Naga Council flays shootout, urges GoI (EMN

DIMAPUR, Condemning the mid-town May 26 shooting in Dimapur and terming it ‘sad’ to see such an incident occurring just a day after the State Home Minister’s meeting with civil society and administration of Dimapur which deliberated on an action plan to bring peace to the city, the Naga Council has also urged the GoI to revive the sagging peace process with positive political will in view of a stable new government at the centre.
The Nagas repose strong faith on the leadership of PM Manmohan Singh and the Chairperson of UPA Mrs Sonia Gandhi, a Naga Council press statement said and went on to add that the people believe, through their leadership, the Naga political issue will be treated on priority in the line of its unique history. It, moreover, maintained that the chronic factional clashes are seen as the result of fragmented political bodies caused by the prolonged Indo-Naga political stalemate. Stating that the Nagas have waited 60 long years and 20 years of ceasefire in two installments, the Council, while appealing for calm, extended its humble service and readiness to the GoI, district administration and all factions in ushering peace. It also reiterated its appeal to all outfits to restrain any armed forays into town with civilians milling around shops and thoroughfares. Meanwhile, the Naga Council expressed deep appreciation at the swift reaction by Dimapur police led by SDPOs Sunget and Khalo, whose timely response saved and thwarted further exchange of fire to bring the situation under control.

GPRN/NSCN clarifies rescue by AR (NPN):
DIMAPUR Reacting to the news report sourced from the Assam Rifles PRO, which appeared in a section of the local media on May 25, the GPRN/NSCN dismissed the report as one-sided and “nothing but self glorification with exaggerated fallacy” by the AR.
Publicity cell of the GPRN/NSCN clarified that the two named individuals - Umesh Singh and Rajiv Soni- were arrested and detained by it for indulging in illegal supply of liquor and other abusive substances in connivance with anti-social elements in Dimapur.
It charged the duo of “actively assisting and abetting criminal activities in the state through illegal business” that went against the policy of GPRN/NSCN.
“Their arrest and detention was a result of their failure to respect the people’s sentiment,” the release said, adding there was no question of both being abducted for extortion as alleged. Describing the action of the Assam rifles as “unwarranted and uncalled for,” the GPRN/NSCN demanded the AR immediately release its arrested cadres and hand over the seized arms as they were attached with CFSB identity card holder under the agreed cease fire rules between the two entities.
The GPRN/NSCN however reiterated its resolve to uphold the political and social values that it stood for despite the “irresponsible action” of the Assam Rifles. “Such hasty actions of Assam Rifles shall not deter GPRN/NSCN from confronting anti-social elements,” it added. It may be recalled, the AR had said that the duo were handed over to the police along with the three activists.

NC Hills Violence: NSF for dialogue morungexpress
Dimapur, May 26 (MExN): The Naga Students’ Federation (NSF) today appealed for dialogue between the Zeme and Dimasa communities engaged in hostilities in Assam’s volatile North Cachar Hills district. The NSF issued a statement today appealing for goodwill and to justify rights on the basis of understanding.
“Any contentious issues between the two communities can he resolved and settled through dialogue. Mutual respect and honor for each other’s genuine rights can be the basis for bringing about good understanding and peace among the people” said the NSF’s statement. That the Dimasa Kachari and the Naga communities have been living as good neighbors since time immemorial, the federation has appealed for good sense to prevail between the two.
The NSF further expressed shock at what it termed the inhuman acts of the militant DHD (J) group. The atrocities committed against the Zeme Nagas of NC Hills, Assam is condemned. “The killing of innocent public, burning down houses and harassment meted out to the non-Kachari communities are against humanity and totally uncalled for” the NSF said.
The organization said the operations of the DHD (J) against non-Kachari communities have exacted many precious lives and left many more displaced. ‘The displaced families have been taking shelter in the neighboring states of Manipur and Nagaland with untold miseries,’ the NSF said.
The federation criticized the authorities in concern for ‘deciding’ to “remain a deaf ear with total silence”. “…in the guise of protecting the civilians, the Assam Police and paramilitary forces have started operations, causing undue harassment to the people in our own land in connivance with the outfit” the federation lamented.
On the claim of the DHD to establish a ‘Dima Raji’ (‘kingdom of the Dimasa’) within the Nagas’ ancestral land, the NSF said the claim cannot be justified. The NSF explained: “History has proved beyond doubt that the tribal particularly the Nagas were divided into various political areas without prior consent of the people by British and India.
Thus, a section of Nagas inhabits the North Cachar Hills of Assam since time immemorial. The vicious policy of divide end rule has brought about hatred and poisoned the minds of our good neighbors”.
“Our hospitality has been interpreted as our weakness and our friendliness has been likened as submission. But we will never allow our people to be disgraced or abused for what we have. We have survived .our cultural identity, our national identity though the lands that generate life for us” the NSF asserted. It has assured to continue to respect and protect the Nagas’ land “which gives life and ensure the continuity of our people”.

