Update of situation unfolding in Southern Nagalim Aya A. Shimray & Tennoson Pheiray Morung

The Government of India and the NSCN entered into a ceasefire agreement in 1997 and since then has been involved in negotiating in bringing a peaceful solution to the drawn out Indo-Naga issue. Sixty rounds of talk, to find a solution. In a gesture of goodwill, the Government of India had recently agreed to Mr. Th. Muivah, the General Secretary of NSCN, to go on a National Peace Tour in which he will visit his native village Somdal, and other Naga areas in Manipur. It is worthwhile to note that Mr. Muivah had not seen his native village for almost 40 years. It was announced that Mr. Muivah will commence the National Peace Tour in Manipur from the 3rd till 10th of May. The Government of India had assured no disturbance from their part in this exercise and the Union Home Minister had instructed the Manipur Director General of Police to “arrange security for the NSCN (IM) General Secretary’s visit to Manipur” (See “Manipur to block Muivah Visit” http://in.news.yahoo.com/32/20100502/1054/tnl-manipur-to-block-muivah-visit.html). The Naga people in Manipur have been eagerly looking forward to the event and expected the visit to reinforce peace and harmony in the state. The BJP Manipur Pradesh has alleged that chief Minister O. Ibobi Singh had earlier granted permission to the general secretary of NSCN (IM) Th. Muivah for visiting Manipur during a special meeting with Union home minister P. Chidambaram held on April 28 in New Delhi. In direct conflict to the assurance given by the Central Indian Government, the state Government of Manipur in its Cabinet Meeting held on 29th April decided not to allow Mr. Muivah to come to Naga areas in Manipur as there are “possibilities of disturbances threatening peaceful coexistence of the communities” causing “social unrest” (See: “Government Says No To Muivah’s Manipur Visit; Seven Naga Mlas Welcome Proposed Visit Of Muivah,” Hueiyen News Service found at http://e-pao.net/GP.asp?src=1..010510.may10 visited 2nd May 2010; and “State Govt Set To Nip Muivah’s Proposed Visit In The Bud”, The Sangai Express, found at http://e-pao.net/GP.asp?src=15..010510.may10 visited 2nd May 2010).
To implement this decision, the Government of Manipur deployed a 600+ strong contingent of Manipur Police Commandos and Indian Reserved Battalion commanded by an Inspector General at Mao Gate, a small town that is the first entry point into Manipur from Nagaland state. Thus creating a situation that has the potential to escalate as the decision of the Manipur Cabinet is directly against the wishes of the Naga people in Manipur state. The war-like posturing of the state security forces created a situation of fear and panic among the locals.
In the historic Mao Gate March-May 6, 2010, two students were shot dead at blank point in cold blood at Mao Gate, they were students, studying in college- Loshua S/o Daikho (BA 2nd year in St.Joseph’s College), Jakhama, Kalinama village and Chakho s/o Nelli (BA.2nd Year, St Joseph’s Evening, College). The “Unsung Hero”- their sacrificed will not go in vain.
The Manipur Government also employed the same tactic in Jessami Village, another village that borders Nagaland and Manipur. Extra state forces were also sent to Ukhrul town, a place where Muivah was to hold a public meeting. Various public meeting and rally has been conducted to show their solidarity at different Naga inhibited places to raise their voice against the aggressive actions of the Government of Manipur
On May 3rd 2010, Section 144 of the Criminal Procedure Code of India which gives wide ranging powers to the State Forces was enforced in Ukhrul and Senapati District and other adjoining areas and in Mao Gate as well. Naga people in Ukhrul defy the proclamation and stage a rally at the TNL Ground on the 4th of May 2010. State forces resorted into tear gassing; however, the public meeting and gathering was achieved and later in the evening the public took a mass torch rally, attended by more than 25,000 thousands of people and storm the Ukhrul Police Station damaging four vehicles
The Naga people, especially the womenfolk from Ukhrul is still protesting the Manipur Cabinet decision and the GoI to allow, and ensure safe passage to Th. Muivah, Ato Kilonser, to visit his homeland. The sit-in-protest has been going on since 8th of May 2010. At the time of writing this, (IST 04:00pm, 26th May 2010) The Khampasom Shanao Long, Ukhrul is still staging sit-in-protest at the Gandhi Chowk, Ukhrul. The sit-in protest has enters 27 days. Poster, traditional welcomes gates numbering more than 20 at various points, white flags on the rooftop, Naga flag on every corner awaits Ato Kilonser maiden visit. The Stage at TNL Ground where a public meeting to be addressed by Ato Kilonser is completed and sealed. The Tangkhul Frontal Organisations has also issued a proclamation to cancel all public related meeting and feasting. In consonance with this proclamation, the supposed visit of G.K. Pillai at Shirui Village in commemoration of its Diamond Jubilee was cancel by the Concern Authority in accordance with the wishes of the people.
We are sending out this situation update so that Nagas and their friends everywhere is aware of the malicious intentions of the Government of Manipur to stop the Naga people from achieving peace and a just outcome to their rightful demand of living together as one people. At stake is the quest of the Naga peoples to find a just lasting solution to their legitimate demands and the hard earned process of trust and faith build up over the last few years between the Nagas and the Government of India.

