Every year, the 3rd of January is observed as the Naga Army Day by the Naga Army ever since its raising day on 3rd January, 1964 by the Federal Government of Nagaland (FGN). The raising of the Naga Army was rooted on a very noble and humble foundation by patriotic Nagas in defense of Nagaland against the aggressor India. We thank the Almighty God, who bestowed the Nagas with inherent spirit of the will to defend our sovereign country. On this day, and every day, Nagaland shall honour and salute all those who fought against the invading forces of both Indian and Myanmar(Burmese).
India launched an undeclared war on Nagaland in 1954 with the sole intention of invading Nagaland. Upon which, Nagas were left with no choice but to defend the sovereignty of Nagaland and honour of the Nagas. Thus, brave and courageous Nagas of both men and women rose to the occasion in defense of our land and people from every village by forming the Naga Safe Guard under the command of Gen. Thongti, Chang. The Naga Safe Guard engaged in tough fighting against the numerous and superior arm strength of the Indian Armed Forces. It was a war, where many Nagas gave their precious lives as volunteer force of the Naga Safe Guards.
The Indo-Naga war inflicted heavy toll of deaths and various kinds of atrocities on the Nagas. Besides, villages and granaries were burnt - many villages were repeatedly burnt even after re-establishment. These horrible acts of genocide launched by India continued unabated in Nagaland hidden from the outside world. Therefore, in order to effectively resist these horrible acts of India, the Naga Safe Guard was raised to the Naga Home Guard in 1956, with Gen. Kaito Sukhai as the Commander-in-Chief. As desired and expected, the Naga Home Guard fought fearlessly against the strong invading Indian Armed Forces. Like any other sovereign state, Nagaland as a sovereign nation and a country cannot do without a standing army to defend and protect its country and its citizens. This requirement was formally done on January 3, 1964 by transforming the Naga Home Guard to the Naga Army, with Gen. Mowu Gwizan as the first Commander-in-Chief. Like any other country, the FGN had undertaken Good Will Alee(Foreign) Mission to strengthen friendly relationship with Foreign countries where the Naga Army were also assigned and entrusted to go outside Nagaland. In most of the Good Will Alee trips Naga Army succeeded in its entrustments taking great risk of life in the interest of Naga people and Nagaland. And it remains to do so if the government requires us to act. And uptill now Naga Army continues to stand to deliver defense services for Nagaland and its people.
We all know that the Naga National Workers under the banner of the NNC and FGN could maintain Peace and Unity in past years as far as possible. And the war that broke out in 1954 between the two peoples, India and Nagaland were brought to a halt where the chosen church leaders of NBCC did its best to create Nagaland Peace Mission and the Nagaland Peace Council. In brief we have rich experiences to humbly handle all kinds of situation. We thank the Almighty God Who protects and guides us all through these years.
Truly we are very unfortunate that today in Nagaland the situation turned into a very different and more ugly situation owing to both internal and external elements However, it will not pull on like this endlessly. We are hopeful that a time will surely come to make use of our rich past experiences to restore normalcy and peace that will open the way to strengthen the nation.
Let us work together to overcome every falsehood and every aggressor acts by honestly and boldly upholding national foundation and International behaviour and conduct that may be acceptable before God.

NEW DELHI, Jan 4 – A day after Centre imposed President’s Rule in Nagaland, the Ministry of Home Affairs clarified that Governor’s report made survival of DAN Government untenable, even as the Congress played safe by indicating that it was unlikely to stake claim to form a government. What the Congress left unsaid, the Nagaland’s Congress leaders clarified by stating that they preferred polls under the Central Rule. “With hardly two months left for elections, we want it under President’ Rule,” said Congress Legislative Party leader, I Imkong welcoming imposition of President Rule in the State.

“We had already staked claim to form Government earlier,” the CLP leader, claiming support of 31 MLAs said.However, AICC leaders were cold to the idea and refrained from encouraging its MLAs to make a bid to form the Government.

The Congress, meanwhile, found itself isolated, with key allies like the NCP and the CPI-M distancing themselves from the move. Leaders of both the Parties claimed that they were not consulted before taking the crucial step. The Opposition BJP, on the other hand, castigated the Congress for dismissing the Nagaland Government, declaring that the decision would be challenged in the Parliament.

“We consider the move unconstitutional and we don’t agree with the contention that the State Speaker’s decision was not correct,” said BJP Spokesman Ravi Shankar Prasad. Meanwhile, the Ministry of Home Affairs (MHA) on Friday clarified that Governor’s report was the basis for dismissal of Rio Government. Governor’s report indicated that for the past few months, the political situation in Nagaland has been in a state of flux, which climaxed in the developments in the State Assembly on December 13. “The voting pattern clearly demonstrated that the Government of the day had lost the majority support. Votes cast by nine members of the Legislative Assembly were not counted and three members were not allowed to vote by the Speaker. The decision not to count or allow the votes was against the Constitutional provisions. These facts amounted to Constitutional break-down of the State machinery,” argued the Home Ministry.

“The Government of the day was not in a position to be run in accordance with the provisions of the Constitution,” said the MHA. Sources said necessary steps for the appointment of Advisers to assist the Governor are also being taken. Meanwhile, leader of the newly formed Nagaland Progressive Alliance (NPA) clarified that they had demanded dismissal of the DAN Government after the Government was reduced to minority. The action of the Speaker was undemocratic, outrageous and arbitrary with mala fide intention.

“It is true that a Speaker’s ruling is supreme, so long as it is within the ambit of the Constitution of India. But in this particular case, the Speaker has grossly misused and misinterpreted the rules in favour of the DAN,” Imkong charged.

When asked about the fate of the peace process, he said it would not be affected. The militants are maintaining a neutral stand, he said.

