Kohima : Army and paramilitary troopers were deployed in strength in Nagaland Friday following the clamping of president's rule, which dismissed chief minister Neiphiu Rio described as a "murder of democracy". The northeastern state was brought under central rule late Thursday following political uncertainty triggered by a controversial no-confidence vote.
"Maintenance of law and order has to be a top priority and police and security forces must ensure that citizens can live a secure and peaceful life," Nagaland Governor K. Sankaranarayanan said in a statement. President Pratibha Patil late Thursday gave her assent to a recommendation by the central cabinet to dismiss the Bharatiya Janata Party (BJP)-backed Democratic Alliance of Nagaland (DAN) government, two months before it was due to complete its five-year term. The decision came after Nagaland's coalition government headed by Rio managed to stay in office even though it lost a no-confidence vote moved by the opposition Dec 13. A controversial decision by Nagaland Assembly Speaker K. Peseyie barring three independent legislators from voting in the no confidence motion and declaring as invalid nine ruling Nagaland People's Front (NPF) legislators for defying a party whip helped Rio remain chief minister until Thursday.
"It became very clear that no stable ministry can be formed from the present assembly which has as many as 13 vacant seats and has seen a series of defections and resignations," the governor said. The imposition of president's rule has evoked a sharp reaction from the NPF and other parties of the coalition government.
"The decision is not only illegal and unconstitutional, but also the murder of democracy," Rio told IANS. "This is a conspiracy hatched by the Congress to oust an elected government," he added. Similar reactions have come in from other northeastern leaders. Purno A. Sangma, former speaker of Lok Sabha, said: "This kind of action is not at all good for a sensitive state like Nagaland." The BJP too reacted angrily."The Nagas would never accept army rule and the Congress party would have to pay the price in the elections," A. Yepthomi, Nagaland BJP president, said. Elections in Nagaland are due in February-March.
President's Rule had become necessary in Nagaland: Governor The Hindu
Kohima (PTI): A day after imposition of President's rule in Nagaland, Governor Governor K Shankaranarayanan on Friday said the move was necessitated by possibility of horse-trading and shifting political loyalties. "There was no option but to impose provisions of Article 356 and give a chance to the people of the state to elect a government as per their wishes," the Governor said in a statement. The political uncertainty in the insurgency-hit state was triggered by a controversial trial of strength won by the BJP-backed Neiphiu Rio.
President Pratibha Patil signed the recommendation of the Union cabinet on Thursday to dismiss the Rio government and impose central rule. The state assembly was kept under suspended animation. The Governor also cited special security needs of the state for the imposition of the Central rule. Assembly elections are expected in Nagaland in about a couple of months. The BJP-backed Democratic Alliance had won a controversial no-confidence motion on the floor of the assembly on December 13. Rio survived the trial of strength by 23-19 votes in the 60-member House after Speaker barred three independents from taking part in voting and held that the votes of nine dissident ruling NPF members were invalid.

The President has issued a Proclamation today, assuming to herself all the functions of the Government of the State of Nagaland and the powers vested in or exercisable by the Governor of Nagaland. The President has also declared that the powers of the Nagaland Legislature shall be exercisable by or under the authority of the Parliament. The effect of these Proclamations is that the Nagaland Ministry has ceased to exist and the Governor can now act only under the authority of the President and any business that could be transacted by the Nagaland Legislative Assembly will now be transacted in Parliament or under its Authority.
I wish to take this opportunity to explain to you the circumstances which have led to Nagaland being brought under President's rule. Nagaland Legislative Assembly was constituted in March 2003 and had 60 members. On 30th May 2007, 22 MLAs from DAN Alliance informed me in writing, that they have withdrawn their support to the Neiphiu Rio Government and staked claim to form alternative Government under the leadership of Shri Z Obed. However, on the very next day, 10 MLAs out of the above group of 22 informed me that their signatures must be verified as they had signed earlier on the petition in 2004 and now they reaffirmed their support to the leadership of Shri Neiphiu Rio. Amidst this confusion, Huska Sumi accused the ruling DAN Alliance of indulging in Horse-trading of MLAs and misuse of funds. Shri Z Obed, MLA accused the ruling DAN Alliance of forcing withdrawal of signatures of 10 MLAs under duress. All this pointed to activities that are not in the best interests of democracy and governance.
Further, in September 2007, 4 NPF MLAs namely Shri Z Obed, Shri K Therie, Shri Yeangphong and Shri Vatsu Meru resigned from the Assembly. On the same day, Independent MLA, Shri Kutovi, withdrew support from the DAN Government. Further, Shri Tiameren, MLA of BJP also resigned in October 2007. In October 2007, Shri Huska Sumi and Shri Deo Nukhu, MLA s of JD (U) withdrew support to the DAN Government. On 27th November 2007, Works and Housing Minister, Shri Tokeho, resigned from the Cabinet. On the same day, 2 Independent MLAs, namely Shri P Chuba and Shri Jongshilemba withdrew support to the ruling DAN Alliance. The very next day Shri Kaito was sworn in place of Shri Tokeho. On 1st December, Shri Kheto, Forest Minister resigned from the Cabinet. In his place, Shri Doshehe Y Sema, was sworn in on 3rd December. On 1st December only, Shri K Hollohon, resigned as Parliamentary Secretary and in his place Shri Hukavi was sworn in. All these actions pointed to growing instability in the Assembly and also a situation where members elected by people were going by Self Interest rather than interest of the people they represent and that too just a few months before the Assembly Elections. On 12th December, 2007 6 NPF MLAs namely Shri Hukavi, Nkhao Lotha, Kipili Sangtam, Hewoto, Tarie, and Kihoto Hollohon submitted their resignations from the Assembly. Some of these members were also part of the group of 22 MLAs who had signed the petition on 30th May 2007 and later withdrew their signatures. On 13th December 2007, Shri Kheto, MLA submitted his resignation from the Assembly.
