Imphal, April 06 2009: BJP nominee Loli Adanee today appealed the people of all communities to leave hating each for a peaceful state while addressing to his election meetings held at Longmai (None) and Nungba in Tamenglong district.

Adanee said only when people live together barring what the community they belongs to, peace and development can go ahead fruitfully while assuring the people that he and his party's will give first priority in bringing peace in the state. He also called the people to all works sincerely and not to believe in those remours which will amount to hate among the different communities.

"Let us work for maintaining good relation among all communities.Let's show that Naga are good people. Let's not indulge in violent activities like killing of people and looting. The love of Nagas feel to every citizens of the state," Loli appealed the gathering. “To live with dignity, works for the welfare of others with sincere, stay away from talking lair are the objecting of a being born as human.So, as a human being, "Let's works and live with dignity,” he said.

Talking on the works which he wanted to take up if voted to power, Loly said, he will takes up works to save the forests to maintain the natural environment, availing banking facilities to the hill people, opening of FM radio services in the remote area and enforcement of sixt schedule in the hill areas of the state.

Former president, Takhulong, Ramthing Hungyo said there will be no impact of the announcement of support to Mani Charenamei by the ruling Nagaland People Front in Nagaland as everybody in Nagaland knows that NPF is behind the appearance of several factions of NSCN(IM) in the state of Nagaland.

He said, now Nagas have been fractionated as many as 10 factions by the hidden policy of the NPF. So it will be a good one to enter the front to the state.

He also alleged that PDA which sponsoring Charenamei is a party who talk on Naga interest but not working for the cause of the Nagas.So, it will be not a right one to send him again to the Parliament.

Chief Justice, Paomei Customary, PS Veikho observed that NSCN (IM) insisted Paomei people to vote for Charenamei but they turned down the request. A meeting of the Paomei Community will be held tomorrow and resolved to cast vote in favour of loly Adanee. If Charenamei really does works for the interest of the Nagas why he took Rs 30 crore from the Congress, he asked adding stating that why should people voted him who could not explained where the MP area development.

Former state minister, Samuel Jendai who also spoke in the BJP election meeting said that this time, keeping behind the party line, people of all section has extended support to Loly and campaigning on his favour.

He also asked the why should people allow to woo them only on Naga issue, apparently protesting against Charenamei's election campaign theme expressing that Meetei, Kukis and Muslims are also settling in this tiny state. Romonia, a local leader from Chandel said, people of Chandel voted for Charenamei in the last election but this time they formed a political forum and decided to extend support to Loly.

They have decided to support to Loly for his sincerity and honesty. The meeting was also attended by former minister DP Panmei, RV Minthing and Tombi from Heirok and other leaders coming from different parts of the state. Loly and his supporters had proceeded to Tamenglong district headquarters for further campaign in the district.
NPF says Cong ‘uttering lies’ through media morungexpress
Dimapur, April 8 (MExN): The Nagaland People’s Front (NPF) has responded to the series of press notes issued by the Congress party in Nagaland, pointing out that the latter was “receiving poor response from the people in every part of the State” and therefore had taken up the strategy of making “false statements and uttering lies through press statements”. Stating this in a press note, NPF associate press secretary Shilumar Ao claimed that the Congress, after having failed to receive any semblance of popular response at their events, “they are left with no option but to revert back to its habit of telling lies through its media cell”.
“The NPCC and its media cell through Z Vadeo and R Paphino respectively have once again made misleading attacks at the DAN government and the Chief Minister. Though we do not want to respond to the Congress’ unjustified charges, since there is no evidence of any serious content in their releases, we would like to remind the Congress that the forthcoming elections will once again give the opportunity to the people to repose their faith and confidence on their preferred choice of party and leadership for the State. That is the truth which the Congress cannot deny,” stated the NPF press note.
Whether there has been development or progress under the governance of the DAN coalition is for the people to decide, the NPF reiterated while stating that it was only the Congress “who are blind to the development and progress, since everybody can see the tremendous amount of development that has been taking place under the guidance of the DAN”.
“Therefore the Chief Minister is absolutely right to say that the DAN government has achieved more development than ever before. It is on the basis of the DAN government’s performance that the people have voted the DAN back to power despite the undemocratic imposition of president’s rule and misuse of all powers and machineries by the Congress party during the period of Central rule under which the last assembly elections were held. The last election was a triumph for democracy and a triumph of the people’s voice,” claimed the NPF press note.
The NPF went on to state that it did not want to indulge in personalised attacks and mud-slinging as it was a responsible party with mature leaders. “However the Congress has indulged in a campaign filled with personalised attacks and mud-slinging filled with lies and misleading statements. Therefore we have also been forced to highlight some facts so that the public come to know the real truth,” the NPF stated.
In this regard the NPF pointed out that Paphino had “surely lost his own mental balance and has become a laughing stock in the eyes of the public because of his regular utterances which are absolutely ridiculous and illogical”. The NPF stated that Paphino should stop accusing others, especially the Chief Minister, of losing their mental balance but rather do some self introspection and check his own mental balance. “Not very long ago as an NPF worker he was praising the NPF and DAN leadership at every given opportunity. He spoke highly of the spectacular achievements and initiatives of the DAN government but within a few months his opinion has suddenly changed. This shows that it is him who has lost all semblances of mental balance and psychological stability. If he wants to maintain his dignity and self respect, he should not expose himself,” the NPF added.
The NPF further questioned as to why Paphino was questioning the wisdom of the Naga people by saying that the leader of the State has lost his mental balance and that the Naga people must realise that this is the sort of people who are part of the Congress in Nagaland.
Congress hits back: ‘What’s NPF done? morungexpress
Dimapur, April 8 (MExN): Irked by the NPF’s questioning the credentials of the Congress on the Naga political issue, the opposition today responded by stating that the NPF-DAN has not moved “even an inch in carrying forward the Naga peace process”. The Nagaland Pradesh Congress Committee’s media cell today said “it is awfully ridiculous for the NPF leaders to keep on harping foul tone on Naga political issue which factually for NPF, is still stands at zero level”.
The Naga political problem and the issue of integration have been topping the regional party’s agenda in every state and parliamentary elections for the last 45 years, the Congress said. To this the NPCC stated: “But people should know that when this election gets over, the NPF leaders will put the Naga political problem and integration issue into a cold storage because this is their superficial poll plank for the last 45 years which have not yielded any concrete result till today despite ruling the affairs of the state for a long time.”
In “this type of election”, the NPCC stated, political parties like the NPF are “supposed to highlight their policies, programs, achievements and future vision for the people of Nagaland”. The reason is, the Congress explained, “everything is under their (NPF) command including crores and crores of money for developments”. The Congress said without ‘achievements’ and coupled with “blur vision” and “dismal performance” for the last six years, the Chief Minister and NPF leaders banked their election strategy mainly on Naga political issue and integration “to whip-up the sentiment of the people and convert them into votes”. “But like the foul cry of the cowherd, shouting ‘Wolf! Wolf!’ no one will come to NPF’s rescue because our people knows that this regional party has lied again and again,” the NPCC asserted.
Referring to the DAN’s Viswema village rally yesterday, the NPCC said the Chief Minister in a “display of desperation” had emphasised on the special status of Article 371(A) of the Indian Constitution. He stressed on by pointing out that ‘Nagas were proud people fighting for sovereignty and the need to maintain their separate identity,’ the NPCC quoted Neiphiu Rio as saying. “A Chief Minister who has taken oath under the Constitution of India, owing allegiance to the sovereignty and integrity of the Indian Nation and discharging his duties and functions as any other Indian State vis-à-vis championing the cause of another sovereignty without impunity, indeed is a serious matter,” the NPCC added.