Kiruphema | May 26 : Nagaland Chief Minister Neiphiu Rio today challenged young Naga entrepreneurs to step forward and learn trades, assuring that the state government is always there to assist and support them. Inaugurating the Integrated Infrastructural Development (IID) Centre here, Rio said the government will build infrastructures but they would go in vain unless the young upcoming entrepreneurs show their seriousness and take up various industrial activities. “Building infrastructure is just a beginning”, he said. The success of the centre would depend on how the entrepreneurs put their effort and make the best use of the facility provided, he reminded.
The centre, which is strategically located along National Highway-39 between the commercial hub Dimapur and capital Kohima, is meant for upcoming entrepreneurs to set up industrial units, he said. Rio urged the Naga society to inculcate work culture. Unless one works hard, there can be no success or achievement; there is no shortcut to success, he reminded.
Rio assures support to young Naga entrepreneurs
Also, stating that the Naga society is a consumer society and not a producing one, he said most products and goods are imported from outside the state. On this, he challenged the youths of the state to take up responsibility and contribute to the society. He assured that the government is ready to give all possible help and assistance to the young Naga entrepreneurs.
He said the government has been providing training facilities for the educated unemployed youth both within the country and abroad, to enable them to be equipped with basic procedures and to specialize in various trades. Pilot training and butchering, with German Technology would to be advertised soon by the government, he said. “We want our youth to build up their capacity”, he said and added that ‘we have to have consistency.’
The chief minister also said that the department of Industries and Commerce and Nagaland Industrial Development Cooperation (NIDC) must formulate viable schemes suitable for the state. The construction of IID centre involve nearly Rs. 5 crore, which was constructed by the ministry of Micro and Small and Medium Enterprises with 80% of fund from the centre and 20% as the state’s share.
The centre, spread over 50 acres, will house an industry set-up including a post office, a bank, a seminar hall and a common warehouse among others. Water and power connection has already been made and entrepreneurs can now occupy the centre by approaching NIDC and concerned DICs of the state. Bamboo-based industries, stone works, food processing, handloom and handicraft and honey bee units can be started at the centre, sources said. The department of Industries and Commerce is trying to bring the Toy Making Unit to the centre as well, sources said. In the meantime, efforts will also be made to have a school, health care and marketing facilities around it.
Nagaland Speaker Kiyanilie Peseyie and Nuklutoshi Longkumer, chairman of the NIDC, also spoke at the occasion.
Protests hit Manipur valley - KYKL claims responsibility for killing varsity professor OUR CORRESPONDENT The Telegraph
Imphal, May 26: Protests against the campus killing of Manipur University’s professor and proctor Md Islamuddin yesterday singed the streets of Manipur valley today.
The militant Kanglei Yawol Kanna Lup (KYKL) claimed responsibility for the killing, saying the professor had “committed wrongs” during the recent student union election. It alleged that he had created division among the students, disturbed the academic atmosphere and tarnished the university’s image.
A KYKL release said a “clique” of teachers and students was treating the university as its “fiefdom” and indulging in corrupt practices in appointments, promotions, admissions and contracts.
Protesters burnt tyres, damaged vehicles and blocked roads during a 24-hour bandh called by the Pangal Students’ Organisation. The Manipur University Students Union also called a 12-hour statewide strike from 6am. The Manipuri Students Federation supported the strikes.
Life came to a complete halt as markets remained closed and the functioning of government offices was affected.
Manipur University remained locked today but IRB and police personnel guarded the campus.
Examinations in the university and colleges were hit by the strike. Protesters seized today’s BSc Zoology question papers from the principal of Lilong Haoreibi College, Khaleru Rahman, in Imphal West and burnt them at the college gate. They also damaged Rahman’s car.
The police rounded up more than 30 bandh supporters from Golapti on the outskirts of Imphal city. Three women protesters were injured when the police resorted to a lathicharge and fired teargas shells. The police also picked up seven suspects for interrogation.
The killing was condemned by various communities, political parties and citizen’s organisations.
A joint action committee formed by the Muslim community today petitioned President Pratibha Patil to order a CBI inquiry into the killing and intervene to improve the law and order in the state.
“He was the only university professor of the Muslim community in Manipur. The Ibobi Singh government has failed to control militants. The chief minister, who is also the home minister, should resign on moral grounds,” Md Mubarak Ali, a spokesman for the committee, said.
He said a delegation of the committee was preparing to go to Delhi this week. It would petition the President and the Union home minister to book the culprits.
Another leader of the committee, M.A. Malik, condemned the government for failing to protect the professor and arrest the culprits.