On 13th December, One Day Assembly Session was scheduled and Opposition moved a No Confidence Motion. Interestingly, till the session, Speaker had not decided on the resignation letters of the 7 MLAs who had resigned on 12th and 13th December 2007. The Assembly, with only 55 members had the following composition on that day - NPF -28, BJP -4, Independent -1 in the ruling DAN Alliance comprising of 33 members and 17 of Congress, 2 of JD (U) and 3 Independents in the Opposition comprising of 22 members. However when the Vote on Motion of No Confidence was taken up, along with the 17 Congress and 2 JD (U) MLAs, the 3 Independents and 9 NPF MLAs (including 7 who had resigned earlier) stood up and said Ayes to the Motion. 23 MLAs (comprising of 18 NPF, 4 BJP and 1 Independent) voted against the Motion. However, the Speaker did not count the Votes of 3 Independent MLAs and 9 NPF MLAs and ruled that Motion of No Confidence was defeated by 23 Votes to 19.
After that 31 MLAs (comprising of 17 Congress, 2 JD (U), 3 Independents and 9 NPF rebels) walked out and came to Raj Bhavan claiming that the Government has been defeated by 31 Votes to 23 and further claimed to form an alternative Government under the banner of Nagaland Progressive Alliance. However, these 9 legislators of NPF could not have joined another political group as per the provisions of Anti Defection Act. Thus the effective strength of the Opposition remained 22. Subsequently resignations of 7 of the 9 NPF legislators have been accepted by the Speaker. Remaining 2 NPF legislators also can not join the Opposition Group led by Congress. Thus Nagaland Progressive Alliance with a total strength of 22 members was not in a position to form a stable Government.
Though the Speaker ruled that Motion of No Confidence was defeated by 23 Votes to 19, the fact remained that the Government was reduced to a minority of only 23 MLAs in a house of effective strength of 55 with 31 members not supporting the Government.
On the night of 13th December 2007, the Speaker accepted the resignations of 7 NPF MLAs, thereby reducing the effective strength of the assembly to 48. Even then, the ruling DAN Alliance had a support of only 23 MLAs out of 48 and 24 were against them, apart from the Speaker. Again on 17th December 2007, one Congress MLA has resigned from the Assembly. This series of defections and resignations have really plagued the Government. If a Government is continuously trying to placate its MLAs by giving them ministerial berths and other portfolios, then it is clear that the group of MLAs who are together forming a Government are not bound by ideology and principles but by mere lure of office. Such manipulations and machinations by elected members will never allow a Government to focus on Development and Administration. This seriously jeopardizes the Developmental Process as also the interests of the citizens.
Thus it became very clear that no stable Ministry can be formed from the present Assembly which has as many as 13 vacant seats and has seen a series of defections and resignations. A Government should run on the principles enshrined in the Constitution and any attempt to manipulate a majority by interpreting Constitutional Law arbitrarily amounts to making a mockery of the Constitution itself. Moreover the Assembly has just about 2-3 more months of life left. Any Government, if formed from the present Legislature will only result in un principled defections with lure of office and is not likely to provide stable governance. This would be a very dangerous situation in any State, more so in Nagaland which has special security needs and is due for elections in just about 2-3 months. Fresh Elections, due in February - March 2008 will lead to a stable legislature and a stable Ministry. In view of this, there was no option left but to impose provisions of Article 356, in order to be fair to both the parties and give a chance to the people of the State to elect a Government democratically as per their wishes.
A stable Government at this stage is very vital for Nagaland to march ahead on the path of Peace and Development. The last decade has seen Peace coming in the State, a bit slowly but steadily. It has been recognized by all that Peace is very vital and it is imperative that killing of brothers by brothers must stop and a situation must be created that is conducive for resolution of all issues through dialogue and through Peaceful means. The decade long ceasefire and the Peace process has ignited the minds of citizens who now yearn for everlasting peace and prosperity of all. This is an important milestone in the History of Nagaland and we must ensure that narrow sectarian goals of a few individuals must not come in the way of the goal of larger Good for the Society. Today, what we need in Nagaland is for our leaders to rise above the politics of office and go to the people, get the mandate and thereafter venture upon fulfilling the aspirations of the people who have elected them. This is the cornerstone of a mature democracy and if our leaders can live up to the expectations, the dream of a developed Nagaland will be a reality.
