DIMAPUR, JUNE 12: It was probably for the first time in the
last 11 years of ceasefire that the NSCN (IM) today walked out of the Ceasefire Monitoring Group meeting held here at Chumukedima.
The absence of the new CFMG Chairman, M L Kumawat in today's meeting had irked the NSCN (IM) officials, while the Government of India official, Naveen Verma ignoring NSCN (IM)'s statement on the present situation in Nagaland compelled them to walked out the meeting.
While the Government officials, coming out of the meeting sans NSCN (IM) Convenor Brig Phungthing Shimrang and other, ignored the media persons, the NSCN (IM) came down heavily on the GoI officials terming them of "double speak" and applying "double standard policy" towards the Naga issue, and said that the GoI speaks one thing in Delhi and another at the home front.
A member of the Ceasefire Monitoring Cell, while talking to Nagaland Page said that during the meeting Special Secretary to Government of India, Naveen Verma had allowed CFMC Convenor, Brig Phungthing to present his views. However, he was not willing to accept the ground realities here, which prompted the 4-member NSCN (IM) team led by Brig Phungthing to walk out.
He said that the appointment of M L Kumawat as the new CFMG Chairman was a unilateral decision of the Government of India and even removing former Chairman, Lt Gen Kulkarni was a unilateral decision of the former. The NSCN (IM) was not consulted on both counts, he said.
He said when former IGAR (N) K S Sethi had termed the Unification Group as illegal, the Government of India has not done anything to stop them or initiate any action against this group, which is moving freely with arms and indulging in abductions, extortion etc.
He said when Wungram Colony was stormed on May 16 last, the Government granted more than 3 hours to them to go offensive whereas the distance between the police station from Wungram is just a stone-throw distance. He said the people of Wungram needs protection from antisocial elements, but when on April 22, 2007 the whole of Wungram Colony was set on fire in front of Assam Rifles, IRB and the state police, the Government just remained a silent spectator.
"We have exercised maximum restraint even in difficult situation," he said asking "Had our boys fired, what would be the situation?"
The CFMC member further said that in the name of SOP, the Government is trying to equate NSCN with antisocial elements. "Let GoI define what is NSCN/GPRN," he asked adding, the Unification Group is now clubbed with Khaplang, which is very much insulting and against the peace process.
Does Government of India needs two solutions?, he asked stating that when former Prime Minister, Narashima Rao had recognized the NSCN (IM) and invited them for talks after having ceasefire, what prompted them to have another ceasefire with the Khaplangs.
He further pointed out that the Government of India is encouraging state-sponsored terrorism by not doing anything against illegal organizations.
He said that Security Forces have often conducted operations to flush out the armed cadres, but still armed cadres of the rival groups are still moving freely.
"We'll honour and respect the Naga people's desire for peace and yearning for settlement," he reiterated and alleged that the Government of India is providing room to continue unhumanitarian situation.
Meanwhile, Convenor of CFMC, Brig Phungthing questioned the Centre on the gratuitous impositions on the NSCN from their own angles and said that such impositions would not be accepted by the organization when the peace process is still going on.
He said that the Centre is trying to impose on the NSCN (IM) what to do and what not to do in the name of the Naga people, but that's not the way as per ceasefire ground rules.
He said despite lots of assurances on ceasefire ground rules, there have been numerous instances where properties have been lost, cadres have been arrested and their arms seized.
Phungthing further questioned as to why his men were being booked under National Security Act (NSA) when there was ceasefire in the state. He also questioned about the establishment of the rival cadres at Vikhoku, stating that when the Centre keeps on reminding that Vihokhu is illegal, but it has not done anything against them.
On the sudden replacement of CFMG Chairman Lt Gen R V Kulkarni, the CFMC Convenor said that they were not consulted on the issue, eventhough their members met the GoI officials in New Delhi on May 22 last.
Meanwhile, representatives of the Government of India, could not be contacted for comments.(Page News Service)
Rio accused of taking bribe OUR CORRESPONDENT The Telegraph
Kohima, June 12: The Opposition Congress in Nagaland today alleged that chief minister Neiphiu Rio had received Rs 50 lakh from a contractor and demanded a CBI inquiry into the matter.
The Congress said Rio had received the money from C. Sungit Ao, a class-1 contractor registered with the flood control department of Assam, in connection with construction of roads at Longkhum and Molungyimsen villages in Mokokchung district.
Nagaland PCC secretary Vitsorel Lcho said Ao had told an inquiry committee that he had paid Rs 50 lakh to the chief minister, another Rs 50 lakh to the then minister for roads and bridges, Tokheho Yepthomi, and Rs 11 lakh to Vikuotuolie Suohu, chief engineer, roads and bridges. The Congress appealed to Governor K. Sankaranarayanan to intervene by referring the matter to the CBI.
The state government had issued work orders in October 2007 for eight roads, for which Rs 21 crore was released. This was 70 per cent of the amount sanctioned by the government for the Nagaland road development project.
On January 9 this year, the village council of Lonhkgum complained to the chief engineer that the contractor had taken Rs 3,09,00,000 from the department on November 15 — against the work order of Rs 4,90,50,000 allotted to him for construction of Lin Road at Longkhum — but had not done any work.
During President’s rule, a high powered technical committee was constituted to look into the matter, which was later taken up by the state vigilance commission.
Last month, the commission raided the house of the chief engineer and found Rs 2.75 crore at his residence.
A report submitted by the committee to the government stated that several top officials in the roads and buildings (R&B) department were involved in the scam. It recommended action against the government officials.
Rio could not be contacted. Yepthomi refused to comment on the alleged scam. “I don’t want to comment as investigations are on,” he told The Telegraph. He said he would comment after the probe was complete, but was in no hurry to do so as he had detailed records.
Rio refutes allegation morungexpress
Dimapur, June 13 (MExN): Chief Minister Neiphiu Rio has refuted Opposition Congress’ allegations that he received kick-backs from a contractor in the recent pay-off case in a number of road-link projects in Mokokchung.
The CMO today issued a response denouncing the allegations saying they are politically motivated. “The Congress allegation that the chief minister had taken money from a contractor against some road projects is totally misleading and politically motivated. It is clarified that the allegation has been made merely to tarnish the image of the chief minister and it holds no truth” stated the chief minister’s press secretary.
The CMO advised the Congress against making allegations without any concrete evidence and “justifications” for it (Congress) is a responsible political party.
The CMO also stated that the people “are not fools and such immature propaganda will not convince the people,” rather the CMO said, this reflects the state of the Congress party in Nagaland. “Moreover, an investigation by the vigilance commission is underway and the state government will ensure that the investigation is carried out in an independent manner.
The government is confident that the vigilance commission is competent to conduct the investigation judiciously so that truth prevails” it added.

