COURT.
13. The Indian Army is stationed solely, specifically and purely for defense against External Aggression, and not for any domestic purposes in Nagaland without the consent of the Nagaland Government.
14. Indian Nuclear Arsenals is not stationed in Nagaland without the approval of the Legislative Assembly of Nagaland.

DIMAPUR, JULY 14 (MExN): In a major retaliatory action against the National Socialist Council of Nagalim Isak and Muivah the NSCN Khaplang Naga Army gunned down six cadres of the Isak and Muivah group including a captain of the outfit and more than 10 of them received bullet injuries of which at least 7 (seven) of them are undergoing treatment in Khonsa civil hospital in Tirap district of Arunachal Pradesh and at least three to four of them have been taken to Assam for immediate medical attention. This was informed in a press note issued by MIP, Secretary.
“The NSCN (IM) has to face the major debacle in the hands of the Naga Army when at least 80 to 85 armed cadres of NSCN (IM) appeared from three different angles and attack New Kothing village, in Tirap district of Arunachal Pradesh, were the Naga Army was camping. The Naga Army was attacked in the wee hours of 11th of July 2011 at around 3.30am and it continued till 6pm in the evening. During the encounter though, none of the Naga Army was killed but at least 4 (four) of them suffered minor injury”, the MIP note stated while narrating the incident.
Expressing “regret to inform the Naga people of this development”, it stated that “until the time Mr. Muivah realizes the fact that, he is unwelcome in Tirap and Changlang he will have to suffer similar defeat in the hands of the Naga Army and our mothers who have lost their beloved son’s and sisters their brother must also realize the fact that, it is Muivah and his wrong policy which is responsible for the present situation and must also try to find out the truth, if our son’s and brothers died for any good cause?” According to the MIP the “sooner Muivah realizes the facts and stop his mis-adventurism the better it will be for the Nagas” while praying that the “good God grant the departed souls peace and solace in His heavenly abode”.

But the report emanating from Khaplang group on the casualies suffered by NSCN is something never based on factual incident.But given the nature of Khaplang's style of functioning where deceitfulness are shamelessly practiced to cover their misdeeds from the watchful eyes of the Nagas such falsehood of press statement is not too surprising.No doubt there was heavy fighting but Naga Army of NSCN never face such dead as propagated by Khaplang group.We appreciated the valour of our boys who stood firm against the Khaplang boys whose master knows nothing more than the language of violence.

The nationalism as practiced by Khaplang is nothing better than anti-Naga nationalism. He think of of his lone survivor at the cost of the greater Naga national interest, He will stoop to any level no matter how much it goes against the interest of the Nagas.He makes the Meitei militants as his bed-fellows despite the fact the meiteis are tooth and nail opposed to Nagas' political movement. The Meiteis militants knows not the meaning of right to self-determination when it comes to Nagas but they professed to be fighting for right to self-determination.Such dubious dealing of falsehoof are the Meitei underground groups with their frontal civil organizations.But Khaplang finds extra pleasure in sharing his kitchen with the very groups who are ready to raise their fire arms against the Nagas historical and political rights.But history will judge Khaplang who values the Meiteis more than the Nagas.Deceitfulness and falsehoof can never be part of any leader to lead the Nagas.

DIMAPUR, JULY 14 (MExN): The GPRN/NSCN has pointed out that the “problem confronting the Naga people in the aftermath of impeachment and expulsion of former chairman S.S Khaplang from NSCN on 7th June 2011 by the National Assembly” was the “emergence of antisocial elements threatening the Naga people, especially business establishments with violence and bloodshed”. A press note issued by the MIP stated that the “bomb explosion twice in a short span of time” was a wake up call for the Nagas to assess the real intention of these elements propagating the name of S.S Khaplang.
“GPRN/NSCN is clear that if they want to hang on to Khaplang, they should go to Burmese side and indulge in violence and extortion. To still regard Khaplang as GPRN president is comparable to few Egyptian lunatics who still call discarded Egyptian president Hosni Mubarak as the president of Egypt”, the MIP note stated. The GPRN/NSCN argued that till 2010, Hosni Mubarak signed many peace agreements, treaties and business ventures with other countries yet the former president is now a mere public while the agreements he signed are still in force implemented by new Egyptian leaders.
Similarly it stated that S.S Khaplang, in his time, endorsed Ceasefire with the GOI in 2001 and did signed the Covenant of Reconciliation in 2008 yet by the verdict of the National Assembly on 7th June 2011, as per the National Yehzabo, all GPRN presidential responsibilities and NSCN Chairman’s authority and powers now vests with Gen. Khole Konyak as the smooth transition of responsibility has completed.
Pointing out that if the Government of India (GOI) was really sincere in seeking a solution to the Indo-Naga political problem, it need not be bothered by “few miscreants stretching a thin rubber between eastern and western Nagaland”. “Ceasefire exists in Nagaland and GPRN/NSCN leadership is consulting the Naga people”, the MIP stated.
The GPRN/NSCN stated that it was “closely monitoring a group of anti-social elements who, under the shadow of S.S Khaplang, appears to have found a perfect way to make easy money through extortion threats and intimidation of business community and offices in Nagaland”. At this period, GPRN/NSCN appealed to general public and business community and offices in Nagaland not to cow down to the threats and diktats of extortionists such as A Kits, L Tuccu, A K Yeptho, G Sema etc., terming them as “men with criminals records in various police stations, bombarding the business community and offices with telephonic threats and dishing out telephone numbers in the local dailies where extortion money is to be submitted”.
The GPRN/NSCN stated that it “will not hesitate to arrest these men as each has a non-existent government in their pockets” and that if “Nagas really desires peace and unity, these anti social elements must jointly be controlled”. “GPRN/NSCN demands the law enforcing agencies to put an end to the activities of these prime offenders who are keeping the business community and offices in Nagaland at ransom”.

DIMAPUR, JULY 12 (MExN): The National Socialist Council of Nagaland Khaplang group has stated that time and again, it had made its position very clear to the Nagas – “that as a prelude to any meaningful political process/dialogue, peace, unity and reconciliation among the Naga political parties/government is inevitable”. A press note issued by the MIP pointed out that “heeding to the call of the Naga people to shun political violence, fratricide and any form of retribution or conflict, His excellency S.S Khaplang took the first step and initiated the Naga reconciliation process (November 2007) after a long spell of bloodshed were cast upon the Naga brothers”.
Stating that the “unification and reconciliation efforts, though roughly rocked on many occasions, withstood the tempest and finally with the FNR taking over the process, substantial progress has been made so far”. The MIP note stated that the “Khehoi gangsters’ repeated claim of expelling S.S Khaplang for harboring antagonism towards FNR’s efforts bears no credibility and indeed not at all supported by any facts of proof”. “Rather they should cower in shame and dishonor for the betrayal of trust”.
The MIP pointed out that the entire Nagas and the FNR bear witness to the fact that Khaplang himself signed the Covenant of Reconciliation (CoR) in person and despite the “IM’s unilateral abrogation of the covenant by attacking NSCN/GPRN forces in Eastern Nagaland during the first part of 2011, the NSCN/GPRN, as per the presidential decree, did not retract or backtrack from its commitment to the Nagas and upheld the COR despite the tumultuous weather”.
It went on to clarify that even when S.S Khaplang was prevented by IM from attending the scheduled highest-level meeting with old comrades – Isak Chishi and Brig. Shingya, he has been resolute in his concern for the peace process and did not part with FNR despite practical inability to attend the meet himself due to the above-stated threats on his personal life.
“Kitovi and his followers should now clarify to the Nagas as to whose leadership had they been serving and participating in the peace process till the 7th of June 2011 had Khaplang not signed the covenant”, the MIP note stated while adding that Kitovi himself should recollect his comments and speeches made both in public and official functions of NSCN/GPRN till 7th of June 2011, how he elucidated his President S.S Khaplang’s sincerity and commitment to peace and under whose committed leadership the reality of peace and unity has bound on the Nagas.
“Our general public’s memories may be short-lived or intentionally set aside, but the official comments and statements, once documented, can never be erased from history”, the MIP note stated. While appreciating the FNR’s crucial role, the MIP note stated that the “Khehoi gang may be reminded that FNR is not a political entity but a facilitator and pathfinders in the midst of chaos and distrust”. “The FNR’s objective, to our understanding, is to restore normalcy, trust and belongingness among various Naga political entities. In the broader aspect, peace is a process needing constant handling and care and there is no finality. The FNR may therefore continue to nurture the peace process”, it stated.
The NSCN Khaplang also claimed that the “Khehoi gang, being quite obvious of its oppositions as non-entities, non-issue based and most crucial, devoid of Nagas’ political or historical foundation”, had no option but to keep “clinging to the FNR merely to emphasize its existence and to prolong the profitable business activities under FNR’s refuge”. “But for how long can they fool the Nagas!”