During the period of President's rule, I wish to assure you that I shall do my very best for the Peace, Progress, Prosperity and Development of Nagaland. I shall ensure that the State Administration gears up to meet the expectations that citizens have from Government. Maintenance of Law and Order has to be a top priority and Police and Security Forces must ensure that citizens can live a secure and peaceful life. This would also require joining of hands by various groups and the recent declaration of cessation of factional clashes is a step in the right direction and needs to be carried further. Good Governance will be a thrust area and I call upon all to join hands to improve delivery of services to citizens specially with regard to Public Distribution System, Health Services and Educational Services. We have to tone up the Developmental apparatus to ensure proper utilization of funds received from Government of India for schemes like National Rural Employment Guarantee Programme whereby we can gainfully employ all our youth and create durable community assets. Public Grievances must be addressed in responsive, accountable and time bound manner and all Government Departments must instill Financial Discipline. The endeavor will be to give to the citizens a Government that is SMART - Simple, Moral, Accountable, Responsive and Transparent.
In this I need support and cooperation of Government Servants, Police, Security Forces and above all the People of the State. I would urge upon the Government Servants, to do the extra bit to ensure that Government Services are run to the best of their abilities and at the same time the machinery is geared in time to conduct the ensuing Assembly Elections, whereby a Popular Government can be chosen by the People. ‘Present Naga situation different and ugly’ The Morung Express
Dimapur, January 3 (MExN): “Truly we are very unfortunate that today in Nagaland the situation turned into a very different and more ugly situation owing to both internal and external elements. However, it will not pull on like this endlessly,” said Viyalie Metha, the Kedahge Gen (Retd), FGN on the occasion of its 44th Naga Army Day and hoped that a time would come to make use of the rich past experiences to restore normalcy and peace that would open the way to strengthen the nation. Metha appealed to work together to overcome falsehood and aggressor acts by honestly and boldly upholding national foundation and international behaviour and conduct that may be acceptable before God. He said that on January 3 was observed as the Naga Army Day by the Naga Army ever since it’s raising day on January 3, 1964 by the FGN and continued that the raising of the Naga Army was rooted on a very noble and humble foundation by patriotic Nagas in defense of Nagaland against the aggressor India. “On this day, and every day, Nagaland shall honour and salute all those who fought against the invading forces of both Indian and Myanmar,” he stated. Recalling the past, he said that India launched an undeclared war on Nagaland in 1954 with the sole intention of ‘invading’ Nagaland. Upon which, Nagas were left with no choice but to defend the sovereignty of Nagaland. Thus, brave and courageous Nagas rose in defense of land and people from every village formed the Naga Safe Guard (NSG) under the command of Gen Thongti Chang. It was a war, where many Nagas gave their precious lives as volunteer force of the Naga Safe Guards, Metha’s message stated.
He disclosed that the Indo-Naga war inflicted heavy toll of deaths and various kinds of atrocities on the Nagas and besides that villages and granaries were burnt. These horrible acts of genocide launched by India continued unabated in Nagaland hidden from the outside world and maintained that in order to resist the horrible acts of India, the NSG was raised to the Naga Home Guard (NHG) in 1956, with Gen. Kaito Sukhai, as the C-in-C.
Metha pointed out that Nagaland as a sovereign nation, cannot do without a standing army to defend and protect its country and its citizens. “This requirement was formally done on January 3, 1964 by transforming the NHG to the Naga Army, with Gen Mowu Gwizan, as the 1st Commander-in-Chief,” Metha said. To strengthen friendly relation with foreign countries, he said that the FGN had undertaken ‘Good Will Alee’ (Foreign) Mission where the Naga Army were assigned and entrusted to go outside Nagaland. “In most of the ‘Good Will Alee’ trips Naga Army succeeded in its entrustments taking great risk of life in the interest of Naga people and Nagaland,” he disclosed. Stating about Naga national workers of NNC and FGN, he said that the workers could maintain ‘Peace’ and ‘Unity’ in past years as far as possible. “And the war that broke out in 1954 between the two peoples, India and Nagaland were brought to a halt where the chosen church leaders of NBCC did its best to create Nagaland Peace Mission and the Nagaland Peace Council,” he added.

GUWAHATI: Nagaland Chief Minister Neiphiu Rio on Thursday described the imposition of President’s Rule in the State as “murder of democracy” and “politically motivated to suit the intention of the Congress party.” In his immediate reaction to media reports of Presidential proclamation of Central rule in Nagaland, Mr. Rio said that a mandated government had been sacked just one month ahead of assembly polls which exposed the political intention of the Congress. “They [the UPA government] have completely overruled the anti-defection law and 91st amendment of the Constitution. However, the regional party is prepared to face the elections. We will go to the people as people are the best judges,” Mr. Rio was quoted by his Press Secretary, Abu Mehta. Mr. Mehta told The Hindu that till around 9 p.m. the Chief Minister’s Office was yet to receive the copy of the Presidential proclamation on Central rule.