They don’t understand that we are our own worst enemy when we follow only our will. Don’t believe you can do as you like and ignore the word of God. Some day, your own death will bring you to a fatal reality. Always remember that “We are our own worst enemy.”We may think we can do as we like and have it all, in the worst sense of the word, ignoring those who advice us to show down, but one day we’ll be sorry.
It is hard to find “˜Peace Makers” in the world. It is difficult to find people who seek peace and dependence on God. When someone appears talking about peace especially among our Naga leaders, it is usually a biased peace, a peace that is convenient. However, God teaches us that we should be at peace, as much as possible, with everyone. Those who seek peace are Blessed!
Peace makers are very essential in our present Naga society; it is a commandment for a Christian people to make peace with everybody; men and women who never accept evil; men and women who prefer to lose their own rights to let God be glorified. Men and women who are able to abandon all disputes so that the gospel is not stained with their attitude.
Peace Makers: Happy People!
How many divisions have been created even in churches because the members did not know how to give in! How many problems for the gospel have been caused by useless traditions! How many problems are caused because of our leaders hungry for Money and Power to rule their world. How many minute details have separated entire families during years of quarrelling! How many “because-I-say-so” arguments have created enmity that has only been resolved by death…divisions, struggles, jealousy, anger, are some of the favorite weapons of the Devil to destroy the unity of the Christian people. Worthy indeed are those who seek peace!
God says that Peace Makers will be called His children, but the whole world will recognize them. And we cannot deny that in this world they are essential. God is the greatest example of a Peace Maker because He made peace with all of us, through Jesus Christ, when we were His enemies. We should never forget that one of God’s characteristics is His kindness: unlimited kindness. We know that by experience. Peace Makers:

Rengma Hoho condemns killing morungexpress
DIMAPUR, JUNE 13 (MExN): The Rengma Hoho condemned the “brutal killing” of one underground cadre at Tseminyu on June 16 by unidentified gunmen, in the presence of his wife and family members. The press release issued by the president, Kegwanye Lorin, and general secretary Zukeya Woch stated that such act of barbarism and merciless killing is directly against humanity. The hoho expressed unhappiness over factions for choosing the path of violence and bloodshed adverse to the call of the hoho recently declaring the Rengma Area a ‘Peace Zone’. Reiterating the declaration, the hoho made the appeal to all the factions to restrain from “Satanic plan of division, bitterness and revenging fellowship Naga brother.”
The Hoho and its frontal organizations has therefore decided that it will not extend cooperation or tolerate any factions taking pleasure in any form of killing and violence within its jurisdiction. The release, however, stated that doors remained open to all sections of society or factions for peaceful settlement of any dispute or differences of opinion through the spirit of mutual respect. In view of the prevailing situation, the hoho maintained that reconciliation, unification and solution should go side by side and simultaneously. “Let the spirit of forgiving, inclusiveness and tolerance towards one another, prevail in the hearts of every Naga,” the Rengma hoho prayed.
1195 VGs for Assam-Nagaland border areas Correspondent Morungexpress
Kohima | June 13 : In a bold step aimed at countering Assam intrusion, the Nagaland Cabinet today gave the final nod for creation of 1155 Village Guards posts for different villages located at the Assam-Nagaland border areas. The state cabinet which met for two-consecutive days today reportedly gave the final approval for extension and creation of new VG posts. The decision comes following marathon deliberations. The newly sanctioned VGs posts will cover villages located at the Assam-Nagaland Border area covering 58 villages of six districts of the state including, Peren, Dimapur, Wokha, Mokokchung, Mon and Longleng.
The state government is said to have taken the bold step to counter the Assam’s own 10,000 personnel forces of the Assam Village Defense Parties at the Assam-Nagaland border under the Assam Village Defense Organization Act 1966.
Nagaland presently has more than 10,000 strength Village Guards force covering five district including Mon, Tuensang, Kiphire, Longleng and parts of Phek. With the creation of 1155 VG posts, the strength of the Village Guard in the state will now touch about 11,500 personnel.
Village Guards, an organized volunteer force was raised with the objective to defend villages from adversaries and also maintain law and order in village areas.
When contacted, Parliamentary Secretary in-charge of Border Affairs Y Patton confirmed the Cabinet’s decision and welcomed it. He expressed serious concern at the prevailing scenario in the so-called Disputed Area Belt of the Assam-Nagaland border areas. He pointed out that Assam state had established altogether 33 Assam police outposts and seven police stations deep inside the DAB area, while Nagaland has only 3 NAP outposts and without a single police station.
As per the 1972 agreement between the two neighboring states, both had agreed to pull out all the police outposts and stations from the DAB area. While Nagaland had withdrawn its forces from the DAB according to the agreement, Assam state failed to fulfill the agreement and instead continued to deploy more forces.
Patton pointed that as per the 1972 Agreement, any arrest made inside the DAB areas will be produced before the nearest police station. With Nagaland having not a single police station in the area, Assam has taken advantage and any arrest made from the DAB including Nagas are being produced in Assam police stations, he added.

Some Reflections on Naga Cesasefire By: U A Shimray Kangla on Line

Naga people today are a fundamentally unhappy and dissatisfied with the ongoing ceasefire and peace talks. In this decade of ceasefire many “unprecedented activities” are taking place in the Naga hills. But most unfortunate on is recent emergent of “political divides” in the form “ethnic” line. This division led to senseless fratricide killing under the confusion tag of “IM” ands “U.” In other word, Nagas are killing each other. Indeed, peace talks are now in confusing stage. Naga public is dis-heartened and it seem the political talks distant from people. Ceasefire and political talks is rather “deconstructed” into ethnic division and fratricide in the name of “blame-game.” It is a sad episode in the Naga history [ceasefire].

