Muivah doesn't rule out "one to one" interaction with NSCN-Khaplang From ANI By Sanjay Kumar

New Delhi, June 4: Adding another dramatic twist to factional clashes, confrontation and reconciliation in Nagaland, the National Socialist Council of Nagaland (Isac-Muivah) General Secretary, Thuingaleng Muivah has not ruled out a one to one interaction with the Khaplang faction for the greater cause of "Naga unity".
In an exclusive interview with ANI, Muivah ,who has been in New Delhi for the last one month in connection with Naga peace talks, accepted the recent reports of the NSCN(IM) Chairman Isac Chisi Swu's telephonic interaction with the NSCN(K) Chairman S S Khaplang sometime ago. For the first time in the last twenty years the two rival factions have established any sort of communication.

When asked by ANI whether this interaction is a sign of the two groups coming to some sort of understanding in future, Muivah said there is no harm in hoping for "something positive."

"It is hard to say but there is no wrong for one to expect something positive. But the point is, if we can come to that very point that we have to stand for the right of the Nagas then only it is possible", said Muivah.

When asked whether he is thinking of establishing one to one contact with Khaplang with whom he fell out in 1988, the General Secretary of the NSCN said "that can't be ruled out". The talks between two bitter rivals come in the backdrop of the recent escalation of the factional clashes in Nagaland which has claimed more than fifty lives in the last two months.

The recent clashes started after November 23 last year when a section of Naga insurgents led by Azheto Chophy of the NSCN(IM) and and C. Singson of the NSCN (K) signed a 'Joint Declaration' at Niuland near Dimapur, which claimed that the two warring factions are being united.

The new group, reportedly stationed at Vihokhu near Dimapur town, seeks to unite all Naga insurgent groups for the common cause. In its view, Muivah has been an obstacle to the unification of Nagas.

According to Muivah the contact with NSCN(K) faction came to be established only when "Mr.Khaplang has made his position clear that the so called unification is not for the unification" and both of us agree that "we don't have any thing do with the unification".

Muivah, however, added that "they (IM and K group) have understood each other to some extent. But the telephonic conversation say for one time, is not sufficient to bring out the correct understanding between them".

NSCN (IM) leader termed the Azheto Chophy led Unification group as "traitor and traitors traders can't influence the cause of history; it is the people who will decide their destiny everywhere".

The NSCN(K)was formed on April 30, 1988, consequent to an assassination attempt on the General Secretary of what emerged as the rival outfit - NSCN (IM) - Thuingaleng Muivah. Clannish divisions among the Nagas (Konyaks and Tangkhuls) were the primary reason behind the split of the NSCN in 1988.

The Konyaks formed the NSCN-K under the leadership of Khole Konyak and S S Khaplang. The Tangkhul faction, the NSCN-IM (Isak-Muivah), was led by Isak Chisi Swu and T. Muivah.

Factional guns continue to boom in Nagaland 15 killed in separate clashes yesterday Source: The Sangai Express / Newmai News Network
Dimapur, June 04: In the fierciest gunbattles in Nagaland after the May 16 incident, fifteen cadres of the NSCN factions were killed in separate incidents today in and around Dimapur in clashes between the two warring factions.

With regard to the first incident, there are contradictory reports on the manner in which the clash took place. While the NSCN-IM claimed that the outfit retaliated to the attack launched by the NSCN-Unification, the latter group said otherwise.

Reports said that cadres of the NSCN-IM heading from Seithikima village exchanged gun fire with the cadres of NSCN-Unification near a village called Aoyim and Xelhozhe killing 12 cadres on the spot. One has succumbed to the injuries later while he was being shifted to a hospital. The NSCN-IM has claimed that 12 arms have been captured from the rival group. Following today's incident a mob gathered and torched the house of NSCN-IM Lieutenant Col. Elijah at Purana Bazar in Dimapur today, according to the NSCN-IM.
In the second incident, three NSCN-IM cadres were shot at by the NSCN-Unification cadres at Signal Bosti in Dimapur in which two of them died at the spot while one is fighting for his life at a hospital this evening. With regard to the first incident, the shoot-out occurred some 14 kilometres away from proper Dimapur which is at the Patkai College area near National Highway 39 .