Guwahati, May 25: The CBI today filed a chargesheet against 19 people, including NDFB founder-chairman Ranjan Daimary, in the October 30 serial blast case even before closing its investigation so that the few accused in detention cannot get away on bail.

Filed at the court of the special judicial magistrate here, the 35-page chargesheet names 828 witnesses and lists 762 documents, including post-mortem reports, confessional statements of those apprehended and details of calls made by some of the accused, among other things.

According to the chargesheet, 88 persons had died in the nine blasts spread across Guwahati, Barpeta Road, Kokrajhar and Bongaigaon on October 30, 2008. The number of listed injured is 540. Of the 88 dead, 53 were killed in the three blasts in Guwahati, 20 in the three blasts in Kokrajhar and 15 in Barpeta Road. No one died in the Bongaigaon blast.

A CBI official said of the 19 accused, five were under detention while the others were absconding.

“Our investigation is not yet over,” he said, adding that the chargesheet had to be filed to prevent those apprehended from getting bail since the court had earlier granted 150 days’ time to the investigation agency to file the chargesheet.

“The period would have expired in the next few days. Now that we have filed the chargesheet and given the serious nature of charges brought against them (the accused), it will be difficult for them to get bail,” the CBI official said. Confessions by some of those arrested indicted Ranjan Daimary as the kingpin of the entire plot.

The official said the implementation of the plan began around July 2008 when the cadres began procuring the cars to be used use in the blasts in Guwahati.

Three used Maruti 800 cars were bought for the purpose.

“They had a meeting in Kokrajhar on October 19 during which the details were worked out,” he said. If required and as the investigation progresses, supplementary chargesheets could also be filed later, the official said.

“For instance, we are yet to crack the money route. A huge amount of money was involved in the execution of the blast plan,” he said. “We also have some idea regarding the whereabouts of some of those absconding and our hunt is on.”

Charges have been framed against the accused under various sections of the Indian Penal Code, Explosives Substances Act, Unlawful Activities (Prevention) Act.
“The charges range from waging war against the country and murder to possession of explosives and so on,” the official said. He said almost all the accused were from the NDFB and some of them were even at the designated camps of the outfit. Some of them had joined the NDFB after a ceasefire was declared in 2005.

Two — B. Thorai and Jayanti Brahma — are women, who acted mainly as conduits.

Jayanti, by her own admission, had brought the timers used in the blasts from the outfit’s Thamthim camp in Khagracheri area of Bangladesh. Thorai, on the other hand, had brought the explosives to Guwahati for the Ganeshguri blast along with one Jitu Daimary.

The odd man out in the group of 19 is Raju Sarkar, a mechanic in whose name the car used in Guwahati Baptist Church blast was purchased. Nilim Daimary, another accused, was arrested by Meghalaya police before the blasts.