Governor holds meeting with top government officials PTI
KOHIMA: Nagaland Governor K Shankaranarayan, who took over the rein of administration in the state after the imposition of presidents rule last night, on Friday held a meeting with top civil and police officials.

The Governor drove to the state civil secretariat and addressed the officials asking them to tone up the administration and public service delivery system in the state, Raj Bhavan sources said. The meeting was attended by chief secretary Lalhuma, police chief J Changkija and other civil and police officials. The central rule was imposed for the fourth time on Thursday in Nagaland in the past three decades.

New Delhi, Jan. 4: Delhi today defended its decision to impose President’s rule in Nagaland, saying it was not taken with mala fide intent but on the basis of reports sent by Governor K.Sankaranarayanan. A Union home ministry statement said political instability in the state for several months climaxed in the developments in the Assembly on December 13, when a no-confidence motion was put to vote. “The voting pattern clearly demonstrated that the government of the day had lost the majority support,” the statement said. The BJP said the UPA government seemed to have applied different laws under the same Constitution when there was political instability in Goa, where former Nagaland chief minister S.C. Jamir is the governor.
BJP leader Rajiv Pratap Rudy said if the Nagaland Speaker’s decision to disallow three legislators from voting on the no-confidence motion and the disqualification of the votes cast by nine members were the basis of imposing central rule, the Congress government in Goa should have been dismissed, too. Rudy said former Goa Speaker Pratap Singh Rane had acted similarly and disqualified three members in the vote of confidence faced by the Digambar Kamat government on July 30 last year. Had the trio been allowed to vote, the Kamat government would not have survived, he added.
Unabated encroachment continuing along Assam-Nagaland border From Our Correspondent Assam Tribune
GOLAGHAT, Jan 4 – The reserved forests within Golaghat district are Diphu Reserved Forest, South Nambor, Rengma and Doyang which are situated along the Nagaland border. In 1963, Nagaland became the 16th state of India. In 1972, the KV Sundaram Commission submitted a report regarding the border dispute between Assam and Nagaland. But the Nagaland government refused to accept the recommendations of the Sundaram Commission. As a result, the boundaries of Assam and Nagaland have remained unsettled till today. Taking advantage of this situation, Nagaland has all along encroached upon large areas of the four reserved forests.

The Nagaland government has over the years established schools, two sub-divisions, constructed buildings and even roads. Electrification works have also been undertaken and magistrates appointed for smooth running of the administration.

The government of Assam with the strength of the Supreme Court verdict began eviction operation in the reserved forests and cleared encrochment by dismantling several houses in the border areas. According to sources in the Forest Department, the total forest cover of the four reserved forests is 83,997.71 out of which 80,300 hectares of land had been encroached upon by non-Nagas and suspected Bangladeshis.

The forest cover is only 3,679.71 hectare. The total forest cover of Diphu reserved forests. (A sector) is 18,396.71 hectares. The encroached land is 17,300 hectares. The Nagas had occupied 16,500 hectares, while non-Naga encroached on 500 hectares. the remaining forest cover is 865.71 hectares only. The forest cover of Rengma RF is 13,920.68 hectares (C-sector). Encroached land is 11,800 hectares. Nagas had occupied 16,500 hectares, while non-Nagas encroached upon 500 hectares of land. In South Nambor, the land areas is 270,057.59 hectares. (B-Sector) The encroached land is 25,000 hectares. The forest cover of the Doyang Reserved Forest is 24,635.77 hectares. The encroached land is 22,000 hectares. In 1973 an eviction drive was started. In 1929, the Naga attacked non-Nagaas and many people were killed in the resultant clashes.

The Central Government subsequently declared the four reserved forests as disputed land and a neutral force was engaged. Four years earlier, the Assam government started an eviction drive against the Naga and non-Nagas in the RF areas. But in reality it failed.

The border people of Assam have all along demanded the State and Central governments to stop encroachment and to solve the border dispute within the shortest possible time, though to no avail. Animal deaths: Following shortage of fodder and heavy floods, animals like rhinos, deer, buffaloes and elephants which crossed Kaziranga National Park (KNP) through NH-37 and entered the northern side of Karbi Anglong have been killed by poachers and villagers. Recently, at least 50 deer, 20 snakes, 10 bears were killed by vehicles plying on NH-37. Several rhinos were also killed by the poachers.

Due to shortage of forest officials, the Forest Department has failed to nab the poachers in the KNP. Nature lovers of Golaghat and Bokakhat have therefore demanded the Forest Minister to take stern measures against the frequent poaching of rhinos, elephants, deer, etc. in KNP and to appoint forest guards to step up is drive against the poachers. They further appealed to the NGOs and the government to provide modern sophisticated weapons so that the forest guards may adequately tackle the situation.

Rhino population: The Rhino census of 2006 had established the presence of 2,006 rhinos in the State, the Kaziranga National Park (1,855) Pabitara wildlife sanctuary (81) and the Orang National Park (68). The other two major rhino habitats, the Manas National Park and Lawkhowa Wildlife Sanctuary which used to shelter a major rhino population close to a hundred in each have seen their rhino population almost wiped out long back.