The National Socialist Council of Nagalim (Isak-Muivah), on the other hand, said irrespective of whether the “Indian government goes for President’s Rule or any other rule, the NSCN (I-M) stand is that Nagas are independent and sovereign people and it wants an early honourable and politically negotiated solution to the Indo-Naga political issue.”
Public response to President’s Rule The Morung Express
Dimapur, December 3 (MExN): With the imposition of President’s Rule in Nagaland, the political situation is moving forward with air of uncertainty, with a curious question of ‘what next.’ The proclamation of PR has come as a surprise for the general public who least expected this political turn out considering that Nagaland is headed for the polls next month.
Puni Modoli a social Worker has no haste in commending that the decision of the President’s Rule has been done in ‘haste’ and this was not required at the moment. Naga Hoho Vice President Kevi thought that it is not the right time to impose PR as new advisors coming in will only jeopardize the whole 6-7 years of the on-going peace process. “Given the premises of the situation PR is of no importance. PR is as good as army rule,” Kevi said.
The Convener of the Joint Forum Working Committee GBs & DBs A. Taku Longkumer could only sum up his opinion that PR should have been avoided at this ‘juncture.’ Giving his view a veteran citizen said that imposing PR has only stir up ‘suspicion.’ Citing another angel of the situation he said that the peace process is on, unification of the GBs and DBs is going on and the midst of all this the government in the centre is becoming insecure of this development. He also said that PR effect will be of a large dimension.
The decision has also been viewed with mistrust. There were a few opionions that said that the ‘Speaker’s action is just a lame excuse. Over all technique is not quite correct. ’ Naga Students’ Federation, Imchatoba, stated that PR is not a welcome one as there is only one month left for the next election. “It is unfortunate. It is not a welcome one when there is only one month left for the next election”, Imcha said this evening. Director Peace Affairs of the NBCC Rev Kari Longchar said ‘proclamation of PR shows weakness of our political machinery.’ We cannot help the decision as it depends on the constitution of India and popular government will come to power but it implies that Naga government cannot manage by itself, he added and further said that churches, hohos and other organizations should work together for a political solution. The Naga Hoho Vice President said “the state should immediately go for election. We can get the clear mandate of the people through election.” “Let’s see how the situation turns around,” Modoli quoted in uncertainty. Imposing President’s rule as per article 356 of the Constitution of India has raised hopes for the Congress-led Nagaland Progressive Alliance (NPA) against the DAN government while the DAN government believes that PR may only strengthen their position for the next elections.
Elections in February even if President's Rule is imposed: Rio Nagaland Post
Kohima, December 3: Nagaland Chief Minister, Neiphiu Rio today said President's Rule or not, elections will be held in February and they are prepared to go to the voters to seek for a mandate again.
Speaking at a function some 30 km from Kohima, Rio said state's general elections would be held in February even if Centre's rule were imposed in the state. He, however, warned that forcible imposition of President's Rule in the state would jeopardize the ongoing Naga peace process with the Naga undergrounds vis-à-vis ceasefire. He has repeatedly warned the Centre over this issue.
Both the Opposition Congress joined by disgruntled members of Nagaland People's Front, the main constituent of ruling Democratic Alliance of Nagaland and Rio have taken their battle to New Delhi. The latter could at least convince the leaders of NDA and Left parties, who have all opposed Centre's rule in Nagaland. But Congress is determined to dislodge the DAN Government on that ground that it has not only been reduced to a minority but due to deteriorating law and order situation.
Leader of the Opposition I. Imkong Ao however said his party had never demanded for a president's rule but dismissal of Rio's government. He strongly denied that at no point of time they had demanded for President's rule. Both congress and its allies wanted an alternative government. It is understood that imposition of president's rule would not at least satisfy the congress this time. The demand for removal of DAN government spurt off when the trust vote which was moved by the Opposition Congress was declared defeated in the Assembly on December 13 by the Speaker Kiyanielie Peseyie.
The Speaker declared 23 (18 NPF, one independent and 4 BJP), excluding the Speaker and 17 Congress and 2 JD(U) combine 19. He barred 3 independent legislators from voting on the ground that they were hobnobbing with the Congress, which was against the 10th scheduled of the Constitution. The 3 independent MLAS were, Jongshilemba Ao, P Chuba Chang and Khutovi Sumi.
Despite strong protest from the Opposition benches Peseyie declared the motion defeated, but the restless Opposition members joined by at least 9 disqualified NPF members rushed to New Delhi on December 16 to press for the demand for dismissal of DAN Government and form an alternative government under the name and style Nagaland Progressive Alliance with Imkong Ao as chief ministerial candidate.
Right from the formation of DAN government in March 6, 2003, Rio has been facing disgruntlement and restlessness from the coalition partners over the allocation of portfolio, even though he was compelled to form a jumbo sized ministry in order to accommodate all the restive legislators, most of them who have been jumping from one party to another. Somehow he pulled on until 91st Amendment Bill strengthened his shaky government in 2004, but had to downsize his ministry only to 12. Before this, he could engineer defection of 7 Congress MLAs and 2 JD (U) into NPF. But due to the downsizing disgruntlement continued from those axed legislators. Compounded by this Congress persisted for white paper on utilization of Rs. 365 crore bonus to the state by the then NDA Government and finally Chief Minister Rio had to axe his buddy K Therie, who was the Finance Minister in the later part of 2004. Therie was not only charged of misutilization of Rs. 365 crore but was not in the good book of NSCN (IM).