Central team visits NE states, reviews situation The Hindu
Kohima (PTI): Ahead of the Lok Sabha elections in the state, a high-level central team led by Cabinet Secretary K M Chandrasekhar reviewed the security scenario in Nagaland before leaving for Arunachal Pradesh on Wednesday.
Official sources here said the cabinet secretary accompanied by home secretary Madhukar Gupta and defence secretary Vijay Singh arrived here last evening and held meetings with top civil and police officials of the state, after visiting Assam.
The central officials were also briefed on the situation by armys GoC-in-C of 3 Corps Lt Gen R K Loomba before they met Governor K Sankaranarayanan.
The visit to Nagaland was part of their tour to three north-eastern states before the parliamentary elections in the backdrop of terror strikes in Assam and the reported sneaking of terrorists from Bangladesh.
Central team on Arunachal recce OUR CORRESPONDENT The Telegraph
Itanagar, April 8: A three-member central team today reviewed the security preparedness in Arunachal Pradesh with special emphasis on Tirap, Changlang and Lohit districts which have turned into hotbeds of militancy.
The districts fall under the Arunachal East parliamentary constituency.
The high-level team comprising cabinet secretary K.M. Chandrasekhar, home secretary M. Gupta and defence secretary V. Singh held a meeting with Governor Gen. (retd) J.J. Singh, general-officer-commanding of Tezpur-based 4 Corps, Lt Gen. K.T. Parnaik, inspector-general of the Indo Tibetan Border Police, K.P. Negi, DGP Ajay Chadha, deputy inspector-general Robin Hibu, chief secretary Tabom Bam and home commissioner Tajom Taloh.
At the meeting held in Raj Bhavan this morning that lasted for two hours, the central team was briefed on the prevailing security scenario in the state. It also assessed the state’s preparedness to tackle any “eventuality” in the run-up to the April 16 elections.
Tirap and Changlang districts sharing boundaries with Assam and Nagaland and border with Myanmar, have witnessed a spurt in turf war between the two NSCN factions in recent times. The security scenario in the two districts is also important for peaceful elections in neighbouring Assam and Nagaland as the militant groups of the two states often use these districts as transit routes to sneak into their camps in Myanmar. The deteriorating law and order situation in the two districts has been an added security concern for the state government.
The picturesque Lohit district too has become a safe haven for Ulfa and other militant groups. A 13-member state-level core group was constituted in December for proper co-ordination between the administration, army and other intelligence agencies to flush out militants operating in the state and check subversive activities.
Sources said security matters and the possible threats from the militant outfits during elections and ways to curb these were discussed at length. Emphasis was laid on deployment of additional forces in the state to check any untoward incident on the day of polling in Arunachal Pradesh. The high-level team also reviewed security in the twin towns of Itanagar and Naharlagun. Strict enforcement of laws during inner line permit (ILP) checking, deployment of forces in all the checkgates of the state and adequate security in polling stations were the measures suggested for holding peaceful elections in the state.

Imphal, April 08 2009: NCP nominee LB Sona who is also a common candidate of Manipur Democratic Alliance (MDA) in the Outer Manipur Parliamentary constituency today said that strengthening the integrity of Manipur and removal of AFSPA are the main agendas which he would taken up if elected by the people.

LB Sona said this while addressing an election meeting held at Kongjom Bazar Community Hall today organized by the MDA which was formed by combining four like minded political parties, NCP, MPP, MSCP and NNP with an objective to defeat Congress nominee in the fray for the Outer seat which will witnessed on April 16 .

"I have no money to fight elections but with an objective to save the present highly deteriorated society and serve the people with sincere effort, I am contesting the elections," he said. The dream of those who wanted to disintegrate the unity of the people of the state by breaking the bond of love between hills and valley people will not be fulfilled at any cost, he promised the gathering stating that people of the state live together sharing any problems together.

He will look after all the shortest and grievances of the people of the seven Assembly segments lying within the Outer constituency which Mani Charenamei had totally neglected during his five tenure as MP from the constituency.