It has been a success story in Kaziranga and Pabitora, with Kaziranga adding another 303 rhinos since the previous census in 1999 that recorded 1,552 numbers. Pabitora too enhanced its count from the earlier figure of 74. A small sanctuary with an area of just 38 sq km, Pabitora has been burdened with this big population and unless the excess numbers are translocated to other parks, the danger of over population – signs of which are palpable there will effect it advesely, conservationist feel.
Orang too has witnessed an increase in its rhino population, which is 68 when compared to the previous census figure of 46. However, Orang had 97 rhinos as per the 1991 census and the present situation is a far cry from that abundance. The break up of the present population in Kaziranga reveals 547 males, 693 females and 409 young ones. The sex of another 208 could not be determined and have been listed in the category of undetermined.
Governor stresses on co-ordination A day after imposition of President's Rule in Nagaland Nagaland Post
State, Governor K. Sankaranarayanan held the first official meeting with heads of departments in his secretariat Friday where he stressed on co-ordination among the Government servants and need to bring about transparency and clarity in running the government. Governor Sankaranarayanan has said the government would accord top priority to improving roads in the state as good roads were essential for rapid economic development.
Other thrust areas included provision of drinking water, health care and quality education for effective implementation of the ongoing programmes. The Governor also said President's Rule provided an opportunity and a challenge for government servants to serve with commitment so as to deliver the goods to the people. He also reminded officers of the need for fiscal discipline where no expenditure should be incurred without budget provisions . He also asked all departments to incur expenditure within the limit sanctioned. The Governor said no liabilities should be created no supply orders issued for the sake of doing so. He also cautioned departments against ad hoc appointments and asked the chief secretary to issue necessary directions in this regard. He said all appointments have to be made as per due process specified.
Explaining the circumstances under which President's Rule has been imposed in the state, the Governor called upon the senior officers of the state government to ensure law and order, improve implementation and monitoring of developmental schemes and improve collection of revenues. After the address of the Governor, Chief Secretary Lalhuma emphasized on punctuality and strict adherence to the Rules of Executive Business under PR.
He further reiterated the instruction of the Governor to those departments to submit the status reports of their activities on time. The Chief Secretary also disclosed that two advisors to the Governor would be appointed in a few days time. Meanwhile, the Chief Secretary in a circular dated January 4, 2008, directed officers of different departments to collect and reprocess all files submitted to former ministers and former parliamentary secretaries as on January 3, 2008, and which have not been disposed of by them. Files received with orders passed by former ministers as on January 3, 2008, were also to be put up to the Governor for review, the circular added.
‘Unity drive mandated’ The Morung Express
Dimapur, January 4 (MExN): The NSCN unification asserts that the present “Naga unification” initiative is in line with the earlier efforts and with “mandated authority” as endorsed by Naga civil society and both the chairmen of the NSCN-IM and the NSCN-K. Claiming that “certain misguided section of the Nagas” are in opposition to the initiative, the NSCN unification publicity cell issued another reasoning today. “The ongoing unification move is the renewal and continuing process of series of such moves that were earlier stagnated for one reason or the other. The present Naga unification initiative is in line with earlier efforts and with mandated authority as endorsed by the Naga Hoho, ENPO, Churches (NBCC), (and) respective tribal hohos, both the chairman of NSCN and the Naga public in general” it stated.
The NSCN unification explained: In 1999, the two NSCNs agreed in principle to unify and the move was initiated by “Tangkhul Long, Konyak Union and Sumi Hoho.” Accordingly NSCN-IM general secretary Th. Muivah responded positively saying “We agree Naga unification move and we shall agree to the proposal of merger but no condition should be imposed” according to the NSCN unification.Then in May and August of 2000, NSCN-IM chairman Isak Swu deputed his emissaries and after joint consultations with their counterparts, Zunheboto town was declared a ‘peace zone’ with the same effort to be pursued in all parts of the Naga areas. “The move gained significance and momentum with support from all sections of the Nagas including collective leaders from both the NSCNs” the statement stated. “Muivah” unilaterally nullified the peace deal and demoted then kilo kilonser Q Tuccu, who led the NSCN-IM’s delegation in the “unification” parleys. In 2004, the initiative was renewed by the Konyak Union, Tangkhul Long and the Sumi Hoho. While the effort was on the “verge of success,” the statement claimed, “V S Atem on order of Muivah forged Isak Swu’s signature and dispatched letter to Gen. Kholi asking him to immediately desert NSCN (K) camp and join IM camp,” and so “the unification was thus scuttled on the way and Nagas continued fratricidal killings.”
After two years, a peace deal was reached between the two NSCNs on May 29, 2006 at Zunheboto and like earlier agreements Zunheboto was again declared ‘neutral zone’ with approval from both NSCNs’ chairmen. Here the NSCN unification alleged that NSCN-IM cadres attacked “Naga Armies” at Sutemi village in Zunheboto, killed one and injuring another. “Muivah justified the attack stating that the agreement was without his consent and demoted Shikato Chishi the then dy. kilonser regardless of the fact Shikato Chishi was officially authorized by Isak Swu at Bangkok and further endorsed by the National Security Council to append the agreement.” Stating that despite these numerous road blocks, the effort is still on for unification and “political settlement are two inseparable components.”
The NSCN unification further stated that “the immediate factor that accelerated the ongoing Naga unification is attributed to Isak Swu’s national proclamation for peace and reconciliation at Hebron. On 13th Jan.2007, followed by three days prayer fasting with Sumi churches comprising of SBAK, WSBAK (and) SABAK on 21st August 2007 where Isak Swu appealed to the Sumis to unify and pave for unification of all the Nagas at large. Following this clarion call of Isak Swu, joint session of Sumis national workers comprising of both the civil and military officials was held on 17th sep, 2007 and the Sumis further reaffirmed to take forward the call of the Nagas for Unification” it asserted.
“It is thus clear that the current Naga Unification is being pursued with authorization and mandate of not only the Nagas at large but with the consent of Isak Chishi Swu and SS Khaplang” the group stated adding that some “anti-Naga activists” are averse to the initiative and “thus resorting to every possible tirade of accusations against the GPRN/NSCN to confuse and mislead the Nagas.”
The group summarized that “anti-Naga activists at Hebron” are “propagating contradictory rhetoric against Isak Swu’s principle of reconciliation and unification.” The consequent dismissal of Azheto Chophi when he was “only trying to implement the proclamation for peace and unification” issued by Isak Swu clearly “defines the divisive principle of Hebron camp” the NSCN unification maintained. The group also claimed that “the Nagas are with us and we are for the Nagas.”
‘Unification lacks genuine thirst’ The Morung Express
Dimapur, January 4 (MExN): “The beginning should be right to justify the end. Any program that fails to reflect this dictum is doomed to meet failure” stated a MIP, GPRN release today. The statement shared that “the disgraced unification group let by Azheto Chophy failed to capture the imagination of the Nagas, as they were never inspired by the genuine thirst for Naga unification but the greed for land, money and power drove them to go for the mischievous venture.” Reminding that rationality reflects credibility, the statement questioned “where is the need to fear for adopting pragmatic approach, given the complexities that lay on the road to Naga unification?”
The MIP statement unreservedly stated that “mixing and collaborating with the people who have no standing reputation in defending the principle that has guided the Naga political struggle can never win the trust of the Naga people” citing Azheto and his failure, brought about by overrating himself and daring to start the unification program on wrong footing.
Informing that while the forgiving hand extended by NSCN/GPRN was never responded, the MIP statement alleged how Azheto has “impregnated his supporters in the civil societies with the false show of seriousness that the Naga unification can be processed from the backdoor”.
