DAN meets with factions Al Ngullie morungexpress

Dimapur | June 2 : In a significant new development since the stalled People’s consultative Forum effort, the Political Affairs Committee of the DAN government has reportedly met with top leaders of the NSCN (IM) and “NSCN/GPRN” while similar meetings with the NNC and FGN have been set to schedule. The PAC informed to have met with leaders of both the aforementioned groups only last month, May.
First Step: Consultative prelims activated
Mention may be made here that in April, the Democratic Alliance of Nagaland government had assured to chart what was stated to be this time a “tangible” plan of action to address and complement reconciliation of the warring Naga resistance groups. Discussions to this affect were engaged April 4 during the joint meeting of the Political Affairs Committee and the state Cabinet, in Kohima.
Considered a ‘preliminary’ step to bring the warring factions to dialogue and ‘reconciliation,’ the PAC also informed to have scheduled a meeting with the Naga National Council (NNC) on June 3, Tuesday. These meetings are the ‘first step’ forming a part of the DAN committee’s plan of action as resolved during the April 4 PAC meeting. This initial phase of meeting with the resistance groups also complements meeting with Naga civil society. It was informed that the Naga Hoho has been met with by the PAC recently.
Naga civil society shall be met with soon, to complement the consultative process as envisaged earlier in the PAC’s plan of action. The Nagaland Baptist Church Council (NBCC), the Naga Mothers’ Association and the Forum for Naga Reconciliation, the Nagaland GBs’ and DBs’ joint forum, the Eastern Naga Peoples’ Organization and Sumi Hoho were some of the organizations that the PAC said would be meeting in the latter phase. Consultations in phases shall be had with all sections of the Naga civil society, it was informed.
Chairman of the PAC, Dr. TM Lotha said the committee had been in constant touch with all the Naga frontals, in concern, as well as the Naga factions. He said the government is ‘trying’ to ‘contact’ frontal civil organizations while the NSCN (IM) and the “NSCN/GPRN” have been met with, separately. Dr. Lotha refused to divulge matters of consultative interest and discussions that the PAC had with the factions’ leaders. He, however, implied that the meetings were only preliminary in nature without any specific points for deliberations. More such consultations are expected. The former Health Minister said the current engagement with civil society and the factions were “just to get their opinion,” implying it to be groundwork to facilitate further consultative, and more concrete discourses toward the envisaged ‘reconciliation’ of the warring Naga resistance groups.
Dr. Lotha also said that the Naga people need to step forward for dialogue. This imperative is not only for the Naga groups but for the entire Naga spectrum, as a people and society to hammer out issues at the table and not through antagonism and hostile one-upmanship. Additional sources also said that the disturbing issue of factional clashes and civilian casualties were discussed with the factions’ leaders. However, specifics of these reported meetings, by and large, could not be made available by those in concern.
Also, president-elect of the Naga Hoho Keviletuo Kiewhuo said that the PAC had been in meeting with the Naga apex recently. While no discussions on specific terms were undertaken, it was made tacit that a joint meeting would be convened by the Naga Hoho with the committee before long. He said that consultations and meetings in the line of the PAC would continue. In April this year the DAN PAC had informed to have featured a plan in its resolution to reactivate the DAN’s hitherto stalled People’s Consultative Forum which gone defunct during the alliance’s last stint. This “tangible” plan of action that the DAN Cabinet had in mind through the all-important Political Affairs Committee had included instating subcommittees within the PAC itself. Complementing the sub-committees would be civil forums and organizations with representatives who are expected to play the role of initiators and facilitators.
Senior DAN minister Dr. Shurhozelie had also in April assured greater and intensified efforts toward ushering in reconciliation of the Naga groups. “Without reconciliation, unity has no meaning” he had emphasized repeating the Dr. TM Lotha’s earlier contention that reconciliation should precede solution. Dr. Shurhozelie had added that the responsibility to ushering in healing is for all, “including the Congress party” and not just state-instated bodies like the PAC or even the government itself.
Villagers detain cadres for assaulting VC chairman Correspondent morungexpress
Kohima | June 2 : Proving that the people are determined to correct the reckless behavior of Naga underground factions, a group of irate village youths and villagers from Orangkong village under Longleng district reportedly overpowered and apprehended at least eight FGN cadres.
The FGN cadres are said to have assaulted the village’s council Chairman. The youths detained them for at least two days before they were released following an ‘amicable settlement’ of the case yesterday.
According to reports reaching here, the Village Council Chairman of Orangkong village had gone to submit “taxes” to the FGN cadres on May 31 last after collecting the same from the village. But, he was instead beaten up by the cadres “due to some misunderstanding.” The reason behind the assault on the village council leader by the FGN cadres is not known so far.
However, following the incident, irate youths and villagers from Orangkong village reportedly went after the culprit FGN cadres and captured altogether eight of them after overpowering them on the same day. They were kept in the village for two days until the case was ‘settled amicably’ on Sunday, it was informed.
On Wati Aier’s Call in Peren Niketu Iralu
Dr. Wati Aier’s talk to Naga Hoho’s 9th Federal Assembly in Peren last Friday May 30 is surely the most comprehensive and satisfactory explanation we have had yet on what reconciliation really is ever since the search for it was launched in Kohima by Naga Hoho and Nagaland Christian Forum in December 2001. We have been so used to what reconciliation is not, and paid such a heavy price for it, that his thought-through points come across with commendable authority and inspiration. We are helped to see more clearly the direction we have to take. He said, “Our affirmation must have an adequate basis for values, vision, and goals which can provide the motivation, direction and self-criticism necessary in bringing about healing”, and which can also “keep us from the bitterness, hatred, and desperation that causes (us?) to fall out from one another”.
When he said reconciliation should not be cheap, “not based on truth and painful process of repentance ... not to be used as a cover, a way to avoid truth about ourselves and about our Naga nation and about what we have done”, he showed the departure point to the common task ahead from the present tumult and shouting over reconciliation, unity and unification. We Nagas have treated one another so atrociously over these and other good things, to the extent of readily shedding blood?
The learned Principal has shown the kind of thinking and wrestling with issues “to consider the ways of God in Christ”, as Milton did in his day, that institutions of learning, theological and secular, and all our church leaders must do to prepare our society to respond correctly to the challenges descending on us thick and fast. Has he not started the process of restoring Naga Hoho back to the Naga people to all of whom it belongs and therefore must not be manipulated by anyone or group to serve partisan agendas unworthy of our crisis? May this not be misconstrued or misinterpreted?
To express verbal support to what he has put across to our society is not enough. Our society must actively generate discussions and debates on the issues analysed and suggestions made so that the first steps may begin to be taken by our leaders fully knowing that their people are with them. After all they alone are not responsible for what has gone wrong nor for evolving the right solution. We must now think in terms of achieving together what is best and right for all by showing willingness to hold one another up instead of the opposite we have become so good at due to bitterness or sheer uncrucified pride. Let us know there is honour, greatness and adventure in helping one another, instead of spiritual bankruptcy and political paralysis as we now have because of insistence that we alone are right.
Chief Minister Neiphiu Rio’s renewed call on the same occasion to our eastern Naga brothers and sisters to rejoin Naga Hoho and NSF to play their indispensable role is sincere and timely. Without such a coming together of our people the roadmap envisaged at the Assembly cannot be pursued effectively. His assertion that instead of fighting among ourselves at this time we should focus on the ‘Naga family in Myanmar’ is farsighted statesmanship that anticipates the shape of things to come. His call throw light on two key points: (1) The “advanced” tribes must stop being complacent, self-centred and selfish provoking distrust and resentment in the “less advanced” tribes, and (2), God’s plan may be that the “less advanced” (but frequently wiser and shrewder) tribes, are meant to help their “advanced” fellow Nagas not to take things for granted too much, but play their roles properly. This is a role which perhaps they alone can play as “We do not see ourselves as others see us”!