He will invest a major share of the MP Area Development funds for the development of the seven Assembly segments and will never deface from taking up development works to this part where electors have not given the chance to contest elections. Addressing the gathering former MLA, L Jatra of MPP alleged Mani Charenamei who voted to Parliament of talking only the word of Nagaland. He challenged the integrity of the Manipur. So, now time has come to teach a lesson to him by not voting in his favour. He also said the Congress which is a double standard party will not able to protect the integrity of the state. The party talk on Nagas integration in Nagaland while when reached in Manipur, they talk on Manipur integrity. Coming to the ruling Congress led SPF government in the state, Jatra said, under the chief minister, O Ibobi's rule killing of people continue in such a manner, male group of the society will be vanished and the society will dominated by the women.

He also criticized the Congress saying that by sending out Thangso Baite from Churachandpur, the party is trying to defeat LB Sona and to win Mani Charenamei who wanted to the break the unity of the Manipur. NCP state unit president, Radhabinod Koijam urged the elector to vote for LB Sona so that the state could be saved from disintegration and atrocities meted out by the state agencies.

Only the MDA candidate can shout for the right of the people of the region, he said urging the people to leave the habit of voting to those candidate or party distributing money at the time of elections. The election rally of the NCP candidate was also conducted at Heirok and Sora area of Thoubal district.
I. Imkong rubbishes ‘perverse’ allegations morungexpress
Dimapur, April 8 (MExN): A press report was received today that an unauthorised “concentration of around 25-30 NSCN (K) cadres” in Songsamong village near Longkim was ‘cleared’ by the Assam Rifles, administration, police and village authorities of the area.
On April 8, the IGAR (North) PRO said in a note, reports were received about “an unauthorized concentration of around 25-30 NSCN (K) cadres” in the said area. Security forces scanned the area and confirmed the presence of the faction’s cadres who were in ‘uniform’ and armed. Immediately, additional AR forces were mobilised with the civil administration, police and village authorities to generate pressure on the faction to vacate Songsamong village. A stern message was conveyed by AR authorities of stringent actions in case the group failed to clear the unauthorised concentration, the IGAR stated.
Social events – fodder for political gossip?
According to the IGAR, the village authorities confirmed late afternoon that the cadres were in the process of moving out. The NSCN (K) cadres moving out towards their designated camp of Surumi were confirmed by the Assam Rifles, it was informed. The Assam Rifles has cautioned the armed Naga factions to adhere by the agreed Cease Fire Ground Rules and that no violation would be tolerated under any circumstances.
“It is advised that factions desist themselves from moving out of designated camps in uniforms and weapons trying to vitiate peace of civilian inhabited areas which will attract stringent measures from security forces,” the IGAR stated. The force has assured its commitment to ensuring peace and security in the Nagaland. A high state of vigil is being maintained by the force’s deployed unit, the IGAR note added.
Dimasa society should act as well: NPMHR morungexpress
Dimapur, April 7 (MExN): Referring to the anti-Naga violence in Assam’s North Cachar Hills, the Naga Peoples’ Movement for Human Rights today said the Dimasa civil society has a responsibility to demonstrating that the violence would not be tolerated, leave alone even supported.
“Dimasa community in NC Hills also has a bounden responsibility to demonstrate clearly that violent targeting of any particular community in NC Hills will not be tolerated and is not supported even tacitly” the NPMHR said in a statement today. Despite the casualties “at the moment on the side of Zeme Nagas”, the NPMHR said, all neighboring communities particularly the “alleged group community” to work for peace and harmony through inter-community contact and dialogue. They must also be at fullest alert to thwart any inimical forces effort out to inflame the situation.
The Naga Peoples Movement for Human Rights denounced the ‘xenophobic actions’ carried out allegedly by the DHD (J) on innocent Zeme Naga villagers. The NPMHR said the very nature of the selective killings of nine Zeme Nagas point to a calculated strategy to create fear in the Naga population in the NC Hills. NPMHR also sought solidarity from all to meet the humanitarian challenge faced by Nagas in Assam following the bloodbath unleashed by Dimasa militants of the DHD (J).
The Nagas are appealed to assist the Zeme community ‘who are in need of our collective solidarity and prayers, to give succor to their injured spirit; destruction of lives and properties by forces out to create hopelessness, fear and insecurity’. “The humanitarian crisis intentionally orchestrated by vested interest wherein more than 500 refugees consisting of aged, women and children are now been temporarily sheltered in the relief camps at Tousem sub divisional headquarters in Tamenglong Manipur, is a matter of serious concern” the NPMHR said. It considered the current machination as diabolic and demanded immediate intervention of NC Hills’ administration and particularly the Chief Minister of Assam, Tarun Gogoi, before the situation spirals.
The NPMHR further said that the divisive elements have caused the present tension with the objective to drive out Nagas from their ancestral land; the diabolic elements unleashed terror to serve their devious objective of gaining control over land and resources, the organization said.
The NPMHR wondered whether or not “the current acts of xenophobia have been acted upon at the instances of other higher interests (state-corporate-ethnic) alike the past ethnic cleansing projects which were artificially induce to sow disharmony between communities who have shared harmonious relationship in the past centuries, to take control and deprive them of territories for end interest”.
Zeliangrong Nagas are under attack today as they occupy strategic intersections of Nagas with other ethnic communities towards the subcontinent and on whose territories mega projects such as Tipaimukh Dam, Trans Asian highway and Intangki Reserved Forest are. So, the NPMHR explained, tumultuous environment are being create d by many competing forces to operate to exploit the spoils.