Combing op in Imphal's Naga pocket TNN

IMPHAL: At a time when various Naga social organizations and armed groups of the community are lambasting a communal campaign launched by a fictitious group christened as "Naga Crusaders", Manipur police commandos on Tuesday carried out a massive combing operation at a Naga pocket in the heart of Imphal to arrest the mischief-mongers.

Last month, a Nagaland-based English daily published an ultimatum of the group asking Meities to leave the hill districts of Manipur by July 10. A similar statement by the Naga Crusaders was circulated by unknown persons in Imphal and Ukhrul district on July 6, triggering a sense of fear among a large number of Meiteis living in Naga-dominated areas.

On Tuesday morning, police commandos carried out a sudden combing operation at Tangkhul-Naga dominated Nagaram near Khuman Lampak sports complex here and picked up 33 persons for questioning. SP (Imphal West) L Kailun, however, said, "Tuesday's operation was a routine one. Nevertheless, police are maintaining sharp vigil at the state capital in view of the communal campaign launched by Naga Crusaders." Kailun also holds the additional post of deputy inspector general of police.

The Naga People's Organization (NPO), while terming the Naga Crusaders' campaign as baseless and irrelevant, has appealed to people to ignore such propaganda.

The United Committee Manipur (UCM), which is campaigning for safeguarding Manipur's territorial integrity and promoting peace and harmony, has already submitted a memorandum to chief minister Okram Ibobi Singh, asking him to take all possible steps to maintain peace and harmony in the state. It said the quit noticeserved on Meities by Naga Crusaders seemed to be an attempt to create a rift among communities living together happily for ages. tnn

Highlighting that the UCM stands for peaceful co-existence of indigenous people in Manipur, it asserted that it will not remain a silent spectator against any threat to the people.

Imphal, July 11 2011: With the formal opening of its office and hoisting of party flag at Ukhrul district headquarters on Saturday, the Ukhrul division of NPF announced its arrival in the district which was followed by a resounding political conference held on July 9.The party highlighted the history of the expansion and launching of NPF to other states outside Nagaland, including Manipur, besides deliberating on the future program and policies of the party vis-à-vis problems of minorities in particular and the state of Manipur in general.

Some of the pointers that were deliberated were; formation of North East Regional Forum; respect and promote the aspirations of each community and people; safeguard and enhance the rights and liberty of each individuals and fraternity of all people; reaching out to the kendras and blocks down to the grassroots; fielding of 15-20 candidates including an alliance with other people-friendly individuals or parties in equal number of assembly segments and the formation of a coalition government or extending outside support in the next Manipur assembly.

Dimapur, July 12 (MExN): The Nagaland Theological College and Seminary (NTCS), Chozuba held its first foundation day on July 9. According to a late report received, the occasion was graced by the Deputy Commissioner Phek, Mikha Lomi. The programme was chaired by Dr. Rose, Chairman NTCS.
The chief guest in his speech exhorted the students of the seminary to be committed in their chosen path and not to choose theological studies as a last resort to cover past mistakes. He also lamented that the Naga society is going from bad to worse and the need of the hour is to have committed people who can be agents of change in the society. Lomi also appealed to the Board members of the seminary to be very cautious when starting seminaries reminding them that unless proper study is done, it will lead to bigger problems in the future.
The Principal of the college, Vekudu Lohe gave the keynote address wherein he introduced the audience to a brief history of the seminary. He also informed that the seminary not only has students from the area but also from neighboring states like Arunachal, Assam, Manipur and even Burma. While stressing that the seminary has been established solely for the purpose of God, the principal also appealed for co operation and support from all well wishers. The programme also included a short speech by Rev. Vekhonyi Medeo, Pastor B/C Rikhuba while vote of thanks was given by Khrinyo Ringa, VCC Chozuba village. The programme was also marked by special songs from the students of the seminary and CYE CRC, Chozuba town.
The function was attended by ADC Chozuba, Gaon Buras and many prominent church leaders. It may be mentioned here that this seminary is the only one to have come up in the Chozuba area after a gap of almost 60yrs. The first Bible school in the area established in 1954 was shifted owing to the independence movement and later came to be known as the Baptist Theological College situated in Pfutsero.

Kohima, July 11: Sumi Hoho, the apex organisation of the Sumi Nagas of Zunheboto district, has expressed dismay that NSCN (I-M) chairman Isak Chishi Swu was not able to participate in the Tuluni festival held at Zunheboto town on Friday.
Hoho president H. Hesso said the people had questioned the credibility of Sumi Hoho over non-participation of Swu in the festival.
Sumi Hoho, which organising the festival, had invited Swu and the general secretary of NSCN (Khole-Kitovi), Kitovi Zhimomi. Swu, however, failed to turn up, citing talks with central leaders in New Delhi.
“The public has questioned the credibility of Sumi Hoho officials,” Hesso said. He said Swu had assured the Sumi people on two occasions — on October 22, 2010 in Bangkok and May 25 and 26 this year in Delhi that he would visit Zunheboto, his home district.
“However his failure to participate is very unfortunate and deeply regretted,” the Hoho president said.
Asked whether Swu’s last minute inability to come was due to excommunication of Sumi cadres of the NSCN (Isak-Muivah) by the last tenure of Sumi Hoho, alleging that they were against unification of Naga factions, Hesso said no one could alienate anyone from “our country (the unrecognised nation Nagalim)”.
He said now people who were making high rhetorics on Naga unification had also been divided. He was apparently making a reference to the recent split of the NSCN (Khaplang).
“Even they have split,” he added.
In November 2007, some members of the NSCN (I-M) led by Azheto Chophy, former kilo kilonser (home minister), had decamped with arms and ammunition and joined the NSCN (K) declaring that the NSCN (I-M) and the NSCN (K) had unified into one NSCN.
The last tenure of Sumi Hoho led by president Hokishe Yeptho supported the so called unification move and decided to excommunicate all Sumi cadres of the NSCN (I-M).
Hesso said he had received an email from Swu citing the reasons for his not coming this time — parleys with the Indian policymakers to hammer out a solution to the Naga political issue.
“He had told me that talks have reached a crucial stage of discussion,” he said.
Govt sounds red alert as Naga Crusaders` deadline ends Kangla on Line
IMPHAL: A high security alert has been sounded in all the nine districts of the state as the Naga Crusaders deadline against a certain community ended today.
Even though various organizations both from the hill as well as the valley districts of the state, including the Naga People Organization, have called the Naga Crusaders a bogus and non existent body the government is not ready to take any chances and has as such provided a high security blanket over all districts of the state.
Nagaland Govt committed to curb unauthorised tax collection

Dimapur, July 08 2011: In addition to the several preventive measures adopted recently on June 6 to curb unauthorised collection of money by public organisations and Govt agencies at various points/check gates on highways and national highways in Nagaland, the State Govt has added the following additional measures to be taken by the concerned department/agencies.

As per an official order issued by Nagaland chief secretary Lalthara, each department engaged in maintaining check gates will set up a vigilance team to check wayward activities by its personnel at these points.

