The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) General Secretary, Thuingaleng Muivah, on Monday said the Central government must recognize the unique history of Nagas and resolve the issue soon.
Muivah is presently in India to hold talks with the Central government on the Naga issue.
Muviah in an exclusive interview to Asian News International said he is optimist of finding solution to the prevailing problems.
"We have confidence to have an honourable solution because the Government of India recognizes uniqueness of Naga history and situation. On that basis something honourable could be worked out. If Government of India is going to deny the historical facts of the Nagas, we will not place ourselves at the mercy of the Indians. We cannot do that," said Muivah.
Muivah, is camping at Jotsoma, around five kilometers from the capital city Kohima.
He has reportedly been asked by the Central government to postpone his visit to his native village that falls in the adjoining Manipur state, till normalcy returns to the State.
Reacting to this, Tribal groups from Nagaland state had blocked supplies to Manipur.
The Naga leader expressed his displeasure at what he called the Central government using Manipur state against the Nagas.
"By using the Manipur state government, they wanted to insult us. The central government wants to insult us that we cannot accept it," said Muivah.
He, however, said the central government has the authority to resolve the issue.
"Everyone knows that central government is not subject to Manipur state. Manipur state is subject to the Central government so they can solve. They have the authority to do it but they don't want to do it, why, because probably they have the personality and that problem would have to be solved by them first," said the Naga leader.
Muivah said that he was ready for the next round of peace talks.
The Nagas have been demanding a free Nagalim state carved out of the northeastern region, including parts of Manipur. Manipuris oppose this and see Muivah's attempts to visit his village as undermining their territorial integrity. (ANI)

Dimapur, June 22 2010: NSCN-IM general secretary Th Muivah was accorded a warm welcome by the Sumi Nagas from at Pughoboto town of Zunheboto district, Nagaland on Monday. An impressive war dance was performed in honour of Thuingaleng Muivah and his entourage.

Thereafter, a marathon interactive public meeting was held in the local ground and the town hall of Pughoboto for around five and half hours. Th Muivah movingly mentioned the contribution of the Southern Sumis (Semas) towards the Naga 'National' cause.

The protection and care in terms of food and security given to the 'Naga National workers' provided by the Semas was spontaneous, said Muivah in his speech.

The NSCN (IM) leader also recalled how the Naga underground cadres could move freely all over Sumi homeland during the hard days of struggle. He stated that he had come again trusting and believing in the Sumi people. Muivah declared that these are significant times when the Nagas have to take a key decision.

According to Th Muivah, Nagalim is a God-given land for the Naga people and the Nagas have to take the best decision for this God-given gift. He challenged the people whether they will be able to face the ideas of changes that will come and warned the people about the danger of taking things complacently. During the transformation of events it is important to understand what is best for the Nagas and cautioned the people not to have a servitude mentality. He told the people that he had come to reason together on account of the dangers that Nagas may not be aware of.

The Nagas under the banner of the Naga National Council (NNC) took the correct decision and showed the way for the Nagas, said Muivah.

"The NNC under the leadership of AZ Phizo, Im-kongmeren, Kughato Sukhai, T Sakhrei, Khodao Yanthan and others did not compromise on the Naga National rights. They valued Nagalim, the God given land for the Naga people. When all other Nations failed to exercise their right to decide their own future, the Nagas took the right decision to be the master of ourselves," asserted Thuingaleng Muivah.

He informed the people that a crucial time has come came for him and Chairman Isak Chishi Swu to take decisions concerning the fate of the Nation.

When the 1975 Shillong Accord was signed the Nation was in peril. AZ Phizo had failed to condemn the Accord, therefore, Isak Chishi Swu and Mr.Muivah as Vice President and the General Secretary respectively were determined to save the destiny of the nation.

The NNC and the Federal Government of Nagaland and the leadership of A.Z.Phizo had to be saved at any cost. Accordingly, the Accord was condemned in the name of NNC.

A.Z.Phizo's position was reaffirmed as the President of NNC and in addition to that he was made the President of FGN respectively. But ironically the two of them were accused of condemning the Accord which AZ Phizo did not and subsequently the Martial Law was declared and two leaders were arrested and the power of NNC was seized , declaring that all powers were in their hands.

In the events that followed they formed the National Socialist Council of Nagalim on January 31, 1980.The NSCN-IM general secretary emphasized the fact that the 1975 Shillong Accord destroyed the foundation of the Naga National rights. In surrendering there was nothing left for the Nagas.

"The NSCN since its formation took the right decision to stand through and they fought well on all fronts. The best armies and Generals faced defeat in their hands,: Muivah said.

He spoke about the time when he and Chairman Isak Chishi Swu had to take a crucial decision concerning the fate of our nation. He emphasized the fact that during the most difficult situation the Nagas did not have a Moses or Caleb yet, Chairman Isak declared that, if Nagas and Nagalim would be for Christ, he would stand to the last.

Chairman Isak did not fail in his time. The NSCN-IM leader considered it a big honour to be the leader of the nation. He told the audience that he and Chairman Isak have been together in the struggle now for almost 47 years.

Muivah added that NSCN chairman Isak has been consistent in his commitment. "And most importantly he also had made presentations on Naga political case several times at the UN Human Rights Commission and other international conferences," said Thuingaleng Muivah while addressing the public at Pughoboto.
‘Reconciliation at the highest level’ morungexpress
Dimapur, June 22 (MExN): General Secretary of the National Socialist Council of Nagalim Th Muivah has used the platform provided during his visit to Pughoboto in Zunheboto district to come out with some significant statements. During the course of a marathon interactive public meeting held with the Sumi public, Muivah emphasized the fact that reconciliation will be worked out at the highest level. According to a report filed by the Information Desk of the Ato Kilonser’s Office, Muivah also pointed out that the ban of Sumi Hoho was not done against the Sumi community but it was an “issue based decision against the wrong leadership”.
“Yet, considering the wisdom and appeal of the Southern Sumis and conscientious Sumis he replied that in the name of Christ, peace and reconciliation appeal will be considered favorably following a proper procedure of the organization and in consultation with our Chairman, Isak Chishi Swu”, stated the report while adding that in the interactive meeting the Southern Sumis appreciated the message of reconciliation and requested that the ban on the Sumi Hoho be lifted.
The General Secretary according to the report appreciated the “wisdom in such an appeal from the Sumis in and around Pughobuto area” and expressed “his respect for the rational views and opinion of the southern Sumi including their GB’s and the conscientious individuals”. Muivah emphasized the point that Isak Chishi Swu had given the best of his life for the national cause and he is still standing firm.
“Yet, he and other national workers were ex-communicated by the Sumi Hoho”, Muivah was quoted as saying and called attention to the fact that Chairman Isak was not a criminal. “He was the one of the leaders who had saved Naga nation from the treacherous Shillong accord and proved himself. He was respected on account of his contribution to the nation. Under his leadership the NSCN has entered into political negotiation at the highest level. Later after 5 years and 10 months the GOI had also recognized the uniqueness of Naga history and situation of the Nagas”, Muivah stated.

