Nagaland MP quits Lok Sabha : Wangyuh cites “political grounds” morungexpress

Dimapur, June 11 (MExN): Lok Sabha member Wangyuh Konyak today tendered his resignation from the parliament citing “political grounds,” all related to the Naga political issue,. In his letter to Lok Sabha Speaker, Konyak said to have raised the Naga political issue “many times” in the parliament but these have landed on deaf ears. Citing “many dialogues and agreements after agreements” the legislator from Mon said to not maintain “silence any more.”
Wangyuh gave the reason that the last eleven years of negotiations have yet to bear any tangible result otherwise it was the NSCN (IM) who had “declared to end their campaign against Indian security forces.” Another agreement was signed with the NSCN (K) “and the same procedure repeated” Wangyuh lamented.
“Yes, ceasefire is there between Government of India and Naga national workers of both the factions but there is no ceasefire between NSCN (IM) and NSCN (K)” He emphasized with the lament that there have been unabated killings. “…killings is on everyday basis between them and so-called NSCN (Unification) Azheto group. On this government of India is remaining as a silent spectator” Wangyuh said. He remarked that the government of India formed by any political party “has been playing delay tactics” which will continue. He also remarked mockingly that the GoI’s “idea” is to bluff the Naga people to try to complete its five-year term in office.
Wangyuh also took strong exception that the state government of Nagaland has been kept in the dark by both the sides though it (state government) has been acting as a mediator and facilitator. “The state government has even announced many times to step down from office to pave way in the event if any honorable and acceptable solution” Konyak said. Asserting that “we are the fish and without water, fish can not survive” Wangyuh submitted his resignation, requesting the Speaker to accept it “with immediate effect.”
Factions urged not to ‘particularize’ any tribe morungexpress
Dimapur, June 11 (MExN): The Konyak Union and the Sumi Hoho today issued a joint statement urging the Naga underground factions against particularizing any Naga tribe or leader, and that issuing provocative statements as well as killings must stop immediately.
The two bodies reiterated that the ongoing “unification” initiative is broad-based and is supported by ENPO, Sumi Hoho and “all other like-minded Naga tribal hohos.” The two said that the initiative does not belong to any particular Naga tribe nor does it discriminate any Naga tribe or faction.
“The Konyak Union and Sumi Hoho therefore strongly urge the factions not to particularized (sic) any Naga tribe or its leaders lest it sabotages the ongoing fragile peace, reconciliation and unification process” a joint statement form the two bodies stated.
The Konyak Union and the Sumi Hoho met June 9-10 at Mon and reviewed the “role of the KU and Sumi Hoho” in the Naga political issue “and the current prevailing situations” The two organizations expressed condemnations at the bloodshed and violence. They urged the warring underground factions to “immediately stop the killings and restraint (sic) from issuing any provocative statements” in the larger interest of peace, reconciliation and unification, “of the Nagas.”
The joint meeting of the two bodies also reviewed the various resolutions undertaken in the recent years and reaffirmed their stand on “unification first, solution next.” The two resolved to “work tirelessly for the total Naga unification till the Naga political issue comes to its logical end.”