Nagas, like any race of the world has its own distinct culture, myths, ethos etc. The uniqueness of Nagas' history is recognized and perhaps it is time for us to understand and think over what went wrong to our political scenario. It is high time for our political leaders to ponder upon this matter. Today, many political leaders are leading their people for their own personal gain, fame, wealth etc., and not for the welfare of the society, state and country at large. Are the leaders speaking and doing the right thing for the people? Many leaders make false promise and divide the people instead of bringing them together. They never practice what they preach. To follow or not to follow is the question of every people as the present situation is very sensitive and blur. Most of our leaders have misled the people in the past and is continuing till today.
We should eradicate the feeling of tribalism, corruption, egotism and individualism which will never bring us to a healthy solution. The Nagas belong to one color and race which is unique and special to us, however we are still under the divide and rule policy inherited from the British. Will it be wrong to say that tribalism is a curse in the modern society where dictator philosophy will never work-out in the true sense of unity? We should be broad minded enough as to view oneness to fellow Nagas and not to tribalism. Today, most of the political leaders are corrupted and have forgotten who has elected them to their present post. Leadership is action and not position, but many leaders; after they hold diplomatic post keep distance from their own people. If we trace back to the history of our forefathers, we will definitely come to know about their honesty, justice, sincerity and simplicity with courage. Many of our leaders need to drop their enormous ego as it says, "Be ordinary and you will become extra ordinary". No doubt, political leaders are the one's who shape the lines of people and also bring new reformation and they are the ones who are responsible for the people at present as well as the future.
Politicians are the main key to change of any form of government. So, the public are totally dependent on them especially in terms of economy, education and employment. But do the politicians really care for their people? It's enough; the verbal promises are exasperating, which were never put into practice. There are few politicians who are really concerned about Nagaland and its people; no doubt the students of today are the leaders of tomorrow. So students should learn the quality of education and think for a better Naga society. It can be rightly said that, we are still in darkness, especially in terms of technology, global education and science. Students can play many roles today for the society and achieve something; we must set goals with common interest. Nagas too have a different world that's were we were born, that's where we lived in, that's the world we move along with and that's the world we carry with us wherever we go. We all need to think, work and pray for a better Nagaland to keep ourselves on the winning edge.