NSF to step up road blockade Correspondent KOHIMA, MAY 27(NPN):

Brushing aside the threat of a counter blockade by certain Karbi -based Meitei organization, the NSF today decided to intensify the ongoing bandh I on all the Manipur vehicles in Naga inhabited areas. The bandh was called due to non response for a public apology by Okram Ibobi Singh government for preventing the NSF from going to Oinam village for the May 7 Federal Assembly. All those who spoke, expressed ire at the Ibobi government for not responding to the NSF demand of a public apology for insulting Nagas.

NSF President Mutsikhoyo Yhobu told the Nagaland Post here, today, that the federating units endorsed and extended full support to its decision. Achumbemo Kikon, a former NSF leader said there would be no backing out of the demand. Another NSF leader blamed the Ibobi government for the problem but assured that no innocent Meitei living in Nagaland would be harassed or harmed. On the movement of hundreds of vehicles to Imphal through the NH-53, the NSF said some leaders of its subordinate body, ANSAM and its unit AZSU, were arrested while enforcing the bandh. More volunteers would be sent to enforce the bandh it said.

On the threat of counter-blockade by some Karbi-based organization, the NSF dismissed it as “stage managed” by the Manipuri community living in a few pockets in present Dima Haoji district of Assam. NSF said it was in touch with the “genuine organization” with whom a joint statement had recently been issued. Altogether, representatives of 13 federating units and three subordinate bodies of the NSF attended the emergency Presidential Councils meeting held today.

Naga Students’ Federation to continue ongoing ban morungexpress
Kohima, May 27 (MExN): The Naga Students’ Federation (NSF) today said it will continue with the ongoing ban imposed on Manipur-bound vehicles on NH-39 (which began on May 4) following the failure of the Manipur Government to fulfilling the demands of the federation. The decision to this effect was taken in the emergency council meeting with tribunal members and action committee here along with 13 federating units and three subordinate bodies.
The federation served an ultimatum to the Manipur government, demanding the removal of 144 CrPc and demanding an unconditional apology from Manipur’s chief minister for restricting NSF leaders from entering beyond Moa-gate. Interacting with media persons, former NSF president Achumbemo Kikon said the federation will intensify the ongoing agitation. “No back off till our demand is fulfilled, and more course of action will be worked out soon” said Kikon.
On being asked about the ultimatum served by the All Manipur Students’ Union and Karbi Anglong District Council as reported, Kikon said it was all stage-managed for a “small junction” (Hojai) where Meiteis inhabit. The Karbi Anglong Students’ Union are extending strong backing to the NSF, he said. On the “leakage” on NH-53, NSF president Mutsikhoyo Yhobu said the watch will be‘re-strengthened’.

Insults on Naga people by Manipur Ministers: United Naga Council morungexpress
Dimapur, May 27 (MExN): The United Naga Council has stated that on the morning of May 27, 2010 Mr. Irabot Singh, Minister FCS, Govt. of Manipur along with 22 vehicles came to Noney ostensibly on a peace mission but clearly to reinforce his position as a hero for the clearance of NH 53. He was welcomed with a social boycott, informed a press note from the UNC Publicity Wing.

While the 6th May 2010 brutal repression on the Naga people resulted in the death of 2 students and injuring more than hundred people, the UNC pointed out that the Govt. of Manipur has been pretending that nothing is amiss and their only concern is to open up the NH 53 to bring in supplies to Imphal valley, the land of plenty. “Citizens have been killed, injured, their properties looted and destroyed and sentiments hurt, but the hero of Manipur is on peace mission to Noney for a morsel of rice. Is this not communal? The injustice done to a section of society is not addressed but the attention of the state is focused only on how to get supplies to Imphal valley alone”, the UNC stated.

“Let this be the last insult on the Naga people who had declared to sever ties with the state Govt. of Manipur and should any untoward incident take place in Noney or any other areas as a result of such insensitivity on the Naga people, it will be the sole responsibility of Mr. Irabot Singh and the Manipur State Govt”, the UNC stated. Further, the UNC pointed out that Mr. K. Ranjit while addressing the Thanga Block Youth Congress as chief guest on May 25, 2010 stated that the responsibility of the Mao Gate killing on May 6 should be fixed on Mr. Muivah and also that the participants of the protest rally of the day were forced by certain NGOs. But according to the UNC, on the morning of May 6, Naga students and women folk came out to protest against the brutal assault of Mr. Ashihrii Puni on the evening of 5th of May 2010 by the Manipur state armed forces, who in response trained their guns on unarmed civilians and shot dead two students in cold blood and wounded hundred of women.