Since then, Therie along with another NPF, former Minister Z. Obed Angami stood together in the toppling game. Therie along with Obed and 2 other NPF members Vatsu Meru and Yeangphong resigned from the Assembly and an independent MLA Khutovi Sumi also withdrew support to the government in September. But Khutovi termed Rio as best Chief Minister ever produced by Nagaland. He appreciated the welfare porgrammes and developmental activities initiated by chief minister, Rio. But the main Opposition Congress dislikes such tag to Rio. So also Tokheho Yepthomi and Kipili Sangtam appreciated the chief minister and the DAN government for rapid development of the state. Sangtam also termed Rio as the best chief minister, while Yepthomi said he had to leave the government not because of Rio but due to other reasons. Another BJP member, Tiameren Ao resigned from the Assembly to seek Congress ticket and reduced the BJP to 4, followed by resignation of a senior NPF minister, Tokheho Yepthomi. He was later joined by NPF members, Kheto Sumi, Hukavi Sumi, Kipili Sangtam, Nakhao Lotha, Hewoto Awomi, Kihoto Hollohon and Tarie Zeliang. They all left the party just before the December 13 winter session of Assembly. Another Congress legislator Rokonicha Angami resigned from the party and the Assembly on December 16. Out of 60-member House, so far 14 legislators have left the Assembly. The present strength of the house is 46 with NPF-19, Congress-16, Independent-4, BJP-4 and JD (U)-2. Rio has been all these years too vocal on Naga political issue, but his opponents consider him as pro-Naga undergrounds. The policy of his government is 'equi-closeness', while the congress' policy is 'equi-distance'. NSCN (IM) on dismissal of Azheto- Nagaland Post
Naga unification in the context of the present situation where unprincipled ground exists taking the name of national workers, has become an emotional issue for the Nagas who really matter and who have forward looking approached for the Indo-Naga solution. Because, given the years of hardships with many lost of lives, there will undoubtedly be no single Naga across Nagalim who will not vouch for Naga unification. But the unfortunate thing as seen today is the exploitation of this issue on an emotional line to further enhance sectarian interest which is far from serving the purpose of the whole Naga.
This exposure of the anti-Naga agenda behind the call for Naga unification is the cause for the damnation of the dethroned GPRN Kilo Kilonser, Azheto Chophy who was dismissed by Yaruiwo's Order after having been convicted on criminal charge of high treason. There is no ground for Azheto Chophy to justify his action for he dared to hook wind the Nagas, collaborating with the Western Sumi Hoho (WSH), only to end up in the mess, never willing to wriggle out of it despite the life line extended by the forgiving hands of NSCN. After all, how long can NSCN exercise restraint on such condemnable act with such overbearing attitude that is tantamount to challenging NSCN authority? The intelligence scrutiny of the NSCN nevertheless failed to find on iota of truth in Azheto's seemingly show of extra concern for Naga unification. The simple fact is that the immorality and guiltiness in his objectives forced him to use illegal passage to announce his plan.
The NSCN never questions the initiative of anyone on the issue of peace and unity. Question was only raised when one started on wrong footing without taking the NSCN/GPRN authority into confidence. Because Azheto Chophy happened to be GPRN's Kilo Kilonser and the violation thereof the mandatory adherence to principle guidelines and official code of conduct that binds every national worker, high and low. After all, an approach to the magnitude of Naga unification, otherwise motivated by ulterior design, will go the way of a very transparent manner. However, like the Biblical saying: "Behold, your sins will find you out", how long can Azheto and his blind followers go on taking the Nagas for a ride.
It is ridiculous for the Western Sumi Hoho to speak of Naga history. It will be an embarrassment for the WSH if historical facts are to be dug out; but for the faithful and die-hard Sumi National workers who have lived up to the Naga national principles, it is best left to the unfolding situation to reveal the true color of each national worker, irrespective of tribe and to prove their worth. In the given situation where Azheto Chophy has been listed among the National Traitors, the same stigma is to be attached to those who have gone along with Azheto if they fail to come back within the stipulated period. As such, "traitors and defaulters" will henceforth be treated in the manner they deserved and there will be no compromise whatsoever.

