Garos of Nagaland quetch discrimination morungexpress

Dimapur, December 1 (MExN): Enraged by what it terms as “violation of fundamental rights as enshrined in the Constitution of India”, the Garo Students Union of Nagaland has submitted a complaint to Recruiting Director, 3 Core Rangapahar, Dimapur alleging discrimination of candidates belonging to the Garo Community at the Recruitment Rally held at Indira Gandhi Stadium, Kohima on November 24, 2008.
The complaint submitted by president, Biplap K. Sangma relates how a number of youths belonging to the Garo Community of Dimapur had come to the recruitment as per advertisement published with the requisite indigenous criteria since they were inhabitants of Dimapur District. However, on reaching the venue, the aspirants found to their dismay that they would not be allowed to participate in the rally on the reason that they did not belong to the State of Nagaland and that were advised to go to Meghalaya.
As such, the students’ union stated that this denial of opportunity to eligible candidates who fulfilled the requisite preliminary criteria is discriminatory and unconstitutional. “The Garos are recognized Indigenous Inhabitants of Nagaland and their status as such has never been questioned at any time,” stated the complaint letter adding that their existence in the State of Nagaland has been given due recognition even in the official Gazette of 1970. “As such, the State Government has empowered the Office of the Deputy Commissioner to issue Indigenous Certificates to members of the Garo Community who are found to be Indigenous Inhabitants of the State. The State Government has also made provisions for the Indigenous Garos as seen in the Notification issued by the Home Department Vide Order No. APPT-I8/6/67 Dt. Kohima 6/7/73.”
In view of such “arbitrary and irrational denial of opportunity to the said candidates from Dimapur District is founded on no reasonable basis and amounts the violation of Fundamental rights as enshrined in the Constitution of India”, the union expresses sincere hopes that such incidents will be avoided in future. The Union also urged Recruiting Director, Colonel Rakesh Nair to ensure that the personnel in charge of recruitments are better informed as to the rights and status of the genuine Indigenous Inhabitants of Nagaland. It also cautions that in the event of continued discrimination on the community, the Garos of Nagaland would be constrained to air their constitutional grievances before the High Court.

Hornbill Festival: Marks the rising Nagas Chizokho Vero Morung Express
Naga men and women, in ceremonial dress, look on as they wait to perform during the first day of the annual celebration of Hornbill Festival at Kisama on Monday, December 1. (Caisii Mao) Kisama | December 1 :
The much-anticipated week-long annual Hornbill Festival of Nagaland 2008 got off to a colorful start here this morning at the Naga Heritage village—showcasing the rich cultural heritage of the Nagas in presence of dignitaries and tourists from different parts of the world. “As Nagaland marches towards an era of peace and development, Hornbill festival symbolizes the emerging Nagaland,” said Governor K. Sankararanarayanan, inaugurating the festival.
“Visitors and tourists visiting Nagaland will realize that Nagaland is peaceful and it is vibrant. The colours of Nagaland, its youthfulness and hospitality will touch one and all. Nagaland is modern but our traditions and cultural heritage is intact,” Governor said adding that the Hornbill Festival is an opportunity where the Naga people showcase the best of its culture.