Lifting of ban on Sumi Hoho will be ‘considered favorably’: Muivah
Therefore Muivah asked as to what crime Chairman Isak had committed and whether a person who has proved himself should be treated in that manner. Muivah saw that there was “lack of rationality and sensibility in the present leadership of the Sumi Hoho when they acted in such a manner” and questioned “whether Chairman Isak was ex-communicated just to please the enemies”.
The NSCN General Secretary also pointed out that during the reconciliation process many derogatory remarks and statement were published in the local dailies against the NSCN leadership that they were “terrorist” and must leave Nagaland within 24 hrs. “They also stated that Naga issue would be solved by the Nagaland Nagas”. Muivah pointed out that no one was above the nation and recounted the historical fact that the Semas and Angamis had done well to mobilize the whole Naga Nation including those from the South. “The Nagas emerged as a force. Yet, today some irrational individuals and groups were reducing the Naga issue to Nagaland state!!!” Muivah stated while also pointing out that he was baffled with fact that a section of Sumis led by Azheto deserted Hebron when the Nagas were having political negotiation at the highest level as two entities and without any pre-condition and they have set up camp with the protection of the Assam Rifles at Khehoi. Such negative steps if taken to the extreme will have no meeting point in the Naga reconciliation process, Muivah added. He also emphasized the fact that reconciliation will be worked out at the highest level.
Muivah also mentioned that he respected sensible statement of facts and that he valued the lifelong sacrifice of Chairman Isak Chishi Swu and felt a sense of loss as the Chairman could not be present with him but he considered the latter’s absence had made it all the more urgent for him to visit and talk with the people in his homeland in Pughobuto.
Meanwhile, the reception in honour of Th. Muivah, General Secretary NSCN began with a prayer by Rev. Sukhalu, Evangelist of SABAK and the welcome address was given by Yeshito Chishi Swu GB Ghathashi. The meeting was chaired by and Suhoje GB and ended with prayer by Rev.Kiyezhe Chishi ES NCRC. The General Secretary speech was well translated by Rev.Kiyeto ES SABAK.
The report filed by the NSCN stated that the “journey to the southern Sumis in their beautiful town Pughoboto is yet another milestone in our journey towards peace and reconciliation”. “On the foundation of Christ and the Naga National rights based on the uniqueness of Naga history a good foundation has been laid yet once again”, the report stated.

Muivah set conditions for Naga reconciliation Rules out unification before reconciliation Nagalandpage
Pughoboto, June 22: The National Socialist Council of Nagalim (Isak-Muivah) categorically said reconciliation should be based on "uniqueness" of Naga history which has also been recognized by the government of India.
In his five and half hour address to the people of Pughoboto sub-division Monday at Pughoboto town general secretary of NSCN (IM) Thiungaleng Muivah reiterated that reconciliation is a must among Naga groups but basing on "uniqueness" of Naga history and "in the name of Jesus Christ" by admitting one's mistakes. He said reconciliation should be concrete as without this unification would elude Naga people.
He also ruled out unification before reconciliation, saying without admitting to mistakes by leaders of Naga groups the exercise would be futile. But he also regretted that some people were insisting for unification before reconciliation takes place. "Reconciliation is not a unification, without reconciliation, unification cannot come" the NSCN (IM) leader said.
Muivah said reconciliation is Christ's wish since the slogan for Nagas is "Nagaland for Christ". He said reconciliation is to bring to end fratricidal killings and to know each other by admitting the past mistakes.
The NSCN (IM) supremo said his visit to Pughoboto was not to create division among the people but to push forward the ongoing reconciliation process. He however regretted some section of NSCN (K) who were opposed to his visit as if he was a criminal.
He particularly mentioned general secretary of NSCN (K) N. Kitovi Zhimomi and envoy to the collective leadership of NSCN (K), Kughalu Mulatonu who had tried to create situation during his visit. He said whether such attitude towards his visit was in the interest of Naga people and would give tempo to the reconciliation process.
"What crime I have committed for coming to Pughoboto. Why trying to create problem when we have come for reconciliation. If that is the way they want to act that there will be no meeting point," he retorted.
Muivah said he had never declined to meet Kitovi, but asserted that it was S S Khaplang chairman of NSCN (K) who had officially committed to the reconciliation process. He said meeting Kitovi sans Khaplang would create more problems. "I never said I will not talk to Kitovi," he maintained. But he said bypassing Khaplang would create problem.
The NSCN (IM) leader said as desired by Isak Chishi Swu, chairman of NSCN (IM), reconciliation process was initiated from January 13, 2007 with 3 days prayer and fasting, but while the process was progressing well after 8 months the then Kilo Kilonser, Azheto Chophy in blatant defiance decamped with arms from Hebron camp - the council headquarters of NSCN (IM). He said Azheto's call for unification after decamping Hebron was travesty as unification cannot precede reconciliation. He termed Azheto as "traitor" as he had deserted when the talks are taking place at the highest level and it has reached a crucial stage.
He however said time has come for the Nagas to understand and reason together so that fratricidal killings do not take place again in the near future. "You can't remain neutral between right and wrong," he added.
Ban on Sumi Hoho
The NSCN (IM) has said that the sole reason for banning Sumi Hoho was due to ex-communication of Isak and other NSCN (IM) leaders by the Hoho. He said the decision of the Sumi Hoho was totally uncalled for and unjustified.
"We were never happy with the way they ex-communicated Isak and Sumi national workers. It is an insult to Isak," NSCN (IM) leader Muivah told a gathering at Pughoboto on Monday. He said ex-comminicating people who are upholding the rights of Nagas for over 50 years was utterly wrong and unacceptable. He on the other hand said discussion would go on with the Sumi Hoho so as to understand each other.
The NSCN (IM) general secretary said his group did not ban the entire Sumis but leaders of Sumi Hoho who had misused their authorities in the name of Sumis. "We will understand each other," he reiterated.
Meanwhile NSCN (IM) said it would lift ban on Sumi Hoho at the fervent request of people of Pughoboto.
People of Pughoboto said their invitation of Muivah was not to create division among Sumis but to bring unity and understanding among Sumi people.
Despite opposition from Sumi Hoho and NSCN (K) Muivah was given a rousing welcome by thousands of people at Pughoboto town where he lauded the contribution and steadfastness support towards Naga nationalism.
Muivah said people of Pughoboto had never been carried away by misadventure elements and had stood firmly for the Nagas' cause. He said Naga nation would never forget the contribution of people of Pughoboto stating that they had never betrayed Nagas at any point of time. (Page News Service)