Public statement of FGN- Nagaland Post
Whereas the Transit Peace Campers had in the name of H. Besu accused the FGN/NNC workers as liars and destroyers of Naga solidarity on 30th May 2008 in local papers we are compelled to present the facts in order to make the stand of NNC/FGN clear before the Naga public in the general interest of the nation.
1. As stated by the Transit Peace Campers Brig. (Rtd) S. Singnya was elected as President, FGN after the demise of Late Zashei Huire and held office for two consecutive terms since May 10 1996. It has to be noted that he was not a party to infamous Shillong Accord of 1975 nor had he ever set his foot in the Transit Peace Camp because it is a by-product of the accord. Another vital reason is to uphold the will and aspiration of our people so that the image of the NNC/FGN can be kept clean before India and the outside world as ever.
2. Secondly, while he was the Kedahge FGN, he issued a Presidential Directive in 2001 to let the inmates of the Transit Peace Camp vacate but was ignored. Our people know that both the Indian Govt., NSCN (IM) and NSCN (K) use this factor as a footstool alleging that under the Shillong Accord Nagas had accepted the Constitution of India.
3. Again in 2002, in the Council of Kilonsers meeting at Noklak right after the Tatar Hoho, a resolution was adopted to the effect that the Transit Peace Camp shall be vacated by making alternative arrangements but the inmates refused to come out and are living there for 33 years now. What has the Nagas benefited because of these people who refuse to obey and uphold the will of our people?
4. Let Nagas be not confused in the main cause of our nation but allow these people to live there contentedly which will have no bearings on the Naga cause. Yet the NNC/FGN cannot afford to waste even a single day to succumb to pressures from these people who live under a white flag under the mercy of India but still claim leadership of the NNC/FGN and which creates confusion in our land today.
5. When these people are resorting to abductions and killings, the NNC/FGN will also have to defend ourselves which is being forced on us because there are limits to human patience and endurance. Nagas had not sacrificed in vain but to uphold our sovereignty. Our people did not pledge ourselves to confine within a camp and a fenced enclosure given by the occupation forces but we are striving to liberate our people and our land from domination. Let Nagas think and decide.