Reports also said that some seven cadres of the NSCN-Unification were hurt in the clash while two of them are in serious conditions.

So far the identities of the 11 cadres killed in today's incident are 'Corpl.' Ikato of Hokhuzhe, 'Lt.' Hokuto of Vihokhu, 'Sgt.Maj' Avika of Zuheshe, 'Sgt' Samapu of Zuheshe, 'Sgt' Shitopa of Old Showoba, 'Sgt' Vilato of Old Shena, 'Sgt' Huka of Luvishe New, 'Sgt Maj' Vikheto of Kotharu village, 'Capt.' Hekuto of Yemishe village, '2nd Lt.' Kughato of Kotharu village and '2nd Lt.' Kitovi of Satakha while the identity of the last man is yet to be ascertained.

According to the reports, a mass burial for the 12 cadres killed have been arranged at a village called Nehotu. When Dimapur police rushed to the spot at around 6:30 everything was over.

With the cadres fleeing from the site, they only came across the bodies. As a follow-up security measure, two/three platoons of IRB have been deployed in the area where Wednesday's clash took place. In the second incident three cadres of the NSCN factions were shot dead but it could not be to which faction they belonged till the time of filing this report.

It is pertinent to note that 14 cadres of the NSCN-Unification were killed on May 16 in the clash between the two factions near Patkai College. Following that incident, a mob wave was built up and in the process a civilian was killed. The mob also attacked the NSCN-IM's Cease Fire Monitoring Cell office after the May 16 incident.

Meanwhile, the NSCN-IM in a swift statement said that the "gang members of Kitovi Mulatuno faced second massacre when 13 members died in the encounter at Qhelhozhe Basti when they attack the Naga Army of NSCN in the morning at around 3:30am".In the fierce fight the NSCN-IM also captured 12 arms.

One gang member surrender to Naga Army and several of them also injured. The casualty on NSCN side is one injury in the hand, " claimed the NSCN-IM. The outfit stated that the laid down official guideline to the Naga Army is not to go for offensive. But once attack the message must be clear that NSCN-IM knows how to take control of any attack under any circumstances.

"The earlier occasion on May 16 2008 was made the first massacre when at Seitikhima C near Patkai Christian College, 24 of the Mulatuno Kitovi gang members died in the open confrontation.
In that incident too the Naga Army of NSCN was attacked in the morning at 5:30 am.

Though heavily outnumbered, the small force of NSCN routed the gang members and captured 11 arms".

It then stated that out of desperation and panic, "the Mulatuno Kitovi gang members organized public mob and targeted the Ceasefire Monitoring Cell at Diphupar, Dimapur and partly burnt the building. Not satisfied, they attack and burnt the houses of 4 Naga Army officials at Diphupar and Wungram Colony.

This was the most demeaning and despicable show of the mob's involvement (mostly Sumis) in the factional fight. A hue and cry over the massacre that was not of NSCN making.

But this same motley crowd turned this heads away when innocent public including students and chaplain were killed by the same gang who attack NSCN".

"This time too the same pattern was followed. -The hoodlums of this gang of around 9 members with arms attacked the residence of one Lt,Col. Elijah near Purana Bazar and torched the house. It was however, taken control by the neighboring public and the fire was put off in time", it added.
Blood & Tears: More Factional Deaths morungexpress