AR vacates NSCN (K) from Sonsamong Nagaland Page
Dimapur, April 8: The Assam Rifles has claimed that it vacated unauthorized concentration of 25-30 NSCN (K) cadres from Sonsamong village near Lonkhim today.
A press release issued by Maj Pallab Choudhury, PRO, IGAR(N), on receipt of information about unauthorized concentration of around 25-30 NSCN (K) cadres in Songsamong village, AR forces mobilized in conjunction with civil administration, police and village authorities to generate pressure on factions for forthwith vacation of Songsamong village. A stern message was also conveyed by AR authorities of stringent actions in case the group failed to clear the unauthorized concentration, it informed.
The release informed that the village authorities have confirmed of complete vacation of the village by NSCN (K) cadres, who are now moving out towards their designated camp of Surumi. Cautioning all factions to adhere by agreed Cease Fire Ground Rules, the AR advised all factions to desist from moving out of designated camps in uniforms and weapons. (Page News Service)

Congress conspiracy in Tirap District Nagaland Page
With the Lok sabha election just round the corner the game of conspiracy mastermind by the Congress is very much a reality in Tirap district of Arunachal Pradesh. And the forces used are Assam's ULFA, Manipur's MPA (Manipur People's Army) Nagaland's K-group and Kachin's KIA (Kachin's Independent Army). For the past one month these groups with unrevolutionary characters has been creating nuisance to the villagers at Laju, Lapnam, Dadam, Muktwa, Thinsa, Longpu,Kheti, Wakka, Chanu, Jepwa and Chasa in the Tirap district. Everything was made to happen right in the eye of the 19 Assam Rifles, besides the 3 Dogra Regiment and 36 Battalion of CRPF located just within a 10 Kilometer radius in Khonsa town. No counter security measure whatsoever was taken by these government forces. But when the cries of the villagers reached the door of the Naga Army of NSCN, firing was inevitable to save the innocent villagers. And the most demeaning response from these forces that unfolded expose everything of the nexus between AR and these forces against NSCN. Why are the AR not stopping the marauding forces and pointing their guns towards NSCN who are coming to the rescue of the villagers?
On April 3 this combine forces had their meeting in Japwa village but AR was a mute spectator. The next day on 4th April these group were seen moving in Chanu village with AR behind them as their guardian angels. Wherever they go they were given logistical support by AR lest the Naga Army caught them unaware.
Today, on 6th April around 100 cadres of K-group, MPA, ULFA and KIA were moving towards Chasa village near Khonsa. Sensing the motive of their movement in such big number the NSCN attack them in the early morning at around 3 am that lasted for nearly 10 hours when the firing stop at around 3 pm. 3 of their cadres were killed on the spot and many were injured. What is astonishing before the public in the area was that throughout the firing the AR stood solidly behind these terrorist groups, standing in the way of NSCN and not giving them free movement. This counter attack of AR against NSCN has been deliberately planned in collaboration with these very forces they have been targeting in the state of Manipur and Assam. But in Arunachal Pradesh the AR have folded their guns against these groups. Such is the dangerous nexus that goes on in Arunachal Pradesh with the blessing of Congress party. But come what may, NSCN will not leave the public alone to be looted and harassed. They will fight for their right and for their honor. Under these circumstances NSCN cannot help but condemn the sinister game plan of AR in helping the terrorist groups against NSCN.

NPMHR: NC violence a calculated strategy Eastern Mirror
DIMAPUR, APR 7 (EMN): Stopping short of incriminating any agency in particular, the Naga Peoples Movement for Human Rights (NPMHR) today clearly hinted at a ‘calculated strategy’ and ‘policies of dominant interests’ behind the acts of xenophobia allegedly by the DHD (J) group on the innocent Zeme Naga villagers in the NC Hills.
The NPMHR explicitly voiced misgivings about the nature of selective killings, casting doubts on higher interests like corporate, ethnic and even the state orchestrating the attacks on Nagas in NC Hills by the Dimasa militant group.
A press communiqué issued by the NPMHR Secretariat, Kohima questioned whether “the current acts of xenophobia have been acted upon at the instances of other higher interests (state-corporate-ethnic) alike the past ethnic cleansing projects which were artificially induced to sow disharmony between communities who have shared harmonious relationship in the past centuries, to take control and deprive them of territories for end interest.’
Over 500 Naga villagers from NC Hills took flight after the murderous attack on their villagers, which left 9 dead, and are taking refuge in the relief camps at Tousem sub-divisional headquarters in Tamenglong, Manipur.
The watchdog of human rights of Nagas alleged that the ‘humanitarian crisis’ has been intentionally orchestrated by vested interest.
In allusion to the history of Naga inhabiting NC Hills, the NPMHR stated that Naga contiguous areas in Assam have severely suffered during the past colonial encounter with the British India or in the present post India independence dispensation structurally and under the policies of dominant interest.
Asalu in NC Hills was the first British headquarters established in erstwhile Naga Hill before gradually intruding to new post of Samuguding or the present Chumukedima. The famous Jatinga where numerous migratory birds from across the world come to die falls in the Zeme Naga area, it stated.
Asserting that the Zeliangrong Nagas in NC Hills, who have undergone many sufferings, are important component of the Naga family, the NPMHR alleged that ‘whoever have caused the present tension have done with the ploy to drive out Nagas from their ancestral land to serve their devious objective of gaining control over land and resources.’
Hinting to overlook the casualties on the side of Zeme Nagas, the Human Rights organisation appealed to all neighbouring communities, particularly the Dimasas, to vigorously work for peace and harmony through inter-community contact and dialogues and be on the fullest alert to thwart efforts of inimical forces ‘to inflame the cordial relations shared so far.’
The NPMHR felt that the Dimasa community in NC Hills also has a bounden responsibility to demonstrate clearly that violent targeting of any particular community in NC Hills would neither be tolerated, not even supported tacitly.
The NPMHR further demanded immediate intervention of the NC Hills Administration and particularly the Chief Minister of Asom, Tarun Gogoi before the situation goes out of hand.
The Rights body further appealed to Nagas all over to assist the Zeme community who are in need of collective solidarity and prayers, to give succour to their injured spirits, destruction of lives and properties by forces out to create hopelessness, fear and insecurity.
Rio writes to Gogoi Eastern Mirror
DIMAPUR, APR 6 (EMN): Drawing Assam Chief Minister Tarun Gogoi’s attention to the continuing organised violence being perpetrated against the indigenous Zeme Nagas of NC Hills in Assam by the armed cadres of DHD , which has resulted in the exodus of hundreds of Zeme Nagas from the region to the neighbouring states of Manipur and Nagaland where they are presently taking refuge for their safety, Chief Minister Neiphiu Rio has written to his Assam counterpart asking him to personally intervene in the issue and bring the violence to a halt.
‘The Naga civil society have expressed their anger and outrage at this planned and systematic targeting of the Zeme Nagas, because they see it as a form of ethnic cleansing, amounting to grave violation of human rights’, Rio said in his letter.
The CM, therefore, requested the Assam Chief Minister’s personal intervention ‘to see that the process is brought to a halt’ and steps taken for the safe return and rehabilitation of those whose houses and properties have been destroyed in the targeted violence.