Digging at the casual attitude and rebellious trend of peace building of the unification group, the MIP statement stated that “this only goes to reflect the sinister game plan under the covert operation of bringing Naga unification” reflecting their obnoxious behaviour.
Terming the response from Western Sumi Youth front as significant, the MIP statement shared “this will be considered as a positive development till something proves otherwise”. Responding to the WSYF’s demands for proof and evidence, the MIP statement appealed the Sumi youth organization to comment on the arms training going on at Kowokhu; snatching of arms from NSCN cadres; the seized camouflage suits and air guns; collection of arms and ammunitions from shops in Dimapur and the neighboring places of Assam; etc. Concluding the MIP, GPRN questioned as to “what are all these activities for?” and whether the WSYF have a clean hand on these illegal programs?
‘Ensure that Peace Process goes forward’ The Morung Express
Dimapur, January 4 (MExN): The Governor of Nagaland, K Sankaranarayanan today addressed the first meeting with senior officers of state government at the new secretariat complex, Kohima after the recent imposition of President’s Rule in Nagaland. The Governor remarked that Imposition of President’s rule should not be construed as Army Rule since and it is as per Constitutional Provisions of Article 356 under the Constitution of India according to a press handout from Abhishek Singh, Secretary to Governor, Nagaland.
Wishing all a happy new year 2008, the Governor implored on the gathering of state officials to continue giving their very best in order to ensure that the Governance in the State is more effective and efficient during the President’s rule.
While strongly emphasizing the need to ensure that Peace Process in the state goes forward, Governor impressed upon the officials terming them as a major stake holder in the peace process by citing the initiative demonstrated by joint forum of Nagaland GB Federation and Nagaland DB to reduce violence and bring sustainable peace and reconciliation in the state. Governor also acknowledged that with active support from all quarters, specially, government servants, NGOs, Hohos and student bodies, the long cherished dream of a peaceful and vibrant Nagaland will be achieved.
The Governor stressed with urgency the need “to ensure maintenance of law and order, improve implementation and monitoring of developmental schemes and improve collection of revenue” with the elections soon due and as part of the intervening period of President’s rule “to elect a democratic government”. Spelling out that the entire responsibility of running the Government lies on the bureaucracy under the present situation, Governor cautioned the state officials to be responsible for their acts of omissions or commissions or efficiency and inefficiency, in the absence of a ministry with sans political interference. The Governor also challenged stating that “people must feel that government servants are actually serving the people and not themselves.” Reminding the crowd that he had already shared his commitment to the people of Nagaland through the media, Sankaranarayanan encouraged the officers to “endeavor.. to give to the citizens a Government that is SMART - Simple, Moral, Accountable, Responsive and Transparent” and to work towards redeeming this promise.
In order to realize this K Sankaranarayanan strongly insisted on the need of Proper Planning and for an integrated approach for all departments with the overall State Plan to increase our per capita income besides conducting socio-economic impact analysis of our activities.
Giving infrastructure development a top priority, the Governor lamented on the deplorable condition of the state roads and stated “good roads are essential for rapid economic development anywhere, more so in Nagaland where hilly terrain does not allow other modes of transport” besides bringing more discipline amongst the engineers to eliminate leakages focusing on quality.
The Governor also stressed on various other crucial areas such as providing clean drinking water to all district though out the year; make plans for bringing in self sufficiency in vegetables, meat and milk through agriculture and it allied sectors; improving the quality of life of citizens through conscientious education and humane health programme; the need to have Professional Education in the State; to inculcate a culture of Proper Financial Management and Discipline; streamline the system of Appointments that are made in Government Departments; etc.
Focusing on discipline the Governor succinctly informed the bureaucracy “Elections are round the corner and I would not like any Government Employee to indulge in any kind of politics or show favour to anyone. You all have to be impartial and upright in your conduct.”
Concluding his address, the Governor remarked “I have always given time and have been most accessible. In President’s rule in Nagaland, I will be giving more personal attention to Government Work. My only requirement is Work, Efficiency, Dedication and Results. Good Results will make me Happy. This is the real opportunity and challenge for all of you to prove your worth.”
KU, SH to support unification movement Correspondent Nagaland Post
MON, Jan 4: The Konyak Union (KU) and Sumi Hoho (SH) have resolved to support the ongoing unification movement initiated by the "like-minded NSCN" cadres and appealed to all the factions and Naga communities to work out modalities for "in toto unification of Naga warring factions." The two apex tribal bodies of the Konyaks and Sumis also appealed for an end to fratricidal killings in order to pave the way for solution to the Naga political problem. The resolution came about following a two-day marathon meeting of Sumi Hoho officials and the Konyak Union advisory board, which concluded here Friday.
On Thursday, a Sumi Hoho delegation met with KU advisory board members and discussed at length the unification movement. During the meeting, Sumis urged Konyaks to reaffirm the resolution passed by both the tribes on Peace and Reconciliation between NSCN (I-M) and NSCN (K) earlier in 2003. The Sumis also said that Konyaks and Sumis were two major tribes who can play a vital role in the unification of the Nagas.
Responding to the appeal of the Sumis, the Konyaks said "Since long we had adopted unification of the Nagas as our ideal objective and had worked a lot towards it and as such, we had worked together with the Sumis during 2003 and now that the urge to unite has come from within, we will stand with our Sumi brothers in the unification of the Nagas."
"Unification first and Solution second is our stance and whoever agrees with that we shall support," KU added.The Sumi Hoho further said that the unification move was initiated by like-minded people from both factions who were fed up with bloodshed within Naga brothers. "For decades, Nagas have been killing each other in the name of sovereignty. But it is not sovereignty but civil war and how long can we let this civil war go on? It is the right time for all to open their eyes and unite in making this movement a reality," said a Sumi Hoho delegate. The Sumis also made it clear that the Intangki issue had nothing to do with the Sumis' involvement in the unification movement.
SCCL endorses unification team Giving full endorsement to the Unification Team spearheading peace and reconciliation among the Nagas, the Sumi Concerned Church Leaders (SCCL) expressed opposition against what it described as "cheap propaganda by some vested interest groups" who had dismissed the ongoing unification move as a venture of a few sections for the purpose of grabbing power, money and land to exploit the interest of other Nagas.
SCCL in a press release signed by eleven church leaders said it was a shameful and inhuman act to point fingers at others without valid rhyme or reason, when no stones were being left unturned to venture boldly into bringing all the Nagas together under the banner of peace and reconciliation. The Sumi church leaders also said the silence of many Naga public did not mean that they were ignorant or approved of such despicable acts or propaganda. The SCCL said "rather the seeds of mistrust and lies that has been sown will grow into public unrest and resistance in due course of time as witnessed in human history including our very own Naga history time and again."
SH asks Swu to clarify stand The Sumi Hoho (SH) has asked NSCN (I-M) chairman Isak Chishi Swu to "clearly clarify" his stand on the unification process as the hoho felt that the "inconsistent statements" of Swu had confused the Naga society. "It is a matter of fact that the ongoing unification process is very much with the official endorsement of Ino Isak Chishi Swu, chairman NSCN/GPRN," Sumi Hoho president Hokiye Yeptho claimed in a press release.
The Hoho therefore said the recent directive of Swu dismissing Azheto Chophy, kilo kilonser, from national service and directing unification campers to reach Hebron Camp within five days was uncalled for.