“Now Mr. K. Ranjit holds Mr. Th Muivah responsible for the violent action of the Manipur state security forces. He has gone further to insult the Naga people saying that the protestors were forced by some NGOs. Is it a crime to protest against the brutality of Manipur State armed forces? Do Nagas have no right to raise their voices against state violence on innocent civilians? Do they need to be forced to demand that the voices should be heard and dignity of life respected?”
The UNC added that the Naga people strongly condemned what it termed as “the torrents of provocative and communal actions and statements of the Ministers of the O. Ibobi led Manipur state Govt. which has been blatantly exhibited in public and in the media”.

Mizo bodies appeal for normalcy in Nagaland-Manipur
DIMAPUR, MAY 27 (NPN): Various civil societies and political parties of Mizoram have expressed concern over the ongoing "misunderstanding" between the neighbouring states - Manipur and Nagaland. According to a joint press statement issued by representatives of Mizo organisations, the ongoing situation between two communities was assessed at a meeting of various civil societies and political parties of Mizoram at Mizo Zirlai Pawl (MZP) office May 27.
While pleading for early solution to end the hardships being faced by the people and for "re-establishment of normalcy" between the two states, the house also resolved to offer their services, if required, towards the restoration of normal life among the people of Manipur and Nagaland.
The signatories of the joint statement included MZP general secretary, H. Lalremsiama; Mizo Hmeichhe Insuihkhawm Pawl (MHIP) secretary, F. Lalramliani; Mizo National Front (MNF) secretary, P.C. Laltlansanga; Zoram Nationalist Party Youth (ZNPY) president, P.C. Vanlalruata; Mizo Peoples Conference (MPC) secretary, Zongensanga Sailo; and Bhartya Janata Party (BJP) Mizoram state secretary, F.C. Zese.

Longmai women condemn By Hueiyen News Service
Imphal, May 27: The Longmai Area Nishaband Society today while terming news reports published in leading newspapers published in Imphal and telecasted in the electronic media as excessive reporting and mere remour condemned the report mislead the public especially people residing in the Imphal valley.

A statement of the society signed by its president Athin said that this could provoke the readers and viewers more to escalating the prevailing situation in Manipur.

The blockade is called for both hill and valley of the whole state. It is not targeting to any of the community as such. The statement made by the driver seen in ISTV concerning the alleged attack by the blockade supporters in Longmai areas saying “The women brought out kerosene to burn down the vehicle” is exaggerated and was not even close to the truth.
The society has been trying its best to defuse any misunderstanding and tension that may flare up during the economic blockade, the statement conveyed the general public. People out there especially women, work selflessly showing and rendering their hospitality to anyone who have been stranded in the areas that no harm may fall on them.
The sportsperson who have passed through the areas and Meiteis living in the areas for business, sake are the living witnesses to that fact, the statement claimed.

On the other hand, counter blockade done by some people in the Imphal valley especially at Khumbong and Moidangpokpi is going way so far, the statement lamented expressing disheartening to learn that counter blockade supporters had not spared even the morsel (food) of those who carried the dead body.

Suffering and hardship and untold misery as a result of the blockade is the responsible of the state government. Government by not listening to the demands of the people of hill areas had shown a clear picture of step-motherly treatment. The society feels doubt how can this government able to deal with massive issues and problems which are right now over their shoulders when the government could not deal with this little issue, the statement added.

Nagaland MLAs say their mission is to end sufferings of people in both states
IMPHAL, May 26: A six member delegation of Nagaland opposition parties led by I. Imkong, MLA president of the Nagaland Pradesh Congress Committee today met the chief minister Okram Ibobi Singh. The Nagaland team includes Medokul Angami, Ex-MLA, General Secretary, NPCC, Tare Zeliang, MLA and member of NPCC, Tokheho Sema, Opposition leader, Joshua Sema, MLA and Yamkhitrang Lotha, Ex-MLA and member NPCC. The team arrived in Imphal by road around 11:15 am after being received by the Manipur state police force at Mao gate. The state forces escorted the team till Imphal.

After reaching Imphal, the team headed straight to the chief minister’s bungalow. The team also met MPCC president Gaikhangam at the Congress Bhawan, Manipur after the meeting with the chief minister. While talking to media persons at the Bhawan, Imkong revealed that they are here in Imphal as goodwill ambassadors to express their concern to the party and the suffering of the people of both the states. During the meeting with the chief minister they minutely discussion common problems currently faced by both the states, adding the meeting was fruitful. Imkong maintained that to help defuse the prevailing situation between both the states their parties will approach various Naga civil society bodies and churches in their state.

He however refused to give any comment on the present government of Nagaland and asserted that the Congress party will do all necessary discussion in the approaching Nagaland Assembly session.

State cabinet to discus new power structure for ADCs
Imphal, May 27: A state cabinet meeting will be convene tomorrow under the chair of chief minister at his official bunglow to recommend the Governof Manipur to summon the full budget session of the state which from the second week of next month.