NSCN attacks UNPC- Nagaland Post
The restlessness and discomfort of Meitei underground groups in the backdrop of the NSCN-Government of India seriousness in pushing forward the Indo-Naga peace process against all odds, is no longer an inside friction but it is exploding into the surface taking the form of a Naga nomenclature but using fictitious Naga names with high sound ranks and titles. Fictitious as the UNPC is, the announcement through the local press is all the more fictitious when the two professed leaders appeared in camera in typical Meitei attire. No eyes, no face, no mouth and no nose. Everything was camouflaged in the manner that smack of deception and vulgarity.
The cruel deception was self revealing and it boomerang within no time when no names of non-existent Naga Army official of NSCN was used to give a semblance of credibility to UNPC's claim of having been formed by NSCN defectors. Within no time all the Naga Civil societies rose up in one voice to condemn the UPNC and the persons behind the move, and out rightly rejected the fake organization sending the message across that Nagas have nothing to do with UNPC.
Interestingly, the next move of UNPC that was hurriedly enforced show off it true color, when it start serving demand notes to all the departments of Manipur Government. And warning the confused department that henceforth, no payment should be made to the NSCN. But in the eyes of Naga people this very characteristic styles of functioning prove beyond doubt that UNPC is nothing but mercenary or commercial force. Significantly, as swift as the way UNPC came into being the rejection by the Naga people came swifter as demanded by the situation. A real defeat for the Meiteis plan of creating confusion among the Naga people.
In the practical sense, it was but a make-believe panic reactionary force without physical existence with Meiteis faking Naga organization. It was a form without substance that matters big enough only for the local press. And there ends the chapter for the ghost-like appearance of UNPC through the local press.

NSCN/GPRN felicitates Naga Hoho- Nagaland Post
The GPRN/NSCN would like to congratulate Mr. Keviletuo, the new President of Naga Hoho and his team of Office Bearers on being entrusted the rein of leading the Naga people. It is perhaps the greatest challenge in their lives as social activists as they pursue anew the great responsibility at this questioning hour. Successive teams have come and gone having given their best yet unable to rid Nagaland of social and political malaise. NSCN/GPRN believes that the Naga Hoho as an apex organization, along with the church, has the moral authority to point out the abuse aspects of National struggle. GPRN/NSCN is a force ready to shoulder the responsibility of social regeneration while standing firm for the historical and political right of the Nagas. It urges Civil Societies to confront all hidden plans being hatched beneath the appearance of freedom struggle. Failure to identify the oppressors from the oppressed; the kidnapper from the kidnapped, perpetrator from the sufferer, landlord from the tenant etc., will destroy the very foundation of our freedom struggle. These are very little insignificant human frailties yet in decades they grow into inconsolable instrument of social and political discontentment. Vigorous political pursuits get cramped and dampen the spirit of the masses. The social and political perspective of the Naga struggle must be reviewed with unbiased openness. Intricate social agendas of few individuals that dangerously threaten political vision of the Nagas must be set straight. A new generation Nagas, both underground and over ground, must be infused with fresh political vision and not be bogged down by history tales revealing tragic inconsistencies. Nagas have learnt a number of Political lessons and can no longer stay calm to anti-people and anti-nation tactics. A people's movement based on history and proper understanding of the problems at hand must be given precedence over hegemonic ideas. GPRN/NSCN is based on the will of the Naga people and therefore it is open to constructive criticisms from all frontal Naga organizations. While reaffirming its pledge to work for unity, peace and reconciliation among Naga people seek an honorable political solution, it wishes the Naga Hoho the best in their endeavors.
GPRN/NSCN refutes the malicious article of MIP, Muivah group that appeared in the local dailies which mentioned the name of Capt. James Naga, Naga Commander, Kohima Urban Command. It is clarified there is no Naga Army captain by the name and the article do not, in any manner, reflect the spirit nor policy of the GPRN/NSCN. It is simply a ploy to tarnish the image of the GPRN/NSCN. Mr. Ato Yepthomi, Nagaland BJP president should have informed the GPRN authorities instead of submitting the letter to its authors. NSCN/GPRN is not concerned about how many MLAs supports or withdraws support from the DAN Govt. Writing bogus letters using the names of non-existent Captains do not serve the purpose. The caption "Conspiracy to dethrone DAN Govt." clearly suggests that Muivah's group cannot survive without DAN Govt. "Intelligence wing of the DAN Govt." would be more appropriate.
Nothing should be considered as slander or smear campaign against any individual when decades of silence give way to full disclosure of the truth. Naga Political issue is above Isak Chishi Swu, Th. Muivah, Khaplang, Kitovi or Azheto. The future is at stake. GPRN/NSCN only responds to the very people who invented slander and smear campaign in Nagaland. GPRN/NSCN further maintains that Publicity Cell exist only to let the Nagas know the truth and reality as they are inside the Hebron Camp. To deviate from the truth would hurt the conscience of the Nagas more. The future of Naga generations is too precious and therefore revealing Muivah's rigid politics is a rebirth of new conscience for those who truly cherish the Naga nation. If Muivah's group has the courage to call the Unification of all Nagas (NSCN-IM, K, NNC/FGN) as Azheto's handful of sumi company, Nagas should realize who introduced tribal politics and thwarted unification and reconciliation move for the last 15 years!