Saying that peace has been the most cherished goal for the state for all these years, he said “Today it is more than a goal. It is a right. A basic fundamental right for all the citizens of the state we have to stop killing of brothers by brothers.” He said peace is a must in order to have growth and development. “Our youth have got dreams; they need to get a chance to realize them. We have to ensure that we live in harmony with one another, have unity cutting across tribes and communities and rise above narrow sectarian interests to take a view that is beneficial for the society. The cause for a better future for our youth is reason enough for all leaders to come together and join hands to foster the spirit of unity and brotherhood. It will lead to better cohesion and harmony in society leading to peace, thereby creating an environment for rapid growth and economic development”.
“Nagaland is truly the land of festivals. Almost every month, we have a distinct colourful festival in some part of our beautiful state,’ the Governor said while adding that the Hornbill festival truly represented the fusion of tradition and modernity, bringing together all tribes and communities together in the celebration of Nagaland. “The hornbill is a distinct part of our traditional folklores, customs and dresses, specially the headgear. It also represents the inherent unity and oneness of all Naga tribes,” he said.
The governor also said the state has a great potential in agriculture, horticulture, tourism and IT sector, and the youth are amongst the best in the hospitality and service sectors. Stressing on the need to take the plans of infrastructure development and that roads, water, electricity and connectivity formed as vital for economic growth, the Governor urged the people to strengthen the hands of the state government and march the path of growth. “I am confident that together we will overcome all obstacles and realize the vision of a vibrant and economically developed Nagaland that the founding fathers of the state had dreamed of.”
The festival has been organized with a view to showcasing all tribal festival of the state in one place, for the convenience of tourists, guests and everyone else, said Chief Minister Neiphiu Rio. He said, in order to let sustainable tourism to take place, “we need continuing peace and tranquility.” In the atmosphere of fear and violence, no worthwhile development or progress can take place anywhere, Rio reminded and challenged the people to make concerted efforts to maintain and promote peaceful atmosphere, which “we have cultivated and nurtured over the years.”
“It also goes to the credit of different Naga nationalistic groups that they have never engaged in senseless destruction of life and properties. They have never harmed tourists and any of our guests, or individual in any activity, that may have detrimental effect of the image of the state,” Rio said. While celebrating Hornbill Festival this year, he said, ‘our hearts go out to the people of Maharashtra, whose capital, Mumbai has just faced the most senseless and barbaric attack from terrorists’. He challenged the people to unite and strengthen “our resolve to collectively and individually fight this menace of terrorism.”
Rio said the Government of India has now recognized the Hornbill Festival as a national event. He maintained that the reputation of the festival has also spread far and wide. The festival is a joint venture of the state government and all the Naga tribes, he said.
Rio also stated that the government was also exploring the possibility of forming a consortium for organizing the Hornbill Festival, that will comprise corporate bodies, event managers, cultural experts etc, who would be able to professionally manage the whole show. “This will be in total consonance with the present government’s policy of privatization and communitisation.”
The Chief Minister also stressed on the need to make the venue operational throughout the year and later suggested that various tribal festivals and other events be organized in the venue so that there is always some activity or other going on at the site. Stating that the state government has been trying to enlist people’s participation and initiative in the tourism sector, Rio said the government has taken up communitisation and privatization of tourism as a policy in a big way.
“People should come forward as stakeholders and managers for maintaining and running of the government’s properties in tourism and other sectors,” said Rio. Chairing the inaugural function, Parliamentary Secretary for Tourism, Art & Culture and Law & Justice Yitachu said that an occasion like Hornbill Festival provides a time to make peace, maintaining that peace is pre-requisite for advancement of mankind. Traditional blessing was led by Chato Paphino, President, Southern Angami GB Association. This year’s edition of the Hornbill festival registered the highest number of international tourist. The festival will go on till December 7.

Stand off between NSCN (IM) cadres & AR ends at Seithekema (Page News Service)
DIMAPUR, DECEMBER 1: The stand off between the armed cadres of NSCN (IM) and the Assam Rifles came to an end Monday evening after several hours of discussion with the cadres.
The armed cadres had stationed at Seithekema, near Patkai Christian College for last three days creating tension in the area. Even after the intervention of NGOs and the Forum for Naga Reconciliation yesterday, the NSCN (IM) cadres did not vacate the populated area.
Today, the Assam Rifles, which had been monitoring the situation had sent in another column of the forces, besides the district police and IRB also reached the area, following reports of the presence of the armed cadres there. Many public leaders and NGOs also tried to intervene and make the cadres understand the gravity of the situation, but they did not relent. At the end, the police forces and the Assam Rifles went inside where the cadres were holed up and asked them to vacate. It was only around 8 p.m. the armed cadres vacated the area.
Assam Rifles sources claimed that they had forced the armed cadres to vacate the area at around 8.30 p.m. after they had send one more column of the AR jawans. Sources said that the presence of armed cadres in the civilian populated areas was a total violation of ceasefire ground rules, therefore, the Assam Rifles had to intervene and force them out.
Police sources said that district administration, police and NGOs had a long talk with the cadres, after which they left the area.
NSF President, Imchatoba Imchen, which expressing displeasure over the stand off between the security forces and the Naga faction, said that at this juncture when students are appearing exams in Patkai Christian College, such situation has created havoc amongst the students and put psychological pressure on them.
He said if this continues, NSF would not remain a silent spectator and would not tolerate them. He said both parties should restrain in the interest of the students and villagers.