What strikes most to my mind is the lack of vision, the lack of ability to peep into near and far future and their crave for carnal pleasure in most of the Naga leaders, both overground and underground. When I say Naga leaders it includes church leaders also who are supposed to be spiritual in approach and pious in behaviour.

Dr S.C. Jamir has been attacked almost half a dozen times, the recent being at Changki village on November 23. God knows what will happen to him tomorrow. But frankly speaking, I admire him not for any other reasons but for his wisdom, all-embracing behaviour and his contribution to Naga society and the country risking his own life.
The situation in Nagaland in the mid-nineties was very volatile and violent. The mindless killing, kidnapping, robbery and extortion had threatened the peace, prosperity and communal harmony of the people in Nagaland and also in neighbouring states. The Merapani incident of 1985 added salt to the injuries. During Merapani uprising scores of innocent people were killed and the disturbance continued for several months. It was during those days I first met Dr S.C. Jamir, the then Chief Minister of Nagaland, at his official residence when I led a delegation of Central Government employees as general secretary of All Nagaland Central Government Employees Coordination Committee. The delegation included Shri Manoj Biswas and Shri Ranjit Paul from Accountant General’s Office, Shri D.C. Rout and Shri Gulab Singh from Telephone Exchange, Shri H.K. Endo and Shri Neisakulie Angami from Census Operation and few more from different Central Government Offices stationed at Kohima. The office-bearers of the said Coordination Committee submitted a memorandum to Dr Jamir requesting him to provide security in the premises of our offices and in residential areas as well, because the Central Government employees were targeted and were more vulnerable. Three of the employees of the A.G. office were kidnapped from the office premises and taken to unknown destination, which led to a week-long strike in the office. I was then secretary of Audit and Accounts Association, Nagaland.

The delegation discussed the security problem in detail with Dr Jamir who gave a very patient hearing to us. We returned with a sigh of relief because of assurances given by him. Though we were not fully satisfied with what were done by the State Government it provided much succour to Central Government employees during those turbulent days. The day and night CRPF patrolling started in residential areas where Central Government employees lived and CRPF security guards were posted in most of the major Central Government offices stationed at Kohima and Dimapur. Chief Secretary Shri K.S. Puri and DGP Nagaland came to A.G. Office and addressed General Body meting of the employees assuring possible security arrangements.