GOVERNMENT OF THE PROPLE'S REPUBLIC OF NAGALIM
PRESS RELEASE

This is response to the statement made by highly placed official of the Government of India published through R.Dutta Choudhury in the Assam tribune on May 14,2008 on the position of Indo-Naga peace process.
Be it informed that at no point of time, NSCN and the Government of India has ever agreed to work out solution within the parameter of India constitution. NSCN has repeatedly said that Indian Constitution in no solution to the Indo-Naga political issue. It is a political issue, not constitutional. That's why from the very outset, it was mutually agreed upon that the talks will be held on the basis of without condition, at the Prime Minister level and in third countries.

The NSCN leadership has also made it clear that Nagas are not demanding sovereignty from India or any other countries. The sovereignty of a people is not a commodity to be given or taken away by any power. Both the parties subscribe to the concept that sovereignty is with the people. Sovereignty of the Indians lies with the Indian people. And there should be no doubt about it that sovereignty of the Nagas lies with Naga people. Ours is a case of invasion and we are defending our sovereignty against the aggressors. We will continue to do so in the future too.
We all know that the global political problems are settled through negotiation. We believe in negotiated settlement. The eleven years long negotiations would be only wastage of time, money and labor if the talks were meant for acceptance the Indian constitution. There is no denying that the talks have been going on in the spirit of working out mutually acceptable solution. But we are opposed to imposition of one's will upon the other. The informal discussion between TH.Muivah, Ato Kilonser, Government of the People's Republic of Nagalim and Mr.MK.Narayanan, Special National Secretary Advisor to the Prime Minister of India was confined to the explosive situation in Nagalim particularly in Dimapur only.

Comparative study of the world constitutions including that of the Indians and other relevant agreements and accord papers of the nascent states for working out the best acceptable solution should not be misconstrued. It is so because we want to be apart of solution, not problem.
We are strongly opposed to the logic of demanding land from others. Nagas have no reason and right to demand land from India or any other countries. The Nagas have their own right to demand land and they have been living in their own land since time immemorial. People and land are inseparable. Nagalim is the priceless inheritance of the present Nagas from their fathers. Nagalim is our-everything and no power can take it away from us.

Since it is Indo-Naga political issue, we are talking with the Government of India. The Nagas have no issue to talk with others. Therefore, it is un-conditional and irrelevant to talk with others out of context, while the issue is being discussed between two rightful parties.

Viewing from the context of the present situation people are bound to think that Government of India is trying to backtrack the mutually agreed terms of talks by using anti-Naga people's elements and Indian mass media. The publication of the Assam tribune's concocted versions is a revelation of wicked and treacherous policy to impose the will of India upon the Nagas. But for the NSCN, we are deeply committed to negotiated settlement if war is not imposed on us. We will abide by our commitment. ISSUED MIP/GPRN