The Indo-Naga peace talks between the [NSCN-IM] and the Government of India has cross one decade. In 2007, “indefinite” ceasefire or “sine die” was declared at lesser known place Dimapur [Nagaland] on July 31st 2007. Hitherto, some Naga people demanded for- “No Solution, No Extension of Ceasefire.” Interestingly, a press statement issued by the Ministry of Information of NSCN-IM flayed the Government of India for what was described as “hurting the sentiment of the Nagas” despite holding 59 rounds of talks.

Ceasefire and “Development activities”
Neo-liberal economic ‘reforms’ in India saw a intense protests against Special Economic Zones [SEZs] in in many places cutting across all sections of people. Way back in 1965, were the Export Processing Zones [EPZs] which are are ‘industrial zones with special incentives to attract foreign investment in which imported materials undergo some degree of processing before being exported again [The International Labour Organisation, 1998]. “EPZs emerged in response to the emergence of finance and global capital as the major economic players, the rapidly accumulating capital that seeks to move out to invest, the growing competition between developing nations to attract foreign direct investment and the thirst of capital to have an unfettered play in the pursuit of profit” [C. R. Bijoy, “Special Economic Zones: Profit At Any Cost,” Memo]. The SEZs thus can be seen as an upgraded version of EPZs based on the “success” model of China. Through SEZs, the Indian state gives further free hand for the market to operate. The giving of primacy to industries over agriculture is part of growth driven development. As a result of this policy there is a bee-line for acquiring fertile agricultural lands. This in fact robs people from their subsistence livelihoods by displacing them permanently

At this backdrop it will be worthwhile to examine the situation in Nagaland. Mr. Rio led DAN Nagaland Government invited multilateral agencies and trustees like Sir Ratan Tata and SEZ. Nagaland, the first state in the northeast that was registered on the map of upcoming SEZs. Two SEZs has been approved. Mr. Pillai, Commerce Secretary said: “The multi-product zone proposed in Nagaland will come up over 400 hectares and land is in possession of the developer” [Expressindia.com, July 12, 2007]. A daily from Nagaland reported: “...a group of ministers set up to finalize a relief and rehabilitation policy today decided in Delhi to give state governments discretion to acquire 30 per cent of the land required for an industrial project or special economic zones provided the developer has acquired the balance. State governments can now acquire 30 per cent of the land on behalf of the project developer if the company has already taken 70 per cent of the land in possession.” [The Morung Express, 31st August 2007].

Coincidently, all these mega-development schemes are taking place in the period of ceasefire. Two decades of “silence” the Government of India is keen enough to have parley with the Nagas that also interestingly in so-called liberal and neo-liberal era. Misra [2000: 59] wrote: “Any settlement [with Nagas] would obviously prove to be of great disadvantage to the other militant outfits of the region” [Misra, Udayon. 2000. The Periphery Strikes Back: Challenges to the Nation-State in Assam and Nagaland. Shimla: IIAS]. In this regard, New Delhi’s policy always term Naga political movement as the “mother of insurgency.” In going Misra’s line, New Delhi by any “means” require to tame the Nagas insurgency in the region for economic benefits. As now, the state is enthusiastic to poach North East’s resources, extract properties, and tap the natural-power in the name of development. Therefore, in turn creates doubts over the veracity of the sine die ceasefire reached between New Delhi and NSCN-[IM].
Further the editorial of Economic and Political Weekly [August 4, 2007] wrote: “At the same time, a new rhetoric of development now binds the centre and the north-east into a fresh relationship that does away entirely with the earlier involvement of the local community. For instance, the Democratic Alliance government of Niephiu Rio, elected in 2003, has pursued development aggressively. Recently a multi-product 400 hectare special economic zone was cleared for Nagaland. And the Oil and Natural Gas Corporation, in alliance with the Canadian firm Canaro, announced its decision to resume exploration activities in the state 13 years after it was first driven out by the NSCN-IM on grounds that exploration could not continue without the consent of local communities.”