Such departments shall identify the authority to which such cases may be reported upon for redress.

The order also said that all police check gates, except Inter State and Chumukedima near Dimapur, will be closed forthwith.

In the event that additional inter-district check gates are required, prior approval of the Govt must be obtained, it added.

It further informed all Municipal/Town Councils in the State to meticulously initiate proper streamlining of the prevailing municipal administration system like fixation and collection of taxes, fees, etc, under close supervision of Urban Development Department.

The PWD has been directed to come up with signs/contact numbers to be put up at the check points declaring these as 'no cash payment' gates in local dialect/English and Hindi.

The signboards are to be erected and placed in such a way that they are prominently readable from a distance in day and night, the order directed.

Further, the departments of Police, Forest, Taxation, Excise, etc, have been advised to make concerted efforts in manning check gates to prevent illegal flow of contraband items and criminal activities.

Reports of the activities should be furnished fortnightly, it directed.

The State Govt also warned that in the event any personnel is found collecting unauthorised money/cash/taxes at check gates, the district head of department will be held responsible and liable for disciplinary action.

Furthermore, individuals/organisations indulging in collecting any kind of money/cash/fees/taxes illegally will be firmly dealt with, it added.

The Deputy Commissioners in the districts have been asked to directly enforce this order in their respective jurisdictions while cautioning that any violation of this order by the Govt departments shall be brought to the notice of the Govt for necessary action forthwith.
Tea factory launched in Nagaland PTI
Kohima, July 10 (PTI) The second tea factory in Nagaland has come up at Tizit in Mon district where the small tea growers have been selling the green leaves to nearby tea estates in Assam till date. Chief minister Neiphiu Rio yesterday inaugurated Paramount Tea Industry in the town, an official release said here today. Speaking on the occasion, the chief minister exhorted the factory owners to run successfully the unit because hundreds of small tea growers in the district and neighbouring area would depend on it. He also assured of state government�s support to the tea growers.Accepting a memorandum submitted by Tizit Tea Farmers Union, Rio assured the growers to take up their grievances with Tea Board of India.The chief also suggested that instead of the brand name Konyak Tea produced from this factory, it would be more significant if it could be changed to "Angh Tea, From the land of Anghs".More district, inhabited by Konyak Nagas, is known for Anghship (chieftainship) for governance of villages.The factory has been set up at the initiative and partnership of School education minister Nyeiwang Konyak and rural development parliamentary secretary Pangnyu Phom.The first tea factory for production of organic tea was set up in Longsa village under Mokokchung district in 2005.

An account of India's troubled state brings welcome attention to a neglected area

The last half-century has made it clear that nationalism is a two-edged sword. However optimistic and righteous Asian and African nationalists may have felt in the middle decades of the 20th century, when their primary opponents were the European colonial powers, this isn't the whole story. Political independence for a whole host of states has revealed that nationalism has often been equally directed at an internal "enemy", whose cause has been tarred with the brush of separatism, sectarianism or terrorism.
While less well known internationally than Kashmir, the upland states of the Indian north-east, bordering on China and Burma, have always had an uneasy relationship with the political centre in New Delhi, which is often seen by them as an imperial capital rather than the home of a representative parliamentary system. The state of Nagaland, whose current borders date to 1963 and which today has a population of about 2 million (some 90 per cent of which is Christian), is a conspicuous example of this imperial dimension of the Indian national state. This is the "forgotten frontier" with which this book deals.
But the Naga Hills have never quite been forgotten. The British in a series of expansionary 19th-century campaigns sought to bring this hilly and forested region under their control. Though they never succeeded in taming it, they did unleash a set of complex forces that had profound consequences. American Baptist missionaries entered the region, and came to enjoy a remarkable success. Then, in the early 20th century, the British even began to recruit Nagas to fight for them: they died in the trenches.
Jonathan Glancey writes about Nagaland primarily from a sense of sentimental attachment. His father and maternal uncle both had dealings with the area in the days of the Raj, and he retraces their footsteps. However, his book is unable to decide what it is. It is not really a "journey" or travelogue; nor is it a proper history or ethnography. The people of the region make too fleeting an appearance, and when they do they often appear generically or as the embodiment of clichés. We thus have passages such as this: "Nagas love to tell tales, as the vast vermilion sun sets over the hills and the skies turn the deepest, star-studded black". At one level, Glancey seems to be all too fascinated with figures such as TE Lawrence (and his epigone Orde Wingate of the Chindits), who thought it was their appointed task to intervene in the politics of distant lands to introduce to them a sense of justice. Yet at another level, he seems to know that this is simply the fantasy of a visitor, who scarcely has enough of an investment in the matter to make such a claim.
Indeed, despite the several visits Glancey has made to the region, what is curious about his book is its lack of focus on Nagaland. No sooner has he begun to write about some Naga subject than he is off on a tangent. These diversions accumulate to such an extent that it is difficult to follow the central thread of the narrative. For the patient reader, the book contains a wealth of scattered information, and points to a number of personalities and voices that one can investigate with profit. The guerrilla war against the Indian state in the region is by no means over, and requires a far greater level of international interest than it has been shown so far. If Glancey's book brings some attention to this area from a wide readership, it will surely have served its purpose.
Militants rejoining mainstream of Manipur society From ANI
Imphal, Militants in Manipur are realizing the futility of carrying on with the armed struggle and are rejoining mainstream society.

On June 27, 33 militants surrendered their arms before security forces in Manipur.

Twenty two surrendered cadres were from Pakhan Reunification Army, 10 from the National Socialist Council of Nagalim both Isak Muivah and Khaplang faction and one from the Naga Nationalist Council laid down their arms at a formal ceremony organized at the Red Shield Auditorium at Leimakhong Army headquarter.

"In my opinion, I do not think I have surrendered. But I think I have come back home. I hope both the centre and the state governments will work together and come up with a solution," said Molum Anal Mate, commander-in-chief, PRA

The surrendered militants will be provided assistance in their rehabilitation process, officials said.

"This is again a landmark towards peace in the state. PRA is an important group and with their homecoming the districts of Churachandpur and Thoubal will be more peaceful than ever," said Y Joykumar Singh, Director- General of Police (DGP), Manipur

Over 170 militants have surrendered their arms in 2011.

The mass surrenders of the PULF (Umar Farooq faction) and KCP MC (Lallumba faction) and PRA have set an example for other outfits to find peaceful solutions and avoid violence.

NSCN-IM accuses AR of provocation

DIMAPUR, July 4 – The NSCN-IM has accused the Assam Rifles of continuing to provok the Naga outfit although the ceasefire is in force.
NSCN-IM said it is seriously observing the Assam Rifles going hyper-active in districts like Tamenglong, Ukhrul and Senapati and apprehending NSCN-IM cadres on the slightest pretext and handing them over to the Manipur government. “This is not a good indication,” the NSCN-IM cautioned.
“Ever since the Indo-Naga ceasefire was declared and put into effect from August 1,1997 the Assam Rifles has been restlessly rubbing the NSCN on the wrong side. But the tolerant spirit of NSCN in the backdrop of the ongoing ceasefire controls the situation. Unfortunately, the Home Ministry of the Government of India failed to rein in the Assam Rifles for acting contrary to the ceasefire regulation. The latest incident has come as another provocation,” the NSCN-IM alleged.
Citing a case in Nagaland, NSCN-IM said the 6th Assam Rifles under the command of Col Sarma is conducting joint operation since July 2 against the NSCN-IM cadres of Songson Battalion at Tizit in Nagaland. “The Assam Rifles and Territorial Army numbering around 350 are taking part in the operation. They have come from Maiipla, Sivasagar district, Mon, Tizit and Nagimora. Under the prevailing situation with ceasefire still in operation this is highly provocative. But a time may come when Naga Army will have to give a proper reply, “ it said.
Nagaland rebels sneak into Dima Hasao district TNN IST
A group of 25-30 NSCN (IM) cadres has reportedly sneaked into southern Assam's Dima Hasao district from neighbouring Nagaland. This came to light following the arrest of two members of the militant outfit in Haflong on Wednesday night.
Acting on a tip-off, security forces raided Longme and Suratnagar villages near Haflong, the headquarters of Dima Hasao district, on Wednesday night and arrested the two self-styled senior sergeant majors of NSCN (IM) - W A Amos, alias Momo Anal (39), and Thuingalen Sira, alias Aleng (49) - a senior police officer said on Thursday. No arms or ammunitions were found on them, sources said.
During interrogation, the two militants revealed that a group of 30 NSCN(IM) cadres entered Dima Hasao from Nagaland and Manipur recently. They also confessed to the group carrying sophisticated arms and ammunition with them.
NNC responds to “Peoples Council of Nagaland” morungexpress