It is felt unthankful if a word of appreciation is not expressed for cessation of factional killing during these days. Peace is the responsibility of every individual Christian and group of people. In the past, peace making was considered as the exclusive responsibility of the church but now DB's association and GB's federation have played their remarkable role for peace which is appreciated. Every human being has his goodness and weakness. Our Sumis are daring and precipitate. They took bold step in initiating peace in the past. Now it is a great sense of relief that no news about factional killing is seen or heard across our esteemed local dailies for quite a long time which is attributable to Western Sumi Hoho and the unified NSCN. We wish that this peace move be the beginning of a lasting peace in Nagaland. True unification will be emanated from true spirit of love and sincere love for the people will do any thing in transparency and consistency and will acknowledge fact and reality of the situation. True love does not have selfish motive and cannot be overcome by any criticism and opposition. Sincere aspiration for peace will not be only to have a clarion call to the people to come and join the peace move but to go to any body for forgiveness and reconciliation and explore the way and means of how to get unified and one. If it is not done, peace initiators are not yet walking on the track to the desired goal. Some thing is termed as logic or justice or reality or consistency whatever it may be, peace move cannot succeed by bypassing any of it. I appreciate the effort of peace initiators for unification which created lull for quite a length of time and I hope that they will endeavor to get through any hardship and difficulties to bring about a lasting peace basing on the unification move as stepping stone by sacrificing selves. Sumi Hoho supports unification move The Morung Express
Dimpaur, January 3 (MExN): Responding to the various public allegations made by ‘MIP GPRN, NSCN (IM),’ the Western Sumi Hoho stated that the Sumi frontal organization supports the “unification move initiated by Naga Hoho and GB & DB joint Forum” in a Press Communiqué signed by Akavi Zhomomi, General Secretary and Bohoi K. Yepthomi, Secretary Border Cell. The statement expressed displeasure on the allegations that “Sumis are dictating the unification with criminal programmes” and cautions that Nagas must to differentiate between individual acts and incidents and resist the urge to give communal and tribal hues and colours to such acts and incidents. The statement states that “History has recorded & shown that Sumi’s have always been at the fore of the Naga National struggle and we will continue to do so”. The statement questioned saying Can we isolate ourselves from any effort to bring peace and unity to our land and people? Emphasizing that individual interest must not be placed above the national interest, the statement appeals sharing that “we must make every conscious effort to keep in mind the larger interest of the Naga people”.
The statement queried “How long can we be blind to the realities that confront us as a divided people?” Highlighting the recent attempt by NSCN (IM) to brand Sumis as traitors and as a people with criminal programmes it further goes on to question as to if “our tribe be jugged and washed away in the entire process of the National struggle?” The statement expressed hope that the Naga’s can be mature enough to overcome all hurdles in our desire for unity and peace. The statement reiterates “we have been a free people, we are a free people and no nation, no group, no individual can break the indominatable spirits of the Naga people in our desire for freedom and a future of dignity. The statement concluded stating that “If peace and unity among the Naga’s is questioned what is it that the MIP, GPRN (IM), wants?

WSYF demands NSCN (IM) to furnish proof and evidences The Western Sumi Youth Front expressed strong resentment to the allegations on “arm collection and imparting training to Sumi Youth Front” made by MIP NSCN (IM) and termed it as baseless and false according to another statement issued by K.Kakiye Zhimomi, President and Mughavi Chishi, Press Secretary.
The Sumi Youth Front demands the outfit to furnish proof and evidences and the let the people judge and asked them not to stoop so low to spread cheap propagandas.
Reaffirming their support to Unification, the statement queried as to whether the people realize the peaceful atmosphere that has prevailed during Christmas and New Year which should be considered as a significant change the people has witnessed only after the unification. Stating that “it was a festive season without killings and bloodshed after a long spell which has always been a longing aspiration of the Nagas and it should continue”, the Youth Front appealed to all factions to unify in the larger interest of the Naga People. The statement however warned that “it shall not tolerate any more bloodshed and shall not remain a mute spectator should any factional encounter takes place in the Western Sumi region, rather it shall do everything possible to prevent any untoward incident and at the same time condemn any group that is found guilty”.
The statement finally urged all Western Sumi youths to be vigilant and to report any suspicious activities within their jurisdiction which may disturb the cordial and peaceful atmosphere.
NSCN (IM) for forgiveness and reconciliation The Morung Express
Dimapur, January 3 (MExN): Reiterating the declaration made by NSCN (IM) chairman, Isak Chishi Swu on forgiveness and reconciliation amongst the Naga people and different groups, the MIP stated that it once again proclaimed that the NSCN (IM) is always ready for reconciliation and forgiveness. “Those who really love Nagalim and the Naga nation have been struggling for the unification and liberation of Nagalim up to this point of time. It has been the basic principle of the National Socialist Council of Nagalim to stand for unification and national unity base on correct line” stated a MIP release. Re-enforcing further the statement emphasized that they really meant business, and therefore appealed to the civil societies to start taking initiative to facilitate this great necessity of the time “for the sake of unification and national unity.”
The MIP release however aired a note of caution stating there are people attempting to divide Naga Homeland and Naga nation under the shadow of ‘unification’ whose motive was to unify “few sections of certain community for the purpose of grabbing power, money and land to exploit the interests of other Nagas.” The statement clarified stating that Azheto’s group “who has gone astray does not, in any way represent the National Socialist Council of Nagalim and the Government of the People’s Republic of Nagalim” and that any commitment made by them is “unauthorized and not acceptable.” The MIP release cautioned that “this group of people cannot be endorsed to represent the interest of the Naga people.”
In another press release, the MIP questioned the secular credentials of the Union Government of India highlighting the recent inhumane atrocities against Christian brethren in Orissa in the hands of the fundamentalists. The statement said that ‘NSCN cannot help condemning the Orissa incident because the crisis management capability of India backed by its political power will have significant bearing on India’s concern in dealing with the other problems in North East’.