Back-to-back truce meets OUR SPECIAL CORRESPONDENT The Telegraph
New Delhi, June 11: In the wake of the recent spate of inter-factional killings in Nagaland, Delhi will hold back-to-back ceasefire monitoring meetings with the Isak-Muivah and Khaplang factions of the NSCN this week.
It will be the first time that the ceasefire supervisory board for the NSCN (Khaplang) and the ceasefire monitoring group for the NSCN (Isak-Muivah) will meet after a new chairman has taken over the unenviable task of maintaining peace between the two groups.
Lt Gen (retd) R.V. Kulkarni was replaced last week by special secretary (internal security) M.L. Kumawat as the chairman of the two ceasefire monitoring cells.
However, with the busy schedule that Kumawat has, it is unlikely that he will be able to attend the periodically held ceasefire meetings.
The first meeting tomorrow afternoon with the ceasefire monitoring group will be convened by joint secretary (Northeast), Naveen Verma, in Dimapur.
“The second meeting will be with the Khaplang group on Friday, where recent clashes between the factions will be discussed threadbare,” a source said.
Ceasefire monitoring meetings are held at least once a month and attended by officials of the state government and security forces besides the chairman.
Kulkarni has enjoyed the reputation of being “neutral” — although with a bumpy ride — for seven years. The NSCN factions have been engaged in a bitter fight since the parent outfit split in 1988.
The violence increased after NSCN (I-M) split in November last year and the breakaway NSCN (Unification) joined hands with the Khaplang group.
The NSCN (U) and the NSCN (K) have now merged to form the Government of the People’s Republic of Nagaland (GPRN) with a combined force to fight the NSCN (I-M).
Dimapur has become a hub of factional fighting and people suffer in the crossfire while the security forces remain spectators.
A home ministry source said, “We will continue to see that ceasefire ground rules are not violated in Nagaland.”
Reward Information Centre for Hill Areas of Manipur today gave away a cash reward of Rs 3,000 each to 16 students, who scored highest marks in five hill districts of Manipur in this year’s High School Leaving Certificate Examination, reports our correspondent from Imphal.
AZSU appeals factional groups to stop killing The Sangai Express
Imphal, June 11: The apex body of the Zeliangrong students, All Zeliangrong Students' UnionAssam, Manipur and Nagaland (AZSU-AMN) with its representatives from the three States have resolutely appealed to all factional groups to stop killing each other and expressed its support to the 'ongoing peace process' mandated by various consultation meetings of the Nagas, reports NNN.

This decision was taken during the students' body 31st Dimki (Parliament) session held at the Zeliangrong House, Tamenglong district headquarters on June 7 last.

AZSU (AMN) feels that the factional fights among the factions will only destroy the future and lives of the Nagas while appealing all concerns to shun killings.

The students body's Dimki session also appealed the public not to be emotional in the 'prevalent situation,' while urging the armed groups not to target civilian lives or properties.

The representatives have further expressed their support to the ongoing peace process under the directive of various Naga people's consultative meetings.

The Dimki session of the AZSU (AMN) was attended by Zeliangrong students of the three states � Assam, Manipur and Nagaland, and all the constituent units of the students' body.

To be truly secure, Nagas need to critically look at the way we are constructing the future and dealing with the past. This has become the decisive factor at this point of history. More than others, it’s about us and how we as a people are engaging with the different facets of human life. There is a greater need for self-awareness. Nagas need an integrated, inclusive and hopeful vision of human security that focuses on long term interest, while addressing immediate needs. At this point, no amount of rhetoric or public relations can conceal the reality that we are in the midst of a deepening crisis, which is threatening the future.
The issues before us are more than just political. It involves every aspect of life that determines the well being of an individual. It would therefore be wrong for one to assume that everything would be alright, once a people achieve their independence. In fact it is possible that the problems and challenges would only be further compounded. Nonetheless, the issues of independence are essential for a people to take effective ownership of their wellbeing; and freely determine the course of their destiny by utilizing their resources in the way they know best.
Therefore, if we are to truly engage in the making and building of our society, we must commit ourselves in overcoming patronizing politics. The need to start from the ground-up is essentially fundamental. To this end, the powers that be must ensure that they do not corrupt the value system of the grassroots through coercive or seductive means. As long as coercion and seduction fuel the fires of patronizing politics, we will not succeed in ridding our society of corruption and abuse of power. The democratic values of accountability and transparency will be a far cry, while democratic participation will become a mockery.
Nagas must accept that the problems of production has not been resolved the world over, and therefore one cannot simply assume that the problems of production has been addressed in our situation. There is a dire need for people to come together and evolve an economic and development policy which comprehensively addresses these faultline, while drawing up a pragmatic plan that will genuinely improve lives of people. The practice of blindly supporting policies – just because they are our kin – must be discouraged and ultimately made illegal. One cannot support an agenda in which the riche are accumulating more and more wealth, while the poor are getting poorer and slowly losing their ownership to decide what is best for them.
This raises the question of governance and the structures that affects its implementation. As must as one dislikes engaging in the exhausting and daunting task of questioning the structures of governance, this confrontation is inevitable if we are to wish for a better life. It was Tidwell, who observed that the link between theory and practice lies in the structure. His insight could not have been more true. Generally, we Nagas have the tendency of personalizing issues to the extreme, so much so that the objective is lost. There are sufficient instances when people in power have been replaced by new faces, only to find out that the new one is no better. Therefore unless we transform the structures of governance, our hopes for change remains belied.
In the final analysis we have no other option but to engage in dialogue to find a collaborative way in constructing our future.