Solution to Naga problem lies with India not Nagas: NSCN (IM) Brands NNC, NSCN (K) as traitors Nagaland Page
Pughoboto, June 22: NSCN (IM) leader Th Muivah Monday said a solution to the Naga problem lies with the Center and not with the Nagas. He said the NSCN (IM) leadership had told the Indian policymakers that they should step forward as already taken by the NSCN (IM) in an effort to find a meeting point, which the Centre had agreed. But he castigated the Centre for backtracking from what have been agreed upon in principle.
The NSCN (IM) had in clear term told New Delhi that it would not hesitate to rethink on the current peace process if Indian lawmakers keep on betraying their commitments prior to the ceasefire in 1997, he informed
Speaking at an interactive public meeting at Pughoboto on Monday, Muivah also claimed that the Centre had emphatically told them that the issue of Naga political problem lies with the NSCN (IM) and not with the NSCN (K) and NNC. "The issue is with you and we will only talk to you. They (NSCN-K/NNC) are in our hands," the NSCN (IM) leader quoted the then Prime Minister P V Narashma Rao as having said in Paris.
Muivah also claimed that the NSCN (IM) collective leadership had firmly told the Central leaders to start talks with the NSCN (K) and NNC if they think solution could be hammered out by talking to them. "Why not talk to NNC and NSCN (K), why Government of India wanted to talk to us," he asked. He questioned if NSCN (K) and NNC claim that the issue is with them, why the Government of India is not talking to them. But he maintained that NNC groups and NSCN (K) are in the hands of New Delhi and hence there is nothing to talk about.
Branding the NNC and the NSCN (K) as traitors who had all along tried to mislead the people through malicious and groundless propagandas, Muivah accused the Centre of using the NNC and NSCN (K) to undermine the Naga political issue.
Muivah further slammed the statements of NSCN (K) that Naga political problem should be resolved by Nagas of Nagaland. He expressed shock about the divisive politics unleashed by Kitovi and Kughalu in connivance with the Government of India's agencies.
Accusing the duo of "speaking the language of former chief minister S C Jamir", Muivah alleged that Jamir had always said Nagas from outside should not mingle in Nagas' issue and should be chased out from Nagaland. Expressing total surprise with the statements of the two NSCN (K) men, Muivah asked whether such statements can be considered as political statements.
On split of NSCN 1988:
Muivah said there was no difference of opinion on Naga political issue with Khaplang, except on discipline and principle. He said the collective leadership of the then undivided NSCN had some views and opinion on Naga issue and there was no fallout on this at any point of time. 'To be a leader the foremost thing is there should be discipline and principle" he added.
But he said in 1988 prior to the bloody split of NSCN Khaplang was engineered by certain agencies and consequently spread malicious ramours that Muivah and Isak were preparing to surrender to the government of India. "Isak and Muivah had never committed wrong on Khaplang, but we had supported him and had stood for the collective leadership" Muivah maintained. He said the rumours had triggered killing of nearly 200 innocent NSCN cadres, including kilonsers, secretaries and top military officers by the people loyal to Khaplang. He said Kitovi and Khole C-in-C of NSCN (K) who are today trying to be a clean persons had actively took part in the massacre. "We never fired even a bullet on Khaplang's men" he claimed adding that he and Isak never expect such situation would crop up.
Muivah said since then Indian army in collusion with NSCN (K) and NNC had fought the NSCN (IM) to squeeze the Naga political issue. He reiterated that today Kitovi and Kughalu have become the stooges of government of India actively working against the wishes of Naga people. He questioned whether the two NSCN (K) leaders are for Nagas, Meiteis or government of India adding that the duo possess the mentality of Meiteis.
NNC and Shillong Accord:
The NSCN (IM) general secretary had all praise for the leadership of NNC led by A Z Phizo, Kughato Sukhai, Imkongmeren Ao, T. Sakhrie and Khado Yanthan, but at the same time he also regretted Phizo keeping mum over the Shillong Accord of 1975. He said discords and killings started with the Accord which the accordists never admit the bitter truth. Muivah said he and Isak had tried to save NNC from being buried but there was no response from Phizo and rather taking the name of Phizo accordists began to kill hundreds of NNC people who had opposed to the Accord.
He said non-accordists had even condemned the Shillong Accord in the name of NNC and had decided not to condemn leadership of Phizo and reiterated confidence on the leadership of Phizo who was then the president of NNC. Reposing faith on his leadership the president of Federal Government of Nagaland was also delegate to him. Notwithstanding all these efforts Phizo remained voiceless to unprecedented situation taking place back home. "Phizo failed to condemn the Accord but we decided not to condemn him since he had saved Naga people and the nation" Muivah said.
He said NNC then did not expel Phizo despite his mistake and proposed his name for the president of FGN too which was proposed by him and seconded by Isak.
While determined to save the NNC and carry on with the struggle initiated by Phizo, accordists by then who had come to 'Eastern Nagaland" Burma and began to threatened Isak and Muivah stating that when Phizo did not condemn the Accord why Isak and Muivah should condemn it. "We explain the position of NNC and told them that we cannot give up Nagas' rights. We will follow what Phizo had told us to do" the NSCN (IM) leader having told to the Accordists.
Isak and Muivah had asked the Accordists whether they would accept the constitution of India if Phizo ask them to do, the Accordists instantly replied "yes" and they even passed a resolution rejecting the condemnation of Shillong Accord by non-accordists NNC.
Due to total defiance of the diktat Accordists Isak and Muivah were imprisoned for 18 months and the immediate aftermath was killing of hundreds of people taking in the name of Phizo.
Muivah said the foundation of NNC was than destroyed by Shillong Accord and therefore have no rights to claim that they are still standing for the Nagas' rights. (Page News Service)