Dimapur, (MExN): The NNC has responded to the press statement given by the “Peoples Council of Nagaland”, stating that this very group is confusing the Naga people. It claimed that there is only one authentic organisation under the name NNC (N/A) under the leadership of Z Hozheto Chopy, general secretary and M Kiumukam Yim, vice president.
“Responding to every meaningless utterance by a band of desperados under the banner of “Peoples Council of Nagaland” lead by V Nagi would be demeaning the office of NNC (N/A) under the leadership of Shri Z Hozheto Chopy Gen.Secy. and Shri M Kiumukam Yim. V.P but since this band of desperados are all out to confuse the Naga People by their ferrous design the NNC (N?A) is constrained to issue this clarification and put the matter to rest once and for all (sic),” it retorted in a rejoinder issued by MIP NNC (N/A).
The note also added that NNC (N/A) is the “torch bearer” of the Naga national movement from the beginning and that it will continue to shoulder the legacy till the political aspiration of the Nagas is achieved. “No force on earth can desist or discourage us from carrying out the pious national duty. Taking the confidence of the Naga people we will sacrifice our everything till we secure our political goal.”
In regard to the formation of People’s Council of Nagaland by V Nagi and his associates, the NNC stated that it appreciates the political aspiration of V Nagi. “…we do not know his agenda is by we believe that it will benefit the Nagas (sic).”
However, it also stated that at this crucial juncture when KNR and other Naga political bodies are earnestly working to solve the vexed Naga issue and talks are being held at the highest level, the NNC (N/A) would like tom advice V Nagi and his friends not to bring confusion to the Naga society. Militants rejoining mainstream of Manipur society From ANI

Imphal, Militants in Manipur are realizing the futility of carrying on with the armed struggle and are rejoining mainstream society.
On June 27, 33 militants surrendered their arms before security forces in Manipur.

Twenty two surrendered cadres were from Pakhan Reunification Army, 10 from the National Socialist Council of Nagalim both Isak Muivah and Khaplang faction and one from the Naga Nationalist Council laid down their arms at a formal ceremony organized at the Red Shield Auditorium at Leimakhong Army headquarter.

"In my opinion, I do not think I have surrendered. But I think I have come back home. I hope both the centre and the state governments will work together and come up with a solution," said Molum Anal Mate, commander-in-chief, PRA

The surrendered militants will be provided assistance in their rehabilitation process, officials said.

"This is again a landmark towards peace in the state. PRA is an important group and with their homecoming the districts of Churachandpur and Thoubal will be more peaceful than ever," said Y Joykumar Singh, Director- General of Police (DGP), Manipur

Over 170 militants have surrendered their arms in 2011.

The mass surrenders of the PULF (Umar Farooq faction) and KCP MC (Lallumba faction) and PRA have set an example for other outfits to find peaceful solutions and avoid violence.

Cong to debate only for solution roadmap morungexpress

Dimapur, (MExN): In a new twist to debate between the Naga Peoples Front (NPF) and the Congress, the Nagaland Pradesh Congress Committee (NPCC) today said it would participate only based on finding a “suggestive road-map” for solution to the Naga political issued. The NPCC’s media cell issued a response today, to the NPF working committee’s accepting the opposition’s challenge to a debate. However, the Congress decries the ruling party for ‘dragging’ in the church.
“The NPCC will participate only when it is convinced that the debate will be confined in presenting suggestive road-map of the two political parties for solution. The NPCC will certainly welcome such constructive debate if that will help resolve the Naga political problem,” the NPCC said. “The NPCC will certainly welcome such constructive debate if that will help resolve the Naga political problem.”
The reason the Congress explained was that the NPF accepted the challenge “to set the record straight and clarify many misconceptions on the role it has been playing as a facilitator.” Quoting the NPF’s statement, the Congress said the regionalists’ reason is “unacceptable.”
“The NPCC out-rightly rejects such myopic agenda. Why should the NPCC engage itself in such face-saving exercise of the NPF? If that is their objective, what is their problem in making a public statement in the print media? What better public platform do we have than the print media?” the Congress queried.
Calling the NPF’s purpose ‘nothing but an image-saving exercise, the NPCC said the ruling party’s having lost “their public face,”, now “have to do something to save it.” The NPF President concocted the concept of “open debate”, the Congress added.
What the NPCC explained was that it had thrown the challenge ‘for a healthy political debate because NPF was repeatedly avoiding the questions posed by the NPCC and keep on raising trivial issues.’ “The NPF had thrown volley of questions at NPCC to which, it had made public statements on those questions,” the media cell of the Congress said.
The NPF has been repeatedly criticizing the 16-point agreement while it continues to enjoy its fruit, the Congress reminded. “It still avoids in making a public statement as to whether its livid criticism of 16-point agreement reflects its outright rejection. The NPF has also cleverly avoided in making public statement on Shillong Accord. Without making public statement on these vital questions no meaningful open debate can be set into motion.”
The opposition said that a “fierce debate” on the past is not going to solve the protracted Naga problem. “The NPCC firmly believes in formulating and suggesting a progressive road-map to all the parties involved for solution. The NPF should not have the wrong notion that what its President had written and compiled will be accepted as the gospel truth,” the opposition said.
The NPF’s requesting the Nagaland Baptist Church Council (NBCC) to “sponsor” the debate is also criticized as “unfortunate”. “The church being a neutral body, it would be most inappropriate to drag-in the Church into the debate of the political parties. Even if that be so unavoidable, it will be discriminatory to leave out other denominations just because they are smaller in number,” the NPCC stated.

"Incidents of rape and murder are being frequently reported from various parts of Dimapur. We are ready to fight such evil practices. But women, both young and old, should be modest and decent in their dressing sense. If anybody is seen wearing indecent dress, we will take action," the Naga Women Hoho Dimapur has warned.
At an emergency meeting held on Sunday, the NWHD decided to submit a memorandum to the governor through the deputy commissioner to draw the former's attention to the menace. The members of the organization said whenever a girl child or a woman, representing any community or tribe, was assaulted, raped or murdered in any part of Dimapur, the Naga Women Hoho Dimapur should be immediately informed, either in writing or through phone calls.

They were handed over to the Income Tax department officials today for further enquiry, police said.
1 held for running prostitution racket of NE girls Nagaland Post | New Delhi/Kanchipuram (NPN) In a major breakthrough, Tamil Nadu police Wednesday arrested a Korean national for running a prostitution racket under the guise of a hotel-cum-bar, police said. The Korean national identified as Park Ju Dei was arrested at Nemili near Sriperumbudur along with eight women hailing from the Northeast including Mizoram and Nagaland, police said.

Seven high ranking Korean business executives were also rounded up when authorities stormed the hotel but were let off with a warning, police said. Sriperumpudur Dy SP Balasubramaniyam said Ju Dei had among his clientele many top ranking executives of various Korean firms.