NSCN(K) ABDUCT GULLIBLE NAGA YOUTH FOR RECRUITMENT Nagaland Page
A dastardly act of NSCN(K) to abduct innocent villagers with the ulterior motive to recruit them forcibly has incurred the wrath of the common people. This shows that militancy is slowly degenerating into mindless terrorism. The abducted youth and their parents are undergoing psychological trauma. In addition, for the first time, all civil society groups are unanimous in condemning an act by this militant outfit. The support base, if any, of these militant groups is fast eroding as they refuse to mend their ways.
NSCN(K) has abducted these young men to recruit them as soldiers to serve their army. To save themselves from outright humiliation in the state, they may claim that these abductions are due to some other reasons, nevertheless, this unwarranted act has shocked the people of the state and all sections of the society certainly condemn such acts of terrorism.
Forcible recruitment and abduction of the youth by NSCN(K) will now instill fear and a sense of insecurity all over the state. Parents and teachers will have to take extra precautions while escorting the children to and back from school. Abductions in Purr Village in Phek District have certainly sent shock waves across the whole state.
It's time for the guardians, people, teachers and the government to get together. The leaders of the NSCN(K) should also be there to respond to the voice of the people and not to abduct them, if they have the remotest of sincerity to contribute to solve the Naga issue.
The kidnapping by the militant group indicates that they are getting desperate. It clearly means the NSCN(K) are not getting mature people to join their ranks, as every responsible citizen of Nagaland is seeing that this outfit is now void of any ideology, ethics or morals, and can go to any deplorable extents to disrupt harmony and normalcy, wielding gun-power and muscle-power to threaten our God-fearing and peace-loving Naga citizens. Incessant pressure through concerted operations by the Army and the Assam Rifles, coupled with the peace initiatives by the Government, has resulted in ceasefire in Nagaland, but such irresponsible and anti-society acts of the militant outfits will upset the peaceful environs in our beautiful state of Nagaland.

5 killed, 34 hurt in Assam train blast Times of India
DIPHU (ASSAM): Five persons were on Tuesday killed and 34 injured as militants exploded a bomb in a train and followed it up with gunning down
of a Hindi-speaking couple in the central Assam district of Karbi Anglong.

Suspected cadres of the banned Karbi Longri NC Hills Liberation Front (KLNLF) exploded a timed device inside a general compartment of the Tinsukia-Lumding Passenger train as it approached Diphu station around 8 am killing two passengers, including a child, and injuring 35 others, officials said.

The two passengers who died on the spot were identified as Kamal Singh Teron (26) and Raj Debnath (7).

A woman passenger, Namita Debnath (25), succumbed to her injuries in Diphu Civil Hospital, where the injured were admitted. Two others, whose condition was stated to be serious, were shifted to the Army Hospital at Dimapur in neighbouring Nagaland, they said.

Militants later shot dead Hindi-speaking couple Raju Sahu and his wife and injured their child at Dalamara. The militants fled after the incident causing panic in the remote village of the hill district, sources said.

KLNLF ultras, enforcing an 'indefinite economic blockade' had on earlier occasion’s targeted Hindi-speaking people of the district. This is the second major attack in Assam after the October 30 serial blasts, which left 87 people dead.