“Uneasiness”
Sometimes reflections cause “uneasiness.” Calcutta based National daily wrote: “By the end of this year, Nagaland might well be exporting ballistic body armour and load-bearing equipment to Baghdad and Washington.” [The Telegraph, April 12, 2007 under the caption of “Armoured for Big Business- Defence equipment firm chooses Nagaland over Malaysia”]. The report claimed that the Armour would acquire about 50 acres land near Dimapur town to prepare armoured vehicles and bullet-proof vests. Mr. Rio’s government is obviously ecstatic as the project promises initial employment for at least 100 people, not to speak of the potential for growth of ancillary units. So, at the expense of 100 people employment Naga-land is ready for the “arm/war-race” company in the land of peace yearning Naga people. Further the report indicates that the products manufactured here have been earmarked for use by the US Allied Forces in Iraq.
One Human Rights activist, Deena comments that: “The political atmosphere is becoming more confused and murkier as there seem to be increased economic or development activities in the state of Nagaland. While those who are involved in the peace process have focused on political issues concerning their future, the Government of India has used cleverly its statecraft to use the economic development programme to undermine the political movement. Even the civil societies have failed to comprehend the ploy of the Indian state in its use of economic development programme to undermine the peace process and divert the attention of people from finding a political solution to the Naga issue [Observation, thoughts and reflections based on interaction with Naga civil Society in Dimapur, Kohima and Mokochung in Nagaland from 26th to 30th July 2006].
With regard to Naga Hills, a new economic incentive is rather observed as “unhealthy” trend. The basic deliberation here is Naga Hills really on the way of “economic-shining,” that would be based on market economy [capitalism]. On the other hand, market has potential tools that will create social classes based on economic assets [so-called middle-class/upper class]. In fact such trend could detour support base of the any socio-political movement in the region. Also, economic policies driven by the neo-liberal economic process would undermine or rather dilute the Naga politics and traditional rights. Or, can economic investment “rescue” Naga political imbroglio? This invite serious thought.

Remarks
The oldest armed struggle in the region is on ceasefire at the moment. A relatively “peace” is prevails in the Naga hills except unfortunate senseless fratricide killing among the Naga family. No doubt, Naga society also cannot shy away from the wave of economic development. However, the so-called development activities is taking shape not in Naga perspective but in corporate [capitalist] format. Capitalist model only incourage individualism and greed. Most importantly, such wave tag with powerful forces that can dilute not only the Naga political movement but basic value of Nagas’ livelihood. In this juncture, one can reflect upon the Tibet scenario too. The recent N. Ram’s article, “Future Tibet” [Frontline, July 27, 2007] concludes as: “…the future of the Tibet Autonomous Region and the extensive Tibetan autonomous areas that form part of four major provinces will be- in their differentiated and distinctive ways- with one China.” China’s policy in Tibet claims that Chinese government developed the region within a short span of time. Indeed, this is how the Chinese intrinsically maneuver to divert the Tibetan’s political aspirations. New Delhi seems to be emulating the Chinese model not only in the case of SEZs, but also in dealing with the political aspirations of the struggles for self-determination.