A Delhi university student from Nagaland also said that many foreigners— disguised as mission workers as well as business firms have turned Nagaland into a hunting ground by fooling people and ensnaring the gullible, especially girls. She opined it was a wake up call to Nagas not to go crazy about “everything foreign” and to be aware especially about promoting foreign cultures even as innocuous as they may seem

Organizations flay Inavi killings morungexpress
Dimapur, MExN): The Eastern Nagaland Peoples’ Organization (ENPO) and the Kachari Tribal Council (KTC) denounce the June 30 killing in Inavi village where gunmen killed two village leaders. Separate messages form the two organizations today appealed to the state government to act swiftly before retaliations worsen the issue, and to the people, to shun violence as a means of settling differences.
The message from the ENPO leaders said the organization is ‘deeply dismayed’ by the killing of the chairman and GB of Inavi village “in brutal manner.”
“The ENPO condemns the unfortunate incident and appeals to all concerned to refrain from taking law into their own hands, and to completely shun violence and amicably settle the matter in a peaceful and judicious manner,” the ENPO stated.
Likewise, the Kachari Tribal Council of Nagaland met on July 3 to discuss the Inavi killings. The members strongly denounced the crime, stating that any problem can be solved without having to shed blood.
“The meeting felt that the government should act fast and apprehend the perpetrators before the situation worsen due to retaliatory actions. The government should leave no stone unturned to find the reason behind the attack and find a solution to the problem that might be of any nature,” the KTC stated in its note.

Aphuyemi Sumi Küqhakulu, Kohima
The Aphuyemi Sumi Küqhakulu, Kohima has condemned the ‘murder’ of chairman Inashe and GB Vikeshe of Inavi village and injuring others and has termed the action as “cold-blooded”.
In a condemnation note appended by its president Vixepu T Swu and general secretary K A Jacob stated: “…it is clear that the way, the predators acted is to wipe out all the inhabitants from the village which is not acceptable in the civilized society. Their aims and objectives can never achieve, so the killing will bring more trouble than solving the problem. The killing is never justified what so ever the problem is.”
The note also stated that the government should take stern stand to “nip the bud” of any organisation which is sowing the seed of communal hatred in the society before it goes out of control.
“Any organization formed for the welfare of the society is not expected to commit such cowardice act. If such act of inhumane is committed on out people by any anti social element, we shall stand as one brother to protect out people whether they live in East, West, North or South,” it affirmed in the note.
Moreover, it has conveyed its condolence to the bereaved family and wished speedy recovery of the injured persons.

NSCN (Khaplang) points out ‘truth behind the expulsion’ morungexpress
DIMAPUR, (MExN): The National Socialist Council of Nagaland Khaplang group has issued a statement pointing out to what it termed as the “truth behind the expulsion of N. Kitovi Zhimomi from the NSCN/GPRN”. Stating this in a press note issued by its MIP, the NSCN Khaplang stated that with regard to the recent crisis in the NSCN/GPRN, “most Naga laymen would definitely be ignorant about the ground reality and the circumstances that culminated the event”. As such it explained that the “decision of Khehoi campers led by N. Kitovi Zhimomi to secede from the National mainstream political authority, NSCN/GPRN led by SS. Khaplang served as the final straw and it ultimately led to the expulsion of N. Kitovi Zhimomi and his cronies from the primary membership of NSCN as well from the GPRN’S Ato Kilonser’s Chair”.
The MIP note stated that various allegations on SS Khaplang’s leadership “inefficiencies, lack of political will etc are being propagated by Khehoi residents In-order to white wash it’s crime, inconsistencies and betrayal”. “However, the NSCN/GPRN as an august Naga people’s political platform feels it demeaning to respond to every senseless utterance by flock of desperate and frustrated criminals camping at Khehoi”. However it stated that in order to put the matter to rest, “the Nagas need to be told the facts that have for long being tackled in order to avoid this unfortunate showdown”.
According to the press note SS. Khaplang had been “advising N. Kitovi Zhimomi to uphold the dignity of Ato Kilonser’s Office and to preserve the national principles and ideologies upon which the NSCN/GPRN has been founded”. He even advised N.K Zhimomi to station far off from the madding crowd. So as not to dilute the sanctity of the task he has been entrusted with, stated the MIP note. “But unfortunately Mr Kitovi choose to ignore the wise counsel of his mentor and started isolating himself, it’s been almost 10 years that he remained incommunicado from the office/individual of NSCN/GPRN, president and chairman, SS Khaplang. It therefore requires no explanation as to who is at fault”, stated the MIP note.
Pointing out that the “programs, policies of the GPRN/NSCN were completely over ridden by N Kitovi Zhimomi and in many cases the NSCN/GPRN’S position were compromised”, the press note stated that for instance, in the past several state’s assembly elections of the Nagaland “N. Kitovi Zhimomi was instructed not to meddle in the petty Indian state politics, since the Nagas struggle is outside and above the purview of Indian constitution/state”. “But for his own benefits the national interest of the struggling Nagas were set aside and rubbished”, claimed the press note.
Stating that the “Nagas still being a struggling people in quest of freedom and liberation, as a revolutionary specially its leaders are expected to be a role model possessing integrity, morality, commitment to the cause and high political foresight, the comforts and luxury of an individual are to be completely set aside if the cause are to be pursued whole heartedly”.
However, it termed as unfortunate that for Kitovi “these things were very dear to him” and that the “question of him sacrificing all his luxurious living had been like asking him to commit suicide”. “The reality of having to be based in eastern Nagaland in the company of SS. Khaplang was too much a sacrifice for him”, it stated while adding that the “comforts of home, the splendor of Khehoi camp being in close proximity to Dimapur, the facilities of star hotels in Indian cities were his daily indulgences, drinking revelries of imported scotches, whiskies and wines, gambling, betting etc became his daily routine”.
“Thus, it is without doubt, that he has hardly any passion or commitment for the task he has been shouldering, at the same time his coteries mostly comprises of regular defectors, for instance - Azheto Chophi defected 8 (eight) times in between, became his political advisors, the stature of these collaborators speaks itself of selfish pursuits and materialistic desires at the expense of sincere national workers, innocent Naga masses and most importantly at the peril of Historical and political rights of the Nagas, for which thousands of Nagas has for decades been sacrificing”, the press note stated.
“It may precisely be concluded that ,despite, numerous of errors and blunders that has been committed as a leader, our focus is purely to salvage the Nagas struggle from the grip of such arrogant and egoistic leader who always prefer individual agendas and interest to that of Naga’s national interest”, the press note further added.
In the context of Gen. Khole’s elevation to the President’s chair of Khehoi camp, the MIP note stated that “rather than we comment, the Nagas may enlighten themselves from the very fact that almost 90% of Konyak population including the Vice-president, GPRN. Lt. Gen. Khango and all high ranking Army Commanders, Kilonsers, Tatars, Regional authorities etc has declared their loyalty to SS. Khaplang’s leadership”.
Moreover, it stated that “the Khehoi campers self-glorifying claims and accolades on certain Naga Army officers and camps being commanded by them having joined Khehoi is not even worthy of being noticed or mentioned, for these are the sections, who often and on regular basis like a chameleon changes colors at every possible opportunity switches loyalty, mostly bought and lured by money and higher ranks”.
It stated that “Maj. Atoshe Chophi (Athibung Desig. Camp), Maj. Shikaho (Sangphur Desig. Camp), including the latest defection even after the recent crisis is nothing new, they have so far for the 8(Eight) times changed loyalty in between the two NSCN’s”. Similarly, it stated that “Khehoi residents are all but from the same flock and uncertain even of oneself, therefore the NSCN/GPRN is least bothered”. “Our military formation remains intact and confident as ever and so is our Government policies, visions and commitment to the Nagas political struggle, ever steadfast”, it stated.