The cabinet sitting will also among others discus the reconsideration of power structure of the ADCs, a source said.
According to a highly placed official source, special cabinet meeting of the SPF government is going to held at 2 pm tomorrow under the chairmanship of chief minister O Ibobi Singh at his official bungalow.

The source further mentioned that the propose cabinet meeting will going to discussed various agendas including summoning of full budget session of the state, filling up of posts for MPSC by direct recruitment, finalisation of the combined entrance test through MPSC for, MCS, MPS, MFS, and junior MCS, extension of service age of Manipur Home Guards and inhancement of their remunerations. Amongst the agendas is also consideration of delegation of powers and functions of the Autonomous District Councils (Financial & Adminsitrative Powers and entrusting schemes like MGNRES, NRHM, BADP, BRGF, IAY, School Education upto class-VIII, Health Care upto PHSC, MSSP etc.) and determination of pay and allowances of the chairman and members the District Councils, requirement of vehicles, drivers, office maintainances etc. per annum as per rules.

NSCN (I-M) clarifies on “forcible conversion”
DIMAPUR, MAY 27 The GPRN has clarified reports published in some local papers in Arunachal Pradesh that NSCN (I-M) was allegedly involved in converting local people to Christianity by force. Stating that the report was another “smear campaign” against the good name of NSCN, it said such act of unfounded allegation was done “deliberately” to create negative image of NSCN in the eye of the government of India.
MIP/GPRN in a press statement said Christians had the right to preach the teaching of Christ and the same applies to other religious groups; however it stated that it was important to differentiate between teaching and forcible conversion. Stating that no person can be truly converted if it was not supported by personal conviction, the release added that forcible conversion to Christianity also goes against the very purpose of Christ’s teaching. Asserting that NSCN believed in freedom of religion and to indulge in “forcible conversion” was never the principle that guided the Naga’s political struggle.

Counting for Chandel ADCs to be at Lamphel, Central forces for next phase
Imphal, May 27: Official finalization for the repoll in six polling stations in Churachandpur district in connection with the ADC elections held yesterday could not be made today by the concerned authorities, but there have recommended counting of votes for the Chadel ADCs at Lamphel DC office. This is despite official recommendations for the repoll to the polling stations No. 3/2 Phaibung, 3/3 Somkhong, 3/4 Khanpi, 3/5 Napphu, 3/7 2/3 Tokpa Kabui Songphu in Churandpur district by polling officials, and that in this connection Churachandpur police has registered an official case.
The matter had also been brought to the notice of the state election office this morning.

In the meantime, in view of the prevailing tense situations in Chandel district headquarters on account of the boycott of the ADC elections by Naga bodies, the counting of the votes for the Chandel district ADCs will be hled at Lamphel DC office. In this connection an official order has been issued by the state elelction office, a source added. The source further mentioned that, all EVMs utilized in the election were brought to Lamphel DC office complex this afternoon under tight security arragenment and kept at the strong room of the Lamphel DC office.

On the other hand all EVMs from polling stations in Churachandpur and Sadar Hills have reached their concerned district headquarters along with the polling personnel late last night they are kept under tight security protection.
Counting of votes in respect of Sadar Hills will be held at Kangpokpi and that Churachandpur at the Churachandpur DC office the source added. Later, with the completion of ADC election to three ADCs of Sadar Hills, Churachandpur and Chandel district yesterday, the state government has started preparations for holding the second Phase of the ADC elections for the districts of Ukhrul, Senapati and Tamenglong on June 2 next month.

Considering all these are Naga dominated districts the state government has initiated an alternative arrangement of security deployment. State forces of VDF, civil police and MR personnel, have been withdrawn from today and they will be replaced by Central paramilitary forces like BSF and CRPF. The source also further mentioned that a total of 12 companies each of BSF and CRPF have started moving to these three districts from today.

In addition, 12 comapnies of Assam Rifles would also be deployed for ROP duties in the districts on the eve of the poll. The official source further mentioned that the election of ADCs to Ukhrul, Senapati and Tamenglong district on June 2 next month will be held under the unified security protections of both state and central forces to prevent any arising problems during the poll hours in these districts the source added.

ADC polls held despite protests Sobhapati Samom | EMN
Imphal, May 26: The first phase polling for the Autonomous District Council (ADC) in the three districts of Churachandpur, Chandel and Sadar hills was held amidst tight security in the wake of bandhs called by Naga civil societies.

Today’s polling, which started 7 am in the morning and continued till 3.30 pm will decide the fate of 134 candidates who are in the fray across 39 ADC constituencies. A total of 134 candidates are contesting in 39 ADC constituencies out of total 72 constituencies in all the three ADCs. Lone candidates in 33 constituencies had been declared elected uncontested. Churachandpur district with 15 constituencies have 53 candidates in the fray while 40 candidates are contesting in the 12 constituencies of Chandel district and 41 candidates in 12 ADC constituencies in Sadar Hills. Official sources informed that the Churchandpur district recoded 90% percentage turn-out of voters, Sadar Hills approximately 75% while Chandel district recorded the lowest turnout with only 20-25% votes cast. Chandel district has been reeling under 48-hour bandh called by Naga civil societies since yesterday. Though turnout was very low, no violence was reported.