The need to integrate the Nagas inhabiting this part of the Indian Sub-Continent has always been part of any meaningful discussion to find amicable solution to the Naga imbroglio. This need began during the British Raj as clearly seen in the memorandum submitted to the Simon Commission in 1929 and agreement reached with his Majesty's GOI in 1947. Thus, integration of Nagas inhabited area is intrinsically linked to the Nagas National Movement. However, apart from few declarations made by the Naga national leaders, no Nagas overground leaders have ever seriously espoused the cause of the Nagas living across the alleged border in a manner Shri. Neiphiu Rio Hon'ble Chief Minister of Nagaland has conveyed his concern to the leaders of India and the Govt. of Myanmar (Burma) in the recent past. He has made the clarion call to the world leaders to attend to the plight of fellow Nagas and remind them that Nagas living in Nagas Hills of Myanmar deserves all the human right enshrined in the Constitution of the World. He has the encourage to speak through the mist of historical blunder and has made this call for all to hear. It is possible that to many the call might have fallen on deaf ears. To some may consider it to be a blow to their selfish pride. To others it might constitute a serious leakage that may lead to further research to block the leakage. But to the Nagas the call is clearly heard for us to rise in one chorus and one united band in support of our suffering brothers.
This call is also for all Naga National leaders to unite irrespective of the faction or tribe they may belong to, for Naga Movement is no less a movement for unification of the Nagas as a Nation. In view of the above there is no justification for brothers killing brothers in the past, present or future. To foster unity we ought to love one another and be ever ready to sacrifice self-righteousness at the alter of unity. Let us humble ourselves therefore, under the mighty hand of God so that He will exalt us in due time.
In conclusion, let us also agree that no Nagas worth his salt shall remain damned pleased with his percentage, his cuts, his taxes, his bills, his collection etc etc while his own brothers Nagas continue to live under the most intolerable condition under the most despicable Military Junta of Myanmar.

Rahul Gandhi’s promise of safeguarding Manipur’s territorial integrity has not deterred Outer constituency candidate Mani Charenamai from vowing to work “whole heartedly” for the unification of the community under one administrative unit.

During his rally at Churachandpur on April 2, Rahul had declared that the Congress would not change the existing boundaries of Manipur. Charenamai, a Naga from Tamenglong, was elected from the Outer Manipur constituency as an Independent candidate in the last Lok Sabha elections with support from the United Naga Council, the apex body of the Naga community in Manipur. This time, he has been fielded by the People’s Democratic Alliance, a Naga political body.

All the 10 Independent Naga legislators are backing Charenamai’s candidature. Charenamai kicked off his campaign at Ragiolong, a Naga pocket on the outskirts of Imphal city, and has so far concentrated on the Naga-dominated districts of Senapati, Ukhrul and Chandel. Charenamai’s open campaign for Naga unification has drawn flak from various parties, which termed the move as an attempt to divide the state.

“Mani Charenamai is trying to break up Manipur and every one who votes for him will be voting for the breaking up of Manipur. All should come together and defeat Mani’s design and supporters,” Okram Joy Singh, a senior Manipur Peoples Party MLA, said. Charenamai is undaunted, though. “Your votes are to save the land of the Nagas and to build a unique land for the Nagas,” the candidate has been telling the voters.

“It is a mission to save, defend and preserve the Nagas’ land, culture, identity and language,” he says. A unique land of Nagas means bringing four Naga-dominated districts of Manipur — Chandel, Ukhrul, Tamenglong and Senapati and Nagaland under one administrative unit. However, not all Naga voters have been won over by Charenamai’s promise of an integrated land.