REFLECTION ON KHAPLANG'S INTERVIEW
The exclusive interview of Mr.SS. Khaplang by Mr. Bijoy Kakchingtham, the associate editor of an Imphal based Manipuri daily newspaper Poknabham is agonizingly ambiguous giving enough room for doubt that the statement is concocted and facts distorted. From the Nagas perspective it is contemptuous too.
Astonishingly Khaplang not knowing the merger of Azheto's gang with his group is unwarranted. Either he is taken for granted or is simply used by his trusted men like Mr. Kitovi and Mulatonu for vested interest. But in the process, he is undermining his own image in the gang.
Like Pilate he claims innocent of any crime his government has committed. But such ablution is an abominable crime. There is no use making a scapegoat for the crime he has committed. A leader can never shirk his responsibilities towards the people. Therefore, Khaplangs' act of blindness of the obnoxious happenings in Dimapur stands rejected.
Nagas are passing through a critical period in the matter of unity and therefore one should be extremely cautious of the language employed. Pointless criticism, condemnation and mudslinging do not augur well at this particular juncture. Khaplang should avoid commenting on the issue he does not know. How dare he say that Isak and Muivah have accepted an autonomous state? This is a nauseating intrusion into what NSCN is negotiating for the good of the Naga people on the basis of an honorable solution. It is a risky affair when somebody tried to run his government on the strength of unfounded and misleading information. This is unbecoming of a leader. At any stage of the Indo-Naga political talks Isak and Muivah have never given their commitment to accept statehood within the parameter of Indian constitution.
At time like this hurling wild allegation on each other will not serve the purpose of Naga national interest. This is against the spirit of reconciliation. Admitting each others mistakes is a prerequisite sign of honesty towards reconciliation. Khaplang must tread very carefully lest his name is misused by the Meitei and others against his own people. For too long he has been held captive by the Meitei's UNLF.
On the issue of Sovereignty, it is to be pointed out that there is no Naga dispute. The only moot point is how it is to be concretized. Nags have their stand on sovereignty and there is no question of parroting on the issue and others as well.
Historically, culturally and geographically speaking there is only one Nagalim. But the reality is that Nagalim is divided politically by the colonial powers. Therefore, unification of the divided Nagalim will have to be dealt with politically on the basis of phase-wise formula and Problems with India to be dealt with bilaterally to be followed by Burman-Naga problem. And that there arise no question of abandoning any part of Naga territory.
Mr. Khaplang's claim of 70% support from the Tamenglong and Chandel Districts is just a wishful thinking. The ground reality will ultimately prove him wrong. It is wise on his part to exercise restraint when very little knowledge is at his disposal on the issue he claimed to lead. He must know that Nagas today are no longer in the cave. He must therefore, expose himself to the changing world and learn to speak on the Naga issue from the realistic point of view.

Gogoi blames NSCN(IM) for violence in Assam Nagaland Page

NEW DELHI, JUNE 2: The Assam government today blamed the NSCN(IM) for the spurt in ethnic violence in parts of the state where at least 20 people, mostly Hindi-speaking, were killed recently.
"They (NSCN-IM) are helping the militants through arms, ammunition and other logistics," Chief Minister Tarun Gogoi told PTI after meeting Union Home Minister Shivraj Patil here. Gogoi said he apprised Patil of the prevailing security situation in the state, particularly in North Cachar Hills and Karbi Anglong districts, where violence took place.
"I apprised him (Patil) about the situation there and the steps being taken by the state government to maintain law and order," he said. At least 20 people, mostly Hindi-speaking, were killed by the Black Widow wing of militant group Dima Halong Daogah in the twin hill districts of the state. Interestingly, the NSCN-IM has been on a ceasefire with the Centre since 1997 and negotiating for an amicable solution to the six-decades-old Naga insurgency problem. (PTI)

Army claims Ulfa links with Kashmir OUR CORRESPONDENT The Telegraph
Dhubri, June 2: Security forces engaged in counter-insurgency operations in Assam today held up a surrendered AK 81-1 rifle to claim that Ulfa has close links with militants in Kashmir. This is the first time that such a rifle — developed by the Chinese army — has been found in the possession of Ulfa militants.
Two militants, Jehirul Islam and Mujibur Rehman, surrendered at Dhubri this morning and handed over the rifle to the security forces.
Army officials said Kashmiri militants were known to use the rifle, which has a long range, as it is suited to the hilly terrain and is useful in protecting camps. Army officials said the AK 81-1 assault rifle combines features of the Dragunov sniper rifle and the AK series rifles, but with better accuracy and less recoil. The weapon is also prevalent in Pakistan.
“The two rebels said they were not sure about the origin of the weapon but the most plausible source could be Kashmiri militants since we know that Ulfa has links with them. Ulfa had even called for support to the Kashmiri militants during the Kargil war,” a senior police official added.
The militants also deposited two Chinese grenades, 74 rounds of ammunition, three magazines and one ammunition pouch before DIG (western range) K.P. Singh Deo at the Dhubri police community hall Two Ulfa cadres, including a sergeant major, were killed in an encounter with the army at Rangsai in Goalpara district at 8.30am today.
Army troops arrested Ulfa linkman Ganesh Majhi from Namsai in Arunachal Pradesh, while another rebel, Horesh Basumatary, was arrested from Khona Tinali in Sivasagar district today.