Even if there was no boycott on the elections in Churachandpur district and Sadar Hills of Senapati district, there are reports of burning of ballot boxes in four polling booths in Henglep area of Churachandpur besides some disturbances in Khurkhul area under Sadar hills. To avoid unwanted incidents, adequate security arrangements for the smooth conduct of the polls had also been made with the deployment of Central paramilitary and state security personnel.
Naga frontal organisations have been opposing the holding of elections to the district councils contending that the Act under which the polls are to be held has no real autonomy.

The Naga frontal organisations have been demanding from the state government to first amend the present Manipur (Hill Areas) District Councils Act of 2008 and then conduct the polls. The All Naga Students’ Association, Manipur (ANSAM) has been imposing blockades along the two national highways leading to Manipur since April 12 over the issue. The second and the final phase of the polls will be held on June 2 for the remaining districts of Ukhrul, Senapati and Tamenglong.

Newmai News Network adds: In Churachandpur district, three polling personnel including the presiding officer of 2/3 Tokpa Kabui polling station under 2 Leimatak ADC constituency have been reportedly kidnapped by unidentified miscreants, according to an official source. The fate of those personnel kidnapped is still ascertained.

AMUCO asks many questions to Naga Hoho on its support to the acts against humanity By Hueiyen News Service

Imphal, May 27: It is unfortunate thing that NSCN (IM) and Naga Hoho, a highest body of Nagas coming down and do low standard politics with frustration, a statement of All Manipur United Clubs’ Organisation (AMUCO) lamented. It is not the time to criticize when the people of the northeastern region of the country are in a crucial juncture. The way they were expressing in the media indicated that they were losing their ways. In order to find the way they had lost, NSCN (IM) and Naga Hoho need to take advices of the intellectuals of the northeast, the statement signed by its publicity secretary NC Modhuchandra said. The revolutionaries fight war for the sake of down throttled people. America imposed economic blockade to Cuba since 1965. The same is continuing. But Cuba is marching ahead with development. This is ideology. NSCN (IM) and Naga Hoho will be better recalling the united ideology of the northeast region which they learnt in the past instant.

On May 16 in 1951, in a plebiscite on making Greater Nagaland, Phizo who lead the campaign was defeated. In that not a single voted in favour of formation Greater Nagaland. Apart from this over one and half lakh people of Tueiyensang stayed away from the plebiscite. The event was the end of the dream of making a Greater Nagaland. But in the aftermath of the defeat in the plebiscite, on December 12, 1964, the Nagaland Assembly passed a resolution to amalgam Naga inhabitant areas in the neighbouring of Nagaland to bring under one administration unit and started insisting the government of India to materialize the resolution. At the same time, Christian priest, Michel Scot also pressed the Indian government to slice part of Naga inhabitant areas of Manipur and merge with Nagaland. Besides all this, for the second time Nagaland Legislative Assembly took resolution in August 28, 1970 to form Greater Nagaland.

To proof a thing which was never existed before and to say the black colour to be a white one, they started doing arguments with unfair means which is laudable for the effort. But it should be stopped to lure Indian leaders from time to time by giving the thing they like with the intention of breaking the territorial boundary of Manipur, the AMUCO put down. When the once highly respected Naga Hoho come down and started doing low politic to make anger the majority communities in the region in the name of demanding Nagas rights with fake history and land, intellectuals of the Naga people will laugh at it. AMUCO, an apex body and working for the welfare of the people of 36 different communities and tribes sees it, the statement observed. In a country like India where corruption dominated all, it will take time to know the truth behind a think but though time consuming one the truth will come out in due course of time. The mass rally marched in Imphal in 1997 in protest against the NSCN (IM) factions tricks to break Manipur’s territory was the clear instant that no one wanted to break the territory of the state at any cost.