An open letter to Uncle Muivah and the NSCN (IM) Kaka Iralu Nagaland Post
Sir,
I have been keeping my mouth shut and my pen down because I felt I had shouted and written enough digging up the past and pleading that reconciliation among the Naga family must precede a solution with India. But as you journey across Nagaland in your mission of reconciliation, I can no longer constrain myself to be a silent spectator. And so allow me to express a few words again as I also love our nation as much as you.
To begin with, I was deeply moved by what Jotsoma people (My maternal uncles) said and wrote to you as featured in the Nagaland Post of today’s paper. (June 22,2010) I wonder whether you know that the son of the Chairman, who wrote that statement, was killed by the NSCN IM on Sept 9, 2003. His son was then in the NSCN K and was only 17 years old when he was shot. They found his decomposed body only after three days of search by the whole Jotsoma villagers. The Chairman himself was also in the Naga Army from 1967 until his capture in 1970. He told me: “I hosted them despite the fact that my tears have still not dried. I hosted them because Naga reconciliation and the Naga cause is more important then my own tears.”
I was also deeply moved by what your Information Desk of the Ato Kilonser’s Office wrote about what you said at the Jotsoma Martyres Park extolling Jotsoma’s fallen heroes. Here again I wonder whether you know that just by the side of Zaseibeito’s grave is the grave of his only son, late Captain Kevileto Nagi. He too was shot by the NSCN in Dec 1979 in Eastern Nagaland because he stood for Phizo and the NNC. As recorded in my book The Naga Saga in p327, Captain Kevileto was also in your group of 1974 which tried to slip into China to procure more arms. Unlike you, he was arrested and imprisoned. During his imprisonment, because of his adamant refusal to raise his hand in Jai Hind salute to the Indian national flag, he was repeatedly tortured by his Indian captors. Upon his release through the Shillong Accord of 1975, he again slipped into the Eastern Nagaland to carry on the fight but was brutally murdered in the factional killings of 1979-1980.
At the time of my writing the book, though I knew the facts, I did not mention who killed him because I felt ashamed to state the horrible facts to others who might read the book. However with the reconciliation process now in progress, I feel we must face the facts in all its horrid details.
It is indeed a very sad thing that the only son of the first Naga Political martyr today lies buried besides his father- killed by his own people’s bullets.
Sir, I wish you all the best in your journey of reconciliation however painful that journey may be. May God guide every step of your journey so that true and genuine reconciliation will take place among ourselves before we seek a solution with India.

Chidambaram has a different view on the release of jailed ULFA leaders Correspondent Sentinel
NEW DELHI, July 23: In his talks with the six-member Sanmilita Jatiya Abhivartan (SJA) delegation on the issue of release of jailed ULFA leaders so as to enable them to hold the central executive meeting of the outfit so that it can reach a consensus on talks with the government, Union Home Minister P Chidambaram today passed the buck to the State Government.
After their meeting with Chidambaram, delegation leader Dr Hiren Gohain said: “The response from Chidambaram on the issue of release of the jailed ULFA leaders is quite different from that of the Prime Minister. He has passed the buck to the State Government.”
Dr Gohain further said: “When we met UPA chairperson Sonia Gandhi earlier in the day, we had an impression that peace talks with the ULFA would be started soon. Sonia Gandhi was very interested in peace talks with the ULFA, but our optimism suffered a setback when we met Chidambaram.”
According to sources, Chidambaram asked the delegation as to who would take the responsibility if the jailed ULFA leaders went underground again after their release.
Dr Gohain said that it would be difficult to say if the State Government would be interested in releasing the jailed ULFA leaders when the Assembly election was nine/ten months away.
The delegation will meet BJP leaders LK Advani and Sushma Swaraj tomorrow.
China endorses Bangladesh-Myanmar road project The Economic Times
June 17, 2010: Dhaka, Beijing has agreed to implement a Bangladeshi proposal for a road link via Myanmar, Prime Minister Sheikh Hasina has announced after the visit of Chinese Vice President Xi Jinping.
She told parliament on Wednesday that a project financed by Bangladesh government called "Study and Design for Bangladesh-Myanmar link road" was underway. The road project will be implemented in two phases, she added.
Under the first phase two km of road will be constructed from Ramu to Gundum inside Bangladesh and 23 km will be constructed between Taungbro and Bolibazar inside Myanmar.
She said her government has actively been trying to link Bangladesh with members of the Association of South East Asian Nations (ASEAN) and China "in the interest of the people of this country".
"Effective roads and rail communications will be set up among the ASEAN countries once the proposed project is implemented," she said.
Political, economic, commercial and cultural relations with China and other south-eastern countries of Asia will be interrelated, she added.
Hasina has on her returning to power in January last year sought to reach out to India and other South Asian neighbours like Nepal and Bhutan seeking road and rail links and greater trade.
Her deal with India that allows the latter partial, project-based access to the isolated northeastern region has been criticised by Bangladesh's opposition party.
In the second phase, the Myanmar authorities will construct 110 km of road link between Bolibazar and Kyanktow in Myanmar. There is a road link between Kyanktow and Kunming, Hasina said.

As Daw Aung San Suu Kyi marks her 65th birthday tomorrow, Amnesty International calls on the Government of India as a regional leader, to use its influence to improve the human rights situation in Myanmar in advance of the upcoming elections.
With Myanmar’s first elections in two decades approaching, the three freedoms - of expression, association and peaceful assembly - essential for people to freely participate in the political process, are increasingly being denied. Daw Suu Kyi is one of some 2,200 political prisoners in Myanmar. None of them will be able to participate in this year’s elections under new election laws - laws that the Indian government has failed to condemn.

The Government of India claims to follow a ‘constructive’ approach in promoting human rights improvements in Myanmar. However, its response to the dire state of human rights in the country has been increasingly inadequate.

By disassociating itself from the recent critical resolution on Myanmar’s terrible human rights record at the United Nations Human Rights Council, while issuing the anodyne call for elections to be ‘inclusive and broad based’, the Government of India has ignored the reality on the ground the resolution looked to address.

Political repression is also occurring against a backdrop of widespread and systematic violations of international human rights and humanitarian law by the Myanmar army in its campaign against ethnic minorities.