Community of villagers prepare to go commercial with Naga king chilli morungexpress
DIMAPUR, JUNE 12 (MExN): An enthusiastic community of farmers of Lamhai Dungki village, Peren, stood on attention at the Naga king chilli Commercial and Farming Resource Training Centre waiting for the arrival of the chief guest to formally inaugurate it. The centre is a unique undertaking by Thuiliang Society for compact farming of Naga king chilli through innovative traditional methods, which also include bio-fertilizers, pesticides and even manure. “Our chilli is going to be hundred percent organic” says one farmer who proudly displayed the liquid fertilizer obtained from burning bamboo, manure from leaves and husk and animal dung.
This ‘Thuiliang Society’ has undertaken upon themselves the Herculean task of bringing a total area of about 20 hectares of jhum land solely for the cultivation of Naga king chilli. Johnny K Ruangmei, State Facilitator Nagaland NRHM, Ministry of Health and Family Welfare, who is also the initiator of this project, disclosed that the market strategy is mostly confined to the local market. He said that there are plans to open Naga king chilli outlets in Dimapur and Kohima, which will sell different types of fresh and dried Naga chilli and its products like chilli sauce, pickle, etc. The second market for the chilli produced here is the export market of the dried form through the International Spice Board. Johnny expressed optimism that the project would take off successfully because “chilli grown in Dungki has a taste and smell of its own”.
This society of 32 families has a target of producing atleast one lakh kilograms of Naga king chilli after keeping the minimum figure of half a kilo chilli from each plant from 10,000 plants in one hectare.
The chief guest who inaugurated the Naga king chilli Commercial and Farming Resource Training Centre, T Limsong, Mission Director of National Rural Health Mission Nagaland, congratulated the farmers and Johnny for taking the initiative of cultivating chilli on such a large scale. He especially lauded the project since it would be a source of income for the people since employment in government sectors was completely saturated. Exhorting the farmers to work hard for the success of the project, Limsong regretted that Naga people had forgotten the hardworking culture of Naga forefathers and very few people were now ready to toil in the fields. “Our forefathers never bought anything from the market because they found everything they needed in their own fields,” he said and encouraged the society to put their heart and mind to the task ahead. The inauguration program was followed by a short visit to the nearby field and inspection of the locally produced fertilizers after which lunch was served.

Panic stricken villagers flee homesteads UGs clash claim civilian in Saikul Sangai Express By Our Staff Reporter
IMPHAL, Jun 13: Continued violence between two armed Kuki groups in Saikul area has had its first civilian casualty in the death of a villager today even as panic stricken villagers have started fleeing from the hostile environment.
The victim identified as Paokhogin Lhungdim of Molkon Bazar was reportedly struck dead by strayed bullets.
A jawan of 2nd IRB (Rifleman no. 1299640), Paokhogin was reportedly staying at his village after a bout of sickness.
According to information received by the press, consequent to exchange of heavy firing which took place between the armed cadres of two Kuki outfits at Molkon area, 2.5 kms north of Saikul Police Station in Senapati district today, panic stricken villagers of Molkon area have fled and taken shelter at the Saikul Bazar Church or with their relatives.
Exchange of firing broke out early morning and continued till 11 am. Following the incident, hundreds of villagers from Molkon area like Molkon Bazar, Molkon, Zenglen, C Isan, Nakphai, Vaichon, Pangjang and Tingkouphai, etc fled to safer places. Around 2000 people are settling in Molkon area.
Sound of gun firing were also reportedly heard yesterday afternoon.
Last Monday, three UGs were killed in the clash. Since then villagers have started fleeing from the area.
SP of the district said that although no official report on the clash has been received, tension has been running high between the two Kuki outfits.
DC of Senapati district said that no definite information on villagers fleeing from Saikul area has been received so far. Nonetheless, the SDO has been asked to submit a report in this connection.
Though no police personnel were seen going to the site of the clash, a team of Assam Rifles has reportedly left for the area today. Whether the AR team has reached the site or not could not be confirmed till the time of filing this report.
One social worker Haopu Lupheng, who is looking after the needs of the displaced villagers, lamented over the failure of the State Police Department and the district administration to despatch police personnel or the SDO to monitor the situation of lawlessness prevailing in the area.
Meanwhile, a joint meeting of KSO General Headquarters, KUMHUR and KWU held today has strongly condemned the standoff between Kuki armed outfits in Saikul area which has inflicted civilian casualties and untold hardships to the poor villagers of the area.
Informing this in a statement, information and publicity secretary of KSO Paotinthang said Kuki people are very much alarmed over this unfortunate development of thoughtless action on the part of the armed groups who call themselves revolutionaries fighting for the cause of the people. These fratricidal killings must stop before it goes out of hand.
At the same time, the joint meeting felt that the increasing number of refugees and death toll could have been avoided if the Government had acted on time and demanded the Government to take necessary actions and measures to disperse the armed groups without any delay before more civilian dead bodies are recovered.
The Government must also do the needful to restore peace and calm so that the displaced villagers could go back to their homes to lead normal life, the statement added.