Dimapur, June 4 (MExN): Barely a day after a prayer crusade for peace was held across Dimapur, a four-hour gun battle between the rival NSCN factions at Xelhoshe village, near Old Showuba village left twelve cadres from the “NSCN/GPRN” dead and five cadres injured early this morning while two ‘NSCN (IM)’ cadres were killed and another was seriously injured near Thahekhu in separate incidents.
Residents of Xelhoshe disclosed that the gunbattle started at around 3:30 am and lasted till 6:30; intermittent firing continued till 8:30. Confirming their involvement in the gunbattle, the NSCN (IM) in a press statement disclosed that it has also captured 12 arms. It also claimed that one of the “NSCN/GPRN” cadres surrendered. It asserted that the “casualty” on NSCN (IM)’s side is ‘just one injured in the hand,’ which the “NSCN/GPRN” have contradicted.
Also, the publicity cell of the “NSCN/GPRN” in a separate note claimed that “equal or more number” of NSCN (IM) cadres were also killed and injured. In conflicting reports, the publicity cell asserted that the NSCN (IM) cadres attacked its “Naga Army outpost” at Xelhozhe village while the NSCN (IM)’s MIP maintained that the rival cadres attacked first.
However, residents of Xehoshe and nearby villages had a different story to tell: they disclosed that the “NSCN/GPRN” cadres who were camping in the outskirts of the village at its “outpost”, moved to a nearby house for shelter during the heavy downpour this morning. Shortly, the villagers said that NSCN (IM) cadres, numbering around ‘fifty’ came from Seithikima ‘C’ area and attacked the “NSCN/GPRN” cadres from three sides, driving them out into the nearby paddy fields. Residents said “NSCN/GPRN” reinforcement arrived later on. Heavy gunfire along with about fifteen grenade explosions continued for about two hours leaving eleven “NSCN/GPRN” cadres dead and six injured, out of which one succumbed to injury, while one NSCN (IM) cadre was injured. The “NSCN/GPRN” have however claimed that the NSCN (IM) suffered “equal or more number” of casualties. All the injured are admitted in hospitals in Dimapur, police said.
Fortunately, inspite of the heavy gunbattle which took place just about a hundred meters away from residential area in the village, there were no civilian casualty or injury.
The police assisted by public transported the dead cadres to Nihoto village, about 1 km away from Xelhoshe, where a mass funeral service was held for the deceased cadres. The dead cadres were buried in a mass grave in Nihoto just next to the fourteen cadres who killed on May 16 at a Seithikima village near Patkai College.
Meanwhile, for the students of Nazareth School at Seithikima ‘C’ Village, the mid term exams had to be postponed because of the firing incident. The Headmaster of the school, Puni Piku said that this is the third incident happening near the school; he said that the firing incidents on May 8, May 12 at Seithikima happened just near the school. The headmaster lamented that the factional fighting have created a fear psychosis in the children’s mind and that even the parents are not willing to send their children to the school now. If the firing continues, then the school would not function well, he lamented.
Meanwhile, in an apparent retaliation this morning’s incident; two ‘NSCN (IM)’ cadres were shot dead while their friend was seriously injured near IOC petrol pump at Signal Basti here this evening. Police officials identified one of the deceased as Toshimongba of Aonukpu village, Mokokchung district, while the other person is yet ‘to be identified’. The injured, A Poumai, is said to be in a serious condition in hospital.

Rio, Imchen on factional turmoil morungexpress
Dimapur, June 4 (MExN): Chief Minister Neiphiu Rio and Home minister Imkong Imchen today issued their responses to the current state of situation, with particular reference to troubled Dimapur.
Referring to the factional clash at Xheloshe village in Dimapur and the killing of 12 persons, Rio in a note “condemns the killings” and expressed “deep concern” on the recent spurt of factional bloodshed. Rio said that a high-level meeting of senior state and police officials was held in Kohima to “review the situation” and take appropriate measures for ensuring the “safety” of the innocent public.
“The importance of strict enforcement of the ceasefire ground rules, jointly by the police, central para-military forces and the army as per the SOP in a quick and automatic manner was stressed and reiterated in the meeting for the information and necessary action of all concerned agencies” Rio stated. It also “appealed” to the underground groups to “refrain” from the mindless killings and heed the cry of the people for “understanding and reconciliation.”
Home minister Imkong Imchen also in a separate note deplored the bloody Xheloshe clash as one of the most deplorable action committed by the NSCN factions. “Through out the month, the people of Nagaland were crying for peace and tranquility in the state. So many appeals and resolutions have been passed by different organizations and individuals. They are good people and good citizens of the state” Imchen stated.
The Home minister remarked that the underground factions committed the heinous crime defying all these appeals, prayers and resolutions, in the name of Naga sovereignty. “They should listen to the voice of the people after all the voice of the people is supreme for any human cohesion. If they refused to listen to the voice of the people, then for whom are they working for? It is very difficult to understand” he lamented.