Now, the question what is the clear stand of the Naga Hoho when NSCN (IM) harassing and killing Naga people in its process of “Muivanisation”. A rejoinder to Yambem Laba's "Muivah- a homecoming too far" By Ch Koktui
When the government of Manipur is blocking Th.Muivah from entering Manipur at Mao Gate, our veteran free lancer and former member of Manipur Human Right Commission, Shri Yampem Laba has dug into an incident in the past. Laba says, (Hueiyen Lanpao dated 25 May 2010) Muivah's life was at risk but for timely warning from Meitei underground cadres. For which Th Muivah should express his gratitude and that is due. If not, it is ungratefulness on the part of Th Muivah. But how about the gratitude of Meitei community that owes the Nagas and other tribal peoples?
Some crucial events in the annals of Meitei community tell of a time when Burmese troops took possession of Manipur Palace for nine (9) days. Meiteis fled to the Naga villages for protection. This happened in 1758-59. Also later, in 1819-1826 Meitei had the crushing blow on the face in hands of the Burmese. Nagas sheltered and looked after Meiteis for seven (7) long years.
Again, after independence of India, the Naga country has been fostering Manipur's Union Territory status till 1971, and statehood status till 2010.
Meiteis gratitude to Nagas was expressed in the uproar and subsequent roll back of Naga ceasefire in June, 2001. Even more now, most of the spokesmen of the UCM continue to verbally abuse Th.Muivah, demand arrest and penalties for crimes he had committed forgetting the crimes of the killer state government.
Is it what the Meitei community dominated government and Meitei society are meting out to Nagas and other tribal people their gratefulness for what they did to Meiteis? Blocking Th. Muivah's visit to his home shows doing evil for good. Nagas take it as Meiteis' way of saying goodbye to Nagas at this historic point of separation.
Th.Muivah is coming home like a hero. He does not need Meiteis permission to do so. He may need it when and if he wishes to go passing your territory. This time, he is coming home in Nagalim. We wish every single Meitei best of luck.
The Naga Cultural Survival Groupcommences, is a sensitive time in the area. The Naxals were determined that the Central Reserve Police Force should not make inroads into territory which has been under their control for years. They issued warnings, declared ‘bandhs’, and even slit the throats of villagers who defied their threats. The ‘leadership’ of the Naxals does not belong to a particular region. From Koteshwar Rao to Ramana, most of them are ‘migrants’ from Andhra Pradesh, which was their original home for decades, before the so-called Operation ‘Green-Hunt’ displaced them. They are now established in safe havens in Bastar, Koraput, Midnapur, to name a few areas.
It is time that the Central Government told the Naxals in no uncertain terms that there would be no compromise with elements who challenge the unity and integrity of the country. It could use the armed forces, if necessary. Rightly, the Government has decided that so far there is no need to use the military, except Air Force helicopters for logistic purposes. The Government of India has a clear mandate to ensure the unity and integrity of the country. It is not a ‘limited mandate’. It is time “Operation Green Hunt’ is pursued like a real ‘Hunt’.

Minister’s jeep hijacked - Erabot Singh points fingers at NSCN-IM OUR CORRESPONDENT

Imphal, May 27: Unknown persons hijacked a jeep that was part of Manipur food and civil supplies minister Yumkham Erabot Singh’s 11-vehicle convoy while he was visiting Noney in Tamenglong district today. The minister, who did not even know that one of his vehicles had gone missing, accused members of the NSCN (I-M) of the hijacking. The occupants of the jeep, Congress workers from Imphal East, were told by the hijackers to walk towards Imphal. They informed the minister about the hijacking over phone.

After the hijackers took it away, the occupants reached Imphal by thumbing a lift. The vehicle, which belongs to the minister, is yet to be recovered. Erabot Singh did not lodge any complaint with the police or the government about the hijacking. “If the home department had provided security guards for my trip as I had requested, today’s incident would not have happened,” Erabot Singh said after learning that his jeep was hijacked. “I will not lodge any complaint with the police. Let them keep the jeep if they want. Let’s see what happens,” he added. The minister had gone to Noney, on the Imphal-Jiribam road, on a “goodwill mission” to meet people and persuade them not to hamper the movements of supply trucks. Erabot Singh was accompanied by women leaders of the Zeliangrong community to facilitate his meetingas Tamenglong is dominated by that particular ethnic group. Besides, he took only 10 of his Manipur Rifles guards and some of his workers. When the minister’s team reached Noney, the shopkeepers started to down shutters. Sensing trouble, the Zeliangrong women activists accompanying the minister and some other women at Noney asked Erabot Singh to leave the place immediately.

The minister returned to Imphal, not knowing one of his vehicles was missing from his convoy. Yesterday, the minister toured the valley areas and appealed personally to the people not to launch counter blockades to stop vehicles carrying essential commodities from the valley to the hills.

Empty streets at Noney town greet Irabot’s goodwill mission
IMPHAL, May 27: Goodwill mission tour of Commerce and Industries, Minister, Y. Irabot to Noney, Tamenglong district flopped badly today as Noney market area remained deserted while we was there. Besides, a jeep of the ministerial team was also hijacked by miscreants. Sources however said the minister was denied additional security escort by the home department for the tour despite being formally informed. The tour programme under the banner “Goodwill Mission” was organized by the Wangkhei Kendra Development Committee led by the minister himself and visited Noney for inspection of the vulnerable areas on this routes and also for meeting with the public along the road.

However on reaching Noney the team found Noney area totaslly deserted with all business establishments downing their shutters and no one present to welcome the ministerial team. The team was later advised by women society to leave the place in good faith in order to avoid any untoward incident following which the team returned back to Imphal. On their way back to Imphal a jeep bearing number No. MNB-806 which was among the tail of the convoy was hijacked by armed miscreants. The news came to light only after the team reached Imphal. The occupants of the vehicles however were let off by the kidnappers.