While India suspended most shipments of military hardware to Myanmar in late 2006, it is reportedly considering a resumption of its arms sales. Its opposition to a global arms embargo on Myanmar makes its reluctance to support wider sanctions, supposedly based on the harm they would do to the wider population, disingenuous. Amnesty International calls on the Government of India to maintain its current suspension of military transfers to Myanmar.

Myanmar’s other neighbours have in some crucial instances taken a stronger stance than India. Singaporean Foreign Minister, George Yeo, in a statement after the ASEAN Summit on 9 April 2010, complained of the obstacles ASEAN faces in acting on Myanmar due to the stances of both India and China. In October 2007 during the popular protests against the Myanmar government, ASEAN - chaired then by Singapore - expressed “revulsion” at the brutal crackdown. India expressed only “concern”. In May 2008 after the devastating Cyclone Nargis, many in the international community, including China and ASEAN, raised the Myanmar government’s failure to assist the 2.5 million survivors. India instead ‘saluted’ the people and government for their resilience and called for the aid process to be ‘apolitical’, ignoring the fact that Myanmar’s leaders had already politicised aid by blocking much-needed assistance.

India’s role in the “Group of Friends of the Secretary-General on Myanmar” at the UN is a small step in the right direction but much more is needed. To participate in the group but to be silent unilaterally at best weakens India’s ability to help effect positive change in Myanmar, and at worst sends a mixed message that could be interpreted as tacit endorsement of the human rights violations taking place.

The numerous human rights violations documented by Amnesty International and many others during periods of heightened political dissent in Myanmar indicate the need to focus on upholding human rights during the upcoming election period.

As the Myanmar elections approach Amnesty International urges the Government of India to publicly call for the three freedoms - of expression, association and peaceful assembly - to be guaranteed throughout the election period. This is the time to show true human rights leadership as befits a key regional player – and not the time for silence.
China endorses Bangladesh-Myanmar road project The Economic Times
Dhaka, Beijing has agreed to implement a Bangladeshi proposal for a road link via Myanmar, Prime Minister Sheikh Hasina has announced after the visit of Chinese Vice President Xi Jinping.
She told parliament on Wednesday that a project financed by Bangladesh government called "Study and Design for Bangladesh-Myanmar link road" was underway. The road project will be implemented in two phases, she added.
Under the first phase two km of road will be constructed from Ramu to Gundum inside Bangladesh and 23 km will be constructed between Taungbro and Bolibazar inside Myanmar.
She said her government has actively been trying to link Bangladesh with members of the Association of South East Asian Nations (ASEAN) and China "in the interest of the people of this country".
"Effective roads and rail communications will be set up among the ASEAN countries once the proposed project is implemented," she said.
Political, economic, commercial and cultural relations with China and other south-eastern countries of Asia will be interrelated, she added.
Hasina has on her returning to power in January last year sought to reach out to India and other South Asian neighbours like Nepal and Bhutan seeking road and rail links and greater trade.
Her deal with India that allows the latter partial, project-based access to the isolated northeastern region has been criticised by Bangladesh's opposition party.
In the second phase, the Myanmar authorities will construct 110 km of road link between Bolibazar and Kyanktow in Myanmar. There is a road link between Kyanktow and Kunming, Hasina said.

Th. Muivah’s Arrow:
The Naga National Fighters are NSCN/GPRN the fire branders in the entire North-Eastern States. In 1960s-‘80s, the most wanted Leaders like Th. Muivah, Angelus Shimray and others were declared as wanted absconders on their heads (Rs.50, 000/- Rs.30, 000/- & so on). Others were hotly hunted by the Manipur Govt. along with the Indian Armies, like the 8th Guards, Kumaon Regt., Sikh Regt., in collaboration with Assam Rifles, Manipur Rifles & Police. More than 20,000 well Armed Forces had hunted them but failed to do so. Consequences of these unlawful Indian Armed Forces led to loss of hundred and thousand lives and at the end claims were mentioned that weapons were also looted in the ambushed incidents.
In those anger & critical days, the Manipur Govt. banned Moreh canvas shoes. Any person wearing canvas shoes like “PLA” company were suspected to be underground personnel will be put him/her behind the bar. Even electric wire etc. to be taken from Imphal to hill areas were also cut off or totally banned. Anyone found carrying more than 5Kgs of salt, sugar, kerosene, rice, potato, etc. were arrested and the items confiscated. Moreover, in those hectic years, Manipur Meiteis had a good laugh with New Delhi by the blessing of Maharaj Bodhachandra and Imphal Valley became a paradise of Jewels enshrined in Ministers Atombis; Ahumshubis; Mangashubis... wife’s necklaces and put it on their necks for show off, whereas the hills/Nagas were burning under the hell of repressive measures of AFSPA. Moreover, many Naga girls were tortured with discriminate insertion even on their private parts by the Indian Army Officers particularly Tangkhul girls, Oinam Girls and others, for refusing and resisting gang rapes. Besides, many, many extremely unbearable treatments like electric shocking at private parts, inserting pins downward between finger nails and flesh, and on top of that indiscriminately torturing thousands had been meted to the hill people especially Naga areas of Senapati Dist., Ukhrul Dist., Chandel Dist., and Tamenglong Dist. respectively.

Today’s “Casually” Culture in Manipur:
The Gun-Culture created in the valley made the Meiteis unrest and agitated on fake-encounters, torturing, killings, terrorist acts etc. tuning “PeAcE-pEaCe-peace-PEACEe”. When the Nagas cry they laugh and when Nagas are in the truce of Peace Talks with the GOI, they are jealous about it. So the Govt. of Manipur had to send IRBs & CDOs to hill areas in order to impost disturbances, mental harassments and disorders as well destroy harmony and friendship among the communities who are living together with love, peace and tranquility. Cabinets’ decisions are to erase the peaceful atmosphere in the hills. Is it this democratic?
The people of Manipur are living under the shadow of the gun-culture for a long time. Generally, anyone who wants to voice dissent is silenced or tortured by the state machinery. Yes, there are insurgency problems that need to be tackled, but mindless killing is not solution. Though India’s Independence is entering almost PLATINUM JUBILEE but the people of Manipur have no birth right to live accept in and with fear. If killing innocent citizens was the only solution, then why have the insurgency problems not subsided? Civilians never heard about undergrounds killing innocents/IRBs/CDOs/Indian Forces accept State Sponsored Security Personnel; but heard once in two/three years. If the feelings of distrust, anger, fear and revenge among the people are not addressed; the situation will only be worse day by day till the 2nd generation. The GOM should be the protector not the tormentor of the public. Ibobi’s term of rulling is for 5 (five) yrs only but Muvah’s Prime Minister of Nagalim for life time till Nagas “LIM” is declare as independent.
Frequently, all political parties of Manipur are quick to call the youths for misleading. It is unfortunate to state that the politicians are never asking for aspirations and hopes accept “Forum for Naga Reconciliation” (FNR). In the valley, 90% mothers are worried about their son(s) & daughter(s) attending college fearing that they might not return home or might be found dead in a similar like fake encounter and what else?