Imchen condemns ‘ugly incident’
The Home Minister narrated another episode related to the factions: “I am more disturbed by the ugly incident that took placed at New camp between Mokokchung and Changki under Mokokchung district this morning by some underground cadres who had not only harassed and beaten up innocent passengers of Dimapur bound Zunheboto Night Service Bus but also inflicting derogatory remarks against certain community which is totally uncalled for and it should be condemned by one and all.”
The minister reminded that passengers are innocent public and they are never a party to any crime or for that matter any action that might happen.
Committing such heinous aggression on innocent passengers is an act of cowardice and barbarism, the minister reminded. Imchen also extended sympathy to all the innocent passengers and hoped that, besides their physical injuries, their mental agony will be healed with the passing of the time. “I hope that they’ll exercise their greatest restrain for what has happened to them” Imchen added.

Kohima, June 4: Another internecine clash and rows of corpses. This seems to have become the fate of Dimapur and its neighbouring areas.
Fourteen activists of the Khaplang faction of the NSCN were killed in a fierce gunbattle with the Isak-Muivah group on the outskirts of Dimapur this morning. The former struck back later in the day, killing two from its rival camp.
The clashes came as NSCN (I-M) chairman Isak Chishi Swu today called for reconciliation and peace among the warring Naga groups. Khaplang faction’s spokesperson Akaho Assumi confirmed that they had lost 14 cadres during a clash with the rival faction between Xelhoje village and Seitekema C village near 7th Mile off Dimapur this morning.
He said Isak-Muivah activists surrounded their cadres near Xelhoje village around 5am and pounded them with rockets and heavy machine-gun fire. “We have lost 14 of them — 13 from the Sumi Naga tribe and one from Yimchungur tribe.”
However, sources said the Khaplang activists were on their way to attack the Isak-Muivah camp at Seitekema but, as the latter got wind of it, were attacked instead.
The Khaplang cadres came under heavy firing as they neared the rival camp, leaving nine dead. Five of them died when a rocket exploded in their midst.
Of the Khaplang cadres killed, a commander was identified as “major” Hekuto Sumi of Yemishe village under Zunheboto district. A “captain” was also killed, but the identities of the rest could not be ascertained, as the Khaplang group did not allow police and the administration to retrieve the bodies. The militants later retrieved the bodies of their comrades and took them to Nihoto village, not far from the site of the clash.
Quoting sources, Dimapur police said 14 bodies had been retrieved from the spot. The firing continued till afternoon, but there was no report of any casualty on the NSCN (I-M) side. Sources in the outfit said there was no casualty on their side and they had seized 11 weapons, including AK-47 rifles, from the Khaplang group. They refused to make any further comment about the morning’s incident. Other sources said one NSCN (I-M) cadre was injured.
The Khaplang group struck back in the evening, gunning down two rival activists and injuring another at Singal Basti in Dimapur. He was rushed to a hospital. Villagers residing in the area said they could hear loud explosions and did not go to their fields today. The situation is tense in the area as cadres from both the factions are still holed up there.
Today’s incidents have come as a surprise to people as top leaders of the two factions are striving for reconciliation and unity among the Nagas. Swu had spoken to NSCN (K) chairman S.S. Khaplang recently. But the NSCN (I-M) still considers the rival cadres at Vihokhu camp near Dimapur as “rogue elements” working against the wishes of the Naga people.
GPRN/NSCN pays tribute to slain cadres Nagaland Page
Dimapur, June 4: The GPRN/NSCN today announced the supreme sacrifice made by 12 Naga Army cadres and said that their exemplary martyrdom for a genuine cause against the enemy is recorded for posterity.
It said that the Naga Army outpost was attacked by enemy forces thrice their number and the overwhelming exhibition of courage, 12 brave fighters sacrificed their lives while equal or more number of anti-forces was killed.
"The slain enemies will never be recorded by history because of the habit of concealing their death," it claimed
The GPRN/NSCN further paid rich tributes to the comrades for their unmatched bravery and the Civil and Military authority prayed to Almighty God to grant solace to the departed souls.
In a separate release, the GPRN/NSCN today said that the morning attack on its outpost is a testimony to the declaration made by Th Muivah to go on a "warpath not only against India but against the Naga people."
It said in a clear act of turning deaf ear to the appeal of Naga people for unity and peace, Muivah's group have abandoned all reconciliatory moves by attacking the Naga army with all its strength and their motive to strangulate the voice of the people through bloodshed is clear.
Stating that GPRN/NSCN is a signatory to the recent declaration of Ceasefire initiated by the Forum of DBs and GBS, supported by all Naga frontal organizations wherein Naga customary law would be applied to any faction violating the ceasefire, the GPRN/NSCN said that if Naga frontal organizations become mute spectators to savage actions, the victims are the future Naga generations.
Citing another incident on June 3, it stated that a Dimapur-bound bus was stopped by Muivah's cadres near Chungtia in Mokokchung district and all passengers were ordered out except the Sumis. Later, 3 civilians Sumi passengers were beaten like animals without a reason and are presently undergoing treatment at Dimapur.
It also questioned the "behaviour" of Nagaland Government for "destroying people's confidence" and alleged that Muivah's armed cadres are given freedom to station at any place, well protected by IRB jawans. (Page News Service)