The second time I met Shri Jamir was in 2004 at his Chumukedima farmhouse. I led a team of office-bearers of Hindu Mandir Society, Kohima and invited him to grace the Ram Katha utsav at State Academy Hall, Kohima. He thoroughly inquired about the identity of each member of the team. He asked about the activities of Hindu Mandir Society and then had a very free and frank discussion with us while sipping a cup of tea. He then said that he would let us know about his decision within two-three days. Though we were much pleased on his hospitality and befitting reception and response we had doubt that he would accept our invitation. Only after two days, I received a telephonic call on his behalf conveying that he had consented to grace the Ram Katha utsav and that he had asked for details of the programme. We were jubilant on Shri Jamir’s acceptance of our invitation. Hindu Mandir Society had ventured to invite Shri Shyamal Dutta, the then Governor of Nagaland and all the four former Chief Ministers viz. Shri J.B. Jasokie, Dr S.C. Jamir, Dr Hokishe Sema and Shri Vizol along with many former and sitting political leaders and public leaders from Naga society.

Shri J.B. Jasokie could not attend the function on health grounds. All the three former Chief Ministers—Dr Hokishe Sema, Dr S.C. Jamir and Shri Vizol shared the same sofa-set along with the Governor Shri Shyamal Dutta. The veteran social worker and a noted educationist Shri Manik Bhattacharjee and Shri N.C. Zeliang also were happy to share the VIP row in State Academy Hall. Swami Yatindrananda Saraswati, a Sanyasi from Roorkie, Uttarakhand, honoured the Governor and all the three former Chief Ministers with Kashmiri shawl and coconut and blessed them with Vedic mantras. Shri Manik Battacharjee and Shri N.C. Zeliang were also honoured for their selfless social services to the society. This function was of great significance for bringing Nagas and Hindus closer to each other. The venue of the utsav was jam-packed with almost one-third of audience from Naga society. The venture was appreciated. The idea was to enthuse mutual trust in every section of the society. This could be achieved to a certain extent. All these could happen because of encouraging response we received from Dr S.C. Jamir. The speech he delivered in the function was another encouragement towards bridging the gap between Nagas and non-Nagas. Some fanatics later criticised Shri Jamir in the media for attending this Hindu religious function. They questioned Jamir’s propriety of his Christian faith. But he preferred to remain quiet. Except on these two occasions I had no other opportunity either to meet Dr Jamir or interact with him. But as a keen observer of the developments in Nagas society, both political and non-political, I have been reading the views expressed by Dr Jamir in the media including his most talked of booklet, Bedrock of Naga Society. I have also been reading the views expressed by Governors and top ranking political leaders, underground leaders, student leaders, church leaders and leaders of other social organisations. As a resident of the capital city Kohima, I have been watching the various political activities and cultural functions for last thirty-two years from 1975 onwards. What strikes most to my mind is the lack of vision, the lack of ability to peep into near and far future and their crave for carnal pleasure in most of the Naga leaders, both overground and underground. When I say Naga leaders, it includes church leaders also who are supposed to be spiritual in approach and pious in behaviour. Before and after the publication of Bedrock of Naga Society, the top ranking Naga leaders admitted in private the facts narrated in that booklet. The armed section of Naga society blamed Shri Jamir for putting sovereignty movement into reverse gear.

Now, if the opinions/proposals are analysed objectively and subjectively, put-forth by several Naga leaders at different point of time right from Shri V. Sakhrie, the first NNC general secretary, Shri R. Suisa, Dr Imkongliba, signatories of Shillong Accord 1975, Dr Hokishe Sema, J.B. Jasokie, Shri Vizol till day’s Naga leaders, it will be seen that Dr S.C. Jamir is not alone in his view point about vexed Naga problem. The silent majority from Naga society has similar views. The only difference is that Dr Jamir speaks out while others not.

At home, Nagas stand fragmented not only today, but from the beginning. One may not admit but I have been noticing from last thirty-two years. They are killing each other. It is not only Dr Jamir whose head is wanted by whom (?), not by any non-Naga but by a section of armed Nagas, but the heads of all the top-ranking Naga leaders without even a single exception, are wanted by rival armed factions. Who is safe here in today’s Nagaland? Can any top-ranking underground Naga leader claim that he is safe in Nagaland whose sovereignty, they claim, they are fighting for? No. They can’t claim it. It reminds me the phrase—hate begets hate.

Because of assassination of dozens of giant geniuses from Naga society by their own people, the Naga community stands today starved of intellectual class who can match geniuses at national and international fora. In fact, people in other parts of the country are bemused to witness the mad killings here in Nagaland.

Not that those who are manning the high ranks in underground organisations are not wise. In my opinion, they also possess high degree of wisdom. But their wisdom is not being used for the welfare of the society because they are working opposite to each other. As of today, there is no hope even in distant future that all these Naga intellectuals will come closer to each other. In the present crisis in Naga society if Dr Jamir is assassinated, it will be a great loss not only to Naga society alone but to the nation as a whole and for that matter, to whole of the humanity. It will not be possible to fill up the void so created in Naga society for long.
Rio seeks justice from Court Nagaland Page