'Pakistan will have to pay a heavy price' Rediff news

M J Akbar M J Akbar is one of India's best-known journalists and commentators, someone with a deep insight into the Indian people and their mindset. In this first-person, as-told-to piece, Akbar discusses the Mumbai attacks and their relevance for India.
Many people forget that India is a tough nation. Toothless leaders have turned India into a soft nation. People forget that India has fought back Muslim terrorism in Kashmir; Sikh terrorism in Punjab, Christian terrorism in Nagaland and Hindu terrorism in Assam, and amongst the Naxalites
We have had everything thrown at the Indian nation State. Still, we have stood up. The people of India have shown the courage and ability to believe in their nation and to fight back. But the completely impotent leadership of five years have turned a tough country into a soft State.
I am very sad. I keep feeling that if they protect India as they protect their leaders -- whether it is Prime Minister Manmohan Singh or Congress President Sonia Gandhi -- I think I would be safe. Today, India's leaders are safe and India is in panic.
On what India's response should be: India's proper reaction would be possible if we understand the extent of the disease.
If the disease is cancer, you can't apply band aid. After making a complete mess of security issues for five years by asking Shivraj Patil to go finally we may have a home minister who doesn't comb his hair and change his clothes. But we want something more than that. If it is cancer, we need chemotherapy, a much more serious exercise. It needs a legislative and executive framework. It needs political mobilisation. People are numbed.
The Indian people have no leadership. You have a prime minister. Did you see him when he addressed the nation? Nobody knew if he was addressing the nation or having a cup of tea?
He looked serious, but he didn't talk to us about our anger and about our anguish. I think this administration is tone deaf to the anguish of the people. They just cannot understand what the people are going through. They just don't understand our pain or our anger. The most important thing is that, perhaps, we have politicised not only the instruments of the State like the police but we have also politicised the understanding of the nature of the problem.
I think the very first thing to do is to ensure security so that it prevents the next attack. If any attack takes place under someones job should go. Don't come to me with alibis.
On the terrorists getting local support: I am an Indian Muslim and I am very proud of both, being an Indian and a Muslim. I do not see any contradictions. This is my land and I have nowhere else to go.
But can I say because I am an Indian Muslim that no Indian Muslim is involved? Can you, because you are a Hindu, say that no Hindu is involved? We have to behave like Indians first. Not as a Muslim or as a Hindu first. Because we need Hindu votes and Muslim votes and because this government thinks that it needs Muslim votes so it has been in complete denial.
Do you think that these people came across from Pakistan and had no support in Mumbai?
It is not possible. It was a huge operation. Ten people hit nine places and you killed nine of them. You want to say that they went from place to place? Who knows some of them must have slipped away to create new sleeper cells to hit us six months later.
They are hiding things. I would like to believe that there was an underworld connection. Because, Karachi and Mumbai are also linked by drug smuggling. The culture of criminals is aggression. It comes naturally to them. It is not easy for you and I to become aggressive, however angry we are. It does not come naturally to us. These are people who are trained psychologically in aggression. They have no respect for the State. They have no love for the country. And they have no respect for authority.
Why? Because the only face of authority is the corrupt policeman. The criminal gives money in the morning and money in the evening. Why should he have respect for somebody he gives bribes to? For the guy from the underworld his understanding of the Indian State and authority is corruption. He has no patriotism to stop him. Why would he not join hands with the terrorists? In any case, he belongs to another world. We have not even begun to address and discuss this.
On the Pakistan factor I am tired of giving Pakistan a long rope on some excuse or the other. Everybody is saying this will happen if we do this, that will happen if we do this. Our relations with Pakistan will go, then, let them go. What has our relations with Pakistan brought us except violence and terror? Why should we be in charge of saving Pakistan? For what? Every time they turn around and they say they want evidence. Now, finally we have evidence.
I have been an editor for 35 years from the age of 23. From that time on, since the days of General Zia-ul Haq, I have been hearing 'Pakistan is asking for evidence'. We asked for withdrawal of their support to the movement for Khalistan, they said, 'Oh, we don't know anything about it.' On Kashmir, they kept repeating where is the evidence. Benazir Bhutto came, she asked for evidence. Nawaz Sharif came, he asked for evidence. I think Pervez Musharraf asked for less evidence. Now again, they are asking for evidence.
There is a terrorist in Mumbai, captured and arrested. How much more evidence do you want? If what he is saying is not evidence, then how can you get more evidence?
This government is in its 11th hour. Now they will bluff the people to protect their votes. There is no time left for them. The agony of departure will be hard from this government.
On the reaction in the West
The US and Britain have a vested interest in telling India to look within. Why? When Americans die then they can send their air force 7,000 miles and bomb every country to smithereens. But when Indians die, they tell us no, no, you must be patient. You must act like a swami and a yogi. Why? Is an American life more precious than an Indian life? Why should we keep listening to them? But we have a government that keeps listening to them all the time. We don't get tough.
The last time we got tough was after the attack on Parliament. We took some tough actions under Operation Parakram and then there was a certain lull. Three years ago, Prime Minister Manmohan Singh was able to tell President George W Bush that there are no terrorists amongst Indian Muslims. That means that lull continued.
Pakistan must be made to realise that it will have to pay a heavy price. Not necessarily through war, but a heavy price will have to be paid in loss in trade, in cancellation of orders and other engagements. They should pay a heavy price in terms of people to people relations. I am not saying you can freeze a relationship to death, but the message must go out that if there is a crime there will be a penalty. You just can't get away with it.
Let the Pakistan government cooperate with us. But look at how the Pakistan government has buckled down and we are sitting here whimpering.
They want to send some lowly officers to India. For what? Even Pakistan is treating the Manmohan Singh and Sonia Gandhi government with total contempt. They know how weak it is.
Delink Hindu-Muslim relations and Pakistan Look, you must not confuse the Pakistan issue with the Indian Muslims issue. Their so-called alienation or their economic deprivation is not linked to the issue of Pakistan.
Indian Muslims have nothing to do with Pakistan. They have absolutely no sympathy for Pakistan. They know that Pakistan was the biggest mistake committed in the history of Indian Muslims. They know it. You can ask anyone in Baroda, Bihar or Mumbai. They know how they are suffering the backlash of all the consequences of cross-border terrorism.
Today, they fear retribution from the government, they fear retribution from popular disenchantment and anger. They feel helpless. They feel afraid.
We must understand finally that it is not so much the 'local people', it is the local underworld that is involved in anti-India activities. In 1993, who were involved in terrorism? The underworld. Why have you not done anything about it? The State turns a blind eye to the police and corruption. I don't know how many readers smoke hashish and other stuff, but I am accusing them of cross-border terrorism. Drugs come to India from Afghanistan via Karachi.
What we can do as individuals If whoever is responsible for protecting the nation fails, then he or she should not be allowed to continue in power. That is the toughest and sharpest message we can give. You can tell that you may be a soft State, but we are a hard people and we are hard voters.
We are not going to forgive you for your lies and deception and for your waffling. How many blasts do we need to understand that? When Jaipur, Ahmedabad, Mumbai and Delhi happened no one who was genuinely guilty was caught.
We have to understand now that corruption has eaten away vitals of this nation. It is the biggest danger to the security of India. It is not just the case of some spectrum being sold to someone by some minister in. Everyone who is corrupt get out!
It Is a failure all around. We have to be extremely practical and pragmatic. There is great deal to be depressed about as an Indian. Frankly speaking, I feel very angry and upset. I am never upset by the behaviour of our enemies. I am only upset by the betrayal of those I trust.