In the meantime, a press meet was held with a team of media persons at the minsiter’s residence, during which Irabot expressed how he hoped to make the tour a successful one. He however added this was only the first phase of the tour and and the initiative cannot be termed a failure just as yet. Irabot further asserted the need to organize such tours in order to neutralize both sides, the economic blockade or counter blockade supporters. He recalled that the initiative met with success at Khurai and Kakching.The minister also disclosed that he was denied additional security for the tour despite being informed formally yesterday and no security as informed turned up for the trip.

Later the media co-ordinator informed that as per the report of those who escaped the hijacked vehicles that the hijack was not against the minister himself but was intended to send a message to the government. On the other hand, 300 vehicles have crossed Nungdolan later in the evening coming from Jiri side. They include 40 trucks of oil tankers as well as rice and other essential commodities.

'Irabot's Rath Yatra attempt to earn cheap popularity' By Hueiyen News Service
Imphal, May 27: The joint Political Party Forum of Tamenglong district has described Minister Irabot's "Rath Yatra" to Noney as an attempt to earn cheap popularity and political mileage. Vice president of the Forum, N Daimei stated in a press release that peace loving people of Noney in particular and the people of Tamenglong district in general stopped the so called "Rath Yatra" of FCS Minister Y Irabot at Noney due to his uncalculated move which ignores the sentiments of the people. Instead of misjudging the people's sentiment, the Forum urged the government to concentrate more on issues such as providing adequate foodstuff to the people and maintaining peaceful co-existence among the different communities and organisations in the state. The Forum appealed to all concerned that while earning cheap popularity to attain political mileage, all should also uphold the spirit of living together.

Therefore, the Forum urges all the peace loving and sensible people of Manipur to be on guard and remain aloof from irresponsible leaders, Daimei said.

Team of social workers from Manipur meet GK Pillai Centre to formulate national policy to ban blockade: Pillai By Hueiyen News Service

Imphal, May 27: Taking cue from the unusually frequent economic blockades imposed on National Highway 39 and 53 by Naga bodies, the Centre is contemplating formulation of a national policy to ban such blockades anywhere in the country. This was announced by the Union Home Secretary GK Pillai during a meeting with a team of social workers from Manipur held yesterday in Delhi.

Lt Col (Retd), L Lokendra told this newspaper from Delhi that the Union Home Secretary, GK Pillai revealed about formulating a national policy to ban economic blockade to a team of four social workers from Manipur.
The team met the Union Home Secretary to apprise him of the present situation in Manipur that arose from the proposed visit of NSCN-IM leader Th Muivah. The four persons who met GK Pillai are L Lokendra, Retd Maj Angamba, social worker Amrik Singh Pahwa and K Premnanda Sharma. The team of four met the Union Home Secretary at about 11 am yesterday and had thorough discussions about the unwanted situation in Manipur for about 25 minutes. The team urged the Home Secretary to frame a national policy to ban economic blockade frequently imposed by certain organisations on the National Highways in Manipur. The team apprised GK Pillai of the sufferings being faced by the people of Manipur due to the over 42 days-old economic blockade called by ANSAM and other Naga bodies.

Lokendra further informed that the team asked the Home Secretary whether the Government of India would remain silent if the Gorkha Mukti Morcha (GMM), in its demand for forming Gorkhaland, calls economic blockade on the National Highways for a long period like the Naga bodies are doing in Manipur, or rein in the GMM. Lt Col (Retd) Lokendra said that Pillai told them categorically that the Centre had asked Muivah not to enter Manipur, and he can not enter the state. Pillai also told them that the boundary of Manipur would never be changed. This had been made very clear to the interlocutor of Government of India, RS Pandey. Therefore, the people of Manipur should not have any fear on this issue.

Lokendra said that seven of them had come to Delhi on their own expenses about a fortnight ago and had been camping in Delhi since then with the sole purpose of meeting and informing the Centre leaders about the issues of Manipur. Among the seven persons are Col (Retd) Haobam Bhuban, Advocate of Gauhati High Court, Salam Rupachandra, Maj (Retd) Yambem Angamba and one Bhavananda. The team of seven also met the spokesperson of BJP, Prakash Javedkar who had come to Manipur recently. The team also met another BJP leader Murli Manohar Joshi yesterday. He knows about the issues of Manipur very well. He categorically asserted that BJP will oppose any move of the NSCN-IM to form a greater Nagaland by disintegrating Manipur, Lt Col (Retd) Lokendra conveyed to this newspaper.
Nagas not at war with Manipur: NSCN-K Newmai News Network
Dimapur, May 26: NSCN-K or GPRN/NSCN said that it would like to reassure "our neighbours" that there is no question of Naga people going to war against Manipur state government. The NSCN-K said that Mao Gate incident is a reminder that big talks and violence, more often than not, backfires. "Those insisting on forceful entry to Manipur state should be held solely responsible for the loss of two precious lives on May 6 at Mao Gate.
The emotional spillover in the name of Nagas was enforced when calmness and diplomatic air was needed at the hour. The blood was real but the entire incident was stage managed, programmed and executed solely aimed at creating raw emotional passage for Th. Muivah into Manipur state. The attempt to label the incident as Naga-Manipur clash is outrageous. The two state Governments of Nagaland and Manipur should ensure that people living in the two states coexist through mutual understanding and brotherhood. Nagas would sacrifice thousands and more if it is needed to achieve their self determination from the occupational forces but Naga political solution is neither at Mao gate nor at Somdal in Manipur," said the NSCN-K.