I still remember her crying, “Be vigilant, the rats might drag the cake to their hole.” Now, when I am a grown up man, I hear the ‘grandpa’ crying, “Be vigilant, the terrorists might run away with your nuclear program.” I feel a strange similarity between the cake and the nuclear program; both easily approachable; cake for the rats and nukes for the terrorists. The cake could never be stolen by the rats; how could be the nukes. God knows better why our sympathizers are so much doubtful about our abilities regarding the security of our nuclear program. They feel that we are innocent children, holding a toy in our hands and any one might snatch and run away with it .To be very honest and straightforward, the nuclear program is the most precious asset for the people of Pakistan. It is just like a dream based on hope and life. We, the Pakistanis know very well how to take care of our dreams.

It is a common feeling among the people of Pakistan that all US worries about the insecurity of our nukes are in fact nothing but a desire of taking hold of them. The US authorities are very well aware of the reality that in the presence of the nuclear assets, it is almost next to impossible to cause any damage to the federation of Pakistan. Apparently they have no excuse for getting control of these assets but one; the danger of going these assets into the hands of terrorists. So the whole of the US team is busy in preparing a stage where it could perform a play, ‘Pakistan’s nukes at stake’. Further more an ear-piercing hue and cry that Pakistan is continuously adding to its nuclear ability is also a chapter of the same bed-time story book. As reported by the New York Times, in confidential congress briefings, members have been told by the chairman of the Joint Chiefs of Staff Adm. Mike Mullen that despite being racked by an insurgency, Pakistan is rapidly adding to its nuclear arsenal, raising doubts on Capitol Hill’s proposed military aid of billions of dollars being directed to Pakistan’s nuclear program.

However some officials inside the Obama administration are in favour of Pakistan’s act of adding more to its nuclear force. They think that that Pakistan has been compelled to spend heavily on new nuclear arms because on the other hand its longstanding rival India is continuously increasing its nuclear assets under American support. Whatever Pakistan is doing with respect to its nuclear program is nothing but a reaction to the Indian nuclear program. The apprehension that Pakistan’s nuclear assets could go into the hands of the terrorists is simply Indian propaganda to defame Pakistan as a falling state. The purpose behind is to divert the international attention from the internal security threats that India has been facing since long.

For the time being, let us suppose that Pakistan's nuclear assets are in danger; this danger is only from the extremist groups limited only to a very small portion of the tribal areas. It is also a day light reality that these extremist groups are facing a stern opposition from the local people as well as from the security agencies of Pakistan. The Pakistan army launched a military operation in the tribal areas to wipe off all these terrorists a few weeks back .The operation is still in process and it is being predicted that very soon the game will be over and the terrorists shall either leave the land or stop their activities. After that there would be no threat to Pakistan or its nuclear assets as proclaimed by the western thinkers or the Indian conspirators; but what about the terrorist groups operating in India? Are they never going to target the Indian nuclear assets?

India is afflicted with countless insurgencies. More than 55 per cent of its geographical territory is under the control of insurgents and separatists. From devastating protest against Indian atrocities in the Indian Occupied Kashmir to the always crushed Northeastern states and from the Sikh Khalistan movement to the leftist Naxalite separatists and above all the Maoist movement; innumerable terrorist groups are striving to get their aim. All these groups have their individual grievances with the central government of India and most of them are demanding a territory of their own. Northeastern India nurtures at least 50 separatist movements, out of which, the most prominent and oldest one is the Naga militant group also known as National Socialist Council of Nagalim. However, the most serious threat to Indian national security as pointed out by the Prime Minister Manmohan Singh is the Maoist insurgency .The prime minister called the Maoist movement ‘the single biggest internal security challenge ever faced by India.’