Weary of India’s honesty and sincerity in committing to solving the more than 60 years India-Naga conflict issue, the statement added that it has become a compulsion for NSCN to ‘watch every single step of India after having tasted the bitter fruits of trusting India during the last ten years of ceasefire’.
“Notwithstanding the unpleasant situation faced by the Nagas across Nagalim on account of the misadventure by defectors taking the “Naga Unification” issue as their escape route, engineered by anti-Naga forces, NSCN wishes all the Nagas a Happy New Year believing that “God’s Will” shall be the commitment in the heart of each Naga in this promising New Year.”
Initiative on wrong footing In another statement received today the MIP NSCN (IM) commented “given the years of hardships with many lost of lives, there will undoubtedly be no single Naga across Nagalim who will not vouch for Naga unification. But the unfortunate thing as seen today is the exploitation of this issue on an emotional line to further enhance sectarian interest which is far from serving the purpose of the whole Naga”.
The MIP added “the NSCN never questions the initiative of anyone on the issue of peace and unity. Question was only raised when one started on wrong footing without taking the NSCN/GPRN authority into confidence. Because Azheto Chophy happened to be GPRN’s Kilo Kilonser and the violation thereof the mandatory adherence to principle guidelines and official code of conduct that binds every national worker, high and low. After all, an approach to the magnitude of Naga unification, otherwise motivated by ulterior design, will go the way of a very transparent manner”.
Besides it said “it is ridiculous for the Western Sumi Hoho to speak of Naga history. It will be an embarrassment for the WSH if historical facts are to be dug out; but for the faithful and die-hard Sumi National workers who have lived up to the Naga national principles, it is best left to the unfolding situation to reveal the true color of each national worker, irrespective of tribe and to prove their worth”.
The statement elaborated stating “in the given situation where Azheto Chophy has been listed among the National Traitors, the same stigma is to be attached to those who have gone along with Azheto if they fail to come back within the stipulated period. As such, “traitors and defaulters” will henceforth be treated in the manner they deserved and there will be no compromise whatsoever”.

India has halted all arms sales and transfers to Burma, a development that could increase international pressure on the military junta that brutally crushed the pro-democracy "Saffron Revolution" led by monks this fall. The Indian government's decision has not been officially announced, but diplomatic sources said it has been privately confirmed by New Delhi to top U.S. officials in recent weeks. In a little-noticed statement, first lady Laura Bush noted the decision in a video teleconference she held on Dec. 10 in recognition of International Human Rights Day. Ticking off actions taken by countries around the world in response to the crackdown, Bush said, "India, one of Burma's closest trading partners, has stopped selling arms to the junta."
A spokesman for the Indian Embassy in Washington declined to comment. Burma, also known as Myanmar, is regarded as one of the world's most repressive nations. The National League for Democracy, the party of Nobel Peace Prize laureate Aung San Suu Kyi, won a landslide victory in the country's last elections, in 1990, but the military leadership refused to recognize the outcome. Suu Kyi has been under house arrest or in prison on and off since then.
But in September, massive demonstrations led by Buddhist monks threatened the junta's rule, until the army arrested thousands of monks and democracy activists. Of the thousands arrested, 700 remain behind bars along with 1,150 political prisoners already in detention, according to Amnesty International. At least six members of the 88 Generation Students, a leading pro-democracy group, were arrested last week, the State Department said.
Before the protests, military ties between India and Burma had appeared to be on a fast track. Military contacts had increased in early 2007, with New Delhi seeking help battling Burmese-based insurgent groups operating on its northeastern border and also attempting to counteract China's growing influence in the Burmese economy. Indian and Burmese military forces began conducting joint operations, and Indian officials indicated they would grant Burma's request for military equipment.
In one sign of cooperation, India began discussing the transfer of military helicopters that Amnesty International, in a July report, said are "highly likely to contain components, technology and munitions" originating from European Union nations and the United States, undermining embargoes by those countries.
"India's relationship with Burma has expanded pretty dramatically in the past few years," said Michael J. Green, a former top Asia adviser to President Bush who is now at the Center for Strategic and International Studies. He said that Southeast Asian neighbors of Burma had complained to Bush about India's deepening military ties with Burma. "They expect it of China, but India is a democracy," Green said. He said India's decision to end arms sales to Burma is "a big deal for U.S.-India relations. I think they are shifting." More broadly, India's move may put pressure on China, currently Burma's largest trading partner and arms supplier, experts said.
Last week, a bipartisan group of 48 senators, led by Richard J. Durbin (D-Ill.) and John McCain (R-Ariz.), signed a letter to Bush urging him to support an international arms embargo against Burma, in the form of a U.N. Security Council resolution. "No responsible nation should provide weapons to a regime as reprehensible as the one found in Burma," the letter said. Gordon Johndroe, a spokesman for the National Security Council, said, "We support an arms embargo against Burma and have been engaged in discussions with various countries on the matter."