24-hour Senapati district bandh today Correspondent Assam Tribune
IMPHAL, June 11 – The Naga People’s Organisation has called a 24-hour Senapati district total bandh tomorrow as part of intensification of their stir to replace the Deputy Commissioner of the district. The bandh will begin at midnight tonight.

The decision to call the bandh was taken in a meeting held in Senapati, despite appeal to withdraw the NPO’s stand.

Earlier NPO had served an ultimatum on the charge that the DC, Senapati, Nidhi Kesarwani does not attend office regularly and extend little cooperation to the people.

She failed to make any response. In view of her prolonged ‘negligence’, the NPO boycotted her (DC) since May 20. An underground outfit operating in the district had reportedly threatened the DC and her staff to stay away from their office.

In the continuing violence, the Azheto-Mulatuno-Kitovi group went for another killing of NSCN members at Tsinmenyu town on 10th June. Sgt. Maj. Starson Anal of V.P. Battalion, Naga Army was shot dead at the gate of his in-law residence at Tsinmenyu after he was forcefully pulled out from the house. The heartfelt plea by his wife and mother-in-law was not heeded. But he was shot dead right in front of their eyes at 8:00 pm.
The NSCN deeply mourn at the lost of such a patriotic comrade, and also pray that may the good Lord give strength and comfort the bereaved family member. May the soul of Starson rest in peace. Sgt. Maj. Starson was a 2nd in-Charge of the Town Command (Tsinmenyu Town)

Brahma frowns at Mohilary’s trips OUR CORRESPONDENT The Telegraph
Kokrajhar, June 11: Former All Bodo Student Union (Absu) president and former Rajya Sabha MP from Kokrajhar, U.G. Brahma, today said he suspected that BTC chief Hagrama Mohilary was involved with some foreign insurgent group.
“It seems he is still involved with some international insurgency groups. His activities and frequent travel to foreign countries create doubt about his involvement with some insurgent groups operating in foreign countries. How many of his foreign tours were on official work?” Brahma asked while briefing media here today and demanding a CBI inquiry into Mohilary’s tours and current violence in the BTAD area.
Brahma’s statement came after former militant leader Hagrama Mohilary blamed him for BLT-NDFB clashes resulting in the killing of several Bodo leaders and innocent people.
“It was U.G. Brahma, who as Absu president ordered the BLT to kill NDFB supporters. He was the mastermind behind the fratricidal killings between the BLT and the NDFB then,” Mohilary said yesterday at a public meeting held on the occasion of inauguration of Parbhatjhora sub-divisional centre at Kazigaon in Kokrajhar district.
Mohilary was the chairman of the BLT.
“Today he has reversed his group from BLT to NDFB and is now using the NDFB to kill the former BLTs, who are living in terror,” he said and demanded CBI and judicial inquiry into the killing of Abir Boro and Jatin Boro in Baksa district.
The former student leader said Mohilary’s statement was nothing but “a self defence statement. He had admitted his involvement in killing NDFB members as the BLT chairman. What was he doing as a chairman of BLT by obeying my order? And today he is saying the NDFB is obeying my order. Recently he said U.G. Brahma has no role in Bodoland movement and today he is saying I am part of the BLT.”
“I would not like to say but it was Absu, which tried to mediate between the two groups to end the clashes. A meeting was held in Shillong in 2001 where a ceasefire was declared,” he said, adding “but again it was the BLT who first broke the ceasefire and started attacking the NDFB.”
The former Rajya Sabha MP also urged the election commissioner to observe the statement of the BTC chief carefully.
Manipur urged to integrate ‘rights’ of Indigenous peoples morungexpress
Dimapur, June 11 (MExN): The ‘Naga Peoples Movement for Human Rights’ (Manipur Sector) today urged the Manipur Government to urgently advance the work of integrating the rights of indigenous peoples over land, and resources and the rights to collectively self determine development agenda, as well as policies and programs.
It reiterated its demands for total review of the Mapithel Dam (Thoubal Multipurpose) Project, halting of Tipaimukh Mega Dam Project and the ‘Government’ to take the people into confident with a principled commitment for the promotion and protection of human rights and withdrawal of military personnel stationed at Indigenous Peoples territories, admitting and correcting the historical blunder committed by the Government.
Urging the Manipur government in a press release, The NPMHR (Manipur Sector) Convener, S Phamring, noted that the Manipur Government has but ‘a zero policy’ for all those ‘imposed displaced persons’ due to unplanned developmental program including Loktak Hydro Project. The government has no policy or law of Rehabilitation and Resettlement, rather they have resorted to brute use of military forces against their own citizens, the release stated and added that many commitments or agreement signed between the affected villagers or peoples are ‘dishonored and treated as tool to propel their hidden agenda’.
In this regard, the release stated that the Manipur Government is yet to come out of its cocoon and see the world around, ‘when the UN Member States and indigenous peoples are putting their extra effort to reconcile with their painful histories and resolved to move forward together on the path of human rights, justice and development for all’. It therefore urged the Manipur government to advance the work of integrating the rights of indigenous peoples over their land and resources and the rights to collectively self determine the development agenda, as well as policies and programs.
Expressing serious concern on “the policy of subjugating the democratic and legitimate voices of the affected peoples in the name of the so called developmental projects being taken up without any substantive means to readdress subsequent consequences”, the release stated that the callous attitude of the Government of Manipur is clearly exposed time and again at the ongoing construction activities of Mapithel Dam of the Thoubal Multipurpose Project and proposed Tipaimukh Mega Dam Project despite a persistent opposition demanding throughout review of the entire project.
It even asserted that the recent move to acquire inhabited land for another developmental projects including University Expansion, Air port Expansion Programs, National Information Technology, etc, which the Human Rights body termed as bullying programs by the Government of Manipur, is being done without taking people’s free, prior and informed consent and confidence, it stated.