Dominic Loli Adanee, a former Air India executive who is contesting on a BJP ticket and drawing huge crowds, has been campaigning on emotional integration of all the people living in the state and a change for the better. Adanee enjoys support despite the fact that the BJP has a clear stand on the territorial integrity of Manipur. It promises to safeguard the state’s boundary. Assam-Nagaland villagers demand solution to border dispute ANI
Mariani, April 8 (ANI): As general elections draw closer, the border dispute between Assam and Nagaland has come to the fore again and has become a poll issue. The border near Jorhat and Mokokchung has been on the boil for the past two decades. Both the States have been periodically accusing each other of violating the agreement. While Assam claims that its neighbour has encroached upon its land, Nagaland accuses Assam of setting up police outposts in several “disputed areas.”
“We are living in the Nagajanka area, border of Assam and Nagaland. Our border region is the most neglected area. We are facing lot of problems and this time election is round the corner. We have decided that we will cast our votes to the leader who is committed in solving this border issue,” said Rupna Sarwa, a resident of Nagajanka. The All Assam Student Union (AASU) on April 4 organised a peaceful sit-in protest at Titabor town, against the encroachment on the Assam land by Nagaland during the election campaign.
Leaders of the Union criticised the Assam Government for not solving this issue. They also discussed matters pertaining to the solving of border dispute. “The government in the past has failed to solve the long drawn Nagaland-Assam border dispute. We thought Assam Chief Minister would take important steps to solve this border dispute. Both the Central and State Governments are under Congress, they are doing nothing about it. We want answer from the government,” said Nilofor Rehman, Assistant General Secretary, AASUentral Committee.
The first clash between Nagaland police and Assamese villagers residing at the Doyang forest reserve broke out in 1968. Similar incident took place at Rengma forest reserve of Karbi Anglong on January 5, 1979. The worst clash occurred on June 4, 1985, when over 100 people died in firing between Assam and Nagaland police at Merapani. The two sides later signed an interim agreement to maintain status quo along the border. But the people continue to live under uncertainty and insecurity due to the periodic clashes. They have appealed to leaders to give a permanent solution to the dispute, so that people in both states co-exist peacefully and harmoniously in future.
Dhaka hunts NE rebels on its soil Agencies
Agartala, April 8 (Agencies): Already plagued by threats from homegrown Islamic extremists, the Bangladeshi government has ordered eviction of militants operating in India’s northeastern states enjoying a safe sanctuary in that country. A highly placed Indian police source, who did not want to be named, said Bangladeshi security forces raided several locations in Moulavi Bazar district bordering western Tripura to track down Indian militants on Monday.
Troops from the elite Rapid Action Battalion (RAB) dismantled a camp of the All Tripura Tiger Force (ATTF) at Satchari in Moulavi Bazar and arrested a militant while the others fled to nearby forests without challenging the troops, the source said. “Some 15 militants were in the camp before the RAB stormed it. They were able to flee the area with arms, ammunitions and important articles,” the source said.
The RAB conducted raids on various locations in Moulavi Bazar, where militant outfits such as the ATTF, People’s Liberation Army of Manipur, the United Liberation Front of Assam and the National Socialist Council of Nagaland are believed to be based. The militants, living in hideouts in northeastern Bangladesh, are now trying to cross over to India. But the barbed wire fencing in most parts of the Tripura border is proving to be a major obstacle for them.
Indian security agencies believe that the Bangladeshi government has been prompted to take action against militants of all kinds following the mutiny by some units of the Bangladesh Rifles (BDR) in Dhaka in end-February. Dhaka strongly suspects that the mutinous BDR personnel had received the backing of militant outfits in Bangladesh to carry out large-scale killing of its officers.

Guwahati, April 8: Militants used more than two detonators as back-up in the Dhekiajuli blast on Monday, ostensibly to ensure that the bomb exploded.
Forensic experts confirmed this after recovering two unexploded non-electric detonators from the blast site at Dhekiajuli in Assam’s Sonitpur district this morning.
“It goes to show that more than two detonators were connected to the explosive. It also shows the improved striking prowess of Ulfa and its desperation to carry out the blasts at any cost,” a police source said.
According to him, there is no doubt that Ulfa was behind the Monday’s blasts in Maligaon and Dhekiajuli and that bicycles were used as bombs in both the explosions.
The Ulfa is known to use the “twin detonator technology”. This time, however, the explosive was connected to three or four detonators and batteries in such a manner that even if two detonators failed, the next would get activated automatically, the police official said.
Explosives experts told The Telegraph that this was the first time the militants had taken recourse to “multiple back-up for detonation” to ensure that the strike did not turn out to be an abortive one. On the possible reasons for the use of so many detonators, the police source said the militants might have resorted to the use of multiple back-up to minimise the risk of failure and to make it very difficult for the security forces to defuse it.
Apart from the two non-electric detonators, the forensic team also recovered the remains of a 9V battery and ball bearings of a bicycle, which were used as splinters. State director-general of police G.M. Srivastava said in the Maligaon blast, the explosives had been stuffed inside the rear frame of a bicycle. This is the first time the Ulfa seems to have triggered a cycle bomb, though one was detected by the police once in the past. The DGP said Monday’s blasts were carried out “under the direction of Akash Thapa of the 709 battalion (of Ulfa)”.
“The Ulfa leadership has gone insane with no love for Assam. The militants can and will plant bombs at any place irrespective of whether the place is near a school or a public place,” he added. With Bihu around the corner, there are chances that the outfit will carry out more blasts, he said. Srivastava called on the people to help fight terrorism. He said the police were doing their best to prevent the Ulfa from carrying out blasts and had succeeded in many ways, but it was time to take help from nagarik samities and other voluntary organisations. “We will also request business houses to employ security guards. The police will train these security guards.”
The DGP said they would recruit retired police personnel to help keep vigil and seek more personnel from the civil administration. The police have asked the departments concerned to clean garbage dumps on a regular basis as these are frequently used by militants to plant bombs. Besides, sniffer dogs will be used to detect explosives.

GUWAHATI, April 8 – Assam Police, following the orgy of violence witnessed across the State on Monday, has chalked out a series of measures to foil the nefarious designs of the militant groups, which also included a provision for engaging retired police officials for round-the-clock surveillance work across the State and identification of vulnerable areas. Director General of Police (DGP) GM Srivastava, talking to mediapersons here today, further asked the civil administration to come out with extra officials to increase the strength of the surveillance team.

Srivastava also urged the public to remain alert during the ensuing Bihu celebrations as the conduct of ULFA has become very unpredictable.

“Though there are no specific inputs about the possibility of terror attacks during Bihu, we need to be on alert all the time to foil the nefarious designs of the militants,” the DGP asserted, adding that the police is planning to work out a mechanism in association with volunteers, citizens’ committees and traders to intensify vigil in all the vulnerable areas. “If required, identity cards would also be issued so that unwanted elements do not intervene in the process,” he said.