The western media portrays the Taliban as a group of Muslims having a very strict and extreme type of thinking. According to the western media, the Taliban are not a tribe or generation but a school of thought. It means every where, in every religion, a school of thought which promotes extremism must be called the Taliban. Extremism is not only limited to the Muslims. We see that even in the Hindu society, there are so many religious extremists who demand the expulsion of the Muslims and the Christians from the Hindu society. The burning of mosques and churches and killing of innocent Muslims and Christians in India has now become a matter of routine. Just look back at the Indian newspapers of 25th August 2008, reporting the Orissa massacre “A mob burned down a Christian orphanage in eastern India on Monday, killing one woman. The mob beat up a priest, drove children away and set the orphanage on fire in Orissa state, trapping the 22-year-old woman. The woman was found burned to death inside one of the rooms,"

A new book, Kandhamal: a Blot on Indian Secularism by Anto Akkara, investigating the anti-Christian violence that exploded across India's state of Orissa in 2008 has shown that the Hindu extremists deliberately planned a campaign against the state's religious minorities. During the spasm of bloodshed that followed, an estimated 5,000 homes and a number of churches were destroyed. Most of the destruction came in the neighbourhoods through which the funeral procession had marched, and the victims were primarily Christians. The concluding remarks of the author are enough to show the real face of the so called secular India, “I think the ashes in Kandhamal are not of the churches or of the Christians there; the ashes are the ashes of Indian secularism.” The behavior of the Hindu extremists is altogether similar to that of the Taliban in Pakistan. If Taliban are a threat to the nuclear assets of Pakistan, why not these Hindu extremists are a threat to the Indian nuclear assets?

Pro-talks rebel held A STAFF REPORTER The Telegraph
Guwahati, May 26: A pro-talks militant of the National Democratic Front of Boroland was arrested by security forces from the Udalguri camp of the outfit at Jonai in Dhemaji district this morning. The arrest of the militant has shed new light on the outfit’s activities, including its extortion network, which has spread to neighbouring Arunachal Pradesh. A senior security official said Indra Swargiary, 30, from Jonai was the second rebel of the camp to have been arrested from the area in the past fortnight.
“A joint team of Dhemaji police, CRPF and army arrested Swargiary this morning. We have seized a revolver, a motorcycle and a SIM card (number 99571-31089) which we had been tracking for sometime from his possession. He had not only served extortion notices at Jonai but also in East Siang district of Arunachal Pradesh. Earlier, we had arrested his accomplice Maheswar Basumatary from the same area. He too was on a similar mission. Their extortion network runs deep in the border areas,” the official said.
At a time when unlawful activities were being attributed to the anti-talks Ranjan Daimary faction, the arrests of these cadres have left the security personnel wondering about the goings-on at the NDFB’s Sapekhati camp, around 2km from Udalguri town, and the motives of the outfit.
Besides Dhemaji, the NDFB is also targeting areas in Lakhimpur district close to Arunachal Pradesh. There are 238 cadres at the Sapekhati camp.
“We need to find out whether a section living in the designated camp is working in tandem with Daimary or furthering its own interests in the name of ceasefire. It is in gross violation of the ceasefire ground rules and the time is ripe for a review because, besides extortion, there are reports about the group luring people to convert to Christianity. The border areas of Assam and Arunachal, given its backwardness, are fertile grounds for such exercises. After conversion there is no Karbi, Bodo or Adi. All become one. The group also has tied up with NSCN (I-M),” the official further claimed, revealing that the leader of the third battalion of the NDFB is one Sarsing Engti, a Karbi from Gohpur in Sonitpur district.
Daimary, the founder-chairman of the outfit, was unseated on December 16 last year following the serial blasts on October 30. Daimary, who is believed to be in Bangladesh, was among the 19 people charged by the CBI in the serial blasts case that left 88 people dead and 540 injured. The chargesheet alleged that the NDFB had engineered and triggered the blasts. Besides Udalguri, the other two camps of the outfit are in Kokrajhar and Baksa districts. In all, there are around 900-odd cadres spread over the three camps.
JAC rubbishes KYKL charges as baseless Staff Reporter Sangai Express
IMPHAL, May 27: Strongly refuting the charges of KYKL levelled against Prof Islamuddin as baseless and unfounded, the JAC Agai-nst the Brutal Killing Dr Md Islamuddin, Professor (Economics Dept) and Proctor of Manipur University, Canchipur has categorically stated that the statement of KYKL was nothing short of the posthumous allegation of NSCN (IM) against Kasom Khullen SDO Dr Th Kishan.
It is act of terrorist to level false charge after being kill-ed, JAC convenor Md Zakir Hussain said in a statement, adding that the hollowness of the charges levelled agai-nst Prof Islamuddin can be understood even by a child.
Contending that Prof Islamuddin has been made a scapegoat by the proscrib-ed outfit in its attempt to project some people and demonstrate strength, the JAC said that Prof Islamu-ddin had only carried out his duties related to the election of the student union of Manipur University with the approval of University authorities. So KYKL shou-ld think over who else have been punished in similar manner over the same issue, the JAC said.
The JAC also demanded resignation of Vice Chancellor of Manipur Univer- sity owing moral responsibility over the murder of Prof Islamuddin and come out with a public apology in this regard.
While informing that the last rites of Prof Islamuddin would be performed at his birthplace Yairipok Chang-amdabi at 3 pm tomorrow and but a condolence meeting would be held at MU campus at 10 am, the JAC has also appealed to all the people to take part in the condolence meeting.
Meanwhile, condemnations over the killing of Prof Islamuddin continued to pour in from various social organisations.