The logic of Jewel’s Manipur-Leaders:
Chief is thief. So, Thief Minister O. Ibobi the Lucifer and his descendent DGP Y. Joykumar are the most horrible species in Manipur worse of the worst; a kind of virus that should be swept way from this living soil and Mr. Biren the Ravan of Manipur speaking against the Nagas seems that Nagas would be treated like a stolen Sita; What a funny? Y. Irabot the hero of today cannot die like Hijam Irabot who sacrificed his life for the sake better Manipur. MPPs cannot fast like Irom Sharmila. “Politics is not a dirty game but when these dirty politicians play, then Manipur is corrupted”.
It is estimated that about 300 people have been killed in Manipur in 2009 alone between insurgents and state forces. But nobody dares to raise any question. People suspect things, but lacking of proof, they look away. Every time when someone dies, the neighborhood constitutes a Joint Action Committee (JAC). Token protests are made, sometimes followed by token compensation and everyone tries to live on. Mostly this happens in the valley. Any person who produces proof will be corrupted or might be caught in another fake encounter. If not, why Chongkham Sanjit a former insurgent and Rabina Devi (five months pregnant holding her 2yr-old son) were killed at Khwairambam Bazar on July 23rd 2009 and in the next daily-paper mentioned Sanjit was killed in a fake encounter.
Mr. Lucifer the serpent snake had tabled stating, “Sanjit, a member of PLA, a proscribe militant outfit, had shot five civilians while trying to escape a police frisking but Manipur’s brave CDOs had killed him in an encounter. A 9mm Mauser was found on him”. The Lucifer Thief Minister had also stated that, there was no way to stem the menace of insurgents except to “ELIMINATE” them. The opposition swallowed the story without question. Everyone went back to business. Within a few weeks TEHELKA exposed the incidents with photos. Later the protest was imposed strongly, leading to the closure of all schools, colleges, computer institutes etc. from August to December or till January. The outcomes of protests fell on thousands of students who bore the fruits of career loss plus mental harassment.

Terrorism is one of the greatest concerns of today, but more so when it is committed by the State Securities. This had existed for years in the state, may be lesser known by the world. It is very casually taken for granted on the human rights violations. People are agonized by extortions, murders and threats by militants and NOW by IRBs & CDOs.

If 23rd July, 2009 incidents were priority, how about 12th April, 2010?
In the case of killing Sanjit, one of the lawyers (let me not mention his name) had said: “I’ve seen this pistol ten times, ashi nattaba atoppa pistol leitra’jatla?” but he never made any claim earlier even when he had seen that 9mm Muaser though several times in the court because he was already paid by Lucifer’s powerful Uncle Ganhiji red-passports.
If Sanjit’s issue is priority in the state then what about Naga leaders -Samson Prez-UNC and David Prez-ANSAM who are fighting for the interest of the Tribal Rights. Is it justifiable to declare them “wanted” with cash award of Rs. 1 Lac each? PIL No.8 of 2010 was tabled in the court of Guwahati High Court Imphal petitioner by Shri. Raj Kumar Joysana Singh, aged 60, about years S/o (L) R.K. Sanatomba Singh of Moirangkhom Sougaijam Leikai, Yaiskul Imphal P.O. & P.S. Imphal West, West District and sitting in the Imphal bench are also Meitei and the hearing was also done by a Meitei. ADC was boycotted for “no 6th scheduled; no election” now 20 years has passed and nothing implemented for the welfare of the Tribles. In terms of huge amount hundreds & crore were misused by the Meiteis Officials, Politicians, Contractors in order to develops Hill Areas. The PIL was issued in the self interest of Shri. Raj Kumar Joysana Singh against the Prez-ATSUM Thomas and Prez-ANSAM David Choro. But how comes the UNC-Prez as wanted tag? Does Joysana know the history of Rajkumar, Maharaj Kumar and Singh?