Night bus passengers assaulted Nagarealm.com
DIMAPUR, JUN04 [NPN] : Passengers from Tuensang and Zunheboto traveling in night travel buses to Dimapur were allegedly assaulted by NSCN (I-M) activists at New Camp near Mokokchung on Tuesday night.

Sources said armed NSCN (I-M) activists came in two small vehicles, blocked the highway and forced non-Sumi passengers to get down from the buses, while five Sumi passengers including one Sumi-speaking Sangtam youth traveling in three different buses were beaten up with rifle butts and then locked inside one of the buses. The armed also threatened to burn down the bus along with the five passengers, sources added. Three of the five who were assaulted have been identified as Kihika Assumi, son of Lutovi of Mapulumi village, Heshivi Swu, son of Kamu Swu of Litsumi village and Visheto Shohe, son of late Nihoi Shohe.
However, the Sumi passengers were later set free after repeated pleas from co-passengers. In a separate incident, a Sumi passenger traveling from Jorhat to Zunheboto in a truck was also reportedly beaten up and his condition was stated to be critical.

HM, others condemn Home minister Imkong L Imchen, All Sumi Students’ Union (SKK) and Ao Students’ Conference (AKM) have condemned Tuesday’s incident at New Camp, Mokokchung, where Sumi passengers traveling in Night buses were assaulted by underground cadres. The Homer minister in a press release said the harassment and assault of innocent passengers, besides the reported derogatory remarks against certain community by the armed cadres were totally uncalled for. Terming the incident as ugly, Imchen said passengers were “innocent public and they’re never a party to any crime or for that matter any action that might happened and committing such heinous aggression on the innocent passenger is an act of cowardice and barbarism.”

Conveying his sympathy to the innocent victims, the minister hoped that besides their physical injuries, the innocent passengers would be able to recover from their mental agony with the passage of the time. SKK president Himahito Chishi in a press release said it was “beyond tolerable that the miscreants threatened to burn all Sumi passengers along with buses and make defamatory remarks against the Sumi tribe.” SKK demanded the district administration to immediately book the culprits and also ensure safe passage to public in future. In a separate press release, AKM president S Bendang Aier and general secretary Tongpang Ozukum said the philosophy of exterminating the entire member of one faction or the other cannot bring sovereignty of the Nagas.