Meanwhile, the NSCN-K said that GPRN/NSCN or NSCN-K "Ato Kilonser" (Prime Minister) N. Kitovi Zhimomi and "Gen" Khole Konyak, "Commander-in-Chief", Naga Army, met the Naga Hoho on May 20, at designated "Camp Khehoi" off Dimapur, wherein, the genesis of factionalism, GPRN’s stand on the Indo-Naga political conflict, peace, reconciliation and Naga unity and other aspects of the future were shared in a very accommodative manner.

The Mao gate fiasco and the Naga Hoho declaration of 8th May were also deliberated upon. "On May 22, two days after the Naga Hoho delegation met with the GPRN/NSCN leaders, the same inflammatory declaration was reaffirmed by the Naga Hoho at Kohima. Of the seventeen tribes in the state of Nagaland, only six tribes endorsed the view of Naga Hoho. It clearly shows very little cohesion and acknowledgment in Nagaland state. When political circuses such as the one at Mao gate are orchestrated from time to time, instead of being pushed around by Mr. A, B or C, Naga Hoho is expected to play decisive role and lead the people in the interest of the Nagas. The Naga Hoho erred in its judgment by allowing itself to be dictated. Its vision and pursuit should not be limited to some Bangkok hotel room or a small corridor at Nagaland-Manipur boundary. Its bounden duty is to preserve and promote friendly ties within the Naga family and with the neighbors," the GPRN/NSCN or NSCN-K said.

GPRN/NSCN or NSCN-K then appeals to entire Naga people spread across Burma, Assam, Arunachal Pradesh and Manipur not to be misled by publicity stunt played out at Mao gate recently. All sections of people must realize that political arrangements which could be arrived at, in future, at an opportune time through correct political steps and approaches, based on Naga historical right and people-to-people’s dialogue. "Neighbourly relations must not be destroyed by a faction’s premature and hazardous political ambition. It is most practical and logical to point out that until a political solution resulting from unity of all groups, giving due importance to Naga areas in other states, is arrived at with agreed terms and conditions, the present artificial boundaries will not easily vanish. A political solution with present Nagaland state at the core, encompassing all critical issues, including artificial boundaries, within a time frame would be sought as and when GPRN/NSCN enters into dialogue with government of India," it added.

Greetings from the Asia Indigenous Peoples Pact.

We express our deep concern and condemnation of the recent violence and suppression of human rights in Manipur during the past weeks. These incidents were brought about by the proposed visit of Mr. Th. Muivah, Ato Kilonser (Prime Minister) of the Government of the People’s Republic of Nagaland, to his village in the state of Manipur, which is being denied by the Government of Manipur.

To further suppress the rights of the people to peaceful assembly, prohibitory orders to ban public assemblies, rallies, meetings and any other act deemed as “nuisance and threat to public tranquility” were imposed.

The peaceful procession conducted by the Naga residents on National Highway 39 to condemn the brutal assault of Mr. Ashihrii Puni, a Mao Naga of Song Song village, on May 5 by some unidentified MIRB personnel, was met with indiscriminate firing with live bullets, tear gas and stick bombs from the Manipur state security forces. This resulted to the death of 2 young Naga students and physical injuries ranging from slight to serious injuries to an approximate 100 protesters, most of which were women. Houses were allegedly indiscriminately fired at and some men were forcibly taken out of their homes and physically assaulted. This wrought fear among the residents of the area and many of them have fled to a nearby village in Nagaland.

These violations bring about deep concern for the safety and security of the lives of the people in the Manipur area. With this, we call on the governments of India and Manipur to:

Immediately withdraw the police and military elements deployed in and around Manipur specially those encamped within residential areas in order this civilians to go about their daily activities without fear; Conduct a judicial inquiry and prosecute without impunity those involved in the killing of the 2 students and the assault on a number of innocent civilians last May 5 at the Mao gate; Provide due compensation to those who were affected by the excesses of the police and the military; and Recall the order imposing a ban on public assemblies, rallies, meetings and other gatherings as this is a violation of the right of the people to peaceful assembly and freedom of expression