A little notes always to remember if not believable!
If Nagas are single out in Manipur then who are the blunders of the state? Is it Biharis, Malwaris or who else if Kukis and Meiteis are always right? What about Pangals? Is it not the British, the Meiteis and the Kukis?
The British imperialists wanted to use Manipur as a buffer zone both against the Burmese and the frontier tribes/Naga. After the conclusion of the treaty Yandaboo in 1826 and the annexation of Assam in the same year, the colonial authorities at Fort William began to formulate many propositions for the defense of their frontier, particularly against the hills tribes (Naga & Lushai).
1. In 1833, by the treaty the colonial officials agreed to give the Manipur Maharaja the line of Jiri river and the most dominant population of this region are the Hmars & Paite who belonged to Chin-Mizo group during the historical period of the frontier tribes; Thadou speaking Kukis were perhaps the most ferocious and war-like people. Therefore, at the suggestion of General Lister, the Kuki Levy was raised in 1850 partly as a force to be used against the Lushais and Nagas and partly to give employment to the youth of the Kuki tribes whose love for fighting would then be legitimately gratified in defending the frontier instead of murdering their neighbors, as had been their custom from time immemorial. Major Stewart commanded the Levy for some years which was later amalgamated with the police in 1869. The then Meitei Raja deputed 110 Kukis into the Lushai Hills and others to Naga hills (now, Tamenglong Dist., Ukhrul Dist., Senpati Dist., and Chandel Dist.). Obviously to harass them so that the Maharaja expands his power against the Hill tribes and crossed the Nagas dominant areas and Lushai hills for route-safeguard. They surprised a party of Lushais asleep, killed 40 of them and carried off a lot of arms 17 muskets, many of them with tower-mark but cannot attacked Nagas. At this, both western and Eastern chiefs of Lushais sent 3 Lushais to feel the way to a reconciliation with Manipur, promising to restore all the prisoners and 30 guns which they collected during the raids on Manipur in Feb. 1869. Dr. Brown, the then Political Agent however, advised the Raja “to make no promises whatever, but to say to the messengers that on the delivery of the captives, guns, etc., the Manipur Govt. would then hear what they had to say, regarding the peace for the future. The messengers had also been informed in addition that they should return everything in their hands and were genuinely desirous of making peace, their chiefs and headmen must come, as it was with them that any negotiation would be carried on”. The Viceroy and Governor-in-council was inclined to approve of the establishment of a permanent peace between the state of Manipur and Lushais and, for that matter, any other frontier tribes like Nagas and Lushais had to give guarantees that no further raids would be committed either in British or in Manipur territory. While their negotiation was going on some Lushais committed another raid on the village near Moirang in Dec. 1869 to take vengeance for raid of the Manipur Kukis on Lushais in March, 1869.
2. The govt. of Manipur again sent a deputation consisting of 3 Manipuris, 3 Koms and 2 Lushais under the leadership of Amu Subedar to find out who committed the last raid. While pleading their non-involvement, Pawibawi and Vanhnuailal cast the blame of the last raid on the Pawis. As regards to the earlier raids, the two chiefs told the Manipuri/Meitei messengers that they had offered presents to the Raja and desired peace but at the same time, they insisted that they would not give up any prisoners or guns taken form the Manipuris. In anger, they asked: “why should the Manipuri Raja want more? If you do not agree to this, we will take possession of the Cachar road, and not allow any one to pass between it and Manipur. We will utterly destroy the Khongjai tribe of Kukis; we will invade the Manipur valley, make coolies of the Manipuris, and eat all their ponies and cattle”.
3. To this Amu retorted thus: “the Lushais had commenced disturbances and had committed the fault; but if they desired to renew hostilities, they might do so, as we were not afraid of them…” Norindrajit, a former of Manipuri raider and pretender who was transported by the British in 1857 or 1858 had arrived among the Lushais and stayed then in Vanhnuailal’s village and the Lushai chiefs said, “He (Norindrajit) will accompany us when we attack Manipur”. Summing up the core situations. Dr. Brown, in his letter to C.U. Aitchson, officiating secretary to the Govt. of India, reported thus. “Every security that is likely to prevent a repetition of the late disturbance should be taken from this tribe and every effort should be made to obtain further the submission of other tribes, who should also be required to give guarantees that no further raids will be committed either in British or in Manipur territory. I am inclined to think that the threat of invasion is not likely to be carried out, but precautions will be taken to meet such a contingency. The chief Vanhnuailal’s has given in his adhesion to the views of the other chiefs looks ominous, as hitherto he has remained neutral, if not friendly”. In the meantime, on receiving, J.W. Edgar’s (Deputy Commissioner of Cachar) proposal regarding the future relations between Manipur and Lushai Hills, the Lt. Governor of Bengal laid down that the Political Agent at Manipur had to see that no aggression on his part could be permitted, and that he must also take effective steps to make his subject Kukis understand this, and to punish rigorously any disobedience of these instructions. This was precisely the policy to be followed by Manipur in regard to the Lushais in future and it was finally endorsed by the Govt. of India in a letter to the Political Agent of Manipur on 30th June 1870.
Who are the blunders of Manipur or why a communal riot was created in the state?
A Naga Kuki deadly clash was in 1892, Eastern Manipur Chingjaroi Naga Mao, Maram etc. and Western Manipur Naga Kabui attacked by the Kukis hired by Meitei Maha Raja so that he could travel Kabaw & Cachar.
1880 Feb. Tangkhul Ching Sao was attacked by well-armed Kukis snponsored by the Maha Raja.
When the British planned to draft labors from the Manipur hills/Nagas for the employment of with the army in France, Kukis objected and formed kuki Rebellion in 1917 but why to blamed Nagas?
1917, 2000 Nagas from Manipur & 2000 from Naga Hills (Nagaland) with some 30-Lambus for interpreters and their leaders was dispatched to France under the Command of Lt. Col. Cole in May.
Nagas are blamed for killing and displacing Kukis by Kim but Nagas also suffered similar cruelty at the hands of the Kukis, during the Kuki-Naga ethnic clash. Moreover, triple 900 Nagas were killed during Kuki Rebellion (1917-’19) in 4-present Districts of Manipur by the so called Kuki freedom fighters behind the master planned of Meitei Maharaj. Churachandpur Maharaj issued 600 muzzle loading guns to those 2000 Kukis irregulars during the conflict, responsible for the massacre. And later, the Kuki troops Gen. Ngulkhup Haokip of Lonpi was arrested by the British who declared war against the British.
NSCN & KNA conflict Kuki-Naga ethnic clashes was raised till 1992-97/98. 27th July 1996 Kukis and Nagas are Christian and believes in and followers of Christ. Being the Mongoloids Race and thus they racially and religiously one only, mentioned in the joint letter with CM Rishang Keishing and Excess Minister Ngamthang Haokip, KIM President Holkhomang Haokip, UNC President G. Gaingam for the sake of “Our Race; Our State; Our Humanity and above all we the sake of Our Lord Christ, we call upon those involved directly or indirectly in Kuki-Naga ethnic clashes to stop forthwith all such acts and never more to return to the cult of violence. Enough is enough and it must be stopped here now. Let us start all together a new life of peace, harmony and amity among Kukis and Nagas. Let there be no more killings” said the letter. Thus, 1997 ended the clashes.
3rd May 1993, Meitei V/s Pangal communal riot was raised by Meiteis Lilong.
Zomis-Kukis clashes; ZRA V/s KNF 25 Sept. 2000. 1997, KNF attacked Saikul Paite village CCpur on 24th June. Cease fire Agreement KNF and ZRA on Aug. 1997 “Peace Accord” 1st Oct. 1998 with KIM and ZOMI Council.
In 2000, because of bombing, killing, attacking to Indian Forces…….. Irom Sharamila went on fast into death from 4th Nov. 2000 till date. Demanding to remove AFSPA, she was arrested and kept in judicial custody, continued fasting more than 10 years even in the jail. In Aug. 2001 a medical board constituted to check-up Sharmila’s condition. Some political leader “sided” and some remained “silent” meanwhile innocents’ bloods were killing around the corner of Manipur State.
2001, PREPAK prevent “Holi/Thabal Chongba” for some reason. 5(five) days from 9th March, 2001.
And later Hindi films etc. were totally banned in Manipur…
3(three) Priest gunned down by cunning Meitei based insurgency at Don Bosco Training Centre at Ngariyan Hill on 15th May 2001.