Bullets, bombs wound Karbi hills Two migrants gunned down

Nagaon/Guwahati, Dec. 2: A Karbi militant gunned down a Hindi-speaking tempo driver and his cousin at Dolamora this morning, hours after a bomb exploded on a train in Diphu and two more were recovered from a Congress office and bus shed at Dokmoka. The string of events coincided with the Karbi Longri North Cachar Hills Liberation Front (KLNLF) clamping an “economic blockade” on the district from today.
A militant of the outfit, armed with an AK-47, walked to a cluster of houses near Dolamora around 10.15am and took aim. Ram Kumar Sonar, 27, who was sitting on the verandah, got hit and died instantly.
The militant then trained his gun on 14-year-old Ruma Sonar, the slain youth’s cousin, and sprayed bullets on her, before fleeing.A tempo driver at Bokakhat in Golaghat, Ram had come down to Dolamora only that morning for a visit.
Ruma’s father, Dilip, said a young girl had noticed an “unknown” man walking down to their village and warned them.
“I alerted everyone to hide. But it was too late. The unknown person carrying a rifle opened fire,” said Dilip, who has been living the village for the past few years. Police later said they found several spent cartridges of AK-47 rifle from the site of the incident.
Today’s attack comes exactly a month after militants gunned down three Hindi-speaking persons in Sukanjuri, on the district’s border with Nagaon, on the eve of Chhath.
It was later found that the three had refused to pay extortion sums to the KLNLF.
In February, Hindi-speaking people in Karbi Anglong had been advised by the administration to shift to the safety of relief camps or consider moving out of the district temporarily to escape an ethnic pogrom.
The government’s suggestion came after two Hindi speaking people were killed by suspected KLNLF militants on February 24 this year. An ethnic hate campaign claimed 34 lives in the hill district last year. But unlike earlier attacks, today’s killings came co-ordinated with blast plans While one bomb exploded on a train around 8am, two more were recovered from the Dokmoka Congress office and a bus passengers’ shed under Hauraghat police station.
The police said both the bombs were planted by suspected Karbi militants. A breakaway faction of the United People’s Democratic Solidarity (UPDS), the KLNLF was floated by Harsing Timung after the mother outfit announced a ceasefire in 2001. The Karbi attacks came on a day when the All Assam Students’ Union demanded the resignation of chief minister Tarun Gogoi for the October 30 serial blasts in the state. AASU general secretary Tapan Kumar Gogoi, in a statement, said the chief minister has no right to continue in office. “He still holds his position because he has no morality”.