The meeting scheduled for 10 AM started at 10: 30 AM. The Deputy Commissioner, Senapati, welcomed the delegates of the 3 parties to the Tripartite Talk and requested the delegates to introduce themselves. First the GOM officials introduced themselves, followed by team from the GOI, and finally by the UNC delegates. The talk commenced with the following statement by U. K. Bansal of GOI.
U. K. Bansal, GOI: We are meeting here after the last meeting in December 2010. As you all know the GOI is pursuing at various level a large number of initiatives for the development and well being of the north east parts of the country particularly the tribals citizens of India and we have seen the fructification of the efforts as they are happily received by the intended target population. The constitution offers enough flexibility and room for meeting the aspiration of all citizens of the country and this has been proved time and again. Without taking more time, I will request Mr. Poonia to initiate the discussion.
Poonia, GOM: Thank you, Sir. Good morning to everyone. We are happy that the UNC has come forward to the Deputy Commissioners office for the second time. On behalf of the GoM, I would like to welcome the UNC team and also Mr Bansal and his team from GOI. To briefly recapitulate the December 2010 meeting, despite having different views on the issues placed, the parties have expressed willingness to meet again. On behalf of the GOM, I would only like to say that we have moved for development and welfare of the people of the state, particularly in the hills, to see that it is more balanced and to sustain the ADC which has just completed one year. They have started functioning. We have also devolved functions and funds to the ADC and involved them in supervision and implementation. This is a very democratic process and this has been under discussion for a long time. The Ministry of Home Affairs had insisted on the ADC election and we have carried out the same with difficulty. We are in touch with the Planning commission, with the MHA, DONER, NEC, to see that …. For the last 3 days, the Secretary, DONER, has been with us for commencement of the second phase of the International Fund for Agriculture development project on North East Region Community Resource Development Programme (NERCRDP). The first phase was completed in Senapati in 2008 with the involvement of local NGOs. Capacity of the people and production by the people has been enhanced and they are able to market their produce due to such intervention. Now, Ukhrul, Chandel and Churachandpur districts will be covered by this project and will result in improvement of livelihood. The project involves all stakeholders in the planning process and execution. We look forward to the UNC to join hand with us in the process. We invite you to share your views on the proposal and express any issues you would like to raise. It is an open forum.
U. K. Bansal, GOI: I request Mr. Sword Vashum to take the floor and carry forward the discussion.
UNC: Thank you very much Mr. Bansal. At the very outset, we want to make it abundantly clear that we regret to hear what Mr. Poonia has to say in this august house. We Nagas are here to play the ball game up front. We are not here to catch any body by surprise. We have placed our cards on the table plain and squarely, leaving none in doubt. The GOI has conveyed to all concern that the issue to be discussed in this talk is the agenda we have presented to the GOI in our Memo on 14th September, 2010. With due respect to the CS, GOM, I will request you not to put the cart before the horse and that all you have painstakingly explained before this August House to the delegates of the 3 entities could have been done long time back. I need to remind you that this is not a full blown cancer, and if you go about trying to treat it as a mere ulcer, you don’t mean business. You are only trying to fool the patient. We would want to make it absolutely clear that it would be gross injustice. Now I would like to take you into the background on how this tripartite talk came about. It was on the 14th September, 2010 the Hon’ble Home Minister of India on having received the Memo submitted by the Nagas initiated this tripartite talk. It is entirely at his initiative and we, on our part in deference to the wish and desire of the Hon’ble Home Minister, we had said yes, given the goodwill and given the seriousness of purpose and commitment in finding solution and we in anticipation of finding amicable solution agreed to sitting down across the table. Now, it was on the 11th of May 2011, Hon’ble Home Minister came again to Manipur. He was in Ukhrul and we called on him and he said the process needs to be hastened and he would not like any roadblock in the process of tripartite talk and he pleaded with us to be patient and he is sure that the process of dialogue would be taken to its logical conclusion. We are here to discuss what has been placed to GOI. And if this tripartite talk would lead to any constructive result it will only be by adhering to the core issue. If we are clear about the core issue then we can proceed further. On the 3rd of December this was the bone of contention and we had made it absolutely clear in no uncertain terms that less than the core issue anything would be beating about the bush. We are not here to waste our time, your time, your energy, your resources in stepping around the main issue. Yes, time will surely come when we need to get down to talking about even the related side issue but let us be clear about the core issue . Once we are clear about the core issue, then we can proceed further. This is our humble submission.
U. K. Bansal, GOI: Other friends from the UNC are welcomes to share their views.
UNC: I would thank on behalf of our team the central team for taking this mission and coming all the way from Delhi for the tripartite talk. I would like to supplement what our Chairman has just mentioned. In the 14th September, 2010 we submitted a memo to the Hon’ble Home Minister and in the course of the discussion, our Hon’ble HM had mentioned something very important and we would like to base our discussion or dialogue on the basis of the statement he had made - that is, pending the final solution, we need to work out an arrangement for the Nagas in Manipur. So, If this talk is based or prepared for going about an alternative arrangement which otherwise is a temporary arrangement pending the final solution and if that is made clear to us and if this team, today, if we are agreeable to make an alternative arrangement for the Nagas in Manipur I think we can further go ahead and we can discuss other things also.
U. K. Bansal GOI: Any other hon’ble members would like to make their comments?
UNC: Supplementing the chairman and member of the committee, I also would like to share my views. The ongoing tripartite talk, has been initiated by the home minister on the basis of the memorandum 14/9/2010. We come to the third Tripartite Talk with the hope that the GOI would take the Memo as the core issue of this talk. If not, I think there is no point of further discussion, rather it would be taken as waste of time. Because the CS, GOM, has mentioned about the ADC but the Nagas have declared null and void the existing District Council and there is no room for discussion of that issue. Now the onus lies on the GOI.
U. K. Bansal, GOI: Any more members please?
UNC: I would like to add a small opinion. On the 14th of September, 2010 we called on the Hon’ble HM and subsequently, the 1st Tripartite Talk took place in the presence of Mr. G. K. Pillai, Union Home Secy and Shambhu Singh, JS MHA was very much there in that first talk. Having said that I concur with all what my friends have said in presenting the case of the UNC. If the central team led by UK Bansal and GOM team led by DS Poonia, if the two parties are in a position to discuss the core issue, we are ready, other wise we are wasting our time because we are meeting after 7 months since the last 3rd December talk. And Manipur government has been making so many noises and we don’t want to go into those things. If both the parties are willing to uphold what the Hon’ble Home Minister’s told us on the 14th Sept. last we would like to continue the Tripartite Talk on that basis.
U. K. Bansal, GOI: It is good that we are gone past the review of the past. It is also clear that there are different perceptions with regard to the way forward. However, I disagree about this meeting being a waste of time. If there are no differences, such meeting would not be necessary. GOI is facilitating to reduce and narrow down the difference. It is important that we further clarify and explain the issue. Those would be the take-away from this meeting for decisions at different levels. I request D. S. Poonia to carry forward the discussion.
D. S. Poonia, GOM: It would be unfair to the GOI and GOM to say it is a waste of time. Let us not make any personal attacks so that we can continue the talk with dignity. If clarity is there, we can have a fruitful talk. What is the demand of the UNC? When Manipur became a state, the District Council was introduced recognizing the difference between the hill and valley. GOM & GOI are clear that there should be democratic polity in place. If we have ADC, what is wrong with that, why declare it null and void? By doing so, the constitutional structure is being challenged.
UNC: We are here for the serious business laid out on the table. We are not making any personal attacks. The 23rd June, 2011 notification from the Ministry of Home Affairs, is very clear on the agenda and let us not skirt the main issue. First should come first, and whatever come next will be next. Our memo is stated to be the main agenda. It is no more an administrative or developmental issue. What we are asking for is the constitutional arrangement outside the GOM.
Shambhu Singh, GOI: In the previous meeting, we had discussed about the territorial issue. One thing was clearly delineated in that meeting, and that was, any arrangement is possible under the Indian constitution except for the fact that the territorial boundary of Manipur cannot be changed.
UNC: I am most surprised that none other than the Jt. Sec, NE, Ministry of Home Affairs is talking about the territorial integrity of Manipur which is unconstitutional. May I remind that the Union Home Minister had painstakingly initiated this dialogue.
D. S. Poonia, GOM: I would like to intervene and reiterate. What is wrong with the present arrangement? In what manner can it be changed so that it is acceptable by the 3 parties?