Kohima, December 4: The Democratic Alliance of Nagaland is preparing to seek justice from the Court in protest against the imposition of President's Rule in the state since January 3 evening.
Former chief minister, Neiphiu Rio this morning termed the Centre's rule as 'murder of democracy' and therefore they will seek justice from the court. He said the partners of DAN are consulting the legal luminaries over the issue and that very soon they will file a petition in the court. "We'll seek justice from the court" he added.
Rio said Centre has suppressed the rights of Naga people which was totally murder of democracy adding that Naga people have to judge for what the Centre had done to the state.
He however said DAN would respond befittingly in the forthcoming elections.
Earlier this morning Rio convened a meeting of DAN alliance at his residence to take stock of the situation.
The former chief minister said it was the NDA, which brought economic package to the state, and now it is the congress which has brought PR package to the Naga people.
He squarely blamed the Nagaland congress leaders for the president's rule, but the congress rubbished the charge. Secretary (Administration) Nagaland Pradesh Congress Committee and a legislator, Medokul Sophie told the telegraph that they had never demanded for the president's rule. He said their demand was dismissal of Rio's government for an alternative government after the December 13 no-confidence motion. "At no point of time we had demanded for imposition of president's rule" Sophie added. Asked whether congress had welcomed the Centre's rule, he said though their demand was not for this but they have to finally accept the verdict of the Centre. Leader of congress legislature party, I. Imkong Ao has also refuted that they had demanded for president's rule.
Congress had demand for formation of Nagaland Progressive Alliance government headed by Imkong Ao. State unit of BJP has also criticized the Centre and said that president's rule will not benefit the congress but rather would affect the poll prospect of the congress.
The BJP president, Ato Yepthomi today said centre' rule was murder of democracy and vowed to defeat the congress befittingly in the next elections through the mandate of the people. Meanwhile, Naga organizations have opposed Centre's rule in the state. The Naga Hoho, Naga Students' Federation and Naga People's Movement for Human Rights have said president's rule would create abnormal situation in the state. They said losing in Gujarat and Himachal Pradesh does not mean that it has the right to impose president's rule in Nagaland".
The organizations said this would hamper the ongoing Naga peace process.
Nagaland Governor K. Sankaranarayanan has assured of transparent and accountable government during the president's rule with mean thrust on health, education, rural development, better fiscal management, to address public grievances and public distribution system. He said the need of the hour is to deliver better governance and goods to the people.
He urged the government employees, police and army to extend help in running better government.

Dimapur, January 4: Leader of Opposition, I Imkong today said that Constitutional propriety had been upheld and justice was delivered by the Government of India to the people of Nagaland.
Addressing national and regional media persons at Nagaland House this afternoon, Imkong said, "We thank the Government of India and Her Excellency, the President of India who is the supreme custodian of the Constitution of India for resuscitating and reviving democracy and the rule of law in Nagaland which was murdered most brutally on December 13th, 2007 wherein the hallowed office of the Speaker was used to assassinate Parliamentary Democracy. We are elated that justice has been delivered as deserved."
In Nagaland, the general public are rejoicing and celebrating because Neiphiu Rio's illegal Government has been dismissed, Imkong said and assured that they would extend all cooperation to the Governor of Nagaland who has now taken over the reins of the administration to ensure that the security and welfare of the people is protected unlike the "unprincipled, unethical and power-hungry political parties in the DAN coalition."
Explaining the sequence of events and developments arising out of the series of resignations from the Assembly and withdrawal of support to the DAN Government, Imkong said that it is a unique phenomenon when members of the ruling bench join the Opposition in voting out their Government. Imkong went on to explain as to how the Chief Minister had held more than 43 portfolios by himself besides creating an overdraft of more than Rs 435 crores till the time he (Rio) held office which had prompted some of the ruling MLAs and the DAN alliance partners to go against the dictatorial and autocratic attitude of the Chief Minister.
Stating that though the Centre was pouring in massive funds, Imkong pointed out that development was being concentrated only in certain pockets. "At the end of the day, Rio had to be kicked out due to his mismanagement and misadministration," the Leader of Opposition told the media.
Asked to comment on the allegations that the Congress had resorted to an unconstitutional move, Imkong replied, "Do you think that it is unconstitutional to demand for dismissal of the Rio Government after it was reduced to a minority on December 13th, 2007 on the Floor of the House?"
Reacting to Rio's statement that "democracy had been murdered," Imkong retorted, "Rio is singing our old song. He and the Speaker had brutally murdered democracy on December 13th, 2007, which we have declared as the blackest day in the history of the Nagaland Legislative Assembly. And now he is crying hoarse too late."
When asked if the imposition of President's Rule in Nagaland would have an adverse effect on the ongoing peace process, Imkong clarified that President's Rule has been imposed only for a short while and the Election Process is about to begin. "It will have no bearing on the ongoing peace process," he said. Meanwhile, while replying to queries from the media about the future prospect of the Congress in Nagaland, Leader of Opposition, I Imkong said, "We expect to romp home and form the Government on our own. We are confident of an overwhelming majority." Congress unable to free from political greed: Nagaland MPs Nagaland Page