Hitting out against factional killings, AKM also cautioned that “unless we realize the danger and take remedial measures, things will go out of control and the people thirsting for peace, law and order will be forced or ready to accept authoritarian rule.” Meanwhile, Dimapur Municipal Council member and president of All Nagaland Private Bus Union, G. Kits has also condemned the assault on Sumi passengers. Kits also appealed that factions should not obstruct smooth functioning of public services.
Cong in CLP leader-change dilemma Morung Express News
Dimapur | June 4: The Nagaland state Congress party is now facing a “post-election” crisis, this time over change of guard in the party leadership after its embarrassing debacle in the recently concluded State Assembly elections. Reliable sources today disclosed that an observer from the Congress party in the Centre is due to arrive in Nagaland “very soon” to settle the issue concerning change of CLP leadership in the state. According to senior party officials, 20 Congress legislators appended their signatures in support of replacement of the present CLP leader, I. Imkong with senior Congress MLA, Chingwang Konyak. On the basis of this signed document, it was disclosed that two Congress MLAs have been “campaigning” in Delhi for the past one week and are scheduled to return tonight. A tussle has now emerged within the party over who should lead the party with some supporting MLA Chingwang and a few others leaning towards another ‘undisclosed candidates.’
This decision for change of guard was taken during the NPCC meeting held last month at the Congress Bhavan, Kohima where the said agenda was first brought up. It was also disclosed that even the present CLP Leader, I. Imkong in his “end speech” agreed to resign “on moral grounds” if any other person was ready to take up leadership of the party.
The real dilemma began in the follow-up meeting held the following day attended by almost all the party’s elected representatives except two MLAs from Dimapur who could not attend and CLP Leader, I. Imkong and K.L. Chishi, who were not invited to the meeting. According to one group of legislators, it was during this meeting the decision on Chingwang taking over as the new CLP leader was reached and the 20 signatures in favour of the decision was obtained.
However, now some legislators in the party are claiming that these 20 signatures were obtained under “false impression.”
It is alleged that the signatures were actually the meeting “attendance signatures” of the legislatures. An MLA who attended the meeting said that Chingwang’s name was suggested ‘verbally’ but the signatures had not been a “say-all-document” endorsing Chingwang as CLP leader. On being contacted, CLP Leader, I. Imkong refused absolutely to comment on the whole issue but party sources in Delhi said that the observer who will be coming to Nagaland soon “will ascertain” if the signatures were really obtained under “false impression.” Whatever the case, the new development seems to be pointing to two conclusions that the Congress party in the state maybe readying for some political move but before that the party may have to deal with another fresh round of internal battle similar to the one that caused its defeat in the recently concluded assembly election.

Rishang exhorts students to ensure unity By Our Staff Reporter Sangai Express
IMPHAL, Jun 4 : Rajya Sabha MP Rishang Keishing has called upon the youth and students of the State to work together in the true spirit of unity and communal harmony.
Participating in a Meet the Leaders programme organised on the third day of the four-day long residential students’ leadership camp being held at DM College of Arts here today, Keishing said young students and youth should never think along the line of separatism but work together with a sense of unity and communal harmony.
“In the name of separatist movement, what we see today in Manipur is that a handful of people form a group and start indulging in all sort of anti-social activities. But the bitter truth is that it is the common people, for whom they claim to be working, who suffer the most” Keishing asserted.
In his response to the problems highlighted by student representatives coming from different colleges of the State, the sea- soned politician suggested that properly drafted memorandum highlighting these problems should be submitted to the Chief Minister and the Education Minister.
Advising the student representatives to ensure that one copy of each of these memorandum reach him as well, Keishing assured that he would do everything possible in his capacity to exert pressure on the Government of India and the National Students’ Union of India in this regard.
Sympathising with the students who have not been able to pursue their students in various schools and colleges of Manipur due to lack of necessary infrastructure, Keishing came out strongly against the teachers who neglect their duties and instead are more interested in earning side income.
It is the duty of the Government to look into this matter and ensure proper functioning of the schools and colleges, he pointed out.
Earlier, highlighting the problems being faced by the students of Pettigrew College, the
only college in Ukhrul district, a student representative of the college mentioned lack of adequate teachers, infrastructures and hostel facilities.
A student representative from United College, Chandel highlighted the problems related to lack of library facilities, computer education and shortage of teachers besides the problem of irregularity in taking classes.
A student representative of DM College of Science pointed out that existing toilet for boys in the college is in a bad shape and the library does not have proper infrastructures and reading materials.
Furthermore, the student representative appealed against appointment of teacher from the Art Stream as principal of DM College of Science and vice-versa.
A student representative from Nambol CI College disclosed that the enrolment of students in the college has come down so much so that it is fear that the college may not exist any longer. The Government should think about the poor students in rural area and appoint the required teachers and a regular principal of the college, the student urged.
MLA Dr Kh Ratankumar Singh and secretary of National Students’ Union of India Subhramitra Gogoi also participated in the programme.