UNC: To make it very clear, we know what the district Council Act is. There was a series of protest against it. You did not pay heed. You went ahead with the election. This ADC members, are they really people’s representatives? Then why are they functioning from Imphal under security cover provided by the GOM. It is a political issue.
U. K. Bansal, GOI: Even if it is with difficulty, some clarity is emerging. I don’t understand the objection to the principle and to the democratic process of election. The state government would like to understand the reasons behind not accepting the principles of election. This might help in finding the way forward.
UNC: If you are to continue with this issue of ADC, we will have to cut short this discussion. Our memo is clear, and nowhere does it mention the ADC as an agenda.
D. S. Poonia, GOM: The UNC memo states that the ADCs have been declared null and void and under no circumstances it will be allowed to function in the Naga areas. It is a democratic exercise. The district council is a democratic set up. We would like the ADCs to function in the hill just like the Panchayati Raj are in place in the valley. The Hon’ble Home Minister has stated that the district council must function. I urge the UNC not to have a closed mind. If you want to have further consultation, that can be done because it is a dialogue process. We had responded in the last meeting on the points contained in the memorandum.
UNC: All you have been suggesting is nothing but asserting that the status quo must continue. If the District Councils would have delivered, it would have done so in the last 40 years. It is a thoroughly discredited institution. GOM in good sense should see reason and seriously examine the UNC demand. We have not taken this decision rashly and out of emotion but after painful discussions and deliberations.
UNC: In response to the Memorandum of 14th Sept 2010, the Home Minister was well aware that the ADC election had been held and he had agreed that something must be done for the Nagas in Manipur pending the Indo Naga political settlement. The decision to declare the ADC as null and void arose because of the GOM’s refusal to listen to the Nagas and denial of their desire to live in peace. GOM refuses to let the Chief Minister of Nagaland to visit Senapati when it is perfectly legal and democratic. When we are subjected to this kind of deprivation, we are compelled to look for alternative arrangement. We are not for improvement or enhancement of the ADCs and what we are asking for is purely democratic.
Shambhu Singh, GOI: In the process of this discourse, I have now become a little hopeful. If the present shape of the Dist. Council is not acceptable, we can discuss what shape can be adopted.
UNC: Do you want us to continue to be suppressed by the dominant and communal GOM? You are speaking in the language of Ibobi Singh, CM, Manipur, that the territorial integrity of Manipur cannot be disturbed and this is not even constitutional.
UNC: What the Nagas mean is not upgradation or improvement or changes in the ADC Act but outside the GOM.
Poonia, GOM: What the last speaker has just mentioned is very striking. I request the GOI to clarify the same because the GOM’s position is very clear.
(U.K. Bansal passes on to Shambhu Singh)
Shambhu Singh, GOI: The reference to the constitution should be taken in its entirety. It has a proviso that the consent of the State Government is to be obtained. It is not a simple thing for the GOI. The GOI has to ensure that if gaps or differences are there, then it should be narrowed and reduced. It cannot be partisan or unilateral in its decision.
UNC: I thank you for the reference to the proviso. What we are requesting you is to decide on the merit of the case. The consent of the state is not binding. Ever since independence, we have been living under a colonial regime whereas you live in a democratic country and system and you enjoy the fruits of democracy. We appeal to your conscience to look at the merit of the case. We are not cattles, we are not neighbours by choice, but we can go the extra way to be good neighbours. This memorandum is not submitted to the GOM, it is to the GOI. Do you really want us to continue under this hegemony? For all this while, we have been suppressed.
Poonia, GOM: I am glad that views have been expressed clearly and bluntly. So within the constitutional framework, what is the alternative arrangement?
UNC: Our memo of 14th September 2010 should not be taken as a standalone. It has to be taken in consultation with the Nagas.
Poonia, GOM: We have two power point presentations. One is on the ADC and the devolution of powers, and the other is on the various development plans and programmes for the hill areas. Can we present them?
UNC: About the format of this talk, let us first be clear about the core issue. And then we can move on, otherwise the discussion will become open ended.
Poonia, GOM: The information I am talking about is already on our website. I request to make the power point presentation. You can reject or accept it but kindly allow us to make the presentation.
UNC: Our chairman has amply clarified our position. The unmistakable facts that calls for severance of ties which is an enclosure to our memo must be the basis and we must confine to that and not on the discarded ADC.
U. K. Bansal, GOI: This talk is a democratic process. We have not prevented anybody from expressing their views even if they have delivered in a vitriolic manner. Let the power point be presented. The memo is based on the severance of ties, since it is political, it should be handled at another level. There is a very high level of talk which is taking place. So let us not be despondent. Views should always be welcomed.
UNC: With due respect, we are not averse to listen to anything they want to say. But first we want to know whether the core issue is acceptable. Then we can proceed. Speakers have referred to the high level political talk, we have nothing to say on that. We are not preposterous to take on the mantle of the higher process. This issue and talk is specific with and for the Nagas in Manipur. Nothing more, nothing less.
Poonial, GOM: I can understand the concerns expressed in the memo. The GOM has already furnished its response to the memo to the GOI although we have not given it to the UNC as the UNC has refused to accept any communication from us. I would like to present the GOM’s response to the GOI.
1. The territory integrity of Manipur cannot be compromised. Anything within Manipur can be considered and dialogued.
2. The ADC election has been duly carried out. There is a global upsurge for democracy and in tune with this the elections had been held. The Hill Areas Committee is in place and all 20 MLAs of the hills are its members, and the ADC Act has been duly approved by the HAC. It is a well established tradition that the election process cannot be interfered with even by the courts, and it is interesting that none of the elections have been challenged in the court.
3. On the dual system of administration in the hills and valleys, I would like to say that there is no duality. The system is adopted by taking the specific geo-economic and development needs of the people and place.
4. The mention made about the accession of Manipur to India in 1949 without the consent of the Nagas is already a settled issue.
5. Manipur is multi ethnic and the GOM seeks to cater to all the communities in it while the demand of the UNC is confined to that of only one community.
6. Consolidation of contiguous Naga areas: the position of the GOM on this is already well established.
7. No House Tax campaign: A government has every right to receive/collect tax from its citizens.
8. AFSPA, 1958 and militarization: On AFSPA, the GOI can respond. On militarization, we are to say that there is no militarization and that it is the duty of the state to secure its territory with police/armed forces.
9. Laws and acts like VA Act 1956, MLRLR Act 1960 etc: these have been drawn up to give full protection to all people.
10. Delimitation and census issues: It is subjudiced at the moment and we have no comment on that. It is not the GOM that has gone to the Supreme Court.
11. Suppression: There is no suppression.
If we rake up old issues, it cannot help the dialogue. It is a responsibility to take forward the dialogue. I urge the UNC to be more balanced in their approach as UNC is not accepting GOM’s communication.
UNC: Even in the face of ground realities, if you are harping on the glorious achievements with flowery language. It will not cut ice. They are not corroborated by facts and realities on the ground. And when we raise our voice, you say that it is not constitutional. Why are the tribal areas backward ? Why are the National highways not motorable. We don’t have to go far, you can come with me to the police point (in Tahamzam) or to any village nearby or look into any schemes that you have claimed as achievements. The ground reality will bear itself out. I repeat that our memo is to the GOI. Mr. Bansal Sir, if GOI is rigid on an unconstitutional issue of the territorial integrity of Manipur, and tells us not to be rigid, the talk is not going to work out. If you say things can still work out, please speak out your mind how it can be so. It is now up to the GOI to continue the process with a bipartite talk as the GOM has already closed the door for further discussion.
UNC: “Chingmi-tammi hingminashi”, “the hill and valley people let us live together”, a slogan on the pretext of which they just want to grab our share. Enough is enough. So let them live happily, and we also be allowed to peacefully pursue our lives. Why this forcible cohabitation when one is not comfortable, why impose?
Bansal, GOI: In the last ten minutes, both sides have made several things abundantly clear. I request the representatives of the parties for reflection and introspection. The parameter of the talk should be such that there should be room for accommodation and adjustment. I think the clarity with which we have addressed each other in the same way is beneficial. It lays down the need for further interaction as and when we have something substantive. The sentiments expressed here has been understood and shall be carried back to the principals. I thank you.
UNC: Thank you for the sentiments expressed. But this dialogue cannot be carried on in a vacuum. We have come to this table in all seriousness and commitment but having heard you out, particularly from the GOM, I cannot help being pessimistic and do not see any way forward. If we are continuing this way, we are deceiving not only ourselves but the people we represent and the government that you represent. We are for peaceful solution but not at the cost of the core issue.