Sometimes majority of the Govt. Officials of Manipur are in fix-which order they should follow; the Govt. or UGs Orgns. or State Sponsoring Securities. If they defied the former, they would attract penalty and if the disobey the later, it would be the QUESTION of there lives.
Prof. Islamudin was shot death in the heart of Manipur University on……..2009.

TRIBAL RIGHTS:
Under Article 342 of the constitution of India, certain tribes have been specified as scheduled tribes. As per 1991 census, tribal population was 6.78 crores 8.86 crores excluding J&K as census could not be conducted due to distributed situation.
The constitution provides various safeguards in favor of ST. broadly divided into two parts-viz;
 Protection,
 Development, protective provisions are contained in articles 15 (4), 16 (4), 19 (5), 23, 29, 46, 164, 330, 332, 334, 335 & 338, 339 (1), 371 (A), 371 (B) 371 (C), Fifth & Sixth scheduled articles 15 (4), 16 (4) and 19 (5) are exception to the fundamental rights of equality and freedom guaranteed under part III of the constitution.
 Provision relating to development are contained mainly in articles 275 (1) first provision and 339 (2)
 Article 15 (4): promotion of social, economic and educational interest of backward classes, SC & ST,
 Article 16 (4): Reservation in Posts and Services,
 Article 19 (5): Safeguards Tribal interest in property,
 Article 23: Prohibition Human Trafficking, Beggar and Forced labor,
 Article 29: Cultural and Educational Rights, protection to preserve Languages, Dialects and Culture. The state would not by law enforce upon it any other culture or language,
 Article 46: Provides promotion of educational and economical interests of ST/SC and other weaker section.
 Article 330: seats shall be reserved in the House of people for ST/SC,
 Article 332: Such Reservation shall cease to have effect on the expiration of 40 years from commencement of the constitution i.e. in 1990,
 Article 335: Limits of Reservation. Claims of appointment to the services and post under the union and the states as gar as may be consistent with the maintenance of efficiency of administration.
 Article 338: Special Officers/Commissioner for SC/ST is appointed time to time reports to be given to the president of India is safeguarding the SC/ST under the constitution,
 Article 339: appointment of a commission the president may, at any time and shall, at the expiration of 10years from commencement of the constitution, by order appoint a commission to report on the administration of scheduled areas and the welfare of the ST in the states. Only one such commission, namely, scheduled areas and Scheduled Tribes commission was appointed on 28th April 1960 and it submitted its report in October 1961,
 Article 371 (A): As per provisions of this article, no Act of parliament in respect of the following matters shall apply to the state of Nagaland unless allowed by a special resolution of the Nagaland Assembly.

 Naga customary law and procedure,
 Administration of civil and criminal justice involving decisions according to Naga customary law,
 Ownership and transfer of land and its resources,
 Article 371 (B): provides for constitution and function of a committee Assam of the legislative Assembly of the state of elected from the Tribal areas as specified in the Sixth Scheduled and such other members of that Assembly as may be specified in the order to look after the international of the Tribal Areas at the state level,
 Article 371 (C): the president may order to provide for the constitution and function of a committee consisting of members elected from the hill areas of the state of Manipur the convener has to give annual report to the president regarding the administration of the areas.

A words to express:
1. Meitei Movements should be appreciated because for them is the last resort… Once in 18th Century Meiteis captured Ava dynasty by the help of Nagas but after the Treaty of Jandaboo signed 1826 Meiteis had to leaved the place & stop loitering around the Ava and Kabaw Valley because Maharaja of Manipur Bodhachandra Singh had made merger agreement with the Governor General Govt. of India under agreement Artcilcle (I-IX) signed by Maharaja of Manipur and Advisor to the Govt. of India Ministry of State on the 21st September 1949. But Nagas refuses to merge with India, reason why Naga club was formed in 1918…
2. In 18th century Pangals (19-numbers) were brought from Cachar-Bangladesh by the Meitei Maharaja to be his slavery. Today, Pangals are 3+Lacs populations in Manipur… I am sure if my conscience & prediction is not wrong; one bad-day, there will be a communal riot with Meiteis (Hindus) and Pangals (Muslims) will rise… believe it or not?
3. Naga Hills lays 25.2 & 25.47 & 94.52 & covers an area of 3,647 sq/miles on the North it is bounded by Sibsagar, on the West Sibsagar & the North Hills on the South by the native ranges inhabited by independent Nagas Tribes. The total sq/miles of the Nagas inhabited areas are including Assam, Arunachal, Nagaland & Manipur and Burma is 1, 16,527 sq/miles. The land of Nagas is mostly covered with dense jungles and which has a little plain area in situated in the corner of North-Eastern India. It is bounded by Arunachal Pradesh in the North, Assam in the West, Manipur in the South and Burma in the East. It has total geographical area of 1, 16,527 sq/miles.
4. Vatican City State which lies in the heart of Rome on a low hill on the West bank of the river Tiber. It is world’s smallest independent state & H/Q of Roman Catholic Church. In 1475-1564 A.D the populations of Vatican’s was 1,000 only. The covered areas are 44hectres (108.7 acres). Now, become one of the richest states in the world today. Likewise, Meiteis are covered by Hills mostly the Nagas and Chin-Mizos. Once if the Nagas problems are solved then automatically Meiteis problems too are solved. Meiteis should be proud of it because Manipur is known as a Jewel State so in the near future it will be a Gold State/Healthy Nation.
5. The administration of North Korea is linked with USSR and South Korea is with USA the people who suffers most are Korean people itselves. Likewise, someday this will happen in Manipur between Nagas and Meiteis belongst to Mongoloid race speaking Tibeto-Burman language and also may be with Kukis and Pangals if the father and son concepts of ideologies are not mutual, it is natural to live in a separate.
Lastly not the least, Meiteis want to continue & strengthen their hegemony over the TRIBAL PEOPLE. Kukis wants to establish more enmity riots with the Nagas. The homecoming of Ato Kilsonser Mr. Th. Muivah is an angel peace maker to bring peace for one and all. Let’s welcome Him instead of pointing our fingers to one eye to another. If not satisfied; let’s see who won the match, who clap hands, who observed, who ask what happen, who says and who sees the victory.