“All parking lots, be it authorised or unauthorised, would be kept under some kind of observation by us and we have even asked the Guwahati Municipal Corporation to keep the garbage bins clean all the time as they too are vulnerable points,” the Assam Police chief said, adding that any abandoned vehicle would be lifted within five minutes if that is not properly parked.

Srivastava also vouched for installation of close-circuit television cameras in strategic locations across the State. On the investigation into the Monday blasts, the DGP said that the involvement of ULFA in all the blasts is confirmed and the process of identifying the individuals is on though it may take some time to complete the process. “All the four blasts, which were of similar nature, were the handiwork of dreaded ULFA leader Akash Thapa, Manohari Rajbongsi and Chilarai,” Srivastava claimed, conceding that the photograph of Manohari which was released by the city police recently was that of a school student. “We were misled by Manohari’s elder brother, who provided us the wrong picture,” he confirmed.

“Assam Police is well equipped to handle the situation and we have shown that in the past,” he said, clarifying that the PM’s recent visit was not cancelled due to security reasons. “I can assure you that elections would be safe and secure,” the DGP said.

“In the last three months, we have managed to foil as many as 79 blast attempts and recovered 376 kilograms of explosive during the same period. In between there were 16 incidents of IED and grenade blasts but we need to plug these loopholes too,” the DGP informed.

While 49 civilians lost their lives during this period, 35 numbers of militants were killed during encounters and operations. During the same period, more than 300 militants surrendered. “Of the 18 abduction cases registered with the police, 13 were rescued,” the DGP pointed out. “We are not making any claims but want to ensure that we are seriously at it,” he added.

Split in Bodo votes in Mangaldoi seat likely Correspondent Assam Tribune
GORESWAR, April 8 – With only only a few days left for the 8 Mangaldoi HPC poll, the BPPF candidate Pradip Kumar Daimary is yet to start his campaigning while his rival BPF contender Dinanath Das for holding meeting and rallies in Baksa district and outside of the BTC area . The election wave has now gradually engulfed the Baksa district area falling under the constituency, yet Pradip Kumar Daimary has failed to open poll campaign offices put up posters and hoarding start rallies in Goreswar and other parts of both Baska and outside of the district as well.

The BPF party is in a strong position as it has own government in the BTC. Further, the party is backed by the ex-BLT activists. The BPPF also has its own areas of influence and it is backed by the national day democratic front of Bodoland (NDFB).

The alliance between the BPF and the Congress has its representation in Mangaldoi because despite the party alliance the BPF put up its candidate Dinanath Das. He will face competition from his rival candidates – both Madhab Rajbongshi (Congress) and Pradip Kumar Daimary (BPPF). Both the BPF and BPPF feel the alliance between the BPF and the Congress as great challenge to woo the voters of the Bodo community. The break in the alliance agreement has compelled the party workers to fight the polls with greater zeal.

The Bodo voters living outside the BTC area feel that they have not derived any benefits from the BTC government since its creation. The Bodoland movement agreement signed by the central as well as the Bodoland movement leaders does not reach the Bodo people particularly those living outside the 8 Mangaldoi HPC. There is possibility of theirs to cast their votes. Pradip Kumar Daimary as Bodo candidate rather than the BPF candidate Dina Nath Das who is termed as non-Bodo candidate of the BPF. The BPF candidate will not effect the Bodo voters as a whole.

However, the students’ body ABSU is likely to back BPPF on the voters in and outside Goreswar comprise of various communities and among them the Sarania Kachari community voters numbering around 35 lakh could play a leading role. There are other voters belonging to minorities (5 lakh) in Mangaldoi HPC, who may also play a crucial role.

Blast impact: people losing confidence in Govt Assam Tribune
GUWAHATI, April 8 – Monday afternoon’s bomb blast at Maligaon could actually affect political fortunes in Guwahati, with dismayed and distraught local people losing confidence in the administration and the State Government.

A day after the blast that killed eight people, when shop attendants were busy in cleaning operations, citizens vented their ire at the police and political leaders. Most of them were united in the belief that the State Government had failed to control subversive activities in Guwahati.

A resident of Maligaon, Subir Ghosh, told this correspondent that people of his locality were living in fear and apprehension. “Yesterday’s blast took place less than a hundred metres from a police station. Tomorrow a bomb might go off in front of my home,” he remarked. He questioned what the police were doing to curb extremist activities.

In front of the market-cum-office complex, where the bomb had exploded, cleaning operations were on till afternoon today. The shops had downed their shutters till 12 in the afternoon as a protest against the blast.

Pawan Kumar, a sales person who witnessed yesterday’s blast and also sustained minor injuries said, “We have lost faith in our political leaders...we deserve positive change, but do not know if that would really happen in the coming elections.”

He revealed that even though several people were killed and injured in front of his shop, there was hardly any leader who cared to enquire about the situation in the aftermath of the blast. “No political leader has come to enquire about us or to show their moral support. The Governor SC Mathur, however, paid a visit this morning,” he noted.

“The people of Maligaon and Pandu would vote for anyone but the present party in power,” said Kakoli, a young woman and a resident of the area who felt that people no longer had confidence in the present political leaders. The Congress candidate, if he solicits votes would have a lot to answer, she added.

People who had gathered in the blast site today were also of the opinion that something needs to be done about the parking of vehicles in the area. For long parking of two wheelers and four wheelers has been going on the south side of the road. Local people now want that to be a thing of the past.

Voices are also growing stronger about better policing in the Maligaon-Pandu-Adabari area, which has a large floating population. Already several incidents involving extremists and anti-social elements have been reported from the area, and there are fears that more could take place in the run up to the Lok Sabha polls.