China is one of the nations holding veto power at the United Nations, and few expect it to support the arms embargo. But analysts said that India's decision could force China to think of options short of an arms embargo to pressure the Burmese junta. In the 1990s, China became Burma's most important trading partner, according to Amnesty International, providing more than $2 billion worth of weapons and military equipment, including tanks, armored personnel carriers and artillery pieces such as howitzers, antitank guns and antiaircraft guns, some sold at below-market prices.
"The Chinese clearly are sensitive to the emerging role they are playing," Durbin said in an interview. "We have an obligation to continue to remind them we need their help in stopping some of the outrages in the world." A top European envoy last week also urged China to use its influence in Burma, specifically to end the house arrest of Suu Kyi. "Any sign from the Burmese authorities to progress on this path will be welcome, and the Chinese intervention is fundamental," Piero Fassino told reporters at the end of a three-day trip to China.
In her year-end news conference last week, Secretary of State Condoleezza Rice said that "when the monks were in the streets, that there was an energy in the international community to try to do something about it," but now that momentum has dissipated. "It's our responsibility, along with others, to try to keep a focus on that effort," she said. "We will return again and again to the Security Council to discuss this issue. We will return again and again to those states that have influence, like China, to move this forward, because there needs to be a process of political reconciliation."

Singh also said that as the Government of India with its Look East Policy is laying special stress in developing the industry sector and the infrastructure in the region be it road, rail or water channel, it has become imperative to add teeth to the strength of the AR, which is entrusted with the job of guarding the NE. “The new policy has in a way increased the level of responsibillity that the AR has been shouldering for years,” he said..

“Today insurgent groups, especially those operating in the NE, have become richer, which has enabled them access to almost all kinds of sophisticated arms and ammunition. The fact that these insurgent groups are also procuring arms and ammunition from foreign countries is also a matter of concern, which is why a change in the approach is the need of the hour so that we can be one-step ahead of them,” Singh pointed out. Singh was speaking on the golden jubilee celebration cermony of the Assam Rifles Training Centre and School here at the Assam Rifles Training Centre and School premises.

“The modus operandi of the insurgent groups in the North East region along with the rest of the world has undergone drastic change and in order to outsmart them there is a need for a massive change in the approach of the paramilitary force. The Assam Rifles being the premier and the oldest paramilitary force cannot afford to ignore these developments,” Singh said. “The Assam Rifles is known as the ‘sentinels of the northeatern region’ and ‘friends of the hill people’ and we must retain the faith of the people of the region at any cost,” he stressed while addressing the Sainik Sanmelan, which was participated by around 1500 recruits, junior commissioned officers (JCOs) besides a host of senior officials.

Singh also hailed the efforts of the Assam Rifles Training Centre and School for producing some of the greatest soldiers, who have laid their lives for the sake of the country. “ I sincerely feel that an armed force is as good as its training and the role of the training centre becomes all the more imporant,” he reiterated. The Director General also released a new Assam Rifles postage stamp during the golden jubilee celebration. He also flagged in the TVS sponsored motor cycle rally which has traversed 3,000 kilometers throughout all the northeastern States excluding Sikkim. [Sanjoy Ray]

Umiam lake, the site of hydel power project
Shillong, Jan. 3: The Khasi Students Union today decided to launch a series of agitation from Monday to protest against the Meghalaya government’s handing over of major power projects to private companies.
The KSU will organise a procession on Monday morning from its office at Jaiaw here to the state secretariat. On Tuesday, it will organise a road blockade from 5am to 5pm in East Khasi Hills, West Khasi Hills and Ri Bhoi districts. It has also called a bandh in these districts from 5am to 5pm on Wednesday.
The decision was taken at the union’s central executive committee meeting here after the government failed to meet the December 31 deadline set by the KSU to scrap the deal.
KSU president Samuel Jyrwa told reporters that the decision was a mark of protest against the government’s negative response to their demand. He, however, made it clear that they had launched the agitation only over the power projects and not over uranium mining, though they would “continue to oppose” it.
The meeting, however, discussed central clearance of uranium mining in West Khasi Hills and decided to seek the support of other NGOs and political parties to oppose the move.
Jyrwa alleged that the state government had handed over the hydel power projects hurriedly and in violation of the Meghalaya power policy. KSU general secretary Hamlet Dohling said the government hurriedly called a state cabinet meeting on December 7 and decided to hand over the projects to private companies. Only six ministers were present at the meeting.
Moreover, the state power policy stipulates that projects having over 100-MW capacity must undergo international competitive bidding. The KSU alleged that the government had flouted this norm. The Kynshi Stage-I and Stage-II hydel projects have a capacity of 1,000 MW while the Umgot project has a capacity of 260 MW. The other hydel projects are Leshka Stage-II, Umiew and Simsang basin. The cabinet had decided to develop these six hydel power projects in a joint venture with private companies under the build-operate-transfer system. Some cabinet ministers have also protested against the move. Urban affairs minister Paul Lyngdoh said six cabinet ministers will hand over a letter of protest to chief minister D.D. Lapang on Friday.
Another NGO, the Federation of Achik Freedom, has also opposed the handing over of the Nangalbibra thermal power project in Garo Hills to a private company.