KIO's politics may turn to Kachins' politics (A special article for Kachin Revolution Day)

I. Introduction
At this moment KIO/A is into costly celebrations of the landmark occasion of the 47th anniversary of KIO/A's armed revolution day in its General Headquarters Laiza, along with its comrades and VIPs from the Kachin communities. The northern commander Gen. Ohn Myint and his colleagues were invited. In fact the KIO/A being the armed organization was founded for socio-political combat on being denied the political means in particular for the survival and human rights of the Kachins due to and by the central bureaucrats' manipulation of the Union Supreme authority as an Unitary means towards the states and their citizens in Burma.
Recently Burma celebrated the 60th anniversary of its independence from the British colonists thundering that this is a golden country where no civilized value is being preoccupied and precipitated in the ruling enterprise of the regime. Whereas, on the one hand, the regime is roughly working towards its seven steps set up the 104 principles based Road Map, the Burmese Buddhist democratic monarchical systems by the vital help of ceasefire groups actively led by the KIO, who seem to be allured to be granted the position of vice president II in the new government body soon to be formed by means of a single party process though multi-party democratic nation is being declared.

The Kachin Independent Army (KIA) was formed against misconduct, monopolization of state power and not exercising the 1947 constitution by the government rather the political tendency of solving our crisis on the basis of the Federal Democratic means as rightly formed in Burma. This is the intention of taking up arms, except that a political gap was created between the Kachins as a whole and KIA/O in particular till today.
III. The KIO/A's struggle for independence
The KIO/A fought for sovereignty from the yoke of General Ne Win's regime. This principle of KIO/A's politics had to be to be harvested. The early session of KIO/A's operation was the strongest armed fight in Burma. The goal could have been accomplished as the KIO/A set out from the long before provided common goal of the group which was Independence. Yet there seemed that there was common dilemma of its goal laid by the leading generals.
Moreover there was no way of full support from the public of Kachin being ignorant of the politics whatever federal or independent one that is to be fit with the Kachins. IV. The KIO/A politics degraded down till at the stage of a Federal Union
This ought not to be the major business of KIO/A as an armed group when the people of Burma do activate their federal democratic politics as democracy is for the people and by the people. It is known that the federal road has been the set goal of the group since the early 80s and such function had reached its peak in Burma when the democratic election was held in 1990 and the constituent realm of political game was highly rendered by Maran Brang Seng, former KIO's chairman.

Moreover, the regime cunningly creates KIO/A as a group without arms as it wants it to be just a Kachin Development Party. In this way, the regime has denied and violated federal laws.
No doubt that federal tract of politics has been the only way for all in all solution of political turmoil for both Burmese and states' citizens being strongly convicted by Maran Brang Seng. On the other hand federalism has been alienated by a handful of dictators as if federalism seems to be propagated as a destructive weapon and tools of neo-colonists to be avoided to implement in Burma for over generations and generations.
Indeed the federal concept of politics has been the only and the best principle where the states could meet in the formation of the Federal Union of Burma in the political history of Burma that there are other means of political ways of solutions. Even at the moment the United Nations is strongly believed and recommend with its mandate that the social-political turmoil of Burma could be solved in implementation of the Federal democracy particularly by means of tripartite since the time of Kofi Annan.
Meantime, in this era each and every of civilized society is extending the concept of federal norms for establishing and solving of the one's problems as a criterion. Moreover this weapon is the only tool which can fight away all evil dominion over one's nation, society and country so that just, liberated, and equal society can be formed. Yet the regime of Burma seems never consider thinking that KIO/A has been one again practically proposing the key mean of federal principle on behalf of all Kachins to solve the entire socio-political crisis faced in Burma till just before the ceased fire agreement signed between them.
Actually the degradation of the political stand of KIO/A till the stage of Federal Union is very political when we recapitulate its teaching according to Jean J. Here the only we are in need of such principle are that provided the Independence is the common goal of the Kachin from the military yoke, we ourselves have to be exercised and called for speed for the support of the prevailing laid principle.
No nation is happy, prosperous, developed, educated, civilized and so forth under any military dictators today. Therefore this is the prime time for the Kachins to be scrutinizes our political principle under this regime. Once one of the Kachin senior pastors said that there is nothing improvements so long as the Kachins are tied together by mean of federal union with this regime for more than one generation or his generation. Likewise if we are still with the regime even now no profit would be gained for us as federal statehood mean rather there would be more crisis and problems.
Therefore be undependable Kachins in politics if we really want to become a great nation in this world. The principle and spirit of independence is not only arm revolution but also politics of the civilized citizens of the world in particular. Because we, the Kachins need true democracy where "All are equal as much in their ways of life and their abilities as in their opinions and wealth as Rousseau advocated." We the Kachins can't stay together with the regime who eradicates the democracy and pro-democrats.
People's politics under federal democracy
Supposed the KIO/A had emphasized its arm revolution with the grand standard target of federal democratic trend from the very beginning of its struggle there would have been established something federal nation from long before already.
Unfortunately or fortunately the people publics have seemed to have much been overwhelmed by the KIO/A's master "ism" that seems really disturbed and hindered the people's knowledge of survival politics of people politics of federalism for all. As the time has come that the people fight for their own destiny is unavoidable in the transformation process towards democratic society. As Burma has been formed under the consensus of federal democratic value this is the right tract to find out the right solution by people's undertaking of their own means that is very political and very human.
Moreover the United Nation mandate is made on the basis of federal means for the harmony and reconciliation to be reconstructed among political parties, the ethnicities and the regime since 1990. In this juncture, the author emphasis his focus on people politics of the Kachins as a whole for effective and democratic resolution of the generation prolong national political void in Burma.

This is how the society is being established with the power of people for long run.
The Kachins have been no attempt of people movement, people war, people politics, people determination, and people front in our national struggle form this regime so far except KIO/A's politics and war. Yet today we the Kachins are in need of national people war against any dictatorship in terms of politics and war if genuine federal democracy is our target to be achieved in this soil. So far there is no country and nation that which are defeated in their people political operation or fight and people war in western hemisphere and Asia continents as well till today.
Now is the time for the Kachins including all armed groups to open new political file of the Kachin national politics under the federal democratic principle in order to crackdown the military dictatorship and revitalize the genuine federal union in Burma. In this transitional turmoil of political crisis, digesting the fact that it has been discussed above the KIO/A may initiate for Kachin people politics and take up such principle in this prime time so that each individual and citizen of this soil can join in eradication of evil dictatorship prior to transform federal union in particular in Burma.
Conclusion
In this epitomes of critical pinpointing of the real scenario where the Kachins are struggling and being threatened by the socio-political situation created by the regime as it has been its nature and its task toward the Kachins in the history of Burma too. We only fought for this country and the power stability of the Burmese regime as faithful ones yet no political privilege was significantly exploited by us thus far so as the Kachins are signed in Pang Lung. Yet nothing political solution has been welcomed though KIO and the Kachin often demanded for. Therefore in this crucial time, the Kachins, the people and the master of this land, are compelled to fight for the bright future of this country and Kachin State in particular by means of federal norm.