GUWAHATI, April 8: Coming down heavily on the Opposition parties for their hue and cry on the current law-and-order situation in the State, Asom Governor SC Mathur today asked them as to why they had failed to tackle terror during their ten-year rule in the State. He, however, said being the constitutional head of the State he does not take any side.
Talking to newsmen at Raj Bhavan today, Mathur said: “The need of the hour is cooperation from all, including the media. No party should play politics with the current situation in the State, as that will only harm the interest of the common people. Local committees should be formed as is the case in Punjab. Such committees should inform the police of all developments in their respective areas. Such committees have scripted a success story in Punjab.”
While appealing to the rebel groups of the State to join the mainstream of society, the Governor said rehabilitation packages are a must for surrendered rebels. “I take the responsibility of taking up the issue of rehabilitation packages for surrendered militants with the State and the Central governments. A State-level committee should also be formed for the purpose. We should see that the rebels get bank loans after their surrender. When a youth don’t have to think for his livelihood, naturally he will be less inclined towards rebel groups.”
On the current law-and-order situation in the State, the Governor said: “I have asked the DGP this morning as to why the police can’t stop blasts in the State. He said the militants have changed their modus operandi. In the recent blast at Maligaon in Guwahati, the bomb was planted under the seat of a bicycle.”
Replying to a query from reporters, Mathur said: “We aren’t secure today. Safety of the common people is under threat.” When asked whether he is defending the Congress by questioning the role of the Opposition parties, the Governor said: “I am the constitutional head of the State. I don’t take any side.”
When he was repeatedly asked about Independent MLAs Jiten Gogoi and Kushal Duori against whom arrest warrants have been issued for violation of the Wildlife (Protection) Act, an evasive Governor said: “I have done my duty by asking the government to arrest the two MLAs. They will be arrested soon.”
When asked on the reasons behind the failure on the part of the government to arrest NC Hills Autonomous Council (NCHAC) Chief Executive Member (CEM) Mohet Hojai for his alleged links with rebel groups, the Governor said: “I have done my duty. Hojai will be arrested soon.”
Integration means solving problems of tribals: Charenamei M Kaimuanthang

Lamka, Apr 8: Strengthening Indian integration means to solve most problems faced by tribals of the state and again fostering Indian integration does not mean Manipur`s territorial integrity cannot be affected for good purposes as it is still within the Indian territory.This was stated by the PDA Outer Manipur MP candidate for the 15th Lok Sabha Mani Charenamei today at Synod Hall, IB Road during his campaign speech in the run up to the Lok Sabha election amidst thunderous applause today.

The campaign programme commenced from 11 am today and was attended by Morung Makunga, MLA Tengnoupal, Awangbou Newmai, MLA Tamei, Gaidon Kamei, PDA Speaker and Gen Secy apart from many others.

Mani Charenamei further stated that if we have a state we can grow and develop like our neighbouring state particularly Mizoram as we will be able to manage our own affairs and put our policy on the pipeline of development.

While highlighting most of the steps he had taken up during his tenure as MP in the existing term, he said he had raised the issue of Mautam, landmine and the erasing of some farmers by the Burmese Army some years back at the Parliament which had produced the desired result. Further, due to his initiative there was a prompt reply from the Central government and as a result a Central team was dispatched to interior areas to assess the gravity of the situation. Moreover, on the teams recommendations relief assistance were sent to areas affected by the famine and more of this are in the offing.

While stating that there are lots of differences between the hills and valley dwellers, he said in the former cases, children are malnourished, underfed, could not afford schools and were unable to take up course of activities and profession which they wish and dream to choose as a profession. In the latter cases we have seen children and people growing leaps and bounds and most of them could follow the line of profession they wanted to. "In valley we saw children playing games of different types according to their interest and sharpening their talents to earn fame and use it as a profession," because they can afford. How much is the gulf manifested by the conditions of roads and in many other perspective. To cite an example, he said the maintenance work of Tipaimukh Road, National Highway-150, which was started way back in 1980 has not been completed till date and everything is in the reverse gear. We are marginalized people and have to chase development.

With regards to delimitation he said it has not been possible to materialize because when a plan is mooted to practically carry it out because there are so many critics saying that this will result in blood letting and chaos and confusion. Actually he said we can add 2 to 3 more constituencies in the hill for decentralization of development. The plans to construct two more border trade centres at Behiang and at Ukhrul has been thwarted for many reasons, he said adding that an instruction was given to the state government to conduct a survey on the feasibility of this attempt, but this matter has till date been kept in abeyance. Morung Makunga while addressing the gathering said 9 MLAs supported the PDA candidate considering that Mani is the most prospective and has a concern for the development of tribals.

On development issue, he said when there is peace the Central will want to provide funds for this venture as there are no disturbances and the programmes could be carried to the end. But in view of the prevailing scenario it is not conducive for such a venture and the development process of our state is retarded. While stating that there are so many issues to be addressed, he said Mizoram is the most peaceful state of the country and how developed it has been today.
Awangbou Newmai has said that the recent plans to increase the number of MP seats based on population has caused so much haloobaloo in the Centre with the opposition stepping up a strong protest and so the national parties should be strongly denounced.

However, candidates like Mani will raise voice as he has none to restrain him for he is the PDA candidature while the national parties has many to restrain them from doing such a thing. Pointing out how there is negligence of giving proper treatment of the tribals for its solution in the state he said recently MU tribals students union demanded for a change in reservation policy. They have set a deadline of April 1 within which their demand has to be met by the government otherwise the students will quit the MU and pressurize for a separate hill university. However, the government does not come out to meet their demands or atleast hear their grievances. He said during that time the Assembly was in Session, however, considering the seriousness of the matter he and some other tribal MLAs ask permission from the Speaker so that they will be able to go and meet/hear the genuine problems of the students. But they were not given the permission, he said.

During today`s campaign trail of Mani Cheranamei the Vaiphei, Simte and Rongmei cultural troupes showcased their cultural dances while artistes invited for the programme rocks the audiences occasionally.