UNLF/KYKL pull up 9 K-oil agents By Our Staff Reporter Sangai Express
IMPHAL, Jun 11: On alleged charge of selling kerosene oil to the people at a higher rate, the proscribed UNLF and KYKL have jointly pulled up nine agents.
The two outfits have earlier dictated that Kerosene oil should be made available to the people at a rate not higher than Rs 14 per litre.
The nine agents who were pulled up for selling Kerosene at a rate higher than the one fixed by the two proscribed outfits are Ela-ngbam Sanggai Singh s/o Chaoba of Wangoo Nong-yaikhong, Saikhom Rocky s/o Ibotombi of Wangoo Lamkhai, Khumanthem Bi-ren s/o Samu of Wangoo Nongmaikhong Mapal, Yumnam Sakhenba s/o late Tombi of Wangoo Sanda-ngkhong, Sarungbam Sha- nti Singh s/o Mohori of Wangoo Terakhong, Loito-ngbam Rajeshwar s/o Chao- ba of Wangoo Laipham Ma-kha Leikai, RK Leima Devi d/o Tombisana of Wangoo Laipham Chu-thek Leikai, Khagenbam Sa- njoy s/o Samu of Wangoo Heinou-jom and Thangjam Sarat s/o late Bijoy of Wangoo Wa-rukok. All of them are said to be Kerosene agents of Wangoo area.
Parading them before mediapersons somewhere in Thoubal district, a spokesperson of the two outfit said defiance of the diktat on the price of the Kerosene amounts to disregard of the outfits. None- theless, they would be set free after giving proper advice and they would be ma- de to refund the extra char-ges taken from the people.
Cautioning other Kerosene agents and shopkeers against charging more, the spokesperson appealed to the people to provide information in this regard.
The agents maintained that some UG groups are still levying taxes on them and inspite of Government fixing the rate of the Kerosene at Rs 9.60 per litre, they have to pay Rs 12 per litre to the dealers and have to spend some extra money on transportation of the oil from Pallel to Wangoo. So they decided to sell Kerosene at a higher rate.