KYKL owns up executing Prof. Islamuddin; says other members of his clique would get same treatment The Imphal Free Press

IMPHAL, May 26: The underground KYKL in a press release today claimed responsibility for publicly executing Prof. Islamuddin of the Manipur University in broad daylight in the university campus saying that the slain academician was the ring leader of a clique within the MU which was usurping all powers of the university and using it to their selfish ends.

The release said the KYKL is fully aware of who is in this clique and how they are transforming the university into their private fiefdom. This clique has struck roots and hold the rein of all recruitments of teachers, promotions, students admission, award of university projects, doling out university contract work, supply orders etc, it charged.

This clique decides what are to happen and what are not to happen in the university at their whim, it said.

Striking a defiant note, and underscoring the sentence in bold, the release said, all other members of this clique, teachers and students alike, would be awarded the same treatment one after the other until the entire clique is destroyed and the MU returned to a condition of a revered institution of higher learning.

It said Prof. Islamuddin had a major role in manipulating the recent Manipur University Students Union, MUSU, election, and played dirty politics to ensure that there is no one or no institution to become a hurdle before the clique. The clique wanted to preserve their position of power in the university and was not ready to allow anybody who may challenge this position to enter the university structure.

It said there is no need to explain the guilt of the slain professor anymore for it would take no more than a cursory scan of the conduct of the recent MUSU election to find out. An issue which could have been resolved simply was made to look complicated so that it remained unresolved, and this was the mastermind of Prof. Islamuddin, it charged.

It said there was a conspiracy in the entire episode and the people should not dismiss after merely looking at the matter skin deep.

The release said the KYKL had already made it known that it would not allow corrupt practices in education and in particular the MU. But our men in power continues not to heed the warning. They are so accustomed to false and fraudulent practices that they seem to have ceased to be humans, the release said.

It said politicians acting mindlessly is expected as they have no brain worth the while, but when intellectuals also begin to do the same there is no way the society can survive. For then there would be nobody to lead the society, it said. If the intellectuals pretend ignorance and continue with their falsity who should correct them, it further asked rhetorically. It said teachers are godly, and the university is a revered temple of learning, but the party’s action were determined by those who were misusing this status to mask their misdeeds, it said.

May 26, 2009: Imphal, For effective co-ordination of border management activities, the 36th Myanmar-India Liaison meeting was organised by Hqs IGAR (South) Assam Rifles under the aegis of Hqs 3 Corps today at the IGAR headquarters at Mantripukhri today.
In a statement, PRO of Assam Rifles said that to attend the meeting a 15 member team from the Government of Myanmar led by Brig Gen Tin Maung ohn, Dy Cdr NWC, arrived at Moreh yesterday at 8 am and were received by the CO of 26 Sector AR.
During the meeting held today at Mantripukhri, the 17 Indian Army team was led by IGAR Maj Gen AK Choudhury, said the statement and added that representatives from both sides interacted and discussed means to co-ordinate border management activities.
The meeting also gave an opportunity to all the delegates to know each other personally and help in further strengthening the bond of friendship between the two countries.