Dimapur, January 4: Both the Members of Parliament from Nagaland Wangyuh Konyak and T R Zeliang today said that the Centre has imposed President's Rule in Nagaland merely to rig the elections in their favour.
In a statement issued here, both the MPs said that President's Rule would give more avenues to some of the NPF defectors who have enjoyed the cream of DAN Government and NPF party and such members would continue to "suck and thrive".
They also said that Article 356 of the Constitution, which intends to protect against failure of Constitutional machinery in a state, has been abused by the Congress party in Nagaland, which is the height of travesty of justice to the Nagas. They alleged that the Congress party, which freed the country from foreign rule is now unable to free itself from the political greed of resuming and retaining power by illicit means.
Having suffered a series of defeats in Gujarat and Himachal Pradesh, the Congress party wants to retain Nagaland, since amongst the 3 Northeastern states, which would go to polls in February, Tripura and Meghalaya are sure to return non-Congress Governments, they alleged adding with defeat staring at its face in Nagaland too, the Congress has become desperate to resume power in the state.
The MPs further said that Congress has now laid the foundation for the electoral mischief of rigging by imposing the unwarranted President's rule in the states.
They disclosed that the NPF has chosen to challenge the President's Rule in the Supreme Court at the earliest and there is every possibility of the Centre getting a slap on its face at the hands of the Supreme Court as it was manifested in the Buta Singh's case.
The said that the imposition of President's Rule would cause serious aversion amongst Nagas about their trust in the Union Government, adding, President's Rule in the state is nothing but a constitutional blackmail of all Nagas and a stab in their back especially when they are slowly mingling in the mainstream through all round development implemented by the DAN Government under the leadership of Neiphiu Rio. Kohima |Former Chief Minister Neiphiu Rio today disclosed that the DAN government is consulting legal experts over the imposition of President’s Rule on Thursday night, and may move the court to seek ‘justice.’
Speaking on the sideline of the inaugural session of the Rusoma Village Youths and Sports Association golden jubilee celebration today, Rio continued to defend the speaker’s action of December 13 stating that it was done as per the provision of anti-defection and the dismissal of his government by the centre is ‘unfair’.
“Goa is also in a similar situation, but the centre has applied different yardstick on Nagaland this time. We are consulting some legal experts we may move to court”, Rio asserted, adding that the India, the biggest democracy in the world, has illegally dismissed the mandated government.
He said that NPA members led by Congress went to Delhi to celebrate Christmas and new year and presented a PR package to the people of Nagaland. It is for the people to judge whether it is a boon or bane for the people, Rio stated. Rio also cautioned that if there is no popular government things may go wrong as peace in Nagaland is not a permanent peace.
“Government definitely helps in maintaining peace, as we said we are facilitators. If there is no popular government things may go wrong. Our peace is not a permanent peace. It is sensitive peace”, Rio warned addressing the press conference at his official residence in the evening. He also maintained that people doesn’t want army rule.
Although, the DAN government has been dismissed, a time has come for them to face people, he said. Rio asserted that the development which is gaining momentum will be disrupted, but said it will be only temporary. He reposed his faith in the governor that the latter will do justice.
“The governor has been very supportive and gave fullest cooperation. Now he is holding the responsibility, I have to give him cooperation”, Rio said. He met the governor this evening. He said that the whole toppling game was masterminded by the Congress by using many kinds of method to lure some while threatening some legislators. “Only few week left. They should have patience, instead of trying to come through the backdoor”, Rio also reiterated.
President’s Rule undemocratic - State BJP Dimapur, January 4 (MExN): The BJP Nagaland has termed the UPA government’s decision to impose President’s Rule in the State as ‘undemocratic’ and maintained that out of sheer frustration, the Congress has imposed PR in Nagaland. Briefing media persons at the State BJP office, State BJP president Ato Yepthomi accused Congress of not being able to perform the role of a healthy opposition in any state and continued that the Congress party always tried to grab power through ‘back door’.
Taking the example of Nagaland, he said that this would be an eye opener to all the political parties in the country. He disclosed that similar case happened at Goa where the Congress did not impose PR. Yepthomi said that the imposition of PR had only enhanced the chances of BJP in the forthcoming assembly elections.
Johny G Rengma, State BJP spokesman, informed that the BJP will take up the imposition of PR in Nagaland in the coming BJP national meeting from January 26-28 at Delhi. He said that people of the State would never accept Congress in the coming elections and added that UPA Government did not even consulted its allies before imposing PR in the State. Avinash Koli, general secretary (Org), State BJP also attended the press conference.
Meanwhile, a press release issued by the State BJP Spokesman, Johny Rengma today termed the imposition of PR in Nagaland as nefarious activities of the Congress party to sabotage the ongoing ceasefire between the Government of India and the Naga underground groups.
He said that categorically said that it is not the fall out of the December 13 vote of confidence in the Legislative Assembly by “the objective of the Congress party in Nagaland attempted to abrogate the ceasefire between the Govt of India and Underground groups which was clearly manifested by the allegation of the leader of Opposition Shri I Imkong in which he alleged that 4000 militants with sophisticated weapons and violation of ceasefire ground rule agreement as a daily affairs as alleged by Shri Imkong was a cry foul”.
In this regard, the state BJP Unit demanded ‘the white paper’ submitted by the state Congress to the President of India. Further, the state BJP Unit lamented that the Opposition leader, I Imkong, as a responsible leader, should not have undermined the constitutional head vested on the Governor of Nagaland. “(The) BJP State Unit will not remain mute spectator of the Congress nefarious activities to sabotage the ongoing peace process between the Govt of India and Underground groups,” Johny G Rengma, the state BJP Spokesman declared.
‘Justice’ delivered says Cong Dimapur, January 4 (MExN): The imposition of President’s Rule in Nagaland will have no ‘adverse effect’ on the ongoing peace process according to the Nagaland Congress, with the assurance that it (PR) is only for a “short while.” Leader of Opposition I Imkong explained that President’s Rule has been imposed only for a short while and the election process is about to begin. “It will have no bearing on the ongoing peace process,” he said.

Hardcore ULFA woman cadre killed in encounter The Hindu
Tinsukia-Sibsagar (PTI): A hardcore ULFA woman cadre of the banned organisation's 28 battalion `C' company was killed in an encounter with the Army in Tinsukia district on Friday night, while two other ULFA insurgents with RDX were apprehended by Assam Rifles on Saturday from the Assam-Nagaland border. The self-stlyed sergeant, identified as Sapna Barua alias Sapna Moran, with two others exchanged fire with the troops in thick jungles near Dirak Rongpuria, under Kakopathar police station, defence sources said.
Sapna's body was recovered during a search. Two others managed to escape under the cover of darkness, the sources said. The two other ULFA militants, also of 28 battalion, were apprehended early today from Naginimara on the inter-state border, 37 Assam Rifles sources said. They have been identified as `sergeant' Nikhil Bhuyan alias Bijoy and `private' Jadav Saikia alias Ajit. RDX explosives, Rs 11,000, cell phones and some documents were recovered from the two later were handed over to the police in Sibsagar. A surrendered ULFA cadre and now businessmsan Kajal Khan was arrested from the Moran area of Dibrugarh district on Friday night on charges of crude oil pilferage.
